- Former Chicago police Superintendent Garry McCarthy suggested his firing was unfair and expressed concern about the future of the Police Department in an email just days after his dismissal, according to records the administration of Mayor Rahm Emanuel turned over Monday under a court order.
In the Dec. 3 email, McCarthy told one of his deputy chiefs, "I only pray that what we've done as a team doesn't get undone by the next person. Life is sometimes unfair, but I have had a great run."
The email was one of 17 emails released Monday by the city, about a dozen of which contained sympathetic messages to McCarthy in the wake of his Dec. 1 firing.
This batch appears to be from a second e-mail account that the City and/or Department "missed" in the first release of records. Funny how that happens.

History will show that McCarthy was worse a worse superintendent than J Weis. Thanks to GM, we have the ACLU micro-lawyering every street stop. Thanks to GM, so-called "contact cards" became the measure of all police work, when they had nothing to do with preventing crime. The quota for contact cards to work overtime initiatives became abused and the majority of "contact cards" were neither investigatory stops nor detentions based on reasonable articulable suspicion. But GM didn't care. Now, quietly we hear the bosses want more ISR's, as if good police work can only be measured by these street stops. We should go back to measuring police work not by ISRs, but by actual quantifiable reductions in crime. Measure police work with real police activity--arrests, parkers, movers, ANOVs (not a big fan of the ANOV but they are more of a deterrent to crime than ISRs), curfews. The majority of coppers intuitively know who is suspected of committing crimes, but this crazy notion of having to document street stops on a 70-plus-question, 2-page document, is a deterrent to good police work, and then the crazier notion that this will somehow deter criminal behavior is asinine. The ISR is probably contributing as much to the rise in crime as the weather. I think a good statistical analysis would confirm this: compare crime rates before and after the ISR.
I liked GM for putting commanders on the hot seat, yelling at them like they were PPCs--probationary police commanders, but that's about it.
Just saw the video of the officers fighting for their lives in the 011th District. Eddie the (piece of shit) Johnson wants an investigation of the officer kicking the criminal in the face. How about all the good citizens who are impeding the arrest and threatening the officers? What are you going to do about that you piece of crap johnson?

Officer in video just release got caught up with the crowd instead of helping his partner on the ground right away. High intensity situation. It happens. In the heat of the moment he sees his partner being choked and he kicks the offenders head. A choke hold like that can be lethal. It doesn't take much force to do some real damage to the windpipe. Like crushing an empty can. A crushed windpipe can lead to death within 3-4 minutes. A choke hold like that is so dangerous that the charge is an automatic upgrade to a felony. The video is also very clear evidence of the offender resisting and clearly committing aggravated battery.

Not jumping in might have been the right call at that time. You couldn't completely tell by watching the video but there were alot of shitheads around, some threatening the coppers. He was keeping an eye on those guys, like the dept trains good crowd control. You go down and take your eyes off the crowd, not a good tactic.
Remind EJ that when someone is choking your partner you have the right to rely on your training and use whatever force necessary to stop the leathal threat including deadly force. Dude wasn't secure and was able to fight with his partner. After handcuffing asshole THEN you can talk all the shit and scream at the masses.
THE BAD GUY could have had a gun in his waistand, knife or whatever. Fight is over most likely when bad guy gets handcuffed. It's to your advantage to take care of threat to you and your partner first. Since he wasnt handcuffed after first repsonding officer shows up on the scene there was potential to get out of hand worse than it did.

Officer in video just release got caught up with the crowd instead of helping his partner on the ground right away. High intensity situation. It happens. In the heat of the moment he sees his partner being choked and he kicks the offenders head. A choke hold like that can be lethal. It doesn't take much force to do some real damage to the windpipe. Like crushing an empty can. A crushed windpipe can lead to death within 3-4 minutes. A choke hold like that is so dangerous that the charge is an automatic upgrade to a felony. The video is also very clear evidence of the offender resisting and clearly committing aggravated battery.

Wrong about him getting caught up with the crowd. I was in a similar situation years ago, also in 011, where the asshole's kin folk and neighborhood surrounded us. My partner pinned the dude (resistor) to the ground and everytime I bent down to help him, the crowd closed in on us. Assholes looking to throw rocks and 40 oz bottles. Called for assist cars, drew my firearm and faced the crowd until help arrived. That stomp was not a cheap shot. It was the best use of force in that situation to control a violent offender (assailant) that had elbowed, bit and attempted to choke the officer. You can hear the assholes threatening the officers and we have no idea how big that crowd was. Bravo, job well done. Let's see what Slow Eddie does. If he does not back these officers, he can suck donkey dick.

But we were trained to perform stunning techniques. Also trained to discharge our weapons when we believe the actions can cause death or great bodily harm. I don't what video you watched or if you've ever been choked before but that officer had maybe 3-5 seconds left before he would have lost consciousness and could have been seriously injured. Would you have asked him politely to stop...? Or rather retreat and find cover whole requesting backup/specialized units like the department would like you to do?
What is unfair is the 019 district tactical teams have to work full shifts now!

If you have to be trained to use each specific tool at your disposal when someone is biting and choking your fellow officer, you don't belong on the job, let alone on the street. I get the feeling you're not on the street anyway based on your comment. If someone is being choked, you have a right and an obligation to stop that from happening, especially when it's your fellow officer. If the closest tool to the shitbag's head just happens to be your foot, that's the tool of choice. All of our idiotic use of force policies include the disclaimer that an officer will not endanger themselves or others to conform to the policy. I'd say both officers would have been endangered if this scum was able to choke the officer any longer. If you're wrestling with an offender over a knife, and the only way to win that fight is to stab the offender with that knife, do you just roll over and die because you weren't trained to stab anyone? If you lose your gun in a fight, but the offender's gun is right there on the ground in front of you, while he's pointing your gun at you, do you let him shoot you because you weren't trained to use his gun? Do you ask him politely to give you your gun back because that's what you were trained to use? Shut the fuck up and get back to shuffling papers, you moron.

If force is justified to affect an arrest/protect life/retain sidearms, a blow with an ASP is a punch is a kick is a stomp. The street is not a boxing ring with referees. It is a place where you can get killed. Now make it, say, 20 on 2, and you got a real fight for your life.

I do not know what Police Academy you went to, but I remember practicing kicks in the gym fighting someone. So if someone comes swinging at me according to the Use of Force Model I can use impact weapons but no kicking. We were taught to neutralize the threat using nonlethal force. That Officer used his foot because he did not want to take his sight off the advancing crowd.
Lot of second guessing of the officer in the video going on here. Not being on the scene you are making some wild allegations. Surrounded by savages that he obviously considered a threat He gave the idiot a kick in the head as he reached up choking his partner. He was absolutely justified in his actions. To me it's a no brainer. I find Eddie's decision troubling.

There a few that I believe made rank up to Lt legit. Obviously, exempt and captain are appointed positions now. The names that come to mind are: Buslik, Lemmer, Deenahan. I am sure there are a few more. I know that Lemmer is particularly despised and I can personally say that there is good reason for that.

The video doesn't show the size of the crowd but does show the officer engaging the crowd and talking shit. Cannot deny that. His weapon wasn't drawn and he continually turns his back on his partner numerous times. If he would've stood in front of his partner to shield him.from throwing debris ( rocks, bottles etc) I would understand that move. He doesnt. The cop is a hot head.
