New VRI (UPDATE)

This sounds hinky:
  • Work requirements remain the same;
  • so-called "impact zones" reduced from 20 to 15;
  • three "tiers" for being assigned:
    • if you work in the affected district, you get first pick
    • phone call units get the next openings
    • anyone else gets the leftovers
  • Michigan Avenue detail is increased to be "Summer Mobile Foot Patrol"
Did we get all that? Not sure how this is going to run or what the purpose is - if they want people to bid to high-crime districts, this doesn't seem like the way to do it. Why not start up the old "PRIDE" program where you could work your day off in your District on your watch? We know FOP can't do anything until someone has been "injured" or "deprived" of just compensation, but this sounds like it needs some explaining.

UPDATE: This came out in the Tribune:
  • But in the revamped version of the program, there will be seven additional impact zones and officers already assigned to patrol districts that fall within these zones will be the first allowed to volunteer to work there on their days off,
So there's an issue already - reduced to 15 zones per the Admin Fax message or increased via the press release...and therefore, no savings at all.

Superintendent Johnson Announces More Effective and Efficient Use of Overtime Resources in CPD’s Effort to Fight Crime

Superintendent Eddie Johnson is announcing today that the Chicago Police Department is improving its crime-fighting strategy so that officers working overtime shifts serve those shifts in their regularly assigned districts -- the communities and neighborhoods they know best, and where violence is most heavily concentrated. Furthermore, the number of zones in the city where resources will be concentrated and where the overtime shifts will be assigned to curb the violence head on is expanding from 19 to 25. This enhanced initiative is part of the police department’s ongoing efforts to ensure the most effective and efficient use of resources, and supplements the thousands of officers working their usual shifts throughout Chicago’s neighborhoods.

Previously, Chicago Police officers who were included in the Department's overtime violence-reduction initiative worked in different districts during each overtime rotation. With this improved plan – which does not affect staffing levels -- officers who regularly work certain neighborhoods will continue to serve those communities while they are on overtime. While working overtime, the officers will already be familiar with the streets they patrol, and they will be able to continue to build relationships with residents and community leaders in the neighborhoods they regularly work in. Overtime assignments will be based on priority zones where data shows violence is primarily concentrated, and the additional personnel will be working from early evening to early morning hours.
“With this new strategy, we are maximizing our resources and placing officers where they will be most effective at fighting crime,” said Superintendent Eddie Johnson. “Throughout the summer, the police department has taken a number of important steps to keep Chicago’s neighborhood safe, and this is the latest example of our efforts. By improving our strategies and building on the work of community policing, we will continue to leave no stone unturned in our work to ensure every corner of the city enjoys the same sense of safety.”

Off topic, but important... What, if any steps can be taken about a dispatcher that is eventually going to get an officer hurt with her wild ineptitude? Marble mouth that works midnights on Zone 11 has bungled her day to day duties on a nightly basis and shown further incompetence in more stressful situations. I fear that if shit ever truly hits the fan, she'll only make matters worse.

This initiative enhances CPD’s ongoing efforts to keep Chicago’s neighborhoods safe. With more officers on the streets, Chicago Police are able to crack down on the repeat violent offenders who are using illegal guns to drive the violence in the city. In May, more than 90 percent of the city’s fatal and non-fatal shooting victims are on the police department’s Strategic Subject List (SSL). These statistics reflect how recent violence has been driven by gang conflicts. CPD has worked to address this violence, including raids on gang operations on the South and West sides and the seizure of more than 4200 guns this year alone.

This initiative also complements CPD’s ongoing summer crime strategy. The CPD has taken a number of steps to proactively respond to dynamic summer challenges.

Summer Mobile Patrol Unit. This unit consists of officers specifically focused on keeping our parks and neighborhoods safe this summer. The patrol unit, announced earlier this summer, operates during peak activity times and works throughout the summer. Officers in this unit have been using everything from Segways, horses, and ATVs as part of their patrol.

Bike and Foot Patrols. In neighborhoods throughout the City, more officers will be taken out of the squad car and put on bike and foot patrol to promote our community policing efforts.

Partnership with ISP. CPD has partnered with the Illinois State Police in patrolling the expressways in an effort to ensure public safety on the roads.

And as of June 1, every Chicago police officer on the street has been trained to properly use a Taser, which helps officers resolve confrontations by using the least amount of appropriate force. Furthermore, more officers this summer are wearing body cameras as the CPD has expanded its pilot program so that officers in districts across the city wear them while on patrol. With this expansion, to six additional police districts are part of the body-worn camera program. The cameras can record audio and video, and save up to 72-hours on a single charge in high-definition.

Before you talk shit about earning it that is what pay raises, furlough/bid picks, and extra days off are for to reward time in service.
We all know the countless 10-1s not answered by VRI cars and even person shot in zone but no VRI car.

This is a big time grievance! Tier 2 is a fucking "Invite only unit" We can't just join that unit. You need to be friends with the guys on the teams. It's phone call only. No way is that fair. Tier 1 is BS too. Districts like 22 20 19 18 etc need police too. Someone needs to work there. Why do those cops get deprived of OT? FOP better be all over this one. Typical BS! I hope this costs the city money due to stupidity.

I don't work VRI. It allows the city to get away with maintaining incorrect staffing levels and reduced payments to the pension fund. It may be attractive when you are young and stupid but when you become middle aged and wiser you can see the stupidity in it. The money may be nice but you are cutting your own throat when you work it. And yes, I have the same tuition bills everyone else has and my wife works a part time job. But we learned awhile ago how to budget our money.

There is no grievance. I have worked vri. But let's look at the big picture the more overtime the less they hire. And the less they hire means the less going into the pension. The less going into the pension means the fund will dry out. We have to think about our future and not the money right now. I wish everyone would see that

And from that same article, comes proof from the City that the police department is understaffed. The last line of the article, quote "Department officials, however, have argued that allowing officers to work overtime is cheaper than hiring more officers." Implicit in this statement is an acknowledgement that there are not enough police officers to patrol Chicago.

Do Department officials consider how having officers working so much overtime might affect their home life? their mental health? PTSD issues?

What does the fact that so many officers are willing to work overtime tell Department officials and the public about our compensation levels? That our current levels require us to work secondary employments or "overtime"?

How many officers working their days off would rather be spending time with family, camping, traveling, working on hobbies? Instead of working another day with some of, if not the most dysfunctional people of this generation in this country?

In the eyes of Rahm, City Hall, and the Department, police officers are expendable and are not worthy of any assistance, as evidenced by their COMPLETE SILENCE on the officer who was stripped for using force which is allowed by our General Orders and their kowtowing to the rabble who shout without knowing what they are talking about. If Department officials in Ferguson had backed Officer Darren Wilson from the beginning of the Ferguson Fiasco, Darren Wilson might still have a job. But they were spineless jellyfish with the lights of the national media upon them. Same effect is occurring here in Chicago.

Also, by having less officers in the Department today, we have less officers contributing to the Pension fund, thereby weakening the fund's ability to pay pensions in the future to officers on the job today who will retire in the future.

This last line shows exactly how much the Department and the City has your back.

Back in the days of the old CC room, you never had that. All dispatchers had excellent diction and most were true professionals. Steve Kern, George Berryman, H Mark Kniff and many others were like old time radio announcers and never went about a monotone even in hugely stressful situations

019 needs one of those zones around Wrigley / Boystown, that area has to be the most understaffed in the city, 40,000 people vs 1 Sgt. and five cars. Last week an odpo was attacked, what has to happen before these bosses bring in adequate manpower to handle the area. Can't keep sending everyone south & west.

I am now retired...In 25+ years of CPD and numerous positions in various Districts, Areas, and Details. I never worked my day off unless it was cancelled, or worked any special employment. It seemed to me that the city knew they had you if you did. I did work some part time jobs on the side for a while but that only made me tired and miserable. We make a pretty good living here on salary alone, not including Duty Availability and Uniform pay, and overtime if you are so inclined.
My advice to any other officers is get your finances in line, and live within your means, and forget working your day off and leaving your family behind. I know it's not easy. Maybe don't buy a new car every year or so... Do you really need a bigger house? If fewer and fewer cops said no to voluntary overtime, the city would hire more...and family life would be much better. Trust me, I was there. A lot of people would kill to make 100K! And we still need more...I never understood that. If you say you cant do it, then the time will come when you regret not doing it later. We build the bed that we sleep in. Let the city hire the personnel it needs, and not rely on the greed of many officers who cant make financial ends meet. You wont be employed forever...So may God Bless each and every one of you. We are all aiming for retirement. We work to live and not live to work. Make the most of it!
I know some haters will respond with a lot of rage. Maybe those are the ones who need to slow down, and take stock of what they are actually doing. Drop the rage and don't take everything so seriously. Look around you, and stand beside yourself when you make decisions that have long term repercussion's.

I wonder if a computer program decides who is assigned to VRI or is it assigned manually by people in Special Events?

If it's done manually, it has to be a major cluster-fuck.. they will be making more mistakes and less senior people will get it.

This just goes to show the citizens how short of man power the city is!! You use to have 347 patrol officers in 016th District & now the Tax Paying Citizens of the district are down to 200 POs. the FOP cannot condone a "Job Action" but if everyone refuses to work the VRI & other overtime working your day off, maybe the Dancer will hire the appropriate number of officers that the Tax Paying Citizens deserve. But the most important thing is that the officers will be able to enjoy the summer with their family! Remember that the city wanted to get away from the 6 on & 2 off since most of the CRs came on the6th day. Be safe officers!

The difference is the gold star's you're referring to were brought along using the merit option.
Fenner etc. could've gone the same route but they were so bold they wanted to achieve unheard of scores.
Therefore they secretly met with Gene Williams who spoon fed them the answers and woila they scored virtually statistically impossible scores.
That, in a nutshell, is the difference..... extremely cocky, brazen and bold.

mpact Zones......so the rookie POs get to work in the zones? Makes sense, pay then much less that a detective with thirty years otj. That goes for all ot in summer. Less pay for younger officers in busy districts, and phone all units.

Not to sound like a jerk, but if your a detective with 30 years on the job shouldn't you be in court all of the time. Why the heck would you need to work VRI any way. Stop being a greedy old timer. I've seen it my entire career, shake a few bucks in front of an old timer and they will do just about anything for the almighty dollar, even if they are already financially stable. Just pure greed. I know I am going to take heat on this, but I have 20 years on the job, so before you start calling me a hairgel or a short timer that can't get the VRI, don't do it because I could have gotten VRI anytime I wanted, I am just not greedy. The city will not hire more police as long as we keep jumping for the overtime when ever they implement some new bs program. The city does not give a flick about violating a contract, it is not their money and there is no penalty to the politicians or the gold stars for blatantly violating the contract.

The problem the command staff has is that our current command staff have spent no time out on the street. Our current command staff is like a welfare baby. They have been taken care of from the first day they arrive in the academy up until the current day and they will continue to be taken care of because of the failure of our politicians Daley and Emmanuel. The current command staff has never been in a district in patrol for more then 10 months. No experience in the command staff.

I am now retired...In 25+ years of CPD and numerous positions in various Districts, Areas, and Details. I never worked my day off unless it was cancelled, or worked any special employment. It seemed to me that the city knew they had you if you did. I did work some part time jobs on the side for a while but that only made me tired and miserable. We make a pretty good living here on salary alone, not including Duty Availability and Uniform pay, and overtime if you are so inclined.
My advice to any other officers is get your finances in line, and live within your means, and forget working your day off and leaving your family behind. I know it's not easy. Maybe don't buy a new car every year or so... Do you really need a bigger house? If fewer and fewer cops said no to voluntary overtime, the city would hire more...and family life would be much better. Trust me, I was there. A lot of people would kill to make 100K! And we still need more...I never understood that. If you say you cant do it, then the time will come when you regret not doing it later. We build the bed that we sleep in. Let the city hire the personnel it needs, and not rely on the greed of many officers who cant make financial ends meet. You wont be employed forever...So may God Bless each and every one of you. We are all aiming for retirement. We work to live and not live to work. Make the most of it!
I know some haters will respond with a lot of rage. Maybe those are the ones who need to slow down, and take stock of what they are actually doing. Drop the rage and don't take everything so seriously. Look around you, and stand beside yourself when you make decisions that have long term repercussion's.

Angelo welcomed a change in Chicago Police overtime policy announced Tuesday allowing officers to work extra hours in their own districts for those including what he said were 25 identified "hot spots" for high levels of crime. Yet he called for it to be expanded.

"Officers will take advantage of this," Angelo said. "It'd be nice if it was citywide and that every district had the opportunity to participate in working their days off." According to Angelo, there's not an area in the city where residents don't feel they could use more cops on the street.

Let the city hire the additional 2000 officers it needs, and not rely on the burning out of many officers who don't get enough rest. Even one of our dumbest aldermen said that not long ago. You want perfect, politically-up-to-date, razor-sharp, instantaneous, ESP-type decisions on the street, well, it helps if the coppers got a little sleep. Not because of VRI or "greed" or side jobs, but I used to have to run on 90 minutes in 24 hours for months -- often interrupted even then -- and I can tell you you'll be staggering while "keeping it together" in your mind. This is not good for anyone.

Even France just now started allowing officers to take their duty weapons home with them (!!!!!) and even got some special holster rigs for "police lifeguards," I would guess some neoprene material that will take the salt spray and wet and sweat. Better than an unarmed crowd bravely following a casual, barefoot, AK-armed Islamist up the sand 150 feet behind without even a wine bottle to throw, huh? (Tunisia hotel/beach jihadi massacre that shut almost all their hotels and destroyed their tourism industry in one go, to this day. Used to have 800 people in the hotel on a weekend -- today, still zero. Pool drained, furniture covered, waiting for...???)

The goal for the city is to get more officers into the shitty districts and do more with less.

CPD Knowing that half of the clowns who work VRI are dependant of that money so they will open up a ton of bid spots in those said districts. Once they get enough P.O.'s to bid in and cover the Zones 24-7, VRI will be gone and bids will be nonexistent.

Just solved the OT problem and have P.O.'s in the areas most needed!

I've worked VRI every time.

I have two kids, alimony and a mortgage at the ex-wife's place and one kid plus Catholic high school tuition at the ex-girlfriend's. and I've been to the Target in Orland Park twice this week.

Double-wide living within your means is the only way to go boys and girls.

That is true, it was supposed to come down last friday, it was developed by doj, if your given something "no charge' you will be required to not accept it unless you pay full price!! Ruining another small benefit we had thanks rahm and exempt "fat cat club!"

When I walk into my neighborhood 7-11 and get my morning supplies for my grueling tour, the owner is nice enough to comp my cup of coffee. If these assclowns think I'm passing up my free coffee, you're high!
