Word from a few places that now, a few sergeants have been or are being served with papers regarding the IG's investigation into the cheating scandal.
Curiously, at least one of the sergeants being served is from :::GASP!!!::: the Internal Affairs Division, the very people the Department "trusts" to investigate the original allegation of a secret study group....the ones who closed the first investigation without finding anything.
So who's going to talk first? Is someone wired? Are the phones tapped? Are promises being made to ensure silence? Or cooperation?

Those with the most to lose will be the first to flip. The reward will be further promotion. Case in point C. White. It is after all the Chicago Way.
Recommendations from IG are wasting time.
The facts are there was a study group run by the person preparing the promotional
tests. This is just wrong and should be addressed in public.
The way this is being handled gives more concern toward further cover ups?
Bad press followed by more cover ups........sad but true.

An old saying is that pigs get fat and hogs get slaughtered. Almost always comes true. Musta been some real rocket scientists that thought they could pull a stunt like this off. Actions appear to be the opposite of noble. Kind of an oxymoron that's for sure.

Anyone that actually believed IAD would ever really investigate something like the test scandal especially when bosses are involved is a FOOL! Remember IAD has a commander who knows all the other bosses and they will always take care of each other. That's why the CPD has merit promotions. It's a form of "payoff" for towing the line and silence. IAD can't truly investigate this it has to be an outside agency at the federal level. I have serious doubts about the IG since its controlled by Rahm and on the city payroll

As a matter of speaking , if they're going to put Williams on the hot seat. Then everyone needs to be on the hot seat starting back in the early 90's ( approximately 1992-3) with the by Invitation Only study group given by First Deputy Townsend back then. And each clout baby was hand delivered the by invitation only envelope by a flunky Supervisor to attend the study group(J.M. , M.B. , M.C., etc.. some of these people are mid level to big bosses now.)And our boss who's related to Daley's former Chief Corporation Counsel or the former Top Cop's son and his entire Tact Team buddies from the west side , just north of the 10th District. This list of cheaters can go on and on and on. Too bad the entire process is not truly transparent. Post everyone's scores from first to last,no shame in your game. Have some pride in your accomplishments or are you embarrassed that you jumped over a couple thousand more qualified individuals. And lastly , if the CPS can take a yearly test involving a couple hundred thousand students covering different subject matters and post the results in a couple days. But CPD takes 9 months to 2 years to post the test results of 2-5,ooo officers being tested on the same subject matter.
Why is Lieutenant Nakia Fenner hanging out at HQ everyday. Looks like she should ne reassigned to a District a little further away. Like 017.

Just show us our exams with the answer key. It's crazy that we only get to see two numbers related to our exams. Our point total and our Rank order. Not only do individuals cheat but the entire scoring and ranking system is rigged. We are told to just accept it and that's that, nothing can be done. I spoke with Jim Ade months ago about the scoring and ranking of the exam. He was disinterested to say the least in trying to fight the system. It would cost too much and the Union had been down that road before and had nothing to show for it. I can understand that, I'm not in favor of spending funds frivolously but it costs nothing for Jim Ade to take a stand and write a few letters and he didn't do that either. Now the IG is investigating and there are 600+ Sgts who are very excited about the prospect of some serious change occurring to the Promotional system.

Like I've said before with this scandal growing at the time Rahm should never have named Eddie superintendent. Eddie's fiancé , Nakia, is in the eye of the hurricane on this thing. At the very least it gives the appearance of impropriety on Eddie's part.
Eddie needs to publicly recuse himself from having anything to do with this and then let the chips fall where they may.
Internal affairs should be gutted from the top down,all involved should be stripped and sent to call back while the investigation is under way. STOP the two tiers of discipline now!!! Who is policing Internal Affairs, no one. They conduct investigations in an unfair manner, those without clout do not get the same discipline and courtesy as those who are connected. Forced interviews, bogus allegations to beef up suspensions, strong arm and bullying tactics runs rampant on the 5th floor. They have violated officer's fifth amendment right's and do not follow policy and procedure, but instead choose and pick who to investigate based upon clout. Some of my favorite IAD responses: "We are not singling out your client, we have no rhyme or reason as to who we pick to interview and when we pick to interview." P.O's attorney: My client is being forced to give an interview which is a violation of my client's 5th amendment constitutional right...response IAD, "We have no policies in place and we can interview anytime we want.
If any of you really think anything is going happen with this, I think you are forgetting where you are. This is Chicago. Cheating and corruption are the foundations on which this entire city operates. This particular "scandal" involves many of the NOBLE people, as such if the investigation actually succeeded it would create an embarrassing view of the black "leadership" on the department. That is why nothing will come of it. It would be like providing the statistics for those on CPD who abuse the medical system. Very eye opening and racially provocative.

What do you mean? They've been pulling stunts like this off repeatedly for that past 100 years. Ofcourse they didn't give a second thought to getting caught this time. What they don't realize is that times are changing. Not just for the working police officer with no clout but for EVERYONE.
They should have made this into a scenario for the detective test. But somehow only a select group will know the answer! Good luck to everyone who studied!

They didn't score so well this time around because, like the rest of us, they were required to study EVERYTHING, not just the small portion of stuff on the test.

If you are ordered to appear at I.A.D interview, have your lawyer demand that your interview be postponed based upon the illegal and transparent misconduct,cheating and bias conduct of the ENTIRE IAD unit.
All time favorite, was the group that took a promotional exam while attending a Wedding in Peoria.When the FOP was questioned about it, Nolan's reply, "there was a proctor present to ensure no cheating occurred".

If you don't like Mike Barz for other things that's fine. But Matt Brown is the one who killed the investigation without doing a single interview. Matt Brown's the one you should be slamming. Every advancement exam in this department is a sham. There is a reason why they don't give you the test back with a score on the Sgt. And Lt. Exams. The only exam they give your score on is the fto exam, but nobody with juice is taking the fto exam.

Someone should look into the number of Sgt's from the first Sgt class off the new list who are already back in house mouse positions as supervisors. As they say, connect the dots.

I have no proof anybody cheated or did not cheat nor has any such proof been verified by the various media outlets . Right now it's an investigation . Countless times coppers right here who post anonymously on this blog have themselves been the subject of false accusations by the public . I personally will Let the investigation play itself out before I pass judgement on another copper ; let the shit talking begin ....

I have tuned out. Didn't bother with the last Sgt test, skipping the det test. I accept that the process is a complete joke and that my "career" is little more than a crappy job run by a corrupt city hall. If I can find another career I'll be gone even before I hit 20 in a few years. It's gotten that bad, and I know I'm not the only one. Last one out of this dump hit the lights.

You are correct about who was to blame for the half-assed excuse for an investigation and although Mike BarF DID initiate the investigation when he saw all of his co-workers up and leaving the office for study time, Mike BarF exchanged his silence for a merit spot. Ask yourself this, whit all of the cheating and scamming going on at IAD why would they have submitted BarF for a merit spot and not Ward or Fenner or Hall (because they knew they didn't need the freeby. And the only two that could tie the cheaters back to the complaint were Brown and BarF)

IAD ad IG now investigating current and former Sgts for inattention to duty.
Looks like they closed cases when evidence was present and continued cases
when no evidence was present.
Yep, the police who police the police are now being investigated.
Barz, Brown, Fenner, Ward at top of list.
Guess supervisor of these fine sgts was nonexistent. They can open and close
cases as they see fit.

You are 100% correct. Anyone that has been around for more then a minute knows that given the choice between three clouted wives there isn't a commander in the department that would pick the white guy to submit. If they submitted Hall or Fenner or Ward there is NO WAY the "merit board" would have rejected them. That's a guaranteed promotion so why wouldn't you use that? Well it's simple, they already HAD a guaranteed promotion so use it to appease the complainer (Mike BarF lmao)

Can anyone answer this question. When everyone signed up to take the Sgt and Lt test they had to pay some sort of fee. The city basically charged some type of fee in order for you to take the test. Now isn't the city responsible for making sure the test is in fact not compromised? And when it is determined that certain people had an advantage that other test takers did not have.... Isn't that like a breach of contract? And if the city new that certain people had an unfair advantage and did nothing about it, like still promote people from the tainted promotional list wouldn't the city be liable to all those who were short changed on said promotional list?
This is why there will never be a serious investigation into this Lt's test or any other test for that matter. Unless the rank and file officers of this department stand up together and demand an outside investigation. And that something, is done about this corrupt promotional exam process of this police department..... Well the IG's office will do their song and dance.... And that is all it will be. Nothing more than a song anddance show!

A friend of mine from the CFD says that 28 new CFD Lieutenants (equivalent to CPD Sergeant) after undergoing weeks of training were sent back to their companies at their original ranks of Firefighters and Engineers.
No graduation ceremony, no promotion parties, the white shirts and white hat go back in the closets. Sad.
IAD MIKE BARZ led The investigation but his croonie Commander Klimas told him to squash it because Klimas was getting him promoted. Mat Brown just taking the brunt of what Mike Barz started and turned his blind one on because it would hinder his promotion. he got promoted on merit by pushing that investigation to the side

Who says anyone has only one merit pick? Don't pay attention to the orders as they are written to be circumvented. If you look, you will see that many of the merit promotees never worked for their sponsor. It is possible that an exempt was asked or told to sponsor a certain person. How could they refuse ?
I am long retired and I am sad at how things have not progressed in the department. Promotions have been fixed for decades. Some do make it on their own, no doubt, but way too many are clouted in and it seems no one wants to do anything about it. I think it is time that the rank and file rise up and protest this joke until it s fixed and fixed permanently. NO ONE in the city should see the final questions or test until it is delivered to the testing sites. The hell with these " subject matter experts", most of whom never passed a promotion test in the first place. What hypocrisy > Make it a criminal offense to tinker with testing, it might be already. The process must be without hint of corruption. The merit process, which will never go away, must be taken out of the hands of the city. No one can be trusted in this corrupt town. I was luck, and I studied hard, to get three promotions. I could never get anywhere after that for Uncle Terry blocked everything. But, I can say, better men and women then me never were promoted or only had one promotion, and they fell into all races. I recall working with a black officer on the south side. He was a captain in the guard and could not get any rank with the department. I think everyone, black, white, women, men, Hispanic are fed up with this BS and the FOP should make it a mayoral campaign issue.
So the takeaway is Barz is a incompetent snake that got promoted. He is the Rule not the exception. That is why the CPD is the laughing stock in the circles of Law Enforcement.
Corrupt incompetent Management, decrepit vehicles and equipment,Uniforms that make Officers look Joe Shit the Ragman. Basic recruit training that is laughable, and virtually non existent after you leave the Academy. Union Representation and leadership that is a verifiable joke.

I am posting this on this blog. I’m formally requesting that Lieutenant Michel Barz currently assigned to the 011th District, be criminally investigated relative to the cheating scandal by Noble and it’s Chicago Chapter Leader, Chicago Police Department Bureau of Administration Chief Eugene Williams and others
I am also requesting that a similar criminal investigation is undertaken against Chief Williams as well.
In addition to the criminal investigation, I am requesting that a Complaint Registry number be issued against Williams, Michael Barz, and all personnel who have been found to be actively engaging, supporting or furthering the alleged criminal actions of Williams and Barz.
This request is made by authority of Chicago Police Department General Order 08-01-01 sect E which states the following…
“ No anonymous complaint made against a Department member shall be made the subject of a Complaint Register investigation unless the allegation is a violation of the Illinois Criminal Code, the criminal code of another state of the United States, or a criminal violation of a federal statute.”
Based on the preponderance of information forwarded through multiple media and social outlets, I believe there is adequate basis to launch a criminal investigation against Barz and Williams, and any willing co conspirators.
The core allegations are
Williams engaged in criminal misconduct by his unauthorized distribution of content of the 2016 Chicago Police Lieutenant Examination. Williams distributed the materials via in person contact, email fax and cellular phone transmission to other members of the Chicago Police Department . These members are all primarily african american members of NOBLE. These actions resulted in unfair advantage to specific minorities, and damages to all other harmed - legitimate test takers.
Michael Barz and others, while assigned to the Internal Affairs Division, furthered Williams’ misconduct by allowing him to engage in the criminal activities by not initiating the appropriate administrative and criminal investigations to terminate the actions of Eugene Williams and others.
Additionally , Barz received other financial benefits and considerations ( promotion to lieutenant) , for not investigating and terminating the criminal conduct of Williams and others.
I believe these offenses are prosecutable under federal RICO statutes, as well as state statutes regarding official misconduct.
Media personnel, particularly Dnainfo, are encouraged to contact the Department of internal Affairs to ensure complaint was obtained regarding the actions of Williams , Barz and others, as well as FOIA all appropriate records and documentations.
