City Pays Out Again

We suppose the media will count this $2 million against their running total the police have cost taxpayers:
  • The city has settled a lawsuit filed by two police officers who alleged they were retaliated against for helping to expose corruption.

    That $2 million settlement, announced Tuesday as the trial in the lawsuit was about to start, means there will be no need for Mayor Rahm Emanuel to testify about statements he has made in recent months denouncing a “code of silence” inside the Chicago Police Department.

    “That’s an amount we concluded makes sense for the city and for taxpayers,” Steve Patton, Chicago’s corporation counsel, said Tuesday at the Dirksen Federal Courthouse after the settlement was announced.
But what exactly is at the root of all this?
  • But lawyers for Echeverria and Spalding claim Internal Affairs Chief Juan Rivera blew their cover. Spalding and Echeverria were branded “rat motherf——” and told that their bosses didn’t want them in their units. Their actions allegedly made the brass so angry that Spalding was warned to “wear her vest” so she wouldn’t be shot in the parking lot for crossing the thin blue line.

    Patton said the city wants to encourage such whistleblowing, not discourage it — and, he said, “there was no dispute that the employment actions that they complained about actually occurred” — though, he noted, all the alleged retaliation all took place before Emanuel took office.
That would be the multiple "merit" pick Chief of IAD? A bureau so corrupted that no less than six individuals "scored" high enough on a compromised exam to make the first class of lieutenants after a secret study group at HQ studied the actual test. And how many more in the class coming out this week?

And bosses at Homan Square? A place so full of clout and connections that a supervisor roster would match up closely with every "merit" list of the past decade while the rank-and-file would be a "Who's Who" of connected families and favors owed. Even the plaintiffs are connected for Pete's sake.

So the penalty against Rivera will be......oh wait, he retired with a 6-digit pension. And the personnel dumps at Homan Square begin when?

Code of silence? Among the connected, clouted and political.

Speaking of paying out, many of us were detailed to the Beyonce concert this weekend, and no we did not volunteer, but while there a certain employee of Soldier Field let it be known that the deva known as Beyonce did not like the carpet in her suite/dressing room so the powers that be had it replaced to the tune of $25,000! Yes, thats a TWENTY FIVE with THREE ZEROs!!!

Oh, and relating to the two individuals receiving the above settlement, one only needs to talk to their co-workers from about a dozen years ago to find out that this is truly a case of the pot calling the kettle black.

Question is, Are their any more cases that the City and Department are covering
up on?

We all know that the closet is deep and full of rumors of this kind of misconduct
by Department Supervisors who believe that moving personnel out of job assignments without cause.
This is standard procedure for management when they
want to limit officers just because they can not because they have proof.

Sounds more like official misconduct since the supervisors did these actions to
promote themselves and for their own benefit.

If the aldermen are so set on transparency and fixing the system you must start at the top w/ the Mayor. Let's see if the reject the settlement and force Rham to testify. I highly doubt it. I wonder if criminal charges could be filed against the real rat for his alleged actions? This reminds me of the movie Serpico. Al Pacino played the role of an honest NYPD Detective in similar circumstances who was shot after being exposed as a "rat motherf*#cker" and ended up living in Switzerland. It seems the clouted and connected are the problem. The statement that city "saved money" by settling this case is a joke. Malfeasance cost the city big money. It wouldn't have cost the city anything if the suspicions of honest officers were dealt with properly in the first place. I t seems that looking the other way and and keeping ones mouth shut is what they are encouraging. Almost like an official endorsement of ignoring corruption and staying fetal. Fortunately these ifficers prevailed and can hold their heads high while the city "saved money" and others ride off into the sunset with their gold braid pensions and retirement stars.

The bottom line in everything is politics, but not just ordinary politics. It is the politics of racial and ethnic clout. There must be numbers of hispanics, blacks and women promoted and put into positions of authority. If they are competent to hold those positions, well,that is an added bonus. But, nevertheless this will happen. And, on the other side, there are many incompetent whites who are promoted , some with merit and some make it on their own. There must be a better way?? Mr Emmanuel have you ever been part of that so called "code of silence", say on or about November 2014? Is it or is it not true that you in fact observed a video of a officer involved shooting and ordered that it be kept sealed while you were seeking reelection as Mayor of the City of Chicago? Mr. Emmanuel is it true that you observed the video the next day? Then authorized City of Chicago Legal Department to fight to keep it from the public while you ran for office in a heated race? I don't know the two plaintiffs, what they did or didn't do within their specialized unit, but will the next lawsuit concerning those former mayor's security detail staffers garner a hefty "we better settle or we'll have to disclose secrets, settlement" as well ?
I agree that City Hall and The Merit Run Dept is fraught will their secret codes and favors aplenty, but sometimes it's just plain old sour grapes too, with a steady midnight tour in a shit-district to boot.
The mayor's office is still fighting a FOIA with the Tribune over Rahm's email usage that he refuses to disclose. Wonder what the cost of that is so far. Oh, could that be the Code of Silence he refers to?
The City is paying off, why not take advantage of it.

I'm not disputing this case was about CPD bosses screwing up and screwing these officers over.
However I do find it awfully ironic that in a trial where Rahm most likely would've had to testify about his boneheaded comment that the city magically settles just hours before the trial was to begin.
Regardless of what the talking heads say settling this case had everything to do with keeping that weasel Rahm off the stand.

A Minnesota bill that would have cut cost-of-living adjustments for retirees in the Minnesota Teachers Retirement Association and Minnesota State Retirement System, both of St. Paul, was vetoed Tuesday by Gov. Mark Dayton.

Under the bill, the retiree cost-of-living adjustment for the $20.4 billion teachers pension fund would have been halved, to 1%; while the adjustment for the $22 billion SRS would have been trimmed to 1.75% from 2%.

The bill had also included cutting the teachers plan's long-term assumed rate of return to 8% from the current 8.5%, which would then have matched the state retirement system's return assumption. But a proposal by MTRA to increase its employer contribution rate 1 percentage point to 8.5% was omitted from the bill passed by the state House and Senate on May 22.

Mr. Dayton in a letter to legislators said the COLA cuts, without “shared commitments” from employers and current employees, led him to veto the bill. He said the pension bill “contains only one piece of the overall sustainability plans, placing sole responsibility for reducing plan liabilities on current retirees. It is not fair, and I cannot agree to it.”

The $2 million settlement for Shannon Spaulding and Danny Echeverria is a disgrace! They did not deserve a single penny. They both were horrid employees, talented liars, con-artists and the worse police officers and human beings that I have ever met in my entire 30 year police career. These two should be counter sued for defamation and slander against the Defendants. Let me have a media contact and I will "Blow the Whistle" on those two. I have facts about how they used their police career to plot, plan and orchestrate this entire lawsuit to get money from the City. The city attorneys were made aware of these facts and wanted them out in trial, but Rahm ordered settlement. Shame on all the former police exempt members who catered to them and kept them in prime police units after hundreds of complaints on their unethical and unprofessional behavior in each unit....you know who you are!

I hear alot of people commenting about disability for these two goofs. Sorry your two late. They were granted full disability in December or January. Thats right these two clowns will get full paychecks until age 63 on our backs plus $500,000 a piece. SS was a medical abuser beyond all belief. I worked in Narcotics for 8 years and had no idea who these two were. I was told you haven't seen them because they are never at work. The system of corruption created by City Hall and the Aldercrooks caused this not the police officers.

A Minnesota bill that would have cut cost-of-living adjustments for retirees in the Minnesota Teachers Retirement Association and Minnesota State Retirement System, both of St. Paul, was vetoed Tuesday by Gov. Mark Dayton.

Under the bill, the retiree cost-of-living adjustment for the $20.4 billion teachers pension fund would have been halved, to 1%; while the adjustment for the $22 billion SRS would have been trimmed to 1.75% from 2%.

The bill had also included cutting the teachers plan's long-term assumed rate of return to 8% from the current 8.5%, which would then have matched the state retirement system's return assumption. But a proposal by MTRA to increase its employer contribution rate 1 percentage point to 8.5% was omitted from the bill passed by the state House and Senate on May 22.

Mr. Dayton in a letter to legislators said the COLA cuts, without “shared commitments” from employers and current employees, led him to veto the bill. He said the pension bill “contains only one piece of the overall sustainability plans, placing sole responsibility for reducing plan liabilities on current retirees. It is not fair, and I cannot agree to it.”

There is always a " back story" to these events. About 10 years ago I was in NY talking to some coppers there. They did not say anything nice about Serpico and it had nothing to do with him trying for reform. I am long retired and do not know these two officers who recently won this settlement. But, I do know that having clout is not always all encompassing. Clout may get you into a unit, but sometimes cannot save you when you screw up. And, your clout can move on and not be able to protect you. The best clout is blood connections to the political class. B ut, I am sure the comments are correct. The mayor did not want to testify so the city settled. I did not know they were granted disability also. What a deal.

Bring back medical integrity unit. In my district , perfectly abled officer trying for disability. Two officers told to go on the street from the desk both hit the medical. Two officers off on iod after an accident so minor, no damage to i.e. car. It's ridiculous and people need to be fired!

Right on. This was always the first and most obvious part of the merit process that should have never been allowed. But then the entire merit process would have not worked the way it was truly designed to work for chicago politicos. The merit process was solely designed to promote clouted shit to higher ranks. This is exactly why the chicago police department has fallen to such despair over the past 20 years. The merit promoted clouted shit has been running the department, and their only focus is to retire early with a big pension. Not one of them have the intelligence to change the department, nor do they care to.
