Publish the List?

So Eddie keeps talking about this "list." This "Strategic Subject List" or SSL is a list of individuals who are either prone to be shot, to being a shooter, or having some sort of inclination toward violent crime. The higher your SSL-Score, the more likely you are to be a "justice involved individual."

This list was supposedly created via an "algorithm" on city time, by city employees, using police records and court records - all paid for with taxpayer money.

So, should it be public? Citizens should know who's on it so they can disassociate themselves from dangerous people. Citizens should be able to make sure they aren't on it improperly. Perhaps the ACLU should ensure that the Rights of everyone listed aren't being violated by secret police files gathered under unknown circumstances isn't being maintained for something shady.

A few weeks ago, Eddie was it was a list of approximately 1,300 individuals. Just this weekend, the number grew to 1,400. Yesterday, a deputy chief gave an interview that set the number at nearly 1,500:
  • Chicago suffered through an especially bloody holiday weekend, with 69 people shot over the Memorial Day weekend, including six fatalities. Police said the vast majority of the victims were on a watchlist of sorts – what the department calls its “strategic subject list.”

    CBS 2 [...] sat down with the Chicago Police Department’s top brass to talk about how the list works.

    The strategic subject list uses an algorithm to try to predict who is most likely to be involved in a shooting – either as the shooter or victim – by analyzing data such as gang affiliations, criminal records, past shootings, and previous contact with police. Police use the data to reach out to individuals on the strategic subject list to try to get them help before a shooting occurs. The list includes about 1,500 people, who police have said are responsible for the majority of gun violence in Chicago.
So a secret police list, with no oversight that we can locate, has added nearly 200 names to it in just the past month. That's some real KGB or Stasi-type stuff. Lewin even admits the secrecy:

    “We don’t give out the specific list of variables, but it’s things like subject’s trendline in criminal activity,” Lewin said. “One of the highlights of this model is that it does not use race, gender, ethnicity, or geography.”

So why not release it? Or subject it to an ACLU overview? Maybe the DOJ? We imagine that the reason is that regardless of what the deputy chief says, the numbers would be more reflective of the HeyJackass.com charts than any supposed "neutrality" of Lewin's algorithm.

A list can't be published because I honestly believe it isn't accurate. It's been used for what, 3 years now? So is it updated every year? I mean we do have over 150,000 gang members. A average of 2000-3000 people shot a year and 450 killings the last 3 years has to screw the numbers some how. Are some of the people in jail right now? If an experiment was done and LE followed each person on the list for one average summer day how many shootings would happen? 16 or only 2? None? Are white people on the list? Gays? Cincinnati zoo gorillas?

We need answers dammit!

Actually, the list should be shrinking not growing as everyday there are fewer people on it. So when the list shrinks to zero, Chicago will be homicide free.

OMG, if Lewin isn't 'Gary' from VEEP! Biting his lip and screwing his face in agony. I wouldn't say it goes as far as KGB or Stasi. The makers of those lists were also the reasons people on those lists disappeared. It appears CPD makes the list, watches/waits, then crosses deceased people (or folks) off the list and/or adds them as seen fit. The list does nothing to address the broken culture in which the listees live - more of a roll call of the damned.

Someone assaulting multiple people, selling drugs, involved in a criminal gang, performing armed robberies, etc.? Don't matter what color he is, he (or she) is headed to a bad end.

I bet the problem is the list looks a lot like the race distribution of the shooting and homicide victims, approximately 70% black, 25% hispanic, and the balance white or asian.

Publish the algorithm? Unless they do something stupid like assign points by race, it isn't racist, just inconvenient.

Facts may be inconvenient, but the facts aren't racist.

Don't you think "the List" would be a HUGE target for discrimination posturing and "targeting minorities" and "perpetuating the focus on non-white criminals"?

Instead of looking at it as a crime-fighting "tool" or anything "accurate", the media, the ACLU, and all the other "whiners" would protest and make that List look like some other "prejudiced-based" tactic that would be placed right next to Burge's crank-up "electrical confession getter" as another "endemic problem within CPD".

How many lawsuits would be filed by "john Doe" asking - "hey, why am I on that List?"

If there is ANY positive to publishing the List, I think the negatives outweigh it.

Then again, I am not part of CPD or City of Chicago "Leadership".

Don't worry about the carnage being inflicted on the City because we have the magical list that predicted to an amazing 80% accuracy rate who would be a victim or a perpetrator. We got it all under control! According to HJ that should mean over 1200 listed individuals are either taking a dirt nap or have been perforated so far this year! I hate to say it but they sound a lot like snake oil salesman. I do hope they have something else up their sleeve or this magic show is kind of a flop. The SSL is race, gender and geography neutral. It is based entirely on behaviors - criminal history, victimization, age at first arrest, etc. Are the majority of people male minorities living where the crime occurs? Well fucking duh! Who engages in the risky behaviors?

Who are we supposed to create interventions for - the hipsters in 14? The yuppies in 19? The working stiffs in 008? Come on, this is an attempt to find those that create the problems and get them to change their violence driving behavior. What will the list show??? Citizens who were only connected to an incident via "word on the street". No evidence, no charges, nothing other than tuner the person was involved.

Data is highly useful when it confirms what the public is encouraged to believe. This particular list will include data which encourages the public to hold unorthodox opinions, and thus it will clearly be suppressed. Additional lists that would never be released to the public include:
1. List of unmarried women most likely to give birth to newborns who are dependent on public aid
2. List of parents most likely to not ensure that their children attend school regularly
3. List of people most likely to engage in fraudulent use of LINK card
4. List of retailers knowingly accepting fraudulent use of LINK card
5. List of neighborhoods most likely to need additional support in clearing snow and garbage from streets

You are most likely correct in this, but the progressive faction of this city, that is liberal whites and liberal blacks just don't care. Their take on this and right now they are in control, is that there are too many black and brown in jail. The other half of their argument, and I have heard it often, is that long prison sentences are counter-productive. They point to university studies on this. But, the university studies do not focus on the most violent, but all crimes. I have to agree, that we need more residential drug treatment facilities, both inside and outside of jails. We need more legitimate job training programs, and I don't mean the phony ones set up by the political class in order to rake in money in pay and benefits for themselves ( shades of Gov. Quinn and the missing 90 million). Something substantial needs to be done. Lock up the sociopath shooters for a long time and get rehab, job training and mental health services for the rest. You cannot arrest your way out of this.

You see, even though the people wrote this algorithm go out of their way to say that it doesn't include race as a factor, and it probably actually doesn't, everyone reading these words knows that a totally dispassionate color blind analysis of race is going to turn out way many more 16-year old N'Deshantaviouses than 85-year old Emmas.

The "List" is void of diversity. It won't be released until at least 2400 folks of least colour can be added.

There's also a high probability that Merit was used to pad the list with under qualified thugs.
For example:
I know a guy, who knows a guy who used to be a low level independent street corner slinger, got his Jordan stuck on a chain link fence by the empty lot next to the liquor stow during a foot chase. When the 5-oh caught'em they say he's totin' 17 guns, 3 pounds of weed and a fortie-ouncer. Next thing you know, on paper, he's the high level founding leader of some off cast hood crew.

These are the same people that don't understand how to be the police. I'm talking about knocking on doors, interviewing suspects or witnesses. Putting pressure on an area where the crime is; that pressure keeps the assholes on their toes. Doing proper follow ups and using all the resources at you disposal to keep these fucks looking over their shoulders. What we have, coppers like these crystal ball fucks looking in their computers and picking out names. I would bet the unit putting this info together are 90% house cats that never did any police work. Someone should get these house cats on the street and see really what the fuck is happening. Lastly, why the list is not being make public? I'll bet most of the people on that list are black and that's what the ACLU would call profiling. I've got a couple of years left and during that short time, you will not see this ranger doing anything. Fuck the hole system I don't care anymore.

Since the average law-abiding, working stiff is much more likely to be a victim of a robbery, burglary, or theft, then why doesn't the department create predictive algorithms for these crimes? Let's say the department actually wants to prevent people from being robbed in Lakeview, Wrigleyville, Boystown, Lincoln Park, etc. Can't the public be provided with a statistical description of the most-likely offender to victimize them? I mean, after all, algorithms aren't biased and neither are computers. So whatever the results, we should accept them as fact. Just as the police can't use unreliable "hunches" to stop people, citizens shouldn't have to rely on hunches either when figuring out if the person walking towards them is about to pull out a gun and demand their property. Even the most commonly-worn clothes by offenders could be predicted.

Just like sports are utilizing metrics and algorithms to evaluate and predict athletic performance and success, so should crime fighting. Provide your citizens with as much mathematically-verified information as available so that they can take the appropriate measures to prevent becoming victims.

Why do I get the feeling that this "Strategic Subject List" is about as accurate as Chicago Voter Rolls, to wit: Once you're on it, you're there to stay, even if you get whacked by a fellow **justice involved strategic subject individual**. Though it's 'prolly' a lot easier to keep on voting after you're dead than it is to keep on committing assorted felonies and shooting at people, and or folk. Though this is Chicago and we know the Dead keep voting. So heck, anything can happen. :-)

Also, maybe it's just me but I already miss the good old days when convicted felons were called Convicted Felons, ex-cons were called Ex-Cons, not called 'justice involved individuals'. And violent career criminals were called Violent Career Criminals, and not 'Strategic Subjects'.

Why is there a "Strategic Subject List?" Because you can't profile criminals. "Profiling" is racist and wrong, but call it an "algorithm" and now it's trendy, techy, and scientifical. Similarly, you can't talk about people as "known criminals" or "likely criminals", because people cry foul about Constitutional Rights and the Presumption of Innocence. They have made the algorithm politically correct by taking out the variable of "address of residence". They were worried that it would highlight areas of the city where people are more prone to get shot (or shoot). That is a very important variable as a teen walking down the street at Harlem/Devon is LESS likely to get shot then one walking at Cicero/Quincy.

Why not use the list to create a reality tv show, kind of like The Running Man.

Every week put 10 of the folks on the list in 6 square block area in a neighborhood that is due for some gentrification (shouldn't be too hard to find one of those on the south or west side), enclose that area with an electrified fence manned at intervals by armed guards and then have the contestants kill their way out of it, using weapons that they find by employing a scavenger hunt.

At the end of compstat he is talking about a 15 year old that was killed in a car. The driver of the car, a 28 yr old documented gang member was driving with this girl at 0130hrs. He talks about how the night before the gang banger was stopped , arrested and his car impounded. Then the very next night he is driving again and this 15 yr old gets murdered. His point was see, we need to be proactive and go after these guys. Well mother fucker we did!!! So you want us to profile every piece of shit? He made no mention of the fact this 15yr olds families responsibility. Or how about the courts doing something? Nope we need to be proactive!

Saw Deputy Chief Lewin doing an interview with Carol Marin on Chicago Tonight. Another total lackluster administrator who could not even give a rebuttal to the goof ACLU rep sitting on the panel with him. Kept repeating the same lines from his rehearsed script while chewing his lip with this very uncomfortable and almost constipated grimace on his face. Uninspiring to say the least. The whole premise of a computer program reducing crime is ridiculous. You don't need a algorithms or NASA computers to figure out that people who are involved in illegal gang/drug activity and all those associated directly or indirectly with them are at higher risk of being involved in violent homicides. Yet again, the city will waste money on a program like this instead of hiring the adequate manpower needed to combat and control the criminal element. All this program does is warn those on "the list" that they are in danger of being another gunshot victim. Guess the geniuses at HQ can't figure out these gang bangers and their buddies already know this and accept it as part of doing business selling illegal drugs. In fact, they get promoted for taking a bullet! (if they survive)

I can remember that "keeping" "making" a database/list was a big no-no in the department .....wasn't that idea created by the infamous "red squad in the late sixties...

Wasn't there the secret building known as building 39 or squad 13...maybe the name red squad....I can't recall this memory as it was a washed from my mind after I was forced to eat peyote, then kidnapped......held in a cell forced to listen to "Andy Griffith Sings" eating potato salad....wonder bread and black coffee (standard food issue back in the day......you could get a unfiltered smoke, Camel, Pall Mall if you were nice with the lockup officer)..

One can compile a list "Most likely to commit offenses list" with using racial parameters. Just do a CHRIS search for those with arrests for UUW, Agg Assault, Battery, PCS,etc.

You will get the numbers you need.

While it may make sense to know who the bad players are, the question becomes :What are you going to do about them? What is needed is for the States' Attorneys and the judges to hold them accountable on each subsequent arrest.

A UUW arrest and on parole?? Violate his ass. One could still plea deal on this. Take a 3 month violation inside or we go to trial on the new charges and you go back to prison and serve out the rest of your time on the old sentences.

And there is no way that this list should ever be mentioned in public. That's stupid.

But then, look at what is running this city and state.

I'm not CPD anymore I did pretty good in real estate I'd be happy to offer 2k to any of these guys. For a insurance policy on them, it could be a new flourishing business for Cpd. Insurance on the guys most likely to get killed on the list in your district. would pay off much better than deferred comp. by the way all you guys invested highly in deferred comp be very careful .

Escalante really jumped the shark, not only drank the kool aid, think he makes it.
At the end of compstat he is talking about a 15 year old that was killed in a car. The driver of the car, a 28 yr old documented gang member was driving with this girl at 0130hrs. He talks about how the night before the gang banger was stopped , arrested and his car impounded. Then the very next night he is driving again and this 15 yr old gets murdered. His point was see, we need to be proactive and go after these guys. Well mother fucker we did!!! So you want us to profile every piece of shit? He made no mention of the fact this 15yr olds families responsibility. Or how about the courts doing something? Nope we need to be proactive!
Well how about you clean up your backyard before you shit in ours.
It was disgusting to listen to!!!

I totally get your point , and my question , after the Mother went on about moving from the city due to the violence is why was your daughter out at that hour with a 28yr old in the first place ?

Please take a time machine to 21st policing and leave the 1950's behind. You are thinking as a police officer and not as a citizen. There is no doubt you can justify this list IF YOU LOOK AT IT AS A POLICE OFFICER. But, it is not police officers that will pass judgement in court. It is citizens on the street.

This list is ASKING for lawsuits. When they come down, those who came up with this stupid idea will be long retired and you will be left holding the bag.
