On June 13, plainclothes police officers saw O’Neal engaged in what they took to be a drug transaction. When they tried to stop him, he ran, only to be caught in the 3900 block of West Grenshaw Street. Several people sympathetic to O’Neal were there, some of whom filmed the altercation on their cell phones. One of those videos was soon posted to Facebook. (Warning: coarse language.) What happened next followed the same tiresome script we have come to expect: Neighborhood thug gets caught breaking the law, resists arrest, gets roughed up on video, then is hoisted onto the martyr’s pedestal to be hailed as a hero and a symbol of the continuing black struggle against institutional racism and on and on and on.
This is from an article by Jack Dunphy, the alias of an LAPD copper who writes for many national publications and he isn't buying the "poor Shaquille" narrative spouted by the mainstream media:
- Do not be fooled. There was nothing illegal or even remotely improper in the way O’Neal was subdued at the end of the foot pursuit. Let’s examine the video. As it begins, a lone officer is atop O’Neal in the middle of the street. As the two struggle, several people can be heard shouting their encouragement to O’Neal and their condemnation of the officer. (And it’s interesting to note that the video, like so many others like it, shows only the most inflammatory portion of the incident.) A second officer then arrives in an unmarked SUV. As he exits the car he can see that the fight is at an apparent stalemate and that the greater threat is posed by the approaching crowd. He orders the crowd to get back and calls for backup, but when he turns around he can now see that the fight has suddenly shifted in O’Neal’s favor. O’Neal, who seconds earlier appeared to be under control or nearly so, now has his arm locked out with a firm grip on the officer’s neck. The second officer then delivers a single kick to O’Neal’s head, essentially ending the fight – and beginning the circus we’ve come to expect.
Mr. Dunphy thinks (and we agree) this is the exact moment proactive policing died in this neck of the woods:
- In short, a good arrest and a reasonable use of force – nothing that the brass of the Chicago Police Department couldn’t have justified to the media if they but had the courage to do so. What happened next provided a vivid example of the moral inversion that grips America, nowhere more egregiously than it does in Chicago. O’Neal was released from jail without charges, and the officer who kicked him was stripped of his police powers and placed on desk duty. A local rabble rouser known as Ja’Mal D. Green boasted on Facebook that he had called Chicago P.D. Superintendent Eddie Johnson, who informed him of the pending action against the officer.
Reaction among Chicago’s cops was swift and blistering. A post on the matter at the Second City Cop blog garnered nearly 300 comments, most from cops expressing their disgust and their diminishing desire to do the kind of police work required to lower Chicago’s appalling level of crime. Upon his release, O’Neal celebrated with his family and other supporters, all of whom must have had visions of the riches soon to be lavished upon O’Neal as compensation for his suffering. He has hired an attorney, of course, who surely must be dreaming of his own substantial payday.

But these goofs supposedly "passed" at least two promotional exams, both of which had that particular Order on the reading list and presumably a few questions pertaining to it. Must be nice being able to run around with stars on the collar and not have any idea what you're talking about.

1. Members are not required to start at the lowest levels of the Use of Force Model; they will select the appropriate level of force based on the subject’s actions.
2. Members will modify their level of force in relation to the amount of resistance offered by the subject.
a. As the subject offers less resistance, the member will lower the amount or type of force used.
b. As the subject increases resistance, the member may increase the amount or type of force used.

If you were a police officer who was paying attention then you concluded that all of this pro active policing was over a long time ago. The writing was on the wall a long time ago. In my unit I saw guys who were "workers" get fucked and runned over and I came to the conclusion that it was simply not worth it. While the officers who were not "workers" but just responded to their jobs and scratched out reports never got into trouble and never risked getting fired.
I know the big time bosses read this blog. To them I saw this- please bring back the elite MSF and TRU. I was a member of the elite MSF. My platoon and I went out into the trenches and worked our butts off. If you want to resolve the city's pressing crime concerns then bring back the MSF and TRU and we will take care of the rest.

But alas in discovery before trial in federal court the psych records revealed the claimant stated he was high on beer and pills and when he is high he likes to "fight the Police". End of suit, a small nuisance settlement that was eaten up by the liars and doctors and 30 days in Cook county for resisting etc.

After the incident occurred and it was a media situation, doesn't cpd law office take the time to read the general order and see the word kick and then inform the superintendent, that it was legal and approved. How many attorneys are on staff that could have looked at this.
It proves the facts that when any officer is involved in any alleged incident of misconduct the Department can and will violate it's own orders.
The command staff to save face will strip and transfer the officer prior to anyone
reviewing the alleged incident of misconduct. This same command staff will then
drag out the investigation of this alleged misconduct even if they have evidence
showing the officers conduct was withing Department guidelines.
The command staff will even fabricate allegations to support the false allegations.
Just look at others who have been stripped and sent to call back where they have waited weeks to be served with any allegations.
When these officers are finally served with allegations they realize that the allegations are not connected to the original alleged allegations.
And the officers must defend themselves from a False allegation.
This happens from IPRA and IAD allegations. When you take this garbage to
the FOP the jokes at the Union are silent or confused as to why your fighting
a false allegation.
Has anyone spoken to the DOJ about these false allegations?
Is this a way to keep members in line? Or retaliation against officers
while hiding behind Department rules and regulations?

Uh, actually the last straw should have been when the BLM protester hit the cop and was released without charges during the McDonald protests downtown. At least it was for me. A lot of my fellow officers aren't the brightest.
It's very simple: Instead of telling the BLM clowns to fuck off, Rahm and City Hall have the brilliant idea of letting them dictate policy. Considering that most, if not just about all BLM members are poorly educated, don't have jobs, have criminal records, and extremist leanings, it's probably not a good idea to let them have a say in anything.

How about if the officer would have helped his partner FIRST instead of worrying about the couple bags of dope he was so focused on picking up, this would have never happened the way that it did. Look at the video AGAIN, he rushes up exits the vehicle, tells the savages to get back, then proceeds to walk around his partner who is obviously struggling with the offender who is still not in custody, all while he looks around on the ground for the couple bags of drugs. Then walks back to the crowd radioing for back up, and actually telling the shit heads what he was doing, again allllll this time his partner is still fighting with the offender and trying to get him into custody. Then and only then does he help his partner by giving the offender a head stun by way of his foot.
This officer obviously needs better training!
Worry about your partner and his safety FIRST, not some dam evidence that isnt going to make a break a case anyway (because of amount)
Never turn your back to a threat or take your eyes off of it like he did to look for the dope.
ALLL this could have been avoided but because of the officers actions, or lack of, this snow balled into the cluster it is now, which now puts the whole use of force into a bigger nose dive then it was already.

Just so you know, nowhere in the contract does it stipulate that any car must be 10-4. This has been a false rumor that has been spread over and over.
You you are going to try and say I'm wrong prove it and post the section of the contract where it states a car must be 10-4. You can file a safety grievance if you can articulate the issue of being unsafe but there is nothing in the contract that mandates a car must be 10-4

What are you talking about? This never happened. If an officer is injured there is always a po there to do the report and a supervisor there to do his IOD report and investigate. If an offender is transported to the same hospital there will be a few po's there because he is under arrest. What do you think, the police just drop of a po and an offender and say good bye. What are you talking about? This never happened. If an officer is injured there is always a po there to do the report and a supervisor there to do his IOD report and investigate. If an offender is transported to the same hospital there will be a few po's there because he is under arrest. What do you think, the police just drop of a po and an offender and say good bye. You're a fucking retard. I'm not the OP but if gone to hospitals to check on po's and seen coppers from other districts there by themselves. Ive called the DSS to inform them they have a copper sitting in the emergency room by themselves and most of the time they seem to infer by their responses "why the fuck are you telling me." I guess some people dont give a flying fuck about the people that work for them.
Once again I have to ask: Why can't we just allow public drinking, drug use/selling/buying in the areas that welcome it? The police should be used to help legit victims who want assistance and to maintain orderly and lawful areas of the city so they remain that way. End of story.
You are 100 % correct. But, this department still looks for bs cb#'s to inflate the stats so a boss can move higher. The boss can say look at all the cb# my team brings in, give me a promotion. So coppers should stop chasing dope for an easy cb. Most of the coppers that I have seen get jammed up was usually because of the dope game. In the early 1990s when CAPS was first getting started, a Deputy Supt came to roll call to give us the big song-and-dance about how the Department was going to become more professional by raising he education level.
He said that you could come on this job with a HS diploma and we would pay for your college degree. Someone asked" What then"? He was clueless as to what "what then" meant. Come on with a HS diploma, push a beat car around 011 or 015. Get a BS or MS degree and.....push a beat car around 011 or 015.
Another point he made was that was that we need to work on our customer satisfaction. The public is "our customers".
Maybe. But there are differences. This is not Marshall Fields or Macy's where the customer is always right. Quite the opposite. They are often wrong.
We can't please everyone. Go to a service call. Whether you take someone to jail or not, someone is going to be upset.
And sometimes our "customers" need to be beaten. Or shot.
I have 25 years on and I am forever finished being the proactive police. I don't care who shoots who or where they are selling their dope. I am not risking my job, my families well being or my freedom for a city of ungrateful thankless people,ruthless police bashing media outlets and left wing political hack pandering anti police politicians and CPD bosses. Fuck this shithole of a city. I loved doing my job, running around chasing the bad guys, getting the dope and guns off the street and doing good investigations to find the offenders and solve cases. Just so you know, nowhere in the contract does it stipulate that any car must be 10-4. This has been a false rumor that has been spread over and over.
You you are going to try and say I'm wrong prove it and post the section of the contract where it states a car must be 10-4. You can file a safety grievance if you can articulate the issue of being unsafe but there is nothing in the contract that mandates a car must be 10-4

Just to give this historical perspective, the two-man "dusk to dawn" issue started in 1972 when a traffic officer working one-man was murdered on Lake Shore Drive. An "order" then came out requiring all beat cars to be manned two-men from dusk to dawn. Even though there was an abundance of manpower back then, some officers still wanted to work one-man because they couldn't find a suitable partner or for reasons known only to them. So ... you were then allowed to work one-man IF you signed a "waiver of responsibility" absolving the Department of any blame if you got hurt / killed working by yourself. This was a Patrol Division (now BOP) order and was never to my knowledge put in any contract or formalized into a general / special order.

Last week or two in 012, two Kate's security guards were shot in the project buildings behind the station. The 2 guards walked up on the crowd and asked them to leave and stop shooting dice & gambling. They resisted. One guard got to fighting an Abla-onian. tussling and rolling around on the ground. Would you believe an unruly crowd formed? Imagine that. Another Ablaonian emerges from the unruly crowd with a gun while the security guard is still fighting the active resister (his boy) and he proceeded to shoot the guard on the ground 8 times in the legs ! He lived thank god. His partner, Another guard managing the unruly crowd, returned fire and also got shot in the hand, But managed to kill the bad guy.
Does any of this sound familiar ? And this was for less! Gambling, not dealing heroin.

Then walks back to the crowd radioing for back up, and actually telling the shit heads what he was doing, again allllll this time his partner is still fighting with the offender and trying to get him into custody. Then and only then does he help his partner by giving the offender a head stun by way of his foot.
This officer obviously needs better training!
Worry about your partner and his safety FIRST, not some dam evidence that isnt going to make a break a case anyway (because of amount)
Never turn your back to a threat or take your eyes off of it like he did to look for the dope.
ALLL this could have been avoided but because of the officers actions, or lack of, this snow balled into the cluster it is now, which now puts the whole use of force into a bigger nose dive then it was already.

Do not forget the Police Board, led by Lori Lightfoot, said the CPD is racist. And, I don't think she was including all of the cops, just the white ones in her comments.
The department can assign as many 10-99 cars as they want, it is your right to refuse to work 10-99 during those 3rd and 1st watch hours. If they refuse your request then you file a grievance. Very rarely it gets to that point because most watch commanders do not want the hassle of a grievance particularly one that they will lose. However, if guys start to beef about one man units too often, watch commanders begin to cancel day off requests. Of course there are issues with that as well, but that is another story for another time.
The previous poster is right, not in the contract to mandate 10-4 unit, but your right to refuse 10-99 unit.

Actually the poster makes a great point. If that was my partner get down and dirty with him not worry about the animals take video. After that I would tell that officer to find another partner cause he left that officer high and dry. Stop acting like a tough guy calling people cowards, the reason the block was out of control was cause of the inept actions of one 010 officer. Would have been much easier to cuff and kidnap like the old days, now you have officers barking orders at cameramen instead of helping a partner take a subject into custody. It's real simple people. If you don't like working 99, inform the W/C. If he puts you 99 anyway, DON'T DO SHIT. Sit somewhere safe all night and just answer your calls. They'll usually give you paper jobs which you just take your sweet ass time doing. If they give you any kind of in progress call or anything that might be a safety issue in your mind, request a backup unit and wait a block away for it to arrive before you go to the call. Take your lunch and your personal and drive real slow, taking care to follow all traffic laws. At the end of your tour, turn in a big fat ZERO everyday. When your supervisors confront you about your lack of activity, inform them that they'll get activity when you get a 10-4 unit. See how simple this all is? If you don't have the self control to execute the above plan because you're too "bored" or whatever your deal is, QUIT COMING ON HERE BITCHING ABOUT WORKING 99.

Watch that Cafe' Bustelo -- WONDERFUL stuff, but so strong it might trigger alleged Unacceptable Police Over-Response or something. Once took a whole quart Stanley Thermos out the door with me -- never did it again.
