FOP Pays Shields 21K

  • The former president of the Chicago Police Department's largest union was awarded $21,000 Thursday in a whistleblower lawsuit claiming he was barred from union activities after being removed from office for publicly questioning the fairness of past contract negotiations with the city.

    The jury award for Michael Shields against Chicago's Lodge 7 of the Fraternal Order of Police comes six months after he reached a settlement for $100,000 against the Illinois FOP lodge in the same lawsuit filed in Cook County Circuit Court.

    Thursday's court victory for Shields comes more than two years after he was removed as the Chicago FOP's president following a 15-11 vote by the union's board of directors.
Anyone have the way the voting broke down so everyone can see which 15 votes cost the union (which is us) $21,000 at the local level? It doesn't sound like much, but the stupidity involved makes us think they'll cost us even more in the future.

Besides, we've got plans for that buck-and-a-half.

Keep electing retirees!
I know they are those lovable old guys that were in specialized units.
Telling stories of how dangerous it used to be and that the projects were a scary place.

Keep in mind they care little about manpower and don't worry about ISR and tasers.

Most have accomplished little in retirement and cling on to the glory of running around saying they are FOP reps.

To start with Shields lost the whistleblower part of the case, he is not the past president and was awarded the $21,000 for breach of contract. The case went to trial because Shields wanted $60,000 and his lawyer fees paid which could have cost $160,000. The case went to trial because the FOP would not give him and his lawyers $160,000. The jury did not believe Shields was disciplined for whistleblowing. So to say Shields won is a lie but what else would expect from him.

SCC, Not sure you have it right. The Sun-Times article was more accurate. The $21,600 awarded to Shields was for the three years of monthly $600 stipend he should have received as Past President on the Board. Little Dean denied him that spot and put his puppet master Bill Nolan in as immediate "Past President." What a fucking joke!!! The dwarf keeping Shields off the Board is the reason for the judgment, nothing Citywide did.

It wasn't that vote that cost you money, SCC. The damages award was for Shields being kept off the Board from 2014 - 2017. Dean Angelo's decision.

It's not 15 votes that cost us it was one. We needed 18 votes to remove shields. Dougherty ruled on his own that the two thirds vote was not needed. We needed 18 to do it legit. So don't blame the other 14. Only bill is liable for breaking our by-laws. Also Sid Davis then destroyed all of the audio tapes from our board meetings. They and they alone should bear the brunt of the follow-up internal charges. The 21k is probably about a fourth of what our legal bill are. Again this is all on Dougherty and Davis.

I read the Sun Times article and it seems that the only reason Shields got money is that Dean made his friend Bill Nolan the immediate past president and not Shields. The jury gave Shields the $600 per month for the three term that he should have been on Angelos's board. Wouldn't that decision be made by the current board? How does Angelo blame past boards in the article? Sounds like you messed up Dean. Get rid of Nolan before there are more lawsuits!

The real question is how many of the board members are multiple term incumbents. People like John Capparelli who has like five terms as treasurer. That's 15 years (3 year terms) making captain's pay on our backs for writing checks! All he ever does at the lodge meeting is give the balance in the bank. If Dean Angelo wants to change things, it should be term limitations. There are trustees coming up on their 7th and 8th terms!

If the lieutenants test could be rigged why wouldn't the contract, with vastly more money at stake, be back room dealt?

Like it or not; ultimately we are subject to what the Public believes, perceives and decides. If a "Jury" awarded that money, the FOP must have really screwed up or failed to produce a credible defense. Remember, like him or not, Mr. Shields was a Reform Candidate after decades of an FOP that was clearly in bed with the Daley combine. Rahm was and is a different animal, who is not from here and surrounded himself with people who are not from here, nor do they intend to say here, when YOU are stuck here watching your property taxes rise! In this era of using the Police as the Fall Guy for everything including the demise of the Black Nuclear Family; coppers need to pull together. Mike was a good president who always looked out for the best interests of the membership as a collective and could have gotten a lot accomplished for the members had they just let him stay in office and do the job he was elected to do. He was respected by other members and his credibility and reputation shouldn't have been tarnished by the mistruths that were circulated about him throughout the membership. He upheld an exemplary image of what an FOP president should look like and he was vocal in the media about getting things accomplished that were for the greater good of the membership.

So after lawyer fees he ends up with 66k from the state and about 13k from fop7. That's a far cry from the 5 million he was seeking. If you ask me it's a win for the fop, however I do think the whole thing was a mess and was complete back room crap from the lodge. Caparelli and Dougherty were behind all of this

This award didn't cost the FOP anything. The money was due to Shields anyway. Fop didn't want to pay it and basically got told that they had to. Shields now has to pay out of his own pocket for his legal fees.

I would agree with if I hadn't sat at that FOP meeting and watched Mike lie about the letter. But I was and he did. If only he could have been a real man and said from the beginning, hey I made a mistake but he didn't.I blame him for what the FOP is now. As a retiree who came home from Vietnam and went on the job . We had no radios , we carried wheel guns but always a second gun and we pretty ugh made it up after hitting the street. It was a differant time with differant bosses but clout was alive and well. So we came together Teamsters,UPIU/ AFL CIO,COP,FOP,and the Patrolmens Union to form a union to force the city to deal with the rank and file. FYI: Dean is NOT taking the stipend. The only members that take salaries and take stipends are Capparelli and Kilmer. They can do that legally till 2017. A bylaw change proposed and past by Angelo makes take illegal next year. None of the other field reps take stipends. Capparelli and Kilmer were not on Angelo's ticket.

Discretion is a privilege, not a right. Look around at roll call. We work with some incompetent lying lazy bastards. Hopefully the medical staff aren't shallow enough to discriminate against patients while on duty and also hope the medical staff with all of their hard work and education will follow simple rules of the road. You think you are righteous but you're not. Look around dumb ass we don't care about one another within the department. What makes you think you can decide who gets courtesy or not? Maybe the one who got the ticket was a bitch? Ass hole? Being a cop nurse dr military doesn't justify courtesy. It can be a partial factor in determining a citation issuance but not a sole factor. Shields was in the right place at the right time and got elected. Unfortunately he turned out to be an uneducated egomaniac. Ended up trying to fire everyone around him. Secretary, lawyer insurance agents. Then Fails to do the one thing we really need him to do and properly renegotiate the contract. Obviously fails to send a letter requesting that the city renegotiate the expired contract even at the urging by all members around him. This act alone costing every active po or detective $$ for the rest of their career. And after being removed so he could not make any more mistakes, what does he do? He hires a lawyer and sues. Ends up with a lousy $121,000, at least $30k to the lawyer. So you sold your soul for $90,000. Truly amazing what some people stoop to, pathetic.

Do you have any idea how many ODPO and families are involved in shopping and activities in the suburbs to escape this city? I found Park Ridge PO's to be fair and helpful when needed. Sometimes, drivers might have to obey traffic laws! You cannot drive like a ass because you expect a pass every time. We are our own worst enemies. A real man would tlak to the officer man to man or just pay the ticket and STFU.

Just asking not accusing but are you completely sure the person who got the ticket was kind and courteous to the officer? There's two sides to every story. Just saying.

I'm being told it was 14-11 not 15-11. Capparelli, Murphy, and Stover were part of the moron 14. Remember Capparelli was part of the City-Wide team. When I was active during the Donahue tenure we had to put Capparelli out of the office because of excessive absenteeism. Had a hard time doing an 8 hour day back then. Murphy was trying to worm into a Field rep position. Stover a Shileds appointee backstabbed the guy who appointed him. Remember Moriarty taped the meeting and then posted the faces of the 11 online. Moriarty was thrown out of the union several months ago. DiMaria ran interference for him for about three years but he too was caught lying.

But in the end this falls on Dougherty who was told by other board members that we needed 2/3 rds.

I am the son of a city copper, who just got bounced out the hiring process due to the Psychological Process. Just before the next academy class this month started, the psychologist from 3rd party contractor determined I am unsuitable for the job. I dont think its fair, and to be honest it's quite an asinine step in the hiring process. With that being said, I was hoping some of you all had some suggestion on what I can do to get this overturned because I feel this determination is completely unjust and hold no real merit in describing me and my suitability to work as a PO.

I have a B.A. In criminal justice, completed two internships at local police departments during undergrad, participated in Law Enforcement training with the SSERT team and current department. Role played during training courses and currently work at a suburban police department out on the street within the public for the past 3 years. I dont have any phsycological issues or disorders, nor have i been diagnosed with any. So I just a little baffeled as to how they came to such a decision. Any help would be greatly appreciated.

File a lawsuit. Don't think twice about it. Document everything about what happened and sue the department. Don't let anyone talk you out of it.
