Rumor I is Addressed

From the comments:
  • It's all true. P.O.'s to be replaced by civilians on the desk and other administrative duties in the station. Commanders will be allowed to retain a P.O. secretary and one other P.O. in the office. Audits will be forthcoming and Inspectors will be monitoring administrative personnel in districts to ensure no one is hiding. They've tried this a number of times in the past but this time they're playing for real. I believe one (1) P.O. will be retained for desk duties / watch secretary on each watch. Most of the time it didn't work before is because they couldn't find enough civilians to fill spots like timekeeper, etc. Now they do. It will take almost a year to replace P.O.'s but they're full steam ahead with this one.
We've heard this song and dance before. Let's see how it plays out.

Some will remember this. Over 20 years ago 025 had an older PO, and nice guy, who had been the time keeper for years. Then the department decides to replace him with a female civilian from another city department. She screwed everything up, people were shorted time on the books and the time sheets were not up to date. Things got so bad they brought the PO back under the guise of Grand/Central foot post. They had the civilian in one office and the PO hidden in another office correcting all the civilian's work. They even had another PO, who knew how to do the time sheets, assisting. The civillian eventually disappeared and the PO timekeeper reinstated. I wonder what politician sponsored her.

For years I have read the comments by police officers who work the beat car to dump allpolice officers who work inside back outside to be replaced by civilians. Be careful what you wish for. There are good and lazy both in and out. Remember the less police officers means the less money being paid into the pension. The civilization of the department has been going on for years. It started in headquarters with sworn jobs being lost to civilians in latent prints, identification, personnel, medical section, evidence, police dispatchers and more. How about the loop foot detail where you had one PO directing traffic. Now they have been replaced by two to three civilians who look like homeless people and have no clue on how to direct traffic. The same at the airports. Next they will replace the ETs and crime lab, other cities have. So enjoy working with the civilians who are political patronage workers who hate you. The goal of this administration is to get rid of as many police officers as possible and replaced with their people.

The bidded desk spots and watch relief spots are contractual.
Civilians replacing those officers holding those bids would be a clear and serious contract violation that would be grievable and a sure fire losing proposition on the city's part.

The majority of "hidden" inside people in Admin offices etc. in districts are usually made up positions and are not protected by the contract and therefore those made up positions could easily be filled by a few civilians.

I agree with SCC that we've heard this before but there hasn't been any substance behind it.
Anyone worth their salt as an investigator or auditor could find the majority of these "hidden" people without too much of an effort.
Should there be some nervous stomachs and tight sphincters in Admin district offices throughout the city?

I realize I'm showing my age but I recall when the commanders office was run by 2 P.O.'s.
Now it seems as if a lot of commanders offices are "staffed", and I use that term loosely, with a dozen or more officers.
All of these self important officers have made up titles and little work to do.
They are their own worst enemies.

It's not because they couldn't find enough civilians to fill the spots.
It's because they couldn't find enough competent civilians to perform the jobs!

When they civilianized the timekeeper position, most of those they hired for it were so stupid they couldn't add to 10. The Dept. had to bring back the PO's that were in the position to "assist" the civilian timekeepers.
Then there were two people doing the job that one was supposed to do.

The AFSCME union has many many protections for civilian employee's.
That's why you rarely see a civilian fired from the Dept., even tho many of us know many that should be fired.

The city should retro fit every station to make it safe from attack. I have been in many suburban police stations and it is like a currency exchange. The stations will not be safe with only one police officer behind the desk.

It's about time the house cats be sent outside to work like the rest of us. In 025 on 1st watch we have two miserable house cats. Even working inside and early ducks don't satisfy them. They are B.B. and J.L. B.B. is the worst. She talks shit about everyone and all day working the bond desk or the radio room every little thing sets her off. Little things like the printer does not work or if a citizen comes in asking for a report. If you come in with an arrest she takes your paper work and then when the arresting officers leave the station then B.B. gets all tough and starts making fun of their case report or arrest report and then the miserable J.L. chimes in with his wisdom. Or so called wisdom. J.L. also tries to intimidate the newer officers by yelling at them. A new officer (some Polish kid with a heavy accent) asked him a question and J.L. intimidated him by yelling at him and berating him in front of everyone. Then I loved how the new officer told him "fuck off man". What a bunch of no good for nothing assholes. Both of them; B.B. and J.L. I can't wait to see both of your miserable asses work outside like the rest of us. If both of you can't handle working the desk then how will you handle working the street?

So the wind is blowing in "civilianizing" inside spots direction? Been there, done that. I came on in the early '90's and each watch had a civilian that worked the desk and the radio room. Each district also had a civilian time keeper.

And guess what?

Once they retired, they were replaced by P.O.'s.

But I wouldn't worry, at least for now.

Once again, Rahm has ordered the city's industrial size smoke and mirrors machine to be dragged out of storage and cranked up to full speed.

McCarthy started to do this when he first got here,4/5 months later all fuull duty sworn officers at HQ walked out the back door ,then,three months later were detailed back to the same spot they left..OT,how many PO's are assigned to homan square?and are all those really needed?

The P/O's will be reassigned to patrol because the department is expecting massive retirements by May of 2017. the 55 and out with medical will be gone on the next contract and all the P/O's who have the time and age are going and the ones who don't will have to stay until their 60 to get the medical. the Sergeants have already put in their papers and the Lieutenants are next. Several commanders have reverted to their civil service rank of Lieutenant just to get the medical when the go.

This is funny cause half the civilians hired in the last year as Timekeepers quit after a week..
Also, Civilians as Compstat DIO's and other sensitive spots to be taken over by Civilians? I agree dogass PO's are being hidden but some things should not be open to Civilian Employees..

I hope they were all drug tested..

I'm 51, with 29 years on. Hoping to go in 2019 at 55. Hoping beyond hope there will be some kind of healthcare available then, even if it means higher contributions on my part. Otherwise, it's hello Obamacare...I do not want to stick around till I'm 60.

Stated before about district audits, also the desks at airports,vice,narcotics etc will all be retired coppers and civilians before summer,cush spots eliminated will have 500 more on street no more "desk dollies" I am scared to work the street coppers! Went to interview, retired not worth your time they wanted all shifts, yep just what a retired copper wants to work in shit districts dealing with the walk in thugs and animals! Since we are not "bargaining unit" represented I asked girl about liability the reply "basically you will have to hire your own attorney!" Nope sorry turn me over done on this side!

Came on years ago, on the desk were the salty old timers who paid their dues on the street and gave us young bucks advice about doing our arrests and helped us properly write paper so as to not get jammed up! Now you go into stations and all the young blood on the desk, many reasons, but the reality is you belong in the trenches first,learn how to be the police before you try to advise the police!

Retired guys that want to go back. 1st and 3rd watch, - No guns, no benefits, work holidays for regular wages, no protection, 15.00 per hour, no lunch, must stand all hours, suit and tie, and a ppo can tell you what to do for him. Bosses can tell you to clean puke up and you will do it.
But after 18 months, pay goes to $18.50 a hour.

Cost savings for who? We are already short handed. They used the same excuse when they closed lock ups a few years back. Oh, this is going to free up officers to work the streets. Yet the news media never printed how many officers would be affected nor did they report that since the position of lockup keeper, being a bid position and therefore protected by our contract, they could not simply throw them out. The department offered them spots inside.

True. But to be eligible for a bid spot you need seniority. And that's the problem. There are just so many bid positions available per district. So where is the Commander or watch Lt. going to hide "their" people? You have to make up spots.

Besides, This is only being done because Rahm needs to divert media attention from his latest scandal. Once that dies down things will go back to normal like they always do. House mouse's may spend some time back on the streets, but they ALWAYS find their way back inside.

The only thing I care about is the 1st and 16th of every month. If you want to work inside, be my guest. I just don't care. Besides, I can think of a few P.O.'s currently working outside that I would rather have inside. Would be safer for all of us.

Just remember, once upon a time healthcare was totally free. Then the city asked for $2 a pay check. What's the price we are paying for health care now?

Yes, I remember when 19 merged into 23, you know, the new building. On a tour around I saw the "quiet room" which apparantly was always locked and used by the front office only for storage and whatever they wanted. Couldn't even peek in the room.

Latest rumor from city hall
55 with health care will be out next contract , it goes back up to age 60.
City wants to raise mandatory age to 66 , but if you stay you will then receive the 3% cola , not a bad idea . I am 61 and if this passes I will gladly stay the extra 3 years . Straight days , summer furloughs , all the VRI that I want , I use every BFD , Personal Day , work most holidays than Take a day off during the week , a few medical days a year , all legit . I know longer come to work with flu symptoms and I make over $100,000 a year .

No idiot you leave 70,000 pension on the table every year you pay state tax and pay for your medical you work for about $6.00 per hour with overtime and risk being next media sensation and lose it all goof!

Any copper who retired anytime recently then retired under the 4 on 2 off schedule but they want to hire these retired coppers to work for CPD as civilians working the old 6 on 2 off schedule...... fuck that!

Work VRI and work all the Holidays...When are you going to start enjoying your life away from the CPD sir.
How many good years of your life will you have left if your plan on working until your 66 humping a beat car.

Sorry but if you are 61 now and this contract is up in June of 2017 that will make you least 62 and by the time the new contract is signed and sealed you will probably have already turned 63 and have been forced out already.

For all those people hating on civilians working in the police department go to hell. They have to go through the same thing you do if they work for the city. They have to get a background check and drug test and pass test just like the police. The ones who are interviewing them are Sgts. So give it them a chance.

You guess again. You can leave with 20 years on before the age of 50, but you can't start collecting your pension until you're 50.

Leaving at 45, no checks until 50, no COLA until 55 or 60? Extremely bad strategy. Hope you have a great new job. If not, you will be in serious financial trouble.

I sure do. Take advantage of tuition reimbursement before its gone. Pay off all bills before you retire, and don't live above your means. I'm getting out of here young. I'll be damned if the city is going to take my youth and sanity anymore than it has or will. I'm going to spend time with my family.........time is counting down!
