Remember back in the day, to get to certain units, you had to undergo a financial background check? It was to make sure that you weren't a risk for taking money due to a bad financial situation. Now we get this:
- Mayor Rahm Emanuel has submitted a proposal to completely scrap a $30 fee to take the initial police exam in a bid to broaden Department diversity by removing a "potential financial hurdle."
Emanuel submitted the proposal at Wednesday's City Council meeting. It would simply eliminate the $30 fee for the police entry exam. Other city fees "relating to each entry-level examination" would remain the same: $30 for firefighters, $10 for various professional positions and $5 for others.
Seriously? If $30 bucks is a "financial hurdle," how high do you think they'd rank on the "bribery potential" chart?

Scrap the $30 fee, scale the grading for ignorant minorities and get hire's from the bottom of the barrel is the Chicago way.
Drop residency and the pool of qualified candidates will increase. It won't be very diverse, but the candidates will at the least be literate...
Police work is a vocation for most. If you can't save $30 then maybe you should explore other careers

First of all aren't today's recruits supposed to be College Graduates or at least have a two year Associates Degree from a community college? Or at the least those type of candidates are preferred. So if someone can afford the cost of college they surely can pony-up $30 dollars.
Even if the minimum requirement is a High School Diploma, nobody graduates 'for free'. You still have to pay classroom Lab Fees for some courses, pay for your Sr Yearbook, pay for your Class Ring, and pay for your Cap & Gown. Not even the poorest student can avoid paying them all. And a poor student whose an A or B Student will pay them all. Surely $30 dollars can be found if they really want to be the police.
Oh, and don't all these applicants have smart-phones? Nobody under 65 doesn't have one today. Even with the cheapest plan out there, and a basic Non-Apple, smart-phone, thanks to all the government fees & taxes, the monthly Bill will exceed $30 dollars.
Bottom line, in waiving this fee, it seems like just another scheme to deflect all his failings. Like Rahm is in over his head with the black community. He's just flaying around, throwing any crap he can against the wall hoping something will stick. Something he can point back to and say: 'See, my terms as mayor weren't a complete mess and waste. For one, I saved minorities $30 dollars if they applied to be police.'.
Tiny Dancer better make sure he includes that on his Resume when he interviews for his next job as Restaurant Parking Lot Valet in D.C.. He'll need every plus he can think of after he gets run out of Chicago.
the vast majority of applicants pass the entrance exam (and if applicant circumstances permit-the fee will be waived -if requested). My question is : Why isn't the test actually weeding out applicants? Its basically a reading comprehension test ---why isn't it a bit more challenging---shouldnt there be pages of law, an incident reporting guide, and what would you do scenarios. or maybe there will be when some retired exempt starts a "test prep" company.

N ot the fee , it's how do you get an application, however do you pay, by cash check, debit card, credit card. Bit more importantly, this is an increasingly dangerous job. That's why so few applicants. Plus college, P Lu good driving record, no felonies, no domestics I N your background, no drug use, high fitness level. I do not have the answer. I would not take this job again if I had to.
It takes a long time to learn how to police, esp. In this climate. It is a very dangerous job.

I hear the mayor is willing to let people with only "minor" felony convictions sign up. If he wasn't convicted for a forcible felony, the mayor wants you to be the part of the new policing strategy.
The entire hiring practice is already slanted to screen out whites and bring in minorities. Criminal convictions no longer bar you from hire. I know firsthand of officers with misdemeanor weed and theft arrests that just got off her probation. Also, the "narcotics screening" part of the background is made to benefit minorities. You can admit to smoking weed and you'll be fine - as long as you admit it and pass the lie box - it just has to be a few years ago. However, if you admit to taking a friends norco or xanax (drugs more utilized by whites in college) you are automatically disqualified if it was less than 10 years ago. So a 24 year old white with a Bachelor's degree who took a xanax once in high school will be disqualified for "criminal behavior" while a 22 year old black with 60 credit hours from Malcolm X who admitted to smoking weed every single day in high school will be hired. Don't believe me - ask a background investigator. The system is now rigged against whites right down to the background investigation.

They are lowering the standard and augmenting affirmative action to get a more "diverse" force in hopes that the public will perceive the department as representatively equal ergo, non-discriminatory. By allowing those whose backgrounds are peppered with criminal activity and minimal education, instances of corruption, use of force issues, negative publicity and poor service in general will actually increase. Combine that with the fact that most officers who are minorities would rather interact with whites than deal with those in their own community. Good luck.

Agree with both posts. This is why I go get it at the currency exchange. The time you save standing in line and avoiding the possibility of getting a parking ticket make it worth the extra five bucks service charge.

The 1965 Civil Rights Act Title VII called for the EEOC to develope guidelines for discrimination for the Act's purposes. The unelected EEOC came up with the 4/5, or 80% formula to regulate hiring/promotions, i.e. if one race is not hired/promoted at a rate of 80% of the 'dominant' race then a prima facie case of discrimination exists. So if 100 blacks apply for the job and 100 whites apply for the job, the blacks must be hired at a rate 80% that of whites. So if 50 whites get hired, then 40 (80% x 50) blacks must be hired/promoted. If these #'s don't jive then the blacks can sue and the burden of proving the test accurately predicts jobs performance (in the least discriminatory manner) falls on the city. The city can indeed justify any racial numbers that come down the pike by defending the test, but the city has chosen not to take this route and they just dumb-down the test, and use lottery #'s once a minimum threshold of testing is met, to keep the 80% numbers. Simple simple. So a white can theoretically test higher, but the black will be hired to keep the racial quotas (that's what they are) in line. And the white cannot sue under Title VII of the CRA unless they fall below the 80% ratio.
So the white guy is screwed even though he tested better. The City sits pretty, free from lawsuits. And the test is dumbed down.
And then we have to hear incessant BLM whining of how whites have a 'privilege.'
Remember the test results were "well qualified, qualified, and not qualified?" Ya, the city avoided all that with the "lottery" cop out. When they went down the line blacks were most likely didn't get in, not sure if there was a lawsuit. But there have been MANY promotion lawsuits by blacks.

I got DQ'd from the process for admitting to taking a couple Zithromax (anti biotics) in 2008 that belonged to my girlfriend. I explained I had a really bad sore throat for a few days, I didn't have insurance at the time andI didn't feel right about using an Emergency room as a clinic. I was axed for "criminal tendencies". I have a perfect driving record, no arrests, never even a misdemeanor, good work history, good credit, great references and a degree. Maybe my Norwood park address "raised a flag".
Oh, well. Probably for the best. Stay safe everyone.

this is exactly what happened with the Tuskeegee firemen who got 10+ years back + senority. The sued under Title VII in that blacks were not hired at a rate 80% that of whites. In fairness, I think some whites got hired as a result of the court decision. As far as I know, the fire department use the "well- qualified, qualified, not qualified" categories. The "qualified" did not get hired and they sued.
The city hired the whites because the whites did better on the entrance exam. The court said no - the city cannot do that. The city would be able to do that if the city could show the test validity - meaning the test predicts job performance. The court said one section of the entrance exam involved taking notes from a shown video. I guess the "qualified" group didn't do so well on this part. Well .. the court ruled taking notes from a video does not predict job performance, and, therefore, the city could not justify not hiring the blacks at the 80% rate.
Theoretically an employer can defend a tests 'validity' by proving the guy taking it has to know that material to get the job/promotion. It is not so hard to do.
The city has abandoned even trying to do this. Both the Police Dept. AND the CPD now how lotteries to get hired. Someone, absolutely, is making sure the racial numbers are correct.
Blacks have sued numerous times on the CPD over promotions. Once, they sued for MORE merit (over 30%). They lost that one. Whites have sued due to being passed over for promotion due to merit. They lost.
So next time BLM tells you of your 'white privilege' you find the guy that was passed over for hiring/promotion due to his being white.
