Black caucus making noise about hearings and the "revrunds" screeching?


White caucus all up in....oh wait....never mind.


  • Mayor Rahm Emanuel has asked Eddie Johnson, the Chicago Police Department’s African-American chief of patrol, to become the city’s next top cop in an unprecedented end-run around the Chicago Police Board aimed at boosting cops’ morale and restoring the community’s trust.

    Sources told the Chicago Sun-Times that Emanuel offered the $260,044-a-year post to Johnson before rejecting the Police Board’s three recommended finalists to replace Supt. Garry McCarthy, dumped by Emanuel amid public outrage over the video released in November showing a white cop shooting and killing black teenager Laquan McDonald.
Anyone who saw the video released by De-Escalante last month attempting to explain away the 76-box ISR report and the ACLU flyer saw Eddie Johnson looking steamily outraged that he was be forced to sit and listen to this clap-trap from 18 inches away. you could see it on his face he thought it was a bullshit move.

And anyone who went to the CompStat meeting a few weeks ago, heard Eddie Johnson call out all the other exempts for failing to lead and pretty much being wusses.

So what does this mean for the Department? We imagine DeEscalante is on his way out. There might be (should be) a lot of sudden turnover at upper levels. The "revrunds" and the Black caucus have been hamstrung by Rahm. Lori Lightfoot has been made to look bad. Rahm is obviously trying to get the cops on his side by picking someone who has a modicum of respect from the rank-and-file and who was actually the police during his career.

Interesting times ahead.

For once a pick that makes sense. Eddie Johnson is capable and a gentleman. He does not care what the color of your skin is or your background is. He cares about people, the department the city and the coppers. I truly believe that Eddie Johnson took this job for the right reasons of being a police officer. What I love about him the misfits that he is extremely fair. Eddie will stand behind you if you did your job the right way and if you are a copper turned crook he will personally walk you into the federal building. He is a cops cop and he is a citizens cop. He is the guy that both the police and the citizens actually want to take this job. He will take the back of a copper who is working and doing the job right. If your a copper who turned to the other sides do are a criminal he will have no problem taking care of business and make sure you wind up in the crosshairs of the states attorney. Which is the way it should be. We are cops not criminals. He is very fair and nice guy. A boss who actually still tries to look out for the troops morale and won't lie and spin the truth. If something is bad we will tell you, he won't lie to you and he will tell you what he really thinks about something good or bad. You would be hard pressed to find anything negative about chief johnson.. But then again on this site the commenters will complain about anything and everything. Congrats Eddie Johnson, to say you were a prince of a boss was an understatement... Now let's see how you do as a boss/politician.

BFD he was the "police" during his career on the street. Once he sits in that chair, Rahm controls him, the ACLU controls him, the revs control him, the Feds investigation will control him, and pols and IPRA will impact him, long and short of it is that he ceases being his own man.

He will be reacting to the events that swirl around him unable to do anything other than to placate the masses, the Feds, the ACLU, etc. etc. by dropping the hammer. He will be forced to account for crime and homicides, unable to control both like all others who came before him, because he and the pols can't change the culture of the community responsible for the crime and homicides. He will be forced to do more with less, reinventing OT programs to flood areas with police in an effort to stem the tide.

And what will hamstrung him even more, though he will try, is the lack of vehicle stops and street stops due to the ISR, which he cannot get out from under. And as long as the ISR is in place, as long as the ACLU has its hands on the pulse of the department and as long as the FBI is investigating, pro-active police work that once kept the lid on the pot from boiling over will be a thing of the past.

Say hello to a city that is about to get the police department the liberals have always wanted from police departments, in spite of what is good for the citizens of Chicago and what tactics work in keeping crime and homicides down.

Could put Zorro's horse in charge of the Chicago Police Department and it would still be the same. It isn't that the department has to change, it is the culture of this society that has to change, but won't due to SJWs implementing its agenda.

Eddie Johnson is one of the best this department has to offer. I was under his supervision when he was a new sergeant in 005. He is a great person and supervisor. I hope rank hasn't changed him too much. I did give him some shit about hugging Fr. Pfleger when he was the 006th District commander...he laughed about it.

Wow. This is some interesting footwork here.

Hard to remember sometimes that everyone in Chicago isn't working some kind of angle -- just everyone in City Hall.

I had hoped for a supt. from the ranks here, but as everyone says, he won't have any room to take a swing or any stick to do it with since BLM and the ACLU now run the Department.

With ISRs and "no helmets" and "let them scream in your face" and "hands off" and "give them room to destroy" and "trial by video," well...the increase will just continue to increase.

I do not know Eddie Johnson and he seem to be a good guy, but what a lot of PO forget is that once you put the 4 stars on your shirt and coat things change very quickly. He will have your back only as far as he mayor and aldermen let him and whether he likes it or not he will throw you under the bus. Remember no matter who has the job we are still screwed, the politicians and the public will want us tarred and feathered just because they can we must stay FETAL. Great choice - but I'm not sure what he can do to turn around the morale in the CPD. That is a monumental task at this point seeing how we are in bed with a private organization like the ACLU who's looking to hang us by the balls - and our exempts and our mayor want us to provide them with the rope. The news media and politicians keep focusing on restoring trust in the community, but the bigger problem is restoring morale in the CPD and getting police to somehow buy back into being proactive police again. Not sure any choice could do that at this point - but glad to see he got the nod. Once they start realizing that police are not the problem in these communities - the assholes who live there and terrorize it on a daily basis - then maybe we can start moving forward as a Dept. Buy he's still got a bunch of merit hack exempts under his command who are either concerned with keeping their own gold stars at ANY cost or who are just plain over their heads because they were given promotions they didn't deserve or earn. I wish him luck.

Eddie worked for us at VSEP, and I can tell you he is the Real Deal; but It Matters Not, because like some Classic Greek Tragedy the King is Flawed! Consider that Rahm, according to the Scum-Times wanted the PhD, but because the PhD went home and bragged, Rahm's Ego and Narcissist Personality were wounded, so in retaliation, Rahm chooses someone who was not even in the running! Johnson had not even submitted an application. This is not about the best interests of CPD or the citizenry; THIS IS ALL ABOUT RAHM'S EGO NEEDING TO BE STROKED! AND WHOMEVER HE APPOINTS, THE ACLU AND DOJ ARE NOT GOING AWAY! How much did it cost the city to get the interview process started? A search firm? Interview costs, transportation, hotel rooms travel expenses etc. etc.and then the mayor, ( I use the term mockingly), just end runs the whole process. What a dump hole the city has become. I'm gone, live in the country, 3 cars at a red light is a traffic jam, gotta watch out for the local wild turkeys in the driveway, clean air, etc. haven't been back to Chriaq in 4 yrs and don't miss it.

Change. I don't know if it's possible to seperate the two but you can't
Let politics drive the department. The minute someone starts to say
Things like brutality or corruption the politicians start to get nervous
And want to appease the people and so we find ourselves in a bad spot
When you have bad politicians then you get a disengaged police force
We need to start with a mayor who will stand up there and tell people
That they are gonna be held responsible for there actions and there behavior
If they want to challenge the police then appropriate action will be taken
And they will determine the level of response necessary for us to be safe
And to do our jobs then they need to stand behind the troops if there is a law suit
Then fight it and start turning the tide
But that's not gonna happen it's not gonna ever happen not in the current
World we live in so although this guy might be a good guy and he may have been a great
Policeman and boss he is not the answer no will be the answer because

Latino Aldermen Demand Escalante Be Considered For CPD Superintendent
March 18, 2016

CHICAGO (CBS) — Members of the Chicago City Council Latino Caucus on Friday demanded interim Police Supt. John Escalante get the job permanently, or at least be included on a new list of finalists for the position.

Ald. George Cardenas (12th), who chairs the Latino Caucus, said all 11 members feel Escalante has done a good job since taking over for the fired Garry McCarthy, and the Chicago Police Board should have included him among the finalists sent to Mayor Rahm Emanuel for consideration.

“How can you have confidence the board that, through its process, rejects the same man that is leading the charge right now? I do question that,” he said.

Ald. Daniel Solis (25th) said it’s about more than just Escalante being left off the list of finalists.

“The fact that there wasn’t a Latino in the final three candidates, that’s not only a disappointment, that’s insulting,” he said.

Solis said the mayor should make sure the list of finalists for the superintendent’s job includes a Latino, specifically Escalante.

“As it now gets to the mayor’s office, he should respect the position that we’re taking, and tell the Police Board that you’ve got to come up with a new list,” he said.

Regardless of how good of a man or copper he is/was, it still doesn't change a damn thing. The horse is out of the barn. All you daydreamers that think "real policing" will make some kind of triumphant return because of a new, likeable face in the top spot are smoking crack.

Eddie Johnson is a great choice. Of course there will be negative comments because everybody has enemies especially on this site. He is a decent person and a fair guy who cares about his people and the good citizens of this city. He is a much better choice than Gene Williams who is in the back pocket of the reverends, an outsider from Atlanta and a woman who couldn't handle a much smaller and less complex department than Chicago. As you say SCC this is a big screw your to the reverends, and the Hispanic and Black caucus who will have a hard time opposing him. All in all an excellent choice, and I hope people will give him a chance.

BFD he was the "police" during his career on the street. Once he sits in that chair, Rahm controls him, the ACLU controls him, the revs control him, the Feds investigation will control him, and pols and IPRA will impact him, long and short of it is that he ceases being his own man.

He will be reacting to the events that swirl around him unable to do anything other than to placate the masses, the Feds, the ACLU, etc. etc. by dropping the hammer. He will be forced to account for crime and homicides, unable to control both like all others who came before him, because he and the pols can't change the culture of the community responsible for the crime and homicides. He will be forced to do more with less, reinventing OT programs to flood areas with police in an effort to stem the tide.

And what will hamstrung him even more, though he will try, is the lack of vehicle stops and street stops due to the ISR, which he cannot get out from under. And as long as the ISR is in place, as long as the ACLU has its hands on the pulse of the department and as long as the FBI is investigating, pro-active police work that once kept the lid on the pot from boiling over will be a thing of the past.

Say hello to a city that is about to get the police department the liberals have always wanted from police departments, in spite of what is good for the citizens of Chicago and what tactics work in keeping crime and homicides down.

Could put Zorro's horse in charge of the Chicago Police Department and it would still be the same. It isn't that the department has to change, it is the culture of this society that has to change, but won't due to SJWs implementing its agenda.

The mayor wants someone who was not a finalist and did not even apply. So now he rejects all three and the one the mayor wants then applies, long past the deadline. Is the board going to re-open the applications process to everyone or just to the inside the mayor wants? And, what happens if the police board sends the mayor three new finalists but the insider the mayor wants is not one of those? Yes, you are correct. The police board is controlled by the mayor and the entire process of a nationwide search is just so much smoke and mirrors. Why go through all of this nonsense? The US 4th District has severely limited the use of tasers for "nonviolent" resisters. It is considered a complete change in every use of force model regarding tasers. Officers have substantial personal liability for using tasers on "nonviolent" resisters. Even officers who work in states that have liability protections for police officers will lose those protections in federal court for an improper taser use.

This decision is a major game changer for using tasers and some police departments covered by the 4th District have taken tasers away from officers until new policies can be written.

The "culture" changed from a culture of 750 murders/year in the 90s to 450 for the last decade. And then the "culture" changed in the last several months.

The unfortunate truth is that the Mayor, the Supt and the Police are all held accountable for the shootings. No one other than the Police accept the fact that the culture itself is the responsible party and swapping, Mayors. Supt.s and CPD is like trying to fix a flat tire by putting a new engine in a car.

For anyone who wants this job as superintendent. Just read the interview of Cedric Alexander on NBC5 web site.

Mayor interviews the guy 3 times in six days and treats him badly only to ask for a second chance and another interview where he offers job to Alexander on Thursday and change his mind on Saturday.

Remember McCarthy, "The Mayors got my back" within hours they were pulling the knife out of his back.........

The 025th district commander and captain should focus more on the tac teams for ISR's, instead of hassling patrol. That's what those teams are for. They got specialists on those teams that have been on them for over 15 years.

If they can't bring in ISRs, then they can get dumped back to patrol and learn how to do accident reports again

It doesn't matter anymore. There is no "messiah" that is going to descend from the heavens to save this city/department. I don't need a "leader" to tell me what to do. I know what my job is and how to do it. I've found more inspiration and knowledge on this job through the talents and experience of my fellow officers than I have ever seen in any supervisor/boss/superintendent. Those kind of people will never be a figure-head because their truth in character will not allow them to whither behind orders from a political puppet master at the expense of their peers. The position of superintendent serves as the nanny who decides what flavor he will add to the medicine that the mayor orders the police department to swallow. And as a previous poster mentioned, nothing will change until the culture of violence in these communities is addressed.

For once a pick that makes sense. Eddie Johnson is capable and a gentleman. He does not care what the color of your skin is or your background is. He cares about people, the department the city and the coppers. I truly believe that Eddie Johnson took this job for the right reasons of being a police officer. What I love about him the misfits that he is extremely fair. Eddie will stand behind you if you did your job the right way and if you are a copper turned crook he will personally walk you into the federal building. He is a cops cop and he is a citizens cop. He is the guy that both the police and the citizens actually want to take this job. He will take the back of a copper who is working and doing the job right. If your a copper who turned to the other sides do are a criminal he will have no problem taking care of business and make sure you wind up in the crosshairs of the states attorney. Which is the way it should be. We are cops not criminals. He is very fair and nice guy. A boss who actually still tries to look out for the troops morale and won't lie and spin the truth. If something is bad we will tell you, he won't lie to you and he will tell you what he really thinks about something good or bad. You would be hard pressed to find anything negative about chief johnson.. But then again on this site the commenters will complain about anything and everything. Congrats Eddie Johnson, to say you were a prince of a boss was an understatement... Now let's see how you do as a boss/politician.

Eddie Johnson is one of the best this department has to offer. I was under his supervision when he was a new sergeant in 005. He is a great person and supervisor. I hope rank hasn't changed him too much. I did give him some shit about hugging Fr. Pfleger when he was the 006th District commander...he laughed about it.

This is by far the best time I'm having in CPD so far, nothing beats just parked or driving up and down streets looking for nothing and letting the savages er people just kill each other or just answering your calls and dropping paper when needed , plus getting paid pretty good I'd say. I don't care who they put as the super, I'm remaining FETAL for the rest of my time. Hell boys and girls just answer your calls and go park it somewhere and kill time. The only thing important now is what's for lunch and what time we go home. The People of Chiraq wanted this, let them have it and while their at it, let them call pooky in the corner to come to there aid. Until they get rid of all of the above (ACLU, etc.,etc.,ect.)this once great city will not recover anytime soon, so my advice is go with flow staying fetal, answer your calls then go back to your hole wait for the next call, back each other up in blue not white (FUCK THE BOSSES) unless you got a great boss that has your back and vice versa and go home and protect your own.

I see what you are saying but for the most part I dont get stressed out by the job at all. In fact, this is a great job. I work days on a beat car, have good start and end times, I have my own car and work at my own pace. I take a good lunch, a couple peronals and answer my jobs. I dont take a single job personally and give paper to absolutly anyone who wants it. If they want paper then I give it to them. Paper makes everyone happy. I will bring in a few parkers, maybe a mover here or there and then I will do a isr if there was some opportunity that I actually had a legit one... which on a very busy beat car doesnt happen all too often but Ill get the suspicious person calls etc that warrants an ISR. after all of that of me pretty much being my own boss all day working at my own pace I go home. I dont have to worry about a single thing when I go home that is work related. I dont get myself tied up in politics or anyone that is a higher rank than me. I dont concern myself with the bosses drama etc. They ask me to do something I follow orders and do it.. Not that hard. I really started loving this job when I decided long ago to just do the job. seriously, just do the job. Guys get themselves so stressed out about having to actually "do work" or answer their jobs or figuring out a way to get out of doing a job, and when they cant get out of it they get pissed that they have to give somebody a report. who cares???? Just do it! stop worring about the mayor, the supt, reverunds, what ghetto scams are happeing, whos gonna be president etc. it effects nothing!!!! Show up to work and be your own boss. When you stop caring about outside influences that really dont effect your life anyways you will find how much stress is lifted away. Im not crazy and im not tired of the job... Ill stay and make some money till my 29 and a day.. then I will leave. stop getting so angry over this job... When you stress yourself out over this job then the job and ghetto rats win! carefree attitude and do your job... after all, its ONLY a job. Very insightful, and very true. And if there ever is a legitimate investigation into the fact that the "friends" of Senior Subject Matter Experts tend to excel on those particular exams, even if their scores on previous exams were so low that they had to rely on merit promotions, it won't be difficult to connect the dots with the likes of Maurer with Kennedy, Georgas, and the rest of their "study group."

One last thing - don't rely on the DOJ to investigate this - this isn't why they are here.

Originally rahm said in the Sun Times he disqualified Alexander because he allegedly told an Atlanta reporter he "thought" he had the job. Did rahm even bother to ask alexander a but this. I doubt it since Rahm then back tracked and said he did not like the candidates.

I only have 4 questions
1. If rahm did not like the names provided by the Police Board why did he not immediately say so and throw the list out? Why did he waste so much money and time on background checks, interviews including transportation, lodging and other items on candidates he did not like? He had the option of throwing the list out or asking for the next 3 names or the entire list and picking from the CPD people that applied.
2. Why did Rahm have to travel to DC to talk to Alexander on Thursday? Was it because it is true Alexander had asked Lightfoot to remove his name from consideration sunday or Monday after meeting with Rahm? We all know what these posts would be if he had removed his name before the selection.
3. If the next selection process is going to be fair and open (even if limited to CPD personnel only) how can Rahm guarantee Johnson will be one of the top 3 candidates without interfering in the process.
4. with regard to improving morale, it appears unlike rahm's allegations, CPD morale has little to do with McDonald shooting and everything to do with the required ACLU forms. Is he or Johnson willing to challenge this in the courts to make it go away. Otherwise as others have said here the ACLU mandates will remain,

I don't smoke or work for the fire department. So I refuse to let rahm blow smoke and try to convince me there's a fire. A lot of taxpayer money was spent on this process. There is a selection process. The only thing the little snake named rahm has done was to show his colors and lack of respect for process and the people of Chicago.

BTW What did Escalante do that resulted in him being removed as Interim Superintendent after less than 5 months?

Can anyone name a time when an Interim Superintendent was replaced by an Interim and the original Interim remained with the department?
