Was This the Straw?

  • Years from now, it might be seen as the moment Chicago might have been saved but wasn’t. “They could have changed things,” people will say. “They could have stood up to the people bringing the city down.” But as it happened, there is little to do but wait to see how far into the deeper and darker abysses of Hell Chicago will descend.

    [...] Playing the pivotal role in our sad tale is one Shaquille O’Neal. No, not the former NBA star; the Shaquille O’Neal of our story is 23 years old and a recent parolee from prison. On June 13, plainclothes police officers saw O’Neal engaged in what they took to be a drug transaction. When they tried to stop him, he ran, only to be caught in the 3900 block of West Grenshaw Street. Several people sympathetic to O’Neal were there, some of whom filmed the altercation on their cell phones. One of those videos was soon posted to Facebook. (Warning: coarse language.) What happened next followed the same tiresome script we have come to expect: Neighborhood thug gets caught breaking the law, resists arrest, gets roughed up on video, then is hoisted onto the martyr’s pedestal to be hailed as a hero and a symbol of the continuing black struggle against institutional racism and on and on and on.
This is from an article by Jack Dunphy, the alias of an LAPD copper who writes for many national publications and he isn't buying the "poor Shaquille" narrative spouted by the mainstream media:
  • Do not be fooled. There was nothing illegal or even remotely improper in the way O’Neal was subdued at the end of the foot pursuit. Let’s examine the video. As it begins, a lone officer is atop O’Neal in the middle of the street. As the two struggle, several people can be heard shouting their encouragement to O’Neal and their condemnation of the officer. (And it’s interesting to note that the video, like so many others like it, shows only the most inflammatory portion of the incident.) A second officer then arrives in an unmarked SUV. As he exits the car he can see that the fight is at an apparent stalemate and that the greater threat is posed by the approaching crowd. He orders the crowd to get back and calls for backup, but when he turns around he can now see that the fight has suddenly shifted in O’Neal’s favor. O’Neal, who seconds earlier appeared to be under control or nearly so, now has his arm locked out with a firm grip on the officer’s neck. The second officer then delivers a single kick to O’Neal’s head, essentially ending the fight – and beginning the circus we’ve come to expect.
Mr. Dunphy thinks (and we agree) this is the exact moment proactive policing died in this neck of the woods:
  • In short, a good arrest and a reasonable use of force – nothing that the brass of the Chicago Police Department couldn’t have justified to the media if they but had the courage to do so. What happened next provided a vivid example of the moral inversion that grips America, nowhere more egregiously than it does in Chicago. O’Neal was released from jail without charges, and the officer who kicked him was stripped of his police powers and placed on desk duty. A local rabble rouser known as Ja’Mal D. Green boasted on Facebook that he had called Chicago P.D. Superintendent Eddie Johnson, who informed him of the pending action against the officer.

    Reaction among Chicago’s cops was swift and blistering. A post on the matter at the Second City Cop blog garnered nearly 300 comments, most from cops expressing their disgust and their diminishing desire to do the kind of police work required to lower Chicago’s appalling level of crime. Upon his release, O’Neal celebrated with his family and other supporters, all of whom must have had visions of the riches soon to be lavished upon O’Neal as compensation for his suffering. He has hired an attorney, of course, who surely must be dreaming of his own substantial payday.
Someone sent us this General Order the other day - a visual rebuttal of Johnson's and De-Escalante's insistence the officer involved didn't follow procedure:


But these goofs supposedly "passed" at least two promotional exams, both of which had that particular Order on the reading list and presumably a few questions pertaining to it. Must be nice being able to run around with stars on the collar and not have any idea what you're talking about.

As a 24 year Vet I promise you that my days of proactive policing are DOA. There is no way that I'm going to put my family in harms way because I did the right thing and the top two clowns held my fate in their hands. Go to HELL Eddie,Mayor tiny dancer and all the asshats that run the CPD. I will tell every young Officer to not do a damn thing until this City stands behind its Officers and not conduct a witch hunt every time an Officer does his job. I only have 6 more years so I'm going to make a difference and help the Officers who have their entire career ahead of them.

II. DEPARTMENT POLICY
The Department utilizes a Use of Force Model to provide guidance on the appropriate amount of force to be used to effect a lawful purpose. The Use of Force Model employs the progressive and reasonable escalation and de-escalation of member-applied force in proportional response to the actions and level of resistance offered by a subject. Such response may progress from the member’s actual presence at the scene to the application of deadly force.
A. The primary objective of the use of force is to ensure control of a subject with the reasonable force necessary based on the totality of the circumstances.
B. Whenever reasonable, members will exercise persuasion, advice, and warning prior to the use of physical force.
C. When force is applied, a member will escalate or de-escalate to the amount of force which is reasonably necessary to overcome the subject’s resistance and to gain control.
1. Members are not required to start at the lowest levels of the Use of Force Model; they will select the appropriate level of force based on the subject’s actions.
2. Members will modify their level of force in relation to the amount of resistance offered by the subject.
a. As the subject offers less resistance, the member will lower the amount or type of force used.
b. As the subject increases resistance, the member may increase the amount or type of force used.

Nowhere does it say stop play or pretty please! Look at "C" Eddie! You use hands,feet,or the kitchen sink if you or your partner are attacked by an active resistor! I suppose because of cellphone video we should just let these offenders disarm us and use our weapons against us so it doesn't look bad on the news! We need to keep this narrative out there to convert more citizens to our point of view. Wish Deano would hire a PR person who knows the ins and outs of being a cop who could organize and oversee a campaign. Cops aren't PR people we need help.

Saw the 'Rally in Sacramento' stabbings. And, I have come to the conclusion that the police have been completely neutralized under the Obama administration. The commies showed up to fight the skinheads with no apprehension they would be maced or have their heads busted by the police, much less arrested. By the way, a radical chick with a chic head wound bandage, was interviewed by CNN (commie news network) who, without taking the time to think about what she was saying, related that the police work hand-in-hand with the fascists. It is clear to me that the 'by any means necessary' philosophy of these goofs would justify, in their minds, any physical attack on L.E.. THIS is the change you can believe in! These people are domestic terrorists. Director Comey, and those responsible for defending this Nation, should be re-calibrating their assessment of this menace to our Society, and the current election process. Lap dog Eddie is a puppet. He's done when the Lieutenant test cheating scandal comes to a head. The IG is not going to rush this because they know its a hot potato. They have proven everything that has been mentioned and revealed much more then already reported; which was only the tip of the iceberg. The problem is, what will the response be?

-Maybe, based on the level of corruption, this response causes those who did not cheat to suffer. This is an undermining response that completely demoralizes the department.

Go after those who cheated?
-This causes political problems, based on many issues some of which are glaring. The cheaters are a majority (not all) African Americans, politically connected and when they're trying to diversify the department, this is a major problem.

Do nothing?
-This is probably what will happen, all swept under the carpet. Mostly, but the Lap Dog will be escorted out the back door.

Lap Dog Eddie is finished, and so is his OG and many others who accepted test materials.

The new Superintendent is already here, she arrived from the west coast as an executive member of the current staff, She was picked by Rahm who knows the shit storm is coming with the release of the IG report on the test scandal.

To me, common sense would dictate that the purported leader of FOP just might call a news conference to defend his involved officers. Since the Supt is incapable or unwilling to explain the Use of Force model, this would have been a great opportunity to enlighten the uninformed public that the officer's kick was an authorized and appropriate technique.

I don't understand how anyone new comes on this job nowadays. I mean do you not own a TV? Do you not have Comcast? Do you turn the TV on (ever?) Do you read the news? Watch the news? THe pension mess? Why would anyone take this job unless you are just completely broke and desolate? I am not trying to be sarcastic or condescending but seriously; unless you are just clueless with current events you can't help but hear what's going on in the news media. Even when I was in 2nd grade (48 y.o. now) our teacher made us do "Current Events" every Friday where we had to talk about what was going on in the local and international media. We are talking 1976 era. No internet. No CNN.

And people still take the test? And lol on the next SCC story about waiving the $30 fee? OMG come on already. Who the fuck are they hiring? Even homeless people can raise $30 for God sake. I have 19 OTJ and I am going next year. Oh and a side note for coppers worried about health insurance; I am moving to Costa Rica and the BCBS for their is $3,200/yr for a $1,000,000 policy for me and wife and child. There are options out there guys.

You remember the fruitville station (or whatever it was called) in Oakland where the cops had the guy prone and the one cop accidentally shot him in the head - same thing - the crowd was yelling threats to the cops, large crowd too - the one cop got nervous or whatever and he fired killing the guy - no reaction whatsoever from the media about the anarchy of the crowd

I will say it another time: Why is anyone doing proactive police work. The exempts DO NOT HAVE YOUR BACK! The make themselves subservient to illiterate activists, "reverends", media and politicians. IT DOES NOT MATTER IF YOU DID THE RIGHT THING, it only matters how it looks. For the love of your families and being the next out of context youtube video, stop doing any type of proactive police work.

If you have an arrestee and it looks like things are at the beginning of turning bad, call for extra cars, call for a supervisor, call for as many people as you can so that you have witnesses on your side. However, if you stop being proactive, then you won't have to call for any help.

Stop trusting EJ and the rest of the bosses and for the love of everything you hold dear, just stay fetal.

If you were a police officer who was paying attention then you concluded that all of this pro active policing was over a long time ago. The writing was on the wall a long time ago. In my unit I saw guys who were "workers" get fucked and runned over and I came to the conclusion that it was simply not worth it. While the officers who were not "workers" but just responded to their jobs and scratched out reports never got into trouble and never risked getting fired.

After 37 years in LE with the last 30 in a large bordering suburban dept. I'm fortunate to have retired fairly intact.

I feel and for you guys & gals trying to do an honorable job while being led by dis-honorable people(folks).

What is really sad is that the so called "powers that be" are too busy patting each other on the back for "putting the Police in their place" While the "real" victims, the innocent civilians suffer daily.

I'm paraphrasing a military saying: "Embrace the suck and move forward". It's all about self preservation now...

And the alternative to the kick would have been the use of the hickory baton, with thrusting or striking strikes to the body to defeat the unlawful resistance and battery to the officer. Back in 1985 I went thru the same thing, only just a still photo in the " chicago defender" and the lawsuit claiming permanent psychological damage etc and his lawyer recommended a stint in "psych" institute. But alas in discovery before trial in federal court the psych records revealed the claimant stated he was high on beer and pills and when he is high he likes to "fight the Police". End of suit, a small nuisance settlement that was eaten up by the liars and doctors and 30 days in Cook county for resisting etc.

Listen up people it's ALL OVER!!!!!!! What don't you understand. A police officer getting choked out with the subjects hand on his throat and the other officer striking the violent resistor in the head all while a crowd of 8-15 are hostile and present and threatening violence and this copper gets stripped of police powers? It's all over. I have over 25 yrs on this job and have been a supervisor over 15 yrs and its all over. Do not get out of the car to stop anyone! Do not get out of the car to put your hands on anyone! No one and I mean no one will back you up! Every ISR is sent to the ACLU and they put these in a data base which will be used for a class action lawsuit in 2-3 yrs. It's over, done, finished, ended, dead...... You have to survive this job to get your pension. Both Johnson and Escalante have completely lost this department, and all credibility and respect of the officers. They are nothing but cartoon characters running around like whirling dervishes with clean white uniforms and gold and silver medal everywhere. They cannot ever be trusted, ever!!!

After the incident occurred and it was a media situation, doesn't cpd law office take the time to read the general order and see the word kick and then inform the superintendent, that it was legal and approved. How many attorneys are on staff that could have looked at this.

It proves the facts that when any officer is involved in any alleged incident of misconduct the Department can and will violate it's own orders.

The command staff to save face will strip and transfer the officer prior to anyone
reviewing the alleged incident of misconduct. This same command staff will then
drag out the investigation of this alleged misconduct even if they have evidence
showing the officers conduct was withing Department guidelines.

The command staff will even fabricate allegations to support the false allegations.
Just look at others who have been stripped and sent to call back where they have waited weeks to be served with any allegations.

When these officers are finally served with allegations they realize that the allegations are not connected to the original alleged allegations.
And the officers must defend themselves from a False allegation.

This happens from IPRA and IAD allegations. When you take this garbage to
the FOP the jokes at the Union are silent or confused as to why your fighting
a false allegation.

Has anyone spoken to the DOJ about these false allegations?
Is this a way to keep members in line? Or retaliation against officers
while hiding behind Department rules and regulations?

One must ask: if Eddie or John was struggling on the ground with an offender and they were being choked would they be ok with another officer using the use of force "kick" to subdue the offender and get their hands off their throat? I would say yes. I think someone should go over and read the use of force order to these two bosses. One would think that after years of being a boss and taking these promotional exams that they should know the use of force model back and forth.

Uh, actually the last straw should have been when the BLM protester hit the cop and was released without charges during the McDonald protests downtown. At least it was for me. A lot of my fellow officers aren't the brightest.

It's very simple: Instead of telling the BLM clowns to fuck off, Rahm and City Hall have the brilliant idea of letting them dictate policy. Considering that most, if not just about all BLM members are poorly educated, don't have jobs, have criminal records, and extremist leanings, it's probably not a good idea to let them have a say in anything.

The department brass likes to pick and choose which laws are enforced nowadays. They have no problem showing up to roll, with hat in hand, pleading for ISRs and trying to guilt us about taking an oath and doing our job lol. Nevermind when protestors block up streets, stopping traffic, prevent citizens from going into stores, and encouraging violence against police.

Last week or two in 012, two Kate's security guards were shot in the project buildings behind the station. The 2 guards walked up on the crowd and asked them to leave and stop shooting dice & gambling. They resisted. One guard got to fighting an Abla-onian. tussling and rolling around on the ground. Would you believe an unruly crowd formed? Imagine that. Another Ablaonian emerges from the unruly crowd with a gun while the security guard is still fighting the active resister (his boy) and he proceeded to shoot the guard on the ground 8 times in the legs ! He lived thank god. His partner, Another guard managing the unruly crowd, returned fire and also got shot in the hand, But managed to kill the bad guy.

Does any of this sound familiar ? And this was for less! Gambling, not dealing heroin.

How about if the officer would have helped his partner FIRST instead of worrying about the couple bags of dope he was so focused on picking up, this would have never happened the way that it did. Look at the video AGAIN, he rushes up exits the vehicle, tells the savages to get back, then proceeds to walk around his partner who is obviously struggling with the offender who is still not in custody, all while he looks around on the ground for the couple bags of drugs. Then walks back to the crowd radioing for back up, and actually telling the shit heads what he was doing, again allllll this time his partner is still fighting with the offender and trying to get him into custody. Then and only then does he help his partner by giving the offender a head stun by way of his foot.
This officer obviously needs better training!
Worry about your partner and his safety FIRST, not some dam evidence that isnt going to make a break a case anyway (because of amount)
Never turn your back to a threat or take your eyes off of it like he did to look for the dope.
ALLL this could have been avoided but because of the officers actions, or lack of, this snow balled into the cluster it is now, which now puts the whole use of force into a bigger nose dive then it was already.
If i was that other PO i would have been pissed off that my "partner" didnt help me sooner.

Just so you know, nowhere in the contract does it stipulate that any car must be 10-4. This has been a false rumor that has been spread over and over.

You you are going to try and say I'm wrong prove it and post the section of the contract where it states a car must be 10-4. You can file a safety grievance if you can articulate the issue of being unsafe but there is nothing in the contract that mandates a car must be 10-4

So coppers should stop chasing dope for an easy cb. Most of the coppers that I have seen get jammed up was usually because of the dope game. Tact guys just have to let them selves get dumped rather then chase dope to inflate thier numbers. Before any one starts telling me how I need to stop being angry because I didn't make the tact team. GFY because I have been on the tact team since 1999 and still am, and I have not made a dope pinch since 2003. Dope has went the way of the beeper, it is no longer working. In the early 1990s when CAPS was first getting started, a Deputy Supt came to roll call to give us the big song-and-dance about how the Department was going to become more professional by raising he education level.

He said that you could come on this job with a HS diploma and we would pay for your college degree. Someone asked" What then"? He was clueless as to what "what then" meant. Come on with a HS diploma, push a beat car around 011 or 015. Get a BS or MS degree and.....push a beat car around 011 or 015.

Another point he made was that was that we need to work on our customer satisfaction. The public is "our customers".

Maybe. But there are differences. This is not Marshall Fields or Macy's where the customer is always right. Quite the opposite. They are often wrong.

We can't please everyone. Go to a service call. Whether you take someone to jail or not, someone is going to be upset.

And sometimes our "customers" need to be beaten. Or shot.

Just to give this historical perspective, the two-man "dusk to dawn" issue started in 1972 when a traffic officer working one-man was murdered on Lake Shore Drive. An "order" then came out requiring all beat cars to be manned two-men from dusk to dawn. Even though there was an abundance of manpower back then, some officers still wanted to work one-man because they couldn't find a suitable partner or for reasons known only to them. So ... you were then allowed to work one-man IF you signed a "waiver of responsibility" absolving the Department of any blame if you got hurt / killed working by yourself. This was a Patrol Division (now BOP) order and was never to my knowledge put in any contract or formalized into a general / special order.

Last week or two in 012, two Kate's security guards were shot in the project buildings behind the station. The 2 guards walked up on the crowd and asked them to leave and stop shooting dice & gambling. They resisted. One guard got to fighting an Abla-onian. tussling and rolling around on the ground. Would you believe an unruly crowd formed? Imagine that. Another Ablaonian emerges from the unruly crowd with a gun while the security guard is still fighting the active resister (his boy) and he proceeded to shoot the guard on the ground 8 times in the legs ! He lived thank god. His partner, Another guard managing the unruly crowd, returned fire and also got shot in the hand, But managed to kill the bad guy.

Does any of this sound familiar ? And this was for less! Gambling, not dealing heroin.

How about if the officer would have helped his partner FIRST instead of worrying about the couple bags of dope he was so focused on picking up, this would have never happened the way that it did. Look at the video AGAIN, he rushes up exits the vehicle, tells the savages to get back, then proceeds to walk around his partner who is obviously struggling with the offender who is still not in custody, all while he looks around on the ground for the couple bags of drugs. Then walks back to the crowd radioing for back up, and actually telling the shit heads what he was doing, again allllll this time his partner is still fighting with the offender and trying to get him into custody. Then and only then does he help his partner by giving the offender a head stun by way of his foot.
This officer obviously needs better training!
Worry about your partner and his safety FIRST, not some dam evidence that isnt going to make a break a case anyway (because of amount)
Never turn your back to a threat or take your eyes off of it like he did to look for the dope.
ALLL this could have been avoided but because of the officers actions, or lack of, this snow balled into the cluster it is now, which now puts the whole use of force into a bigger nose dive then it was already.
If i was that other PO i would have been pissed off that my "partner" didnt help me sooner.

Instead of stripping the officer for the kick to the head, they should put him in for that new "Tactical" award in which a police officer, who is justified in using deadly force, uses time and alternate force to preserve life..... because that kick saved his partner's life, and saved the arrestee's life who, with his hands around the officer's throat, was engaged in committing a crime likely to cause death or great bodily harm had not the partner intervened..... If the officer had shot and killed the perp, would the BLM people & folks be crying, "Why didn't he just stomp his head one time?!"

I mean, if CPD writes an order saying that we cannot use "chokeholds" or put our hands around someone's neck restricting their air flow, unless we would also be justified in using deadly force, doesn't it make sense that if someone is choking a police officer, then that act of choking could be considered deadly force against the officer? Choking, as written by the police department, cannot be a one-way scenario, it goes both ways.

Manpower is low to begin with and people often end up working alone just to keep a car up, but now we have a supervisor who threatened to do this on our watch just to prove a point. The people who are "taken care of" are generally the do-nothings who get to units because one boss is doing another boss a favor. I worked with Escalante and he was never a dog. Bosses also want people who are workers to make themselves look good. Escalante fell into that category. He was always a worker, like him or not.

He could've been Jesus Christ back when you knew him, and that would still mean jack and shit today. He may not have been a dog then, but he's a dog now... a lap dog. He, along with his partner in crime, Eddie, is a disgrace to the uniform and should be ashamed of what this department has become under their "leadership." Escalante may not have gotten where he is today by being a do-nothing who kissed the right asses, but he sure is doing a great job of it now. From a placeholder superintendent, to a not even in consideration for the full time gig loser, to a second in command to the wrongfully appointed new superintendent, to a defender of that wrongfully appointed moron's idiotic actions. He's standing right there with Rahm and Eddie as an officer who did nothing wrong is stripped, while Eddie says he didn't see a choke, that kicking is not allowed in our use of force, while he takes calls from race-baiting rioters with no respect for the law, while he has hug sessions with offenders and their worthless families. Fuck Eddie Johnson and Fuck Escalante. They're one team now, and that team isn't the same one the rest of us are on. They're part of Team Fuck the Police. Might as well throw granny from Spokane in there too. What the fuck is she even doing here? Why don't we just hire everyone who wasn't good enough to be superintendent, and make up high-paying positions for them, so they can sit back and do nothing but cause more problems for their officers? The department can assign as many 10-99 cars as they want, it is your right to refuse to work 10-99 during those 3rd and 1st watch hours. If they refuse your request then you file a grievance. Very rarely it gets to that point because most watch commanders do not want the hassle of a grievance particularly one that they will lose. However, if guys start to beef about one man units too often, watch commanders begin to cancel day off requests. Of course there are issues with that as well, but that is another story for another time.

The previous poster is right, not in the contract to mandate 10-4 unit, but your right to refuse 10-99 unit.

Just to give this historical perspective, the two-man "dusk to dawn" issue started in 1972 when a traffic officer working one-man was murdered on Lake Shore Drive. An "order" then came out requiring all beat cars to be manned two-men from dusk to dawn. Even though there was an abundance of manpower back then, some officers still wanted to work one-man because they couldn't find a suitable partner or for reasons known only to them. So ... you were then allowed to work one-man IF you signed a "waiver of responsibility" absolving the Department of any blame if you got hurt / killed working by yourself. This was a Patrol Division (now BOP) order and was never to my knowledge put in any contract or formalized into a general / special order.

There was some sort of letter of agreement, though not put into the contract (because there was no contract pre-union). It occurred because of the outcry from police wives.

How about if the officer would have helped his partner FIRST instead of worrying about the couple bags of dope he was so focused on picking up, this would have never happened the way that it did. Look at the video AGAIN, he rushes up exits the vehicle, tells the savages to get back, then proceeds to walk around his partner who is obviously struggling with the offender who is still not in custody, all while he looks around on the ground for the couple bags of drugs. Then walks back to the crowd radioing for back up, and actually telling the shit heads what he was doing, again allllll this time his partner is still fighting with the offender and trying to get him into custody. Then and only then does he help his partner by giving the offender a head stun by way of his foot.
This officer obviously needs better training!
Worry about your partner and his safety FIRST, not some dam evidence that isnt going to make a break a case anyway (because of amount)
Never turn your back to a threat or take your eyes off of it like he did to look for the dope.
ALLL this could have been avoided but because of the officers actions, or lack of, this snow balled into the cluster it is now, which now puts the whole use of force into a bigger nose dive then it was already.
If i was that other PO i would have been pissed off that my "partner" didnt help me sooner.

Actually the poster makes a great point. If that was my partner get down and dirty with him not worry about the animals take video. After that I would tell that officer to find another partner cause he left that officer high and dry. Stop acting like a tough guy calling people cowards, the reason the block was out of control was cause of the inept actions of one 010 officer. Would have been much easier to cuff and kidnap like the old days, now you have officers barking orders at cameramen instead of helping a partner take a subject into custody. Yes he is 100% correct in use of force model but he is also 100% at fault for not helping his partner in a timely fashion, was he afraid of getting his hands dirty???

It's real simple people. If you don't like working 99, inform the W/C. If he puts you 99 anyway, DON'T DO SHIT. Sit somewhere safe all night and just answer your calls. They'll usually give you paper jobs which you just take your sweet ass time doing. If they give you any kind of in progress call or anything that might be a safety issue in your mind, request a backup unit and wait a block away for it to arrive before you go to the call. Take your lunch and your personal and drive real slow, taking care to follow all traffic laws. At the end of your tour, turn in a big fat ZERO everyday. When your supervisors confront you about your lack of activity, inform them that they'll get activity when you get a 10-4 unit. See how simple this all is? If you don't have the self control to execute the above plan because you're too "bored" or whatever your deal is, QUIT COMING ON HERE BITCHING ABOUT WORKING 99.
