IPRA Overstepping

IPRA has come out with its Quarterly Report.

Seventy-three pages of stats, charts, fluff and some meat.

And this little recommendation:

There is a reason that there is no General Order, Special Order, directive or similar that says when an Officer may unsnap, unholster or display their sidearm. That reason is because the Department (and law enforcement professionals in general) realize that each situation is unique and must rely on the officers' individual observations, experiences and "gut instincts."

You cannot legislate or write a directive for that, and you'd be a fool to try to. But here comes IPRA! They're going to insist on disregarding everything cops know, are trained for, have experienced, and come up with some bullshit policy that will hamstring, handcuff and endanger police every single day. They are trying to make it a fact that you will be shot first before returning fire. Your safety and your life mean that little to them.

FOP, you better be all over this shit. PBPA, you better step up. State? National? They better be involved in discrediting and blocking this before it gets enacted.

This is just a "recommendation" at this point. After 20+ years I've learned one important thing...that is not to worry until there really is "something to worry about." If we worry about every rumor and recommendation that some agency put forth to the department, you would be dead in 10 years from all of the worrying.

Isn't no kin of IPRA facing down a bad guy or bad situation, so IPRA doesn't care.

Maybe there should be a law enforcement committee examining and making recommendations regarding the protocols of organizations that monitor law enforcement.

Frankly, don't tell us how to do our job (putting us in jeopardy) and we won't tell you how to do yours (investigate CRs).

Fly on the Wall: I have said on several occasions that things are going to get bad. About a week in half I told you that the current Chief Administrator and the Attorney's she hired as supervisor's HAVE NO KNOWLEDGE OF POLICE OPERATIONS. Simply putting it: THEY DO NOT HAVE A CLUE. They are kicking back investigations to GET THE ACCUSED OFFICERS ON ANYTHING. I gave several examples of this. This is only the binging. I said it once and I am going to say it again, she is a puppet on a string and the person who is pulling the strings is our Mayor.

I still think you should send them out on patrol. Let the folks from IPRA take the lead on a few domestic calls. Send them to question the witnesses at the crime scenes. Give them a body camera and a Taser, and let them "de-escalate the situation!"

I would love to confront the naive lunatic(s) that brainstormed the above red circled recommendation. Before becoming a detective, I spent my first three years (1967-1970) as a street cop in Fillmore (011). I learned so much from the veterans in that riotous district which still remains the most violent, crime-ridden district in the city. I never had to shoot anyone during my entire career.

I was extremely active, both with and without a partner, making street stops with probable cause. I was always polite and respectful with the occupant(s) unless prompted otherwise. However, I invariably had one of my two revolvers drawn and pointed down at my side as I approached the vehicle, often with a smile on my face. I refuse to play quick-draw with an armed cop killer wannabe. On a score of occasions, occupants were illegally armed with a readily accessible handgun. I even gave some, particularly law-abiding local merchants a pass. On some approaches, the vehicle and/or occupant(s) matched the description of offender(s) wanted for an armed robbery or other violent crimes. If I learned that said occupant(s) was almost certainly innocent, I would apologize and explain the reason for the stop and bid them a good evening. I never received a complaint despite the fact that many would notice a glint of blue steel in my hand at my side.

The IPRA author(s) of Recommendation 6 are damn fools who haven't a clue of the hazards of being da REAL PO-leece working the mean streets.

I emphatically urge all active police and organizations to unite against such a outrageous, Draconian, even deadly "recommendation". If the CPD agrees to such maniacal drivel, they're making our guys "sitting ducks" with yet more honored stars to soon be mounted on the wall in the HQ lobby.

IPRA and today's CPD mgmt. = A total Charlie Foxtrot!

They're going to just keep piling it on until the last proactive copper gives up. And how about the Tribune article about that copper's personal cellphone text records from days BEFORE the shooting? The copper 's non-police friend dropped the n-word in a text a few days before his shooting and that's now being used as evidence that the officer was racist and that's why he shot this guy, not the baseball bat being swung at his head. I'm done, they can have this place.

That is some fucking straight up bullshit. While I have never fired my weapon, I have pulled it out and pointed it at 'citizens,' in potentially threatening situations. You know how many C.R. numbers I have gotten for that? Zero. I've gotten them for other reasons, but nothing related to that at all. And I work in a shithole district. Just another bad joke in a long, disgusting barrage of them from the city of Shitcago.

They're breaking the law by taking the lead on any police involved shooting investigation anyway. Blatantly openly breaking an actual law. That says that police involved shootings must be investigated by a certified law-enforcement agency. Whether it be state or local, it must be law enforcement. Not fucking ipra. I think Dean addressed this, and the alder pukes and Mayor basically told him to fuck off. Disgusting the corruption in the city and a lack of anything being done about it. While us lowly coppers get hosed every day for ridiculously minor shit.

I've been on this job for 30 years and I've got a pretty good idea of when to unsnap, unholster etc. my weapon.
Regardless of what IPRA thinks my gut instinct will be the determining factor of when I unholster/draw my weapon.

Governor of Texas asked him about anti-police bias and failure to bathe the White House in blue lights. He went on for about five minutes with all kinds of gibberish about how fair he has been. Never once did he address the question of a visible show of support for police officers around the country. Wonder how the Republican elected official liked getting blown off by the President?
Not a single news source has made mention of this omission. As many websites have shown the White House has shown visible support of the LGBTQ community as well as other groups near and dear to the Democratic Party by lightning up the exterior of the building with rainbow colors etc. . As far as I am concerned, everything he said after not answering the question is a crock of bull shit.

Rule 6a
All officer will leave their firearm at home unless they have reason to believe that they will be in a situation which involves the use of deadly force. When officers do encounter such deadly force they must immediately:
(1). Point their first finger at the alleged offender with their thumb pointed toward the sky in the shape of a side arm.
(2). Immediately request a member of ipra or any other non-trained citizen to evaluate the situation to determine if it requires an actual weapon. If after extensive review it is determined that an actual operable weapon is needed the officer will:
(3). Request a second officer to assume the forefinger/thumb position thus holding the alleged suspect at bay while the original officer returns to his/her residence to retrieve their firearm.
(4) officer A will then return to the original scene and take over the deadly force situation from Officer B who will immediately remove him/herself to the station to complete both an ISR and a TRR for use of deadly finger.
(5) on the occasion that Officer A has to use deadly force..( amended as it will never happen)
(6) officers will not endanger their safety in order to comply with this order but try it and see what happens.

If I had seen the asshole before he shot at me, he may never have got that first shot off. And I don't know how many times just the sound of a shell being racked into the barrel of my shotgun convinced some asshole jail was his best option.
Maybe when you turn your shotgun in, they'll give you a non-lethal noise maker that "sounds" like a shotgun.
You guys need to learn how to "fight crime", but with both arms tied behind your back.
They will never understand "you know" when you need to pull your gun.

Pure idiocy. People with no clue are trying to dictate our policy and endanger our lives... and they're getting away with it. They want us to die. They think a dead cop is acceptable and preferred to a dead criminal who tried to kill the cop. If this becomes policy, which it probably will, because the morons in charge of deciding our policies don't have a fucking clue, it will most likely include the "officers will not endanger themselves or others to conform to this policy" disclaimer. That disclaimer says it all. Not unsnapping, unholstering, or pointing your weapon WILL endanger your life. Unsnapping, unilateral, or pointing WILL NOT endanger anyone's life. Only by pulling the trigger can you endanger anyone's life. That's what's considered a use of force. Don't follow this policy. Your life was in danger, or you wouldn't have drawn your weapon. That's the answer for every question about why you drew your weapon. You can't violate the policy if you reasonably believed that your life was in danger. Your life is more important than a stupid policy. Protect yourselves and explain whatever you need to later. Don't draw a taser when an offender has a gun. Don't let them get the first punch, slash, kick, shot, etc. You don't have to wait for force to be used against you in order to respond with force. That's what they want. You don't have to meet lethal force with some de-escalation bullshit lower force. You can probably talk someone into dropping a knife or a gun. You can probably disarm someone without shooting them. But you don't have to! And it's not safe to try! Don't let them point the gun before you shoot. Don't let them lunge at you with a knife before you shoot. Don't be afraid to use the force that you know is justified.

Now that I got all of that out of the way, I'll get to the best advice:

Stay out of situations where you may need to use force. You can avoid most of them. Don't even put yourself in the situation to begin with. Anonymous man with a gun call and dude takes off running as you approach? Bye! Enjoy your run! Domestic with baby daddy running out the door and down some shit-covered stairs? Bye! Here's your paper. Get a warrant. Lock your door. Gang members loitering and yelling "gang slogans." Oh look... just some citizens hanging out. Drive right by and let the anonymous caller worry about it. Crazy guy on PCP running around with a knife, slashing at police vehicles? Stay in your fucking car. He's not stabbing his way into the car to get you. Your vehicle is a nice little protective cocoon in the case of a knife attack. Don't put yourself out there with him and force yourself into a deadly confrontation. Protect yourself and your fellow officers. If you can help a few good citizens along the way, even better. Any time you can avoid using force without unreasonably endangering yourself or good citizens, stay out of it.

Well, yeah, but the recommendation says "...unless circumstances make clear..."

No specific list of what those circumstances might be, so who decides whether it's clear or not? The officer.

So what's changed? Nothing.

Seems to me it's optics. So in the aftermath of an incident someone can point to a piece of paper as evidence of good policy.

What's the problem with that? Then the officer can claim "the circumstances were clear" just as policy requires.

Smitch has her story about Speck's anniversary and I notice her updated picture has her looking so old and...well, skanky...she makes it a point that Speck took precedence over the smaller print headline of six (6) Policeman killed on the west side.
Zorn has a story I didn't bother with-why would anybody want to?
Most ridiculous in today's rag though is Dahleen's racist rant on page two where Kass usually spews his nonsense. Or cooking tips. (Gaagh!)

All in all I wasted 5 minutes on this rag paper again-someday my wife will not respond to the renewal notice sent.

• James Comey of the FBI would not open a terror investigation citing “carelessness” by the driver for several miles killing over 80 and critically injuring 200+ while raising the legal argument that “intent” is very hard to prove in a federal court of law. Investigations will instead be directed against the actions of law enforcement as ordered by the DOJ

• BLM and the anarchists would cite the driver’s hands were visible and the jihadist driver was executed for traffic offenses and shot in the back. “Hands up-don’t shoot” time tested chant would be the order of the day

• The aclu would cite the Northwestern U administered statistical traffic analysis, taxpayer funded by state law introduced and sponsored by then Il. Sen. Barack O’Bauma (D), as proof race was the motivating and determining factor to use deadly force for routine traffic offenses. They would further conclude the driver felt threatened by the number of police in his vicinity, the tone & demeanor of the police and his inability to just drive away to terminate an investigatory stop. Such defiance of lawful authority was justified in order to continue his jihad against infidels.

• Secretary of State John Kerry after serenading Russia’s Communist Leader Putin with his acclaimed favorite Beatle’s tune “Back in the USSR” would cut his trip short to return to Chicago to do his rendition of Jame’s Taylor’s “You Got a Friend” for the grieving families

• Superintendent Special-Ed would strip all involved officers for not adhering to the Use of Force policy prohibiting shooting at moving vehicles. Supervisors in the field and O.E.M.C. personnel would be disciplined for not calling off the pursuit. The superintendent would suggest less lethal uses of force such as the new bean bag shotguns, firm grip holds, pepper spray , tasers and persuasion in addition to other less lethal use of force options could have prevented the loss of life de-escalating this 3 mile long traffic crash striking pedestrians off the roadway during this mass casualty situation

Don't even place you're hand on or near your weapon, as doing so would indicate hostile intentions and inflame a situation and cause fear among citizens. Should an officer feel lethal force is necessary, request a time-out, have a sidebar conversation with other officers to determine if unholstering is warranted. If no officers are around because you chased a gunman down a dark alley, gangway or abando, consult offender first and ask his permission to defend yourself with lethal force. This sounds logical to me.

The fact the United States Supreme Court has already ruled on this matter by the use of "The totality of the circumstances" an officers knowledge and experience coupled with what a reasonable officer given those same set of circumstances would reasonably believe or do, has not even been considered by this standard set fourth as a suggestion. Whomever came up with this idea is wrong. Here is why it is wrong. If given the chance to be implemented it would now put each and every officer in a catch 22 situation that no one sworn officer from the top all the way down to the lowest sworn person could ever be able to defend in a civil suite. This idea is lunacy and should not be considered at all. Do the lawyers working on behalf of the department not know this?

I can tell you for a fact, that the Cleveland Police Department which is under US Justice Department supervision, published an order that every time a police officer unholsters or unsecures his/her weapon they have to leave a report justifying the circumstances. Now,I can only imagine that someone in the chain of command then reviews that report and decides if the action was justified. Then what do you suppose happens then? Why, if they don't agree with you they will suspend you. yes, boys and girls it is coming. There is some merit in considering how one might go about reducing the number of times police draw their firearms, if nothing else it often looks bad, and that is many times at least as important as other factors in the long run.

I am a little uneasy about how this proposal is worded though. it seems an over reach to me.

The bottom line has to be to allow law abiding citizens (including police) to make rational choices about how to safe guard their own lives. There is pretty good evidence that suggests merely the display of a firearm often deescalates potentially deadly situations.

There is a prime example of what can happen when departments implement this sort of philosophy. The results were catastrophic and may have contributed to the massacre of four California Highway Patrolmen in what is referred to as the "Newhall" incident in 1970. At the time the department discouraged officers from drawing their guns from their holsters and also chambering a round in their shotguns. The shotguns had a paper seal wrapped around them so whenever they were pumped and a round was chambered an officer had to justify why he did this by documenting it and if the department thought it was not justified the officer was disciplined or terminated. What is going on now is nothing new the law enforcement pendulum is swinging in the opposite direction. The difference is that it has swung to the far left, has kept swinging and does not appear to be swinging to the right any time soon. That department in particular instilled an ideology in their officers in that they were more liken to "care givers" than police and it cost them dearly. While everyone is entitled to their opinions an officer who completely trusts the public is impractical if for no other reason than persons with a criminal mentality will use any methods they can to deceive law enforcement including feigning a friendship.

This is the first time in roughly 10 years I will have used my name, but I feel this time it is appropriate to do so. I wholeheartly agree with Sgt. Northen and his statements about when to and when not to holster/not-holster a weapon. I came on this job at the ripe old age of 38, but was fortunate enough to have had the guidance of many real old-time Police Officers when I was sent to the streets. They ALL were in the same corner Sgt.Northen was/is in, and Thank God, they taught me the same way. I also Thank God I never had to discharge my weapon on the street, even though at least 90% of the time, on a streetstop, it was in my hand. I even know what it is like to be held down, along with @10 other brothers by snipers, and then only 5 minutes later to TRIP OVER one of them in a gangway. I vividly remember putting the barrel my weapon on the forehead of asshole, absolutely CRAVING totake this jerkoffs life for shooting at me and my fellow officers. There most certainly is a God who watches over and controls things down here, because aforementioned jerkoff is currently serving 25 years MANDATORY as we speak, so I thank MY God for stopping that shooting from happening. Nevertheless, if I were still on the street, would my past practice of having said weapon in my hand at least 90% of the time still be in effect?.........ABSOLUTELY. You want to take my job away Monday-morning quarterbacking me on a decision to shoot/don't shoot, go ahead.....but I won't GIVE my life away...not then, not ever.

Rumor has it the dept is gonna issue holsters with a 4digit code on them and officers will have to put in the 4 digit code to draw their weapons. These codes will be downloaded to computers at the end of the tour and if you have drawn your weapon for ANY reason you will have to do paper to explain and justify why. All this Dept. has to do is put out a General Order on when you can draw - and then we are done. It would serve as a standard in a civil case. It wouldn't be the be-all-end-all, but it WOULD serve as a standard.

Our founders wisely left the standard for self-defense as "reasonable." No bright line rule because a bright line rule would be unworkable.

What IPRA wants is a bright-line rule, because those G.E.D. recipients think they are brighter than the founders. Ain't that a hoot?

I will leave my gun in the holster more often when I can use one of these boneheads as a shield. When they volunteer for that, they can expect compliance from me.

There is already technology that tracks every time you remove your gun from the holster. It notifies the dispatcher and is gps'd.

Greek police cannot fire unless fired upon. Greek cops told me they wait 5-10 minutes before they respond to call involving guns. However gun violence in greece is rare.

Rumor has it the dept is gonna issue holsters with a 4digit code on them and officers will have to put in the 4 digit code to draw their weapons. These codes will be downloaded to computers at the end of the tour and if you have drawn your weapon for ANY reason you will have to do paper to explain and justify why. Just a Rumor but you never know
