Their competition is Skokie's own Rep. Lou "Doobie" Lang, Mike Madigan's lapdog, and the main one responsible for "medical" marijuana dispensaries in Illinois.
LOL but it is amusing.
OT but somewhat related - several years ago in Noblesville, Indiana, a dope smoker's friends pranked him by telling him that the Noblesville PD were holding a contest to see who in town could grow the best marijuana plants indoors. The guy actually wheeled his 5-foot potted pot plant into the PD on a dolly and asked if he won. This sign may not be completely off-base. You aren't dealing with geniuses, after all.
