Redefining "Use of Force"

We had a bunch of fun with the term "deescalating" earlier this year. It gave rise to the "De-Escalante" nickname foisted upon the interim Supernintendo.

Then we heard Eddie "Never saw nuthin" Johnson praising the officer who used a Taser to take a police shooter into custody. If the officer was aware that the subject had dropped his weapon, then the Taser would be a viable option, but you better be damn sure to have a copper with a gun backing you up to drop the assailant if he wasn't following directions.

But then this was brought to our attention. A concerted effort to rewrite the entire Use of Force paradigm, starting in that bastion of leftist thought and action - California:
  • Government is looking at a proposal for creating a statewide “use of force” policy for law enforcement. The creator of this project is talking to politicians and the media, special interest groups—but REFUSES to talk to law enforcement officers, to hear their concerns. This is an attempt to politicalize law enforcement—to make them an arm of the State instead of protection for the public.

“Ironically, one key PERF’s proposal on use of force calls for peace officers to “consider how the public will view the action” before deciding to employ force. Let’s apply that PERF concept to our invitation for Mr. Wexler. “How will rank-and-file peace officers view Mr. Wexler’s refusal to discuss the PERF guidelines before audiences of rank-and-file deputies and police officers?"
That underlined portion right there - that is going to get police officers killed. And PERF (the Police Executive Research Forum) is obviously a bunch of ninnies who pretty much never spent any more time on the street than they had to. Otherwise, they'd be taking input fro the people who are going to have to live, or die, with their stupid uninformed crap.

Just another indicator that the SJWs care more about the feelings of the little darlings than the safety of those entrusted with protecting life and property and enforcing the laws the pols enacted to protect society.

"Gee that guy just took a shot at me!"
"How will it look to the rest of the community and the media if I drop the motherfucker with 2 rounds to the chest and I round to the head?"
"Not good."
"Maybe if I bob and weave I can get close enough to deploy my Taser?"
"Or maybe I should try to talk the guy into dropping his weapon and surrendering."
"He just took another shot at me!!!"
"Fuck it, I'm pulling my gun and dropping the POS!"

I am retired CPD. During early morning hours, I occasionally go into a lakefront park after closing at 11 PM and encounter feral youths who from over 7-10 yards away ask me stupid questions that in my CPD experience are a prelude to a robbery if not worse. You would be amazed that in several such incidents, when these predators see a laser dot dancing on their chests, they flee and perhaps soil their panties.

QUESTION: While iron sights should be mastered, why doesn't the CPD allow officers to equip their weapons with zeroed-in lasers? I firmly believe it would pose one hell of a deterrent. Also, in my encounters, no paperwork and all happy endings.

Even a predatory moron would realize that he is only nanoseconds away from fatal gunfire when he sees that red (or green) dot dancing on his center mass (or his face/head).

In short if you are getting robbed, raped, shot at, assaulted or battered and the police may have to use any type of force to save your pretty little ass and this policy is in effect then don't expect the police to hurry to your emergency. Hence , maybe the incident will be over once the police finally arrive. I've said it before and I will say it again , be careful what you wish for because you might just get it

Here is your answer, they allow a laser sight on a taser, but won't allow it on a gun. The department is backwards and are all idiots. I have used a taser sight on offenders and you should see how they calm down, back up, then comply. They won't use it on a gun BECAUSE IT IS TOO INTIMIDATING. End of story.

Fortunately the current US Supreme court ruling regarding use of force does not require an officer consider "community reaction" only that it is reasonable form the eye of the officer. Unfortunately the pandering liberal progressive politicians don't see it that way. If they gain control of the White House and Senate and pack the court that may change.

Suspect Shot With Taser Is Able To Shoot And Kill Police Officer In Seaside, Oregon…

Feb 6, 2016
SEASIDE — A police officer in Seaside, Oregon, was fatally shot as he was serving an arrest warrant Friday night, authorities said.

The 55-year-old suspect, who was shot by another officer, also died.

Clatsop County District Attorney Josh Marquis on Saturday identified the officer as Seaside police Sgt. Jason Goodding, 39, who joined the police department in 2003.

Authorities say the shooting happened Friday night in downtown Seaside as Goodding and another officer were attempting to arrest a man wanted on a warrant for felony assault.

When the man, identified as Phillip Ferry of Seaside, wouldn't show his hands, the other officer used a Taser on him, Marquis said. While the Taser seemed to incapacitate Ferry, "it didn't do much more," he said.

The suspect went down on the ground. When Goodding tried to subdue him, Ferry pulled out gun and fired once. The other officer returned fire, shooting the suspect, who later died at a local hospital. The second officer was not hurt.

Mr Crimson Trace

The Department does not allow laser sight for several reasons.

Chief among them is a lack of balls. Laser sights are damn intimidating. And we don't want to ruffle the feathers of the poor criminal class. City and Department fail to understand that intimidation can be a great control tool. No injuries.

Carried a laser pen on patrol for a few years. Turned a few situations around into safely resolved.

Some PDs did put them on the guns of their transit police.

Also the laser can cause eye injury.

So, I'm not sure if anyone else's district has had this yet, but we were surprised yesterday by the sudden arrival of a civilian employee working behind the district desk without fore warning, handing out radios, being trained on AIRA, having I-clear access, not to mention the equipment, old shotguns, rifles. This person has access to all of our computer systems, employee information, leads, ect. All the access we have. No badge, no oath taken. A 3 week stint in the academy. Doing more with less I guess. Did they not learn their lesson three years ago when police officers homes were being burglarized and weapons taken, turns out the source was a civilian with login credentials?! In this current era of no accountability and police hatred, we now have people that have unabated access to not only the computer systems, but the actual police station. Un-fucking believeable.

As much as I agree with you that there can be bad citizens with access to our info, remember we also have police with access to our info. You think it doesn't happen, well it has. I worked in 007 in the 1990's. There was a P.O. named Aaron Gibson who worked lock up. He stole my info and many other officers personal info and took out credit cards in our names. He racked up many thousands in purchases. He hit me up for $10,000 in charges. He was arrested, convicted and fired. He has since died but he was an example of a piece of shit officer. Anti-Public Safety Activist REFUSES to Address Proposals to Law Enforcement—Public Safety NOT His Concern
April 18, 2016 By Stephen Frank

"Government is looking at a proposal for creating a statewide “use of force” policy for law enforcement. The creator of this project is talking to politicians and the media, special interest groups—but REFUSES to talk to law enforcement officers, to hear their concerns."

So Wexler is full of shit.
He KNOWS he's full of shit.
Those of his ilk KNOW he's full of shit
because they themselves are also full of shit.
He KNOWS the agenda and narrative
he's promoting IS downright toxic,
and a clear and present danger
to society.

Why then, aren't the so called "Silent Majority," assertively
checking him and others of his ilk whose only Rx for what
ails society is to "take it to" The Police?

Especially in Democrat controlled urban centers.
All while feigning a blissful, doped-up on PC ignorance to the carnage
and havoc being caused by the inhabitants of said urban centers?

Election Night 2008...
We and a few others of mental clarity,
discernment and visual acuity, were right
on the money with the prediction that the
Warrior/Protectors as embodied by The
Police and The Military, we're going to be
in for a world of hurt at the hands of these
strange/odd/queer progressive types who
really had/have nothing in common with the
everyman, but were somehow, in spite of
being hollow, were allowed to gain access
to the levers of national power.

See what they've done?
But to point out how they have betrayed
and miserably failed to safeguard and
grow this nation in real and measurable
safety, productivity and prosperity for those
who actually pay the freight.

These good citizens have seen their net worth,
earnings and savings evaporate before their eyes
and any reasonable expectation of safety burned
to a crisp to pander to those who make up the lowest
denominator solely because their rate of replication
has been politically, socially and culturally weaponized.

"Gee that guy just took a shot at me!"
"He just took another shot at me!!!"

If only you Cops would just stop being so
aggressive in defending yourselves
and protecting your own lives.

C'mon!
Die a little! It's humanizing!
It would take a little edge off the public anger,
hatred and mistrust toward you.

Sneed, Spielman, Steinberg Novak, Fusco, Brown,
Zorn & Co. might even deign to wax eloquent and sympathetic
about you if you guys would not be so damned ferocious
in protecting yourselves. It's bad enough they're saying you've
greatly curtailed your public presence and interaction and you're
only respond to drop a report and remove the bodies.

C'mon guys! Throw 'em a bone! Stop selfishly protecting
yourselves. They know Cops are trained to die so show 'em
how it's done. Let them see more of the reknown "Sea of Blue"
of an honors funeral. After all, the new PERF standards say
your supposed to aim for a positive public response to your
use of lethal force incidents. If you don't shoot back at the
catered-to constituents, you'll be a hero whose example in
willing sacrifice will be no doubt praised and emulated!

Hell! Rahm might just even forego his vow to
"Stick it in the Cops ear."

Just think... No more spilled ink about
your blue collar ire, conservative >Shudder!< leanings
and your hulking, heavy-fisted, Old Chicago beefiness
and your perceived sore lamentation of it not being
1960 anymore.

(sarcasm)

It's actually called making The Police embrace
the new and improved, white guilting liberal
progressive/#blm/new black panther/
assata's daughters/aclu/doj SUCK...

And smile about it. Or else...

They fully expect AND encourage ol' boy to shoot at you.

They're fully invested in overwriting what you're hard-wired
to do with so much bullshit that you will, according to their
calculations, eventually be unable to perform even the most
basic function(s) of a Policeman.

Included in these are the will and mindset to use deadly force
in what a reasonable man would believe is a life threatening situation.

Their angst centers around their belief that "The Reasonable Man"
is patently unreasonable because they "feel" he isn't a member of
any catered-to constituency and he has the gift of "privilege."

(Gleefully ignoring the burdens of duty and responsibility
that "The Reasonable Man" always carries with him)

Thus, "Reasonable Man" is wrong just because it's a premise
that is too far of a logical, social and cultural leap for them.

Thus, you have the dumbing-down of society so as to
not make the lowest denominator feel bad about themselves.

>Angry fist shaking and shouts of "Racist!" In the background<
"That's why we hates da Po-leece! Y'all think y'all better'n us an' shit!"
Well, yes. We are. WE have high standards we strive to rise to.
And you have what, exactly?

Throw in the fact that at the end of the day, "Reasonable Man"
IS just a mere mortal after all and they REALLY go crazy.

Oh by the way...
M/Fer shoots at you?
>Green Light<

Go home to your families
and loved ones no matter what.

4/28/2016 01:04:00 AM

Because guns aren't to be used as deterrents. And besides when you shoot someone between the eyes they will claim that with your cool hi-tec laser site you could have wounded them or shot the gun out of their hand.

If I ever win the Powerball, I am going to make a movie where the liberals finally get their utopian society. Cops are stripped of all weapons and told to keep the peace with words not violence. Cops quit their jobs and liberals get robbed, shot, sexually assaulted, etc. Middle class people quit working and no taxes get paid. Poor people stop getting food stamps, WIC, unemployment, etc. because there is no money to pay for it. Thugs rise up and and burn, loot, pillage, etc. The country descends into mayhem. The few surviving liberals plead for help. Politicians reinstate the police and grant them full immunity. Police are given slapjacks, wood batons, full-auto rifles. Tennessee vs. Garner and other case law is summarily nullified. Body cameras are thrown in the trash. Thugs are methodically dealt with using old school police tactics. Peace is quickly restored. Cops are heroes once again. Credits roll. *wipes tear from eye*

There is an article called "LAPD Reform: The Beginning of the End" and it is a must read. It is another look into the PERF philosophy. One part of the article actually had me stare at the screen with my mouth open for a few seconds. Check it out below.

"The Michael Brown incident should have never occurred PERF surmised. Yes, Brown was walking in the middle of the street after committing a violent robbery and yes Officer Darren Wilson drove up to him (not knowing the robbery occurred) and asked him to get out of the roadway which caused Brown to attack Wilson and the ensuing altercation would end in the use of deadly force.
The question was recently asked at a PERF Meeting on how Officer Wilson should have handled this violent felon.
It’s simple they stated. Wilson should have never approached him walking down the middle of the street. It was that initial encounter that ultimately caused the use of deadly force."

This month's moutza: No laughing matter
John Kass
April 28, 2016

"Which brings me to Rahm's Tiny Dancer moutza at the NFL draft in Grant Park. Rahm and NFL Commissioner Roger Goodell were at a photo op this week when up walked Chicago Bears chairman George McCaskey.

Tribune photographer Anthony Souffle was there taking photos. Here's how he described it in an email:

"As the three of them stood together, McCaskey leans in and says something to the effect of: 'What's this I hear about you being called Tiny Dancer?'"

Ouch!!!!

Emanuel studied dance at college, hence the nickname he hates.

"The moment he said it you could see the embarrassment on Emanuel's face," Souffle continued. "He leaned in and explained that it's his security detail code name, and then, I think—he was talking pretty quietly at this point—Emanuel said something about how he was hoping it would be 'Blackhawk,' or he was trying to get them to change it to Blackhawk, or something. You could tell though he was super embarrassed to be called out in front of Goodell."
McCaskey didn't exactly stick out his palm, but the photos show an embarrassed mayor wagging his finger, grimacing.

Rahm, is Tiny Dancer really your security code name? I don't buy it. Did you just say that because you didn't want Goodell to tell the rest of the NFL?

Really, Rahm? Really? Why not just call yourself "Jason Bourne."

Nah!!!!"

Its election year Hillary the see you next Tuesday wouldn't have a chance if they didn't drum up all this racial polarization, BIDEN would of had to Run for president. George SOROS a huge Obama/Clinton political ATM funded black lives matter, The Root and spent 32 million on the Ferguson debacle. There is definitely a full court press nationwide for this shit including the news, music/entertainment industry, NFL ect.... Lets not forget the complete fabrication of the incidents at Mizzou as a shining example of how the media portrays the blacks are under attacked farce.

The Washington Post is the only paper that wrote an article dispelling the Urban myth of police killing innocent blacks actually provide statistics that police related shootings are way down, down in Chicago by nearly 50% of course Fran "horse Face" Speilman couldn't write something like that, the truth, she Rahm's number 1 propagandist. Rahm and Rahm alone was the only person with the power to hide the Laquon incident to post election but Fran has already buried that fact as she writes to this day and on a daily basis about her glorious leader.

Manufactured racial polarization:
Who is going to profit -the wall street democrats, who is going to lose -everyone, who is going to suffer the most - the poor children and seniors trapped in the urban war zones in every major city in America. Keep facilitating the loss of manufacturing jobs with NAFTA and China ect sell the US out completely why don't you. Bravo

The country is completely racially polarized thank you Mr President, and for all the rhetoric about Chicago being your hometown WTF did you ever do for the citizens of this city, create jobs no, give us extra money for programs no, you didnt do shit for your fake hometown AKA your political birthplace.

Your are about as much a Chicagoan as you jaggoff former chief of staff The Tiny Dancer. A 3 mile by 3 mile area. We have more manpower than the largest white districts. We have cars up the ass. we have outside units, outside agencies, mission cars, tact cars, gang cars, vri, boxes, missions. You can't drive 2 blocks without seeing another cop. Yet with all this manpower and police people are getting shot and killed. You can't blame the mayor, the superintendent, the commander, or the officers on the street. Nothing(and that includes useless boxes, missions and the bullshit VRI)will stop dude from killing dude if he wants to.

agreed. Didn't this whole accountability start with Jody Weiss? When CLine was the boss you never had all this bean counting did we? It always seemed silly to me. How can you blame the Superintendent for the homicide rate? or the Mayor for that matter?

You CAN blame the mayor for undermining the public trust in the CPD.

You CAN blame the mayor for ordering the CPD not to enforce the law.
