Detectives Down a Third

  • In a city with as many as 90 shootings a week, homicides this year are on track to hit their highest level since 1997.

    Chicago's murder clearance rate, a measurement of solved and closed cases, is one of the country's lowest, another sign of problems besetting police in the third biggest city in the United States.

    Over the past 10 years Chicago has consistently had one of the lowest clearance rates of any of the country's 10 biggest cities, according to data from the Federal Bureau of Investigation and the Chicago Police Department.

    Last year, Chicago police had 480 murder cases and solved 223 murders that had been committed in 2015 or before, for a clearance rate of 46 percent, according to Chicago police figures.

    That is well below the average national rate of 63 percent, and the average rate of 68 percent for cities with populations of more than 1 million in the past decade, according to FBI figures.
New York and Los Angeles have a Detective rank that is approximately 15% of their total manpower.

Chicago - 8%, and falling. And the clearance rate (according to HeyJackass.com) has dipped below 21%.

Anyone seen the result of the Detective test yet?

Don't take it. Very dangerous. Supervisors with no Detective experience running around pretending they know what they are doing. Teaching homicide classes when they never solved one. Scary.

And coppers are turning that job down from the previous test. They can keep that job. Detectives get sued all the time. Especially violent crime dicks. They can keep all that over time and court too. I'd rather live a normal (semi-normal) life.

The real numbers are actually around 860 detectives. 160+ of those are detailed to bs details. Take out CMO call takers and fluffers and you are down to under 600 doing investigations.

There is a simple explanation for the low number of dets. The concept of 'do more with less'. We see it in patrol. Why shouldn't it carry over into other units. And let's get real, politicians only care about minority deaths when there is a heater case or around election time. Otherwise the pols just pay lip service.

Just look at how politicians in this state, county and city care about improving the education of minorities. What has really changed? Rahm crows about a 60% graduation rate, that's what Daley had under the guidance of Arnie Duncan. New school built? Well, the only reason a school is built is because someone in the construction industry has to wet the beak after making campaign contributions. And what gets built on the old site of a closed school? Housing? Business?

Trades and friends benefit.

Since the neighborhoods don't want anyone patrolling them anymore, just promote everyone to detective. Don't patrol the areas anymore. The detectives can just come in, look at the bodies and do their thing.

That's what happens when you have a dept that tests for Dets only every 10 years or so. And allows a merit hiring process in a section where it's critical that people have skills and ability irregardless of clout.

Remember, the old BIS had over one thousand, dicks, in addition nearly two hundred youth officers-who could actually "move the X" and clear cases, and close to one hundred gang specialists who, while they could not clear cases, assisted greatly in providing investigative leads on gang homicides and agg. batts' to their counterparts in the "D". If anyone else in the D has the actual numbers from, let's say, 1995 post them here. It's the single reason why I never had more than 10 jobs in my in-box waiting to be cleared at any one time and while dicks in both HGS and RBT all have over seventy to one hundred assignments languishing and waiting to be "suspended" today. There is no time and not enough personnel to give investigations the proper amount of investigation they need. Of course the other reason for a low clearance rate might be the plethora of merit dicks and their merit supervisors-many who were never detectives themselves-trying to do a job they never qualified to do in the first place.

......and they are still dicking around with the Detective's scores. It's going on four month and no scores. If you think that's something wait until you see how many dicks will retire during 2016-17. I guess they are still trying to figure out the passing score for part 1 or will it be 44 percent like the Sgt's exam....better yet they are getting their merit lineup together. Why administer a test and determine the passing score after the test? Why isn't the passing score 70, with no exceptions. A number of officers didn't take the test because they are frustrated with the cheating and scandals. As always the lazy, out of touch, incompetent clout baby assigned to your unit, will be the one conducting the follow up to your house burglary. It's all legit!

To be fair, New York has Detective Investigators and Detective Specialists. Investigators are what you think of as Detectives, that also includes Narcotics Detectives. Our department does not have Narcotics Detectives. We use P.O.'s to do that. When you are in an investigative position for more than I believe 18 months, you are automatically made a Detective per state law. The fast track to Detective in New York is to work Narcotics. Detective in New York is Meritorious. They also have Detective Specialists who are Detectives in Title Only and is also meritorious as in Congratulations, great job, we will make you a Detective. You have a gold badge, an id that says Detective, and a beat car as an assignment. I am just saying.

In LA the rank of Detective is synonymous with Sergeant in the Patrol Division. You either go for one or the other, i.e. the investigative track. Sergeants can take the test for Detective. LA also has Narcotics Detectives.

Both agencies have Detective Rankings such as Detective I II III and IV. That puts supervisory Detectives in their counts. We have Sergeants, LT's and some Captains in the Bureau of Detectives. If we count the supervisors and made Narcotics officers Detectives, we would be similar in numbers. We don't have Detective I, II,III, and IV. We only have the equivalent to Detective I. That is also all we count when we say, how many Detectives do we have.

Same kid who got beat up on clark st a couple months ago off duty.
This guy was doing 90 mph racing to a job and lost control and hit a cab
head on. Hes lucky he didn't kill someone. Too many 2-4 year wonders on tact
teams = DISASTER.

I'm not taking it if offered. I no longer desire to spend countless hours at works, risking my name and life for a city that despises me. The judges don't usually live in the city or bad neighborhoods so they can care less about crime and the offenders we used to bring them so why should I? To get a stupid award, followed by punishment and a lawsuit? No thanks. Show up, stay bored, and go home. Eat, workout, sleep and repeat while enjoying RDOs off with friends and family.

I once wanted to be a Detective, and as the years went by I have really seen how things get done in Chicago.

After over 22 years in the Police Dept. my only answer now is a can't wait to retire and leave Chicago and Illinois.

This is one of the worst places to live in the country and run by crooked Democrats!

Everyday, some asshole Politician talks about raising taxes but nothing about cutting bloated City Counsel and State Governments!

Illinois is ranked worst in every financial category run by crooked Democrats from Chicago! Now Democrats want to push this rag Clinton, who is nothing but a liar and a thief! No Thanks!

Give me my earned Pension and to hell with Police work, screw the dept. and clearance rates and Chicago can burn to the ground!

There is a current detectives list that is up and active and will be until the City Council certifies the new list. Last detectives class made was September 2015 which only promoted 47!

I heard from a source at the union that the city is not releasing the test results because they claim that the test was "racially biased". They also related that the city want's to toss the test scores and start all over again. This is just a rumor, I repeat a rumor. But there is no reason why the results of the first part should not have been released by now. I have been I.O.D. for the last month unless I missed something I don't think they released the test scores.

SCC, you know that we are short people (or folks) throughout the Department. I can only assume that the folks (or people) who "fix" the testing are also short of manpower. I'm sure once they've "corrected" the tests we should be getting the results around Christmas time.

You guys realize that the test was only three months ago right? It took 8 months to score the second part of the sgts test. Don't hold your breath of you think the results will be put in the next couple months. I'm guessing December at the earliest.

OT- speaking to some younger police about working vri over the Labor Day weekend. They say it's hard to get vri when you don't have the seniority so anytime the can get it, they don't want to pass up the money. Then I try to explain how tiny Dancer will ALWAYS be offering a type of vri as long as he doesn't have to hire more police.
"I can't pass up all that money!"

When told that it's not always about making money, it's about unity within the ranks (Sgt, Det, patrol) and what happens later with a showing of this unity and how to make a statement about the working conditions, equipment, time off, oh, and getting scrutinized each and every time you do your job.

Ok, see if you like spending the $$$$$$ when your fired for actually telling a citizen what they should do or how they should act. My wife hates the word retarded, in this case I wonder if it fits the bill. I'm glad I'm gone soon. Out of Chicago, out of Cook County, and definitely out of Illinois.

What about the 35 Forensic Investigators that we had 10 years ago, now their duties are being handled by ETs. The ETs need more specialized training to come up to that level. The supervisors in the detective division, a lot of them were not detectives and are being directed to kill crime by downgrading the offense level one or more levels. "The City That Works" no longer works like it did in the past. The States Attorneys are not approving appropriate charges. The judges are being directed not to give the long appropriate sentences. The Sheriff is being directed to empty the jail. All of this by the president of the Cook County Board.

If you check title code 9165, there are only about 870-ish Detectives citywide. Take out the ones at CMO, Medical, Admin spots, etc; etc, maybe 700 Detectives citywide (at best) are actually investigating crime. Detectives are so overwhelmed with cases that much of them are not being properly investigated and are simply suspended. "Feel good pilot programs" such as investigating U.U.W.'s (which by G.O. the arresting officer calls in and a Det. is not involved with) only further buries detectives in cases and paperwork. All supervisors talk about in the D-unit is "look at the overtime you're making!"; well a large percentage of detectives are simply burnt out with the o.t. If the city doesn't make at minimum 200 Detectives with the new class, and SOON, crime is going to continue to go unsolved in this armpit city. All-though many may not find the extra base $350 or so a month extra take home pay is worth the headaches, lack of sleep, non-stop typing, and non-stop stress so 200 spots may be hard to fill in Post-Ferguson policing America...

Sgts in the det division also don't keep track of their subordinates case load and don't realize how many cases are sitting there by lazy detectives. Many can't manage and lead...too afraid to say anything to the do-nothing's and over- assign cases to those who actually work.

Just retired, and finished up the last 10+ years of my career as a detective. I wish I had remained a patrolman. The bump in salary was the best benefit..The "D" Unit wad a huge disappointment. There is a pecking order in place. And If you don't kiss up, U aren't going to get anything good. I never had a job where I felt so overworked and under appreciated. All the bosses are hand picked. All of them. 100 percent! When they closed two areas, if you weren't connected, you got the last pick. (Area Central and South) I worked late til 0430, and would get calls from the day watch at 7Am. You catch more cases per day than U can possibly handle, so you suspend them just to keep up.
The brass is there to make a name for them selves, so you better play their way, or you'll get transferred. To another watch, or another area in some cases. Its a good old boys club. Just look at the recent list of Chief of Dicks. (all scandalous )And they all bring their lackeys in. They treat you like a child. Bad supervisors are replaced by worse supervisors. Most with no experience as a detective. Ones that brag about their experience as a detective, had a usual 6 weeks as a detective, while they waited for the Sgt list to come out. All merit promotes. There are some good people there as always, but everyone is overall miserable.
No sour grapes here...I just had my druthers, and what I needed or wanted never mattered.
I'm not surprised at the low clearance rate. I was there, and it was not about crime to say the least.
May God help Chicago in the near future...it does not look good from where I stood.

Of those 922 detectives, how many of them are actually investigating homicides and shootings and are not in cushy, do-nothing spots, detailed out, or are detectives investigating other crimes (i.e.,RBT, SVU)?

So how many detectives does that actually leave us with investigating violent crime in America's most violent city?

The results are still in the manipulation phase.
The biggest problem now is the phone call processing.
The recent departure of many Gold Stars has resulted in a giant black hole.
The phone call to the phone call to a guy that no longer is in power has overwhelmed the very, very few bosses that remain.
This is exhausting the already over taxed Unit Lt. and XO holdovers currently in charge.
The deck is being reshuffled and unfortunately High Scorers seem to always be turning up.
Unless you're able to communicate with the community, you ain't gonna be about solving any crimes.

The city is working on a program to ELIMINATE all units and man all beats 10-4 on all watches. No need for all the units as "head a day" bs is gone. This is their way of addressing manpower, per their numbers some districts may even gain addition sector beats i.e. XX25 or XX26. This could be a good thing and will open up more available time off and furlough picks.

if you want to see a true disaster come to 007. 3 tact teams full of coppers with average TOJ of 3 years. one tact warrior has totalled around 3-4 cars and damaged another 3-4. bunch of wannabes still running around getting into car and foot chases. their merit hack sgts are just as big of retards just itching to tell you how "it was" when "they were in narcotics."

And not all of those detectives are assigned to Violent Crimes. Or homicide. There are some assigned to Property (RBT)and Special Victims (formerly known as Youth Division)

While there is a lot of perceived glamor being a big city homicide dick, it can be a grinding job. Long hours tracking down witnesses, taking statements, hoping your witnesses are alive when trial comes. May have your vacation cancelled because a case is going to trial. Or you are being sued.

In about 2005 a class of new Ds came to A1. They were rotated through the 3 sections and were told to put in a wish list which one they wanted. Being told that Homicide/Violent Crimes was not likely unless there were special circumstances.

That left RBT and SVU.

The hands down winner was SVU. RBT Ds were getting 12 cases a day.

What is the passing score for part one, it has to be in stone by now? Remember they aren't going to bother grading part 2 if you didn't pass part 1. Hmmmm maybe that's the hold up... Some clout baby screwed up so I'm sure the powers that be and the testing company are having a battle. Believe it or not, There are clout babies who fail the test after being given an advantage. As the testing company for the Sgt's test stated "There's the list that we give them and there's a totally different list that they put out." The dick's list is going to be interesting. It's all legit!

It makes sense to promote 600 off of the list to double the amount that we have. We need more legit Detectives than incompetent clout "pout" babies. Put the merit hacks separately and on the end. Merit shouldn't be mixed in and/or have more seniority than the legit.

We had a father kill his wife, four children and himself a few years ago. Six homicides cleared. So when they say the clearance rate is 46 percent, I wonder how much of that statistic is legitimate, or made up of 6 for 6 "Addison Russell" numbers like this case.

Divide that up by 3 watches then 3 areas. 600/3 = 200, 200/3 = 66.6 per watch. Now account for medical and furlough and time off...

I would not recommend anyone taking the position. The first slap in the face is the PO ASSIGNED AS DETECTIVE. People take a promotional exam, pass a exam , and are placed on a promotion list by score ranking. The word promotion is all over the process, heck even when you graduate. Detectives are not appointed, if that was the case the superintendent right now could appoint the over 300 detectives we are short and forget about the test. We are detectives when the city doesn't want to pay us D2A for overtime initiatives but are convienantly PO' s when working protests etc.

Then you went from Five Areas to Three with the same amount of cases and area to cover with less detectives to do the job.

Then you have a case load that never ends, even while on your regular days off you are still getting cases assigned in your inbox. You don't have partners and are handling scenes by yourself.

Then you have no vehicles to ride out on jobs, when they started VRI they took some cars to give to ET 's who had to give their cars up. Then came the rebirth of Summer Mobile which took even more vehicles.

Then you have no data bases to assists you with your investigations, court,OT, lawsuits, etc...

I would recommend that if you are seriuously thinking about taking the position understand you have a rude awakening waiting for you.

When that former NYC jag off supt closed A/4 and A/5 it really hurt the dick' traveling more to cases. The dick' in NYC, they don't have midnight-1 st. watch dick' in each precinct working, cases that cannot wait for the day dick', they have a central command for them to respond. The NYPD dick' work hard and at their pace. Plus the NYPD has a ton of dick'. The dick' there have 3 ranks of detective, 1,2, and 3. They pull nice cash and can be put on street duty in uniform in a heartbeat. Fuck up dick' in NYPD end up getting launched back to the blue and white and get a p.o star again.
Again, forgo taking the dick' job in CPD. I hated to state that !! Your health and home life is at stake. The CPD is on life support, let hope it get better. Many prayer's to all the great members of CPD !

The detective job is still the best job, don't let some of these people try to convince you not to take it....do you work hard, sometimes but a lot of the time you control your day. It's nothing like being free of the radio and there is no longer any boundaries, you can go anywhere you want. It's not about overtime or court it's the "freedom" you'll get. If it was me, I'll take the spot and if you don't like it then resign it and go back to patrol.

Just retired, and finished up the last 10+ years of my career as a detective. I wish I had remained a patrolman. The bump in salary was the best benefit..The "D" Unit wad a huge disappointment. There is a pecking order in place. And If you don't kiss up, U aren't going to get anything good. I never had a job where I felt so overworked and under appreciated. All the bosses are hand picked. All of them. 100 percent! When they closed two areas, if you weren't connected, you got the last pick. (Area Central and South) I worked late til 0430, and would get calls from the day watch at 7Am. You catch more cases per day than U can possibly handle, so you suspend them just to keep up.
The brass is there to make a name for them selves, so you better play their way, or you'll get transferred. To another watch, or another area in some cases. Its a good old boys club. Just look at the recent list of Chief of Dicks. (all scandalous )And they all bring their lackeys in. They treat you like a child. Bad supervisors are replaced by worse supervisors. Most with no experience as a detective. Ones that brag about their experience as a detective, had a usual 6 weeks as a detective, while they waited for the Sgt list to come out. All merit promotes. There are some good people there as always, but everyone is overall miserable.
No sour grapes here...I just had my druthers, and what I needed or wanted never mattered.
I'm not surprised at the low clearance rate. I was there, and it was not about crime to say the least.
May God help Chicago in the near future...it does not look good from where I stood.

Been there, done that and agree with about 90% of what you said here, which means most of it. I'm sure it only got worse in the few years since I got out. Too many clouted with scholarships and friends of friends, stepkids who have to be taken care of and primadonnas who have to be taught how to write a narrative because they've never worked a day before arriving in the D. We were able to do some good work, save a few lives and have a few laughs, but it wasn't 'as seen on tv' by a long shot.

I've been doing this thankless job for 25 years and seeing the dead eyes in roll call is scary. There is a blankness to people with no time on the job that were never adequately properly shown how to do it. They are using the training they received playing video games and subjected to video game like violence that they can't possibly process. We are entering a new era of the "Van Dyke of the Month Club". unless the City of Chicago wants to invest in a professionally trained department.

How about opening the 5 Area back up and promoting more detectives off of the list. The "powers that be" put those lazy clout babies in for merit and act as if they don't understand the 46% clearance rate. Thank you for creating this. Wait until you see what Transparency EJ allowed Nobel to do this time around! These new clout babies are by far worse than the old ones. Merit Sgts in the D unit who has never tested in as dicks.. Heaven help us! The detectives assigned to the secret service details, assign to assist the Feds, sex offender registration, etc. has it made. It's all legit!

Someone at corporation counsel told me that sucks don't get sued often. Is this true or is that bulllshit? Yes, this is a serious question. She said because dicks aren't as hands-on as patrol and units. Regardless, probably won't take advancement to detective even if I passed test, just curious. Thanks.

8 Years ago Area 3 had 24 Det.'s Detailed out at one time, so you can subtract at least another 100.

Gangs isn't going anywhere. They just assigned every PO their own radio and are taking a few guys every period. After months of bitching, they even replaced and updated a handful of computers. They've been doing intake interviews and have a list compiled of guys slated to come to gangs in the near future. Area Central is supposed to get a decent number of guys over the course of a few periods. Above all that, there are plenty of clouded up guys hiding in these units throughout the city who will never see a beat car for the rest of their career

Just didn't want to miss out on the D2a by the time I figured it all out. Patrol seemed as shorthanded and mismanaged as the D unit. Our last 4 years salary count bigtime. I considered it. Some friends talked me out of it. You cant go backward. Only forward. I did say I wished I never took the spot. I studied, tested well and made it in the third class off the list. I put that in so that you can be forewarned, if you are listening...I wish you all well.

I understand the whole thinking about taking the higher promotion pension but if it were me I wouldn't take a job as a Sgt or detective. You are absolutely crazy in this day and age to want to be Sgt. I can guarantee any of you that being a Sgt isn't as "cool" as you think it is anymore. Being a Sgt in patrol is by far the worst job in the department and prob the whole city. I've been a Sgt for 11 years and what they have sgts doing now is insane. Your only job now is to jam people up and document everything. 75 percent of my day is paperwork now. The other part of it is dealing with people's cameras, supervisor request, stupid missions, alderman issues and shootings. I don't eat lunch 3 out of 4 days now because there isn't any time to do it. I wish I could be a po again. If you are a blue shirt do yourself a favor and really really think it over if your number gets called to be a Sgt.

After the Detectives scores are released can we sue to have the original scores that were given to the city by the testing company released. The raw scores that were handed over prior to the manipulation. I'm sure the company signed and agreement forbidding them from releasing the raw score to anyone. Why isn't the DOJ or some media hack all over this? The media sue for the release of shooting videos daily under the freedom of information act. How about busting a real scandal? Obtain a copy of the list from the testing company and compare it to the list that the city put out....publish it and demand answers like you guys did in the McDonald case.

If he DOJ is here to look at the overall practices then why isn't the passing score for part 1 of the promotional exams in stone? Why is it curved so low to suit some... Each promotional exam the amount of officers that apply and actually show up gets low and lower. Officers tired of the score manipulation process.
