Getting the VRI Straight

  • Chicago Police Supt. Eddie Johnson said Tuesday that beat officers will now have to work overtime shifts in their “home districts” where they’re assigned — a change he hopes will make them more productive.
Sure, because the high seniority guys on days will be eating up this OT. And the high seniority guys on days are all go-getters setting the world on fire.
  • In the past, a beat officer in one district might work OT in a high-crime district across town.

    Starting on July 1, district officers will work overtime in one of 25 high-crime zones — up from 19 zones — in their home districts.
These would be the Districts where people (or folks) don't trust the police, because the police don't look like them, right? And the folks (or people) there think the police can't "relate" to their experiences, so they don't snitch out the criminals, but will video every traffic stop in the hopes of sharing in a payout.

There is also this admission of spreading the OT around "phone call" units:
  • But if the department can’t fill an OT shift in a particular high-crime zone, officers in special units that roam larger sections of the city — or the entire city — will be invited to participate, Johnson said.
And here again is the admission that the Department is understaffed at levels approaching criminality:
  • [Johnson] said OT is cheaper than hiring additional officers and paying the benefits a full-time job carries with it.
Frank Main makes the only logical leap:
  • The Chicago Sun-Times reported earlier this year that the Police Department spent a record $116.1 million on overtime in 2015 — up 17.2 percent from the previous year — to mask a manpower shortage that has mushroomed under Mayor Rahm Emanuel, with police retirements outpacing hiring by 975 officers.

    [...] The changes unveiled Tuesday appear to be less about controlling the amount of overtime and more about altering who will get the overtime and where those officers are assigned.
We're surprised Rahm let him say it.

I read it a few times and I'm still not sure exactly what it is that they're saying.

As far as making officers "more productive" is Eddie going to have his squeeze, Lie-Tenant Fenner,attend all roll calls demanding activity?

Another airport was attacked by Evil Islamic fanatics and what are we doing at our airports? Nothing. I thought CPD always pushed the "be proactive" theme. So why not have an OT program at the airports for carbine operators who possess their own weapons. Have an OT program that makes sense and protects the innocent. You have to have heavy weapons at the ready to battle heavy weapons. Political correctness is killing us.

Anyone who works this is nuts. Now all of a sudden districts that had to have violence zones (VRI BOXES), and have them staffed 24-7 and do extra reports for shootings etc., now all of a sudden don't need them anymore. Now they just have areas of enhanced patrol (boxes they don't have to oay for). But no official Boxes that are available for VRI for overtime. And of course they will staff the Districts with boxes with a few guys from the district then all the clout units will fill the rest. Unbelievable. And they openly admit that they are doing it because of understaffing and this is the cheapest way to do it. We need to force them to hire, so DON'T WORK IT. I don't give a fuck if you owe a half-mil to the local bookie, just lay low for a while and we'll force them to hire or the politicians will suffer at the election. This is all staffing manipulation and they are using us to do it, and taking the boxes out of so many district and focusing the ot in certain areas proved it. If they don't hire our pension will go bankrupt. More people taking out of it and no one putting into it is what they want so they can bankrupt the pension fund and not have to pay their share anymore.

All the overtime that cops are working is causing burn-out and unprecedented levels of poor health. Physical fitness of officers is in the gutter - it's embarrassing to see half of the force struggling to strap a carrier that looks like a baby bib with their guts hanging out. Besides the disgusting appearance, the cardio vascular condition of many cops is so poor that it's a wonder they aren't dropping like flies from cardiac conditions. The less outwardly apparent but still crippling psychological effects of not getting away from the job are also taking an unprecedented toll. There are too many cops who simply hate life, hate every human being, and can't stop being negative - a byproduct of working in a negative environment around other negative people (cops AND the public) non-stop, at all hours, in all weather, and on holidays.

Cops work enough. They need time away if you want them to function as a sane human should. To maintain friendships - even with non-cops (imagine that!). To decompress. To be with their families. To read a book. Have a hobby. Do nothing. To take care of themselves physically and psychologically. Enough with the overtime. If cops were treated right and motivated to do their jobs, they'd be arresting so many scumbags that court would fill all their overtime financial needs - and that's better than pushing a squad from stressful bullshit ghetto nonsense call to call for OT. it's like OT-lite.

Hire more cops and support them. This isn't rocket science.

As the cops in New York can attest- do nothing, be happy. We too are stuck with a boob for mayor- we have de commiserate- the boob honeymooned in Cuba and worked for the commits in Managua ... I would never feel uncomfortable in an airport that had a well armed,trained and visible police presence. My kids get excited every time they see the k9 units. I know they can't pet them because they are working, but take some time when off duty and allow kids and families to interact with these officers. It ls a great tool to see police in a positive light. Drop the political correctness your not fooling anyone. Arm these officers with the tools needed for the job.

Has anyone thought about how this and the holiday call back overtime is an end run around time due. Manpower is low and they don't increase amount of people they let off on the week ends. It's a lot cheaper than hiring guys when especially when you don't let them use time due. And these civilian desk employees won't help anything. They aren't putting any less people on the desk. This shit show is getting old as fuck. Maybe the illegals have the right of it: $15/hr cash and a rented condo in summit and the only taxes to pay are sales and the plates on your 98 Acura or a Mitsubishi Galant. It gets more tempting each day.

I think the person that gets hit by the AR-15 would disagree with you but over 85% of the time they don't survive to talk about it. It sure isn't the little.22 Rabbit gun I use at the farm. Call it what you like but The AR-15 will do just fine in battle. I'd be happy to have guys around me with it.

Wife and I went to Scotland, Ireland and St John.

Not only that we went to Memphis, Nashville, Kansas City, Pittsburgh, Milwaukee, Cleveland, Denver, and various cities in Michigan.

Without VRI we might have been able to do a quarter of that.

That's great you want to stay home with your family. But having the time of my life. So leave us alone.

Great,so after working 22 years in shit holes on first or third watch because I never had enough seniority for second watch, I finally get enough seniority to get to a decent unit on second watch but have to stand down for all the special employment that will now go to hair gels. Thanks Eddie..for the appreciation for all the years of hard work and loyalty I've shown to this department and this city. No wonder so many people are retiring and invaluable experience is being lost. There is major brain drain happening with every retirement list. Another list out just this past weekend. Start promoting people with some experience.
