Rumor II Gets Addressed
- The former president of Chicago’s Fraternal Order of Police has obtained a $100,000 legal settlement from the state FOP in a lawsuit he filed accusing the union of removing him from office in retaliation for exposing corruption, a source told the Chicago Sun-Times.
Michael Shields was suspended as the head of Chicago’s police union in December 2013 after he sent a letter to City Hall Inspector General Joseph Ferguson charging that two prior police contracts and a sergeants’ contract were fixed.
The Sun-Times first reported on the explosive letter, which said the former FOP president engaged in “backroom-deal” arbitrations with the city.
The next day, the Illinois Fraternal Order of Police suspended Shields, barring him from negotiating with the city, accusing him of violating his oath of office and calling him a “dictator.”
Shields sued both the Chicago and state FOP lodges, claiming retaliation and demanding pay for the remainder of his three-year term as well as for the term of his successor, Dean Angelo, elected Chicago FOP president in April 2014.
The state FOP settled with Shields in December, after former state union president Ted Street was deposed, said Shields’ attorney Michael Leonard.
So Street was deposed and a settle offered forthwith? Sounds like the State Lodge did something very wrong and paid a hefty price. It also looks like Lodge 7 will be paying the piper shortly and then claiming the settlement is "confidential" to cover up the smell of it all.

I wonder if he will be paying her hush money not to testify for Lodge 7. Shields was suspended with pay by lodge 7 so he wasn't entitled to any additional compensation. Also, maybe if he turned in his paperwork to run instead of playing the legal game, and at the end of the day ALL ACTIVE FOP MEMBERS should file a counter claim due to the money he cost us by not sending in the letter.

I don’t think Dean will keep any settlement confidential. No one working at FOP now had anything to do with this bullshit. Shields can ask the court to issue a non-disclosure order thou.
Angelo’s dilemma is he settles the shitty-wide team band of thugs will claim he’s in bed with Shields. If he goes the whole nine yards others will say he should have settled and cut the lodges losses.
And the only reason charges have not been placed on Dougherty, Aguilar, and Graham is that if/when expelled from FOP Shields could use that in his case for more money. Rest assured that Davis and DiMaria who were involved and were major players in the cover up are also neck deep in this.

Dougherty AKA Himmler paid Shields while he was acting as president after the coup. That kept Mikey from suing for lost wages. That was for just 2 or 3 months When this is settle in court Billy boy should be forced to pay the full costs for this because of his illegal acts.

Your unit rep? The only time I have EVER heard a fucking thing from a unit rep or the FOP is during election time. What the fuck is a point of unit rep if they don't relay information? If you're too fucking lazy to attend roll calls then post the meeting minutes.

Every FOP lodge member should ask Dorothy, Donahue and Street what they did. Then make them pay $$$$$$$$. They have all the answers. Not one them had any INTEGRITY, just greed.

When we get sued by shitheads and the case is settled, it doesn't mean we were at fault. Lodge 7 Board of directors followed the by-laws and designated someone to send the letter when they discovered Mike did not send it. Then when the Board demanded Mike to provide proof when he claimed contracts were fixed, Mike refused. How soon we all forget this crap was front page of the Times and we all wanted answers. Only one out of every roll call believed Mike, every roll call has at least one moron.
Why is this Angelos fault? Angelo's crew that was on the board at that time all found Shields "not guilty" including Angelo's son. Months ago Doherty came to a general meeting and told the members that he was deposed by Shields attorney and Angelo's Fop attorneys wouldn't cover him. Doherty also said that this need to go to trial to get to the truth and shouldn't be settled. If it goes to trial we will get to the truth.

I don’t think the membership should pay a dime for this. William Dougherty took over the office in a coup. When they had a vote after the fact (they gave Shields the eclectic chair then had the trial) they were 4 votes short need to do it legally. Even some of the people who voted to remove Shields told Billy that he was short votes. Billy said he did not see it that way. 330k FOP members nationally be he's smarter than the everyone else. The state paid and we will lose too.
If you are looking for Saints and Sinners here there are no saints here but there are some major sinners. Doughtery who lead the coup. Graham who was a willing flunky for the state president Ted Street. Sid Davis destroyed the audio recording of the meeting. And Frank DiMaria who ran interference and lied repeated in the subsequent investigations.
All that being said Shields was totally unprepared to be President. Bill Dougherty never had the temperament to lead the lodge either.

Shields pays was suspended immediately. Then the board voted to continue to pay him until his hearing. He was paid up until the last month of his term. Judge ruled that he can't be paid for next term because he didn't submit a petition to run for president. Vehicle was sold and no one drove it. Not sure check with John Capperelli at next meeting he was the treasurer at the time.

1. Angelo's board never had a hearing on Shields. It was the State Lodge Board in Springfield.
2. Dougherty never asked for a lawyer. So he was never denied one. Go look at the on-line tape of the meeting. He made an ass of himself at the mic.
3. Dougherty wants to go to trial for two reasons and prolong this as long as possible:
A. He'll be able to run for office again before it's done.
B. He'll retire before the lodge expels him.
4. The truth is already known. As explained to me he lied to our hearing board, the state board, and the national board. After which documents believed to be eased from the computer have been recovered proving he was knee deep in "illegal acts".
What about the cheating that took place on the Sgt's exam? Eugene Williams gave Yolanda Banks the answers to that test and she bragged about it. Where should these witnesses safely report this without retaliation? I guess he couldn't obtain the answers to the state polygraph exam for her because she has failed THAT test three times now. He was hoping to hide her as a Sgt. in the polygraph unit before he retired. Don't worry Y.B. your "boo" will still be able to hook you up from the outside. He has positioned all of his cheating minions from NOBLE in very influential positions.

I guess you have been in a coma for the last two years. A lot of us who care about our jobs and a honest union already checked this out.
Angelo gave up about 90k heading up the criminal justice program at Cal college. He voluntarily lowered the Presidents salary about 40K and then passed a by-law to make the lower salary permanent. Ask Donahue who approved those salary increases? The membership never was told about it. Angelo also gives back to the lodge the money equal to his disability check.
A lastly Angelo was working limited duty teaching at the academy. The city pushed him on disability because all of the IOD's on his knee added up to 365 days.
A lot of were concerned because of this. But he did honor all of his campaign pledges on this or we would have been in his face at the general meetings.
Question to you? Why post the shit you did?
IOD limited duty has no cap... every IOD injury is only allocated 365 medical roll days (per discrete injury)--so if he was working limited duty IOD related---he could remain working---perhaps only full duty can teach at academy???
..... or maybe he was non IOD limited duty????....perhaps your "checking things out" ability is lacking....and am in no way impressed that he is giving lodge his disability pay---and remain even less impressed my fellow members voted in a president from outside the actual fcking job
