Anyone Know About This?

  • Off topic: SCC can you address the fact that there have been a sudden large number of people stripped and that maybe it coincides to the report that requested IPRA be replaced. I would hate to think that IPRA is merely trying to justify their existence through an overuse of their power and using working police as their pawns.

    37 people stripped in the past week and a half. All told they are being taken off the street until the pending investigation is closed. Smoke and mirrors at thr cost of guys thinking they are gonna get jammed up but in reality they are being used as "numbers". 99 percent of these people will be back on the street in 6 months but they still have to sit at call back which is not cool just to prove a point to the media and reverinds
Are these the reopened DOJ investigations? Or just IPRA rattling chains?

DOJ is not re-opening any investigations. Even if IPRA or IAD were to reopen past investigations the DOJ already has said they will not reinvestigate them as part of the pattern and practice investigation. Trust me, they have enough on their plate seeing as this is the largest department they have ever had to do a pattern and practice investigation on. I have also heard a good number of people have been getting stripped also... some of them have been for pretty goofy stuff that normally would not see people stripped for and others were things that dont surprise me. could be a coincidence but its not... they are looking to keep their jobs plain and simple. hope they dont "try to push" some guys to get charged because if they get guys charged without enough evidence in the end there is a great making for a lawsuit because we all can see it that they are just doing this to justify their existence.. If you strip and get a guy charged and he ends up beating it in the end because of a rushed and political investigation then you are just asking to give up hundreds of thousands if not millions to a class action if enough guys/gals are messed with. the city can do this though but if they get reckless with it or go to far just to prove a point they could end up being in trouble with lawsuits. good luck to anyone involved in this new political game, keep your heads on straight, its not the end of the world.. Heck, Ive been in the rubber gun unit two separate times and all has been fine.

Does anyone know about THIS? Retirees are receiving letters from the city stating that their past CR#'s are being re-opened and re-investigated. Two of my recently retired friends have received these letters. You cant even escape this departments bullshit even after you retire!

I recall Ray Risley stripping fifteen to twenty police officers and placing them in callback. A year later and a new head of IAD and it was found that not one investigation could be sustained. The police officers were reinstated without being suspended a day.

If this is true then a lack of communication between IPRA, the city and the affected officer and his union is occurring. The FOP must force this issue with the department so these officers know what is going on and are given some sort of time-line. To keep an honest hardworking police officer in limbo is not fair and cruel.

Old CR#s resurfaced and 30days to 30 days pending were given out like candy.

IPRA wants numbers just like everyone in this city does, however they want their numbers to stick because they are militant.

They are also dangerous to us, to the city and to themselves. They have no knowledge of how to conduct an investigation nor labor law. And they do not have an attorney reviewing their findings before they are imposed. IPRA costs the city a lot of backpay and destroys any motivation and morale that is left in the department.

However if you think IPRA is bad now wait until you have the new and improved REAL IPRA. Almost everything they do will be sustained and they will continue to be held not accountable for their screw ups.

The only light at the end of the tunnel is leave this "F" "UP" department and go somewhere for that piece of mind. Many of us drank that punch and believed in enforcing what the law states and believing in the frame of what a law says you can do and can't do, however, this witch hunt going on has no room or explanation on either side of that coin. There is already biased way of judgment on officers who were doing the right thing on this job, the feebs doesn't want to hear and understand your side of the reality on the streets, they only want to play law enforcement from behind a desk suit and tie in a court room where you are guilty without even a fair trial, or even a fair investigation. Its troubling times for all, its a sinking ship for a political agenda....take care of your families and get the heck out and move on or your gonna be the sheep eaten and spit out by the wolves!!!

Yep...I retired in October, and just got mine in the mail. It basically says that it's just to inform me that C.R.'s are being re-opened, and that they are the government and we have nothing to worry about...they're here to help...mmmm hmmm.

Ray Risley, truly a man out for himself and as I recall, a few skeletons in his closet? If IPRA or IAD reopen cases that have been adjudicated, absent new evidence, I would think that this would start a confrontation with the union. Is there a double jeopardy standard when it comes to labor just cause ? I don't really know . Yes, it certainly looks like they want to save their jobs on the backs of the working police. I think that you will see more sustained cases when there is a one on one or he said/she said.

my neighbor is a retired copper that was interviewed, no one wants that job it is a dumping ground, tight space,dirty looks more like a "labor camp" than a respectable place to work! saying that the city has a big plan and Eddie Johnson is on board to hire retired coppers to staff district spots as the audit is almost over with gold star club having many coppers work inside for their personal purposes. the city figures retired coppers would be utilized thus putting able bodied coppers where they belong patrolling the streets not hiding in plain sight!

Also the airport shenanigans is about over, the alderman and the union representing airport DOA coppers is furious they are not armed, and the CPD contingent better hold on tight, with edgeworth forced out, tommy argenbright papers in the ride out will be smooth the bigger question who is the union rep with the big mouth constantly calling fop calling out other coppers stirring the pot you work at the airport how much more time off can you have? Not naming him but come on guy its enough,we are busy at FOP dealing with major issues stop crying, your helping to create a mess sir!

IPRA can strip you without even giving you an allegation. They just say it's "confidential." Cops have sat at callback for a year without being served any paperwork. There is zero due process and the FOP will just tell you "hey,you're getting paid. It will be ok." The stress is amazing especially when you don't have answers why you are there. And the IPRA standard is the cop must prove innocence even if the allegations, when received, are shaky at best. You are guilty until proven innocent. And if you get Bowens as your investigator, be ready for police board. Lack of evidence doesn't matter to IPRA, they all for the gangbangers. And word of advice: if stripped, pay for a lawyer right away to go after IPRA. It sucks, but FOP won't help and it's the only way to push IPRA on their BS. Sad times

ISRs have nothing to do with it you idiot. This is clearly IPRA. There's a new head at IPRA, a former Fed. Feds like to revisit things previously found unsustainable, well, because Feds think they are better than every other investigator and they can comb the facts and make this happen; I mean bring justice. There is talk of disbanding IPRA so the push is on to "find" a few cases that were investigated by the former IPRA staff and "find" a few that perhaps can be massaged and stretched to make it seem like something may have been missed. Stripping has a duel purpose. Primarily it is a political move, moreover a public relations move to offer the perception that they (IPRA) are taking charge. They are getting control of rogue coppers and they will bring truth and justice to the City. It also is a scare tactic to the rank and file that is meant to send a message that we better be on our best behavior, that IPRA and IAD are a force to be reckoned with and that we best fear their wrath. I would hope the Unions will unite and ensure the City is not overstepping their boundaries and that the people that have been stripped, or those that may get stripped in the future are not having their contractual (or constitutional) rights violated. Disciplinary action is mentioned in the contract and our Unions should be reviewing all measures to ensure the City has the right to strip for anything or are there only certain investigations for that measure to occur.

Retired got 1 also, called city law department they are looking into everyone's past complaint history and yes if they find something you could be called back in,pathetic but true!

Some people can't see the forest beyond the trees. The current Ipra Chief Administrator is a former Federal prosecutor. She was hired by the mayor to cover his ass. She went on Listening tour with "Community Leaders". While on this listening tour she was told of cases of suspected brutality case. She went back and looked into cases. She also went back and reviewed cases where arrestees were injured, cases where resisting were dismissed, cases where Officers are being sued. Farley, the Chief Administrator is looking at anyone with numerous amount of CR's for Excessive Force. What many of you don't understand is that any action taken by Ipra has to go thru the Superintendent Office. The Superintendent HAS TO APPROVE ANY ACTION INCLUDING STRIPPING. If Ipra recommend firing a Officer the Superintendent HAS to approve any recommendations of dismissal. For everyone information there is an ATTORNEY who works at Ipra. However he is overwhelmed by Foir requests. Rumor has it that the Corporation Council is calling many of the moves of Ipra

They were asking for 15 million. They got 30K total... If it's a general letter, put it in a drawer and be glad you escaped the job and have your life back (and a pension).
If it's specific, about a particular allegation that could be bumped up to criminal charges, consult an attorney. Not your brother-in-law, the tax attorney, but a criminal attorney. (Chances are, the statute of limitations will negate most of these cases anyway.)

Evidently you didn't do the math or know If you leave at 4500 and live for 20 years, then if you only live 10 years at 5000 that means your pension would have gone up only 500 a month in 10 years. Even with the pay raises we are getting your pension would be a lot more than 500 a month

If I.A.D. is calling in a retired PO on an old CR#, you can bet that it has become a criminal investigation. You should always consult a real lawyer, not your buddy who handled the closing on your house, but someone who knows the ins and outs of the criminal justice system. Take him/her to any Q&A scheduled with I.A.D. including the presentation of charges and allegations so they can be on top of things. In the long run it will be well worth the cost. Doubtful that the FOP will provide you a lawyer since you are no longer a dues paying member. If the lawyer advises you to give a statement which I don't believe you are legally obligated to do, it could serve to get you out from under though it may turn you into a material witness against some of your fellow officers. Its complicated and not something you should ever do alone.

You are right I did 29 and a day,am 55 got healthcare 3 kids out of house,paid off house,paid off cars,no credit card bills that is the only way to retire! Oh forgot put as much as you can into deferred comp I am in fixed can take out $1,425.00 month before tax and not harm principle if needed! You will never find another job that pays you this well, i picked up part-time 2 days a week $26.00 and hour, retirement is great as long as you make sure your ready!

Congratulations. Both of you like myself were both fortunate and also had great planning. Unfortunately others on the job are not as fortunate or in a position to do this. Some thru no fault of their own. Sick kids, sick parents. Children later in life, kids still in school divorce many reason. Also with expenses One million in deferred easy figure to throw around hard goal to attain for most if no impossible

The problem is so many don't plan. I am currently at 311 due to a back injury and I can't believe how many coppers I talk to down there who are stripped and pending termination and I ask them what their plan "B" is if they get fired. They all look at me like I am speaking Arabic to them. None of them have a plan for tomorrow if they lose this job. None are retraining for another career knowing they very well might lose their jobs at any time.

I hate to say this about my colleagues on CPD but most cops are morons who can't plan past this Friday (forget about next Friday). Even a guy who is 29 years OTJ, getting ready to go in a year. I ask him what his plan is. Same response "What plan? LOL, I don't plan past next month." He was dead serious.

I own a business and met a recently retired guy from O'Hare/CPD unit. Same thing. "What's your plan now that you are in retirement?" Couldn't believe it. You guessed it. "Never really gave it much thought now that you ask." I was surprised but wasn't. Living day by day.

I've been planning since I got on the job and saw two coppers who got stripped and sweated being fired. I knew that day on I had to have a plan B. I started a business that is now flourishing. I have 3 FT guys working for me and I am swamped. I am going at 20 years and age 49. I have 2 beach houses paid for and am leaving the country next year for greener pastures. Never made promotion but I am currently making more than the Superintendent of Police with my side gig and being a phone bitch at 311. I don't have to answer daily to an alderman or a deputy either.

Don't listen to these two clowns with the 29 and a day crap. Just start planning now.

27 years on. Age 60. Shot and killed for what? Two more years? 29 and a day? Run the calculator on the pension website. It's an extra $1,300/month. I literally make that in two days working my side gig. Most of you are saying "Go fuck yourself." or "No way possible." Well it is possible. You just have to plan for it but instead you guys all sign up for CTA and do ISRs to work OT. I am not saying I haven't done that but guess what ladies? I had plan and don't do VRI or CTA or DUIs anymore.

Point is don't get hung up on that 29 and a day crap. Plan for the future. You all have no idea how much money there is out there to be made. Think outside your box and plan. Do something outside LEO. Richard was going to working at best 3 more years. Chasing that 29 and day...

There is no statute of limitations for Official Misconduct, a felony. So I wouldn't focus on fhat so much, but do get counsel.
