Fuzzy Math Again

  • The Chicago Police Department will launch a two-year hiring blitz that will add 970 police officers to confront a 50 percent spike in homicides and improve detectives’ ability to solve crimes, the Chicago Sun-Times has learned.

    The hiring surge — the biggest since the mid-1980s — marks a turnaround for Mayor Rahm Emanuel, who has relied on police overtime in a failed attempt to stop the cycle of gang violence on the streets.

    Over the next two years, the police department will add 516 patrol officers, 92 field-training officers, 112 sergeants, 50 lieutenants and 200 detectives.

    The first-year cost will be $138,000 per officer including salary, benefits and supervision. So the 970 additional officers will carry a price tag of almost $134 million.

    Police Supt. Eddie Johnson said he has no idea how Emanuel plans to pay for the extra cops.
As our readers have been pointing out all day:
  • 200 detectives will come from the patrolman rank
  • 112 sergeants will come from the patrolman and detective ranks
  • 92 FTO's will come from the patrolman rank
That's 404 bodies that will need to be replaced, so the 516 seems to be down to 112. And that doesn't even count the retirement numbers - at last report, passing 700, 800 and fast approaching 900 due to the Contract expiration.

But last time we checked, the Academy took 6 months to complete - unless Special Ed gets this going pretty soon, these kids aren't going even be on the street before the killing season is in full swing for 2017.

It doesn't matter anyway .... there is not enough equipment to go around.
Fleet is run into the ground, tazers, radios etc ....
The department has been decimated over the last several years and now this is our operating strength.
They say more police ...that's not gonna happen too many other expenses come along with that.

Over 1000 retiring, they need to hire 1500 just to keep up, 2000 if they want to make a difference.But I don't think they care that much.

From what I can decipher, all these increases are to the budgeted numbers. Meaning, the new hiring will be much more then 500 as they will need to replace those promoted. So all those that retire and are promoted will be replaced and an additional 500 officers will be added. I do agree that the way it was presented was quite confusing. Good luck to anyone close on any lists.

Why does no one understand that they aren't simply hiring that number. They are increasing the authorized strength and will hire as many as needed to accomplish that. That is what they mean. Whether or not it is accomplished is another story.

Only two lame stream tv stations even coupled the word attrition with the hires. The most inaccurate was Ch. 7 - John Garcia bought/drank the koolaid and even used the "current strength" total of 12,500 to make the future ranks appear to swell to 13,000. Pure theater at work.
Adding to the circus were approximately 70 police officers in the audience applauding as Ed the Stripper recited his City Hall approved statement. The officers were desk dollies - no street gear on radios visible.
The height of asininity was former felon AlderCreature Walter Burnett standing behind Ed with his sincere, concerned expression.

Time for Chicago Magazine to again attempt to decipher the fuzzy math as they did with Mc Streetlights comcrap.

I like that Chicago is adding cops, but I wonder - WHERE IS ALL THE MONEY GOING TO COME FROM?

Or, is it like so many other "priority projects"? The money is there, it just wasn't "earmarked" for it originally. If that is the case, where was THAT money going to go?

Or, is sales tax going to go to 15%? Parking going to go to a flat $100 to come and park downtown? NO thanks!

There ARE ways to streamline expenditures (current cash outlay) to pay for additional cops.

One BIG way would be to review ALL CHA money that goes to pay Section 8 rent subsidies.

NO ONE should be living in some $2,800 a month downtown condo with the CHA picking up $2,600 a month of the bill.

ALL those "contracts" and payments should have a LIMIT on them. $2,800 a month is luxury housing - not subsidized housing.

Another BIG way to fund additional cops - BITE THE BULLET -cut back the amount of Aldermen and their related staffs, support facilities, AND separate ward funds to 20. That would be a HUGE way to permanently fund the additional CPD resources, AND not affect ANY quality of services.

(I can just see ALL the patronage people blowing a gasket but come on, you guys are ALL rubberstamp Aldermen who do NOT add to anything.)

You don't need 50, 20 will do and if anything, look how much MORE will be accomplished because you have LESS people to go through to make a decision. Hell, every Roll Call vote will go a lot quicker.

Just some good solutions to those too clueless to know they have a bloated government of non-working, ineffective people.

The city only had a budget for 15 FTOs in 2016 so the rest of the 26 (13 waived/passed position) will go back to their districts as "acting FTOs" and will fill out an out of grade slip whenever they have a PPO with them until they're called back to be made (which could take up to 6 months). They're doing the same thing to them like they did with the ETs. How the hell are they going to make 92 FTOs if they cant even make 41?? What a joke.

The readers have to understand that the budgeted numbers are increasing. If the mayor beefs you the department to 13,500, you will see a noticeable change in the amount of officers on the street. More Detective's, sergeants , lieutenants, and po's.

So to recap, all the po's that we are Losing to retirement and promotion will be replaced with new hires. In addition another 500 or so new hires will be added on top of that.

The key word is BUDGETED

Has anyone else taken 2 days at academy training for conflict resolution?

What a waste of time. Our department responds to conflicts and we are now being told to step back and
not restore the peace. Great training for young officers to confuse them further.

I retire this year and just sat there watching the smoke and mirrors act. Then in last minutes of class we were
told to stay safe and fetal. ......... of course no cameras in class when this happened.

29 and a day and I get out of this nonsense.
All I see is the city and ASA are setting you up
for fun and games in some court room.

I spoke with a guy I worked with many years ago last night. . He is retiring in January and told me that 1,100 people are retiring along with him in January. He went on to tell me that his partner is retiring in April. He said there are 1,000 people retiring with him in April. 500 new hires will do absolutely nothing with the upcoming retirements.

This will give them a better chance at becoming more familiar with the smaller area. Each area should have no more than 3 districts. There is no valid reason to have recruits stay in the academy for 31 weeks. Sure we have alot to teach them but they should take a better look at how the Cook County Sheriff's train thier guys in just 12 weeks, it is a no nonsense school. Either you make it or you don't period. There is no coddling, wimpering or do you know who my father is crap. My Son went there because the suburb he was hired by couldn't get him into CPD academy due to no room. I'm glad he couldn't and I will put him up to any CPD recruit. Our recruits are just plain bored after spending all that time inside, get them out on the streets with an FTO.

Now they're kicking the figure of 13,000 officers around, and that number is sheer fantasy! Remember, yes there was a time when we had on paper more than 13,000 officers; but we also had almost one million more residents paying taxes. The "Flight" from Chicago in the last two decades has made this very much a City of Haves moving in briefly and leaving when their kids need to go to school, and Have Nots, who ain't going anywhere else. Yes, retirees are moving into the condos in the South Loop, but days of real "neighborhoods" supported by strong ethnic and generational ties are gone forever. Add the hateful racial climate, and this is not such a great place to live, unless you have big bucks. The people living in 016, 017 and 019 have already realized that they have been sold out. The other night CBS Channel 2, no friend of the police, showed a deployment of 5 cars to 016, while 011 and 015 had 30 cars plus Special Units assisting.019 with an out of control robbery a burglary rate, is primarily concerned with making sure Rahm's house is covered! How long are Tax Paying Chicago Residents going to put up with this? The FOP or someone in the City Council needs to begin a means of an Impeachment Process for incompetent elected officials, such as Rahm. It's too late to launch Rahm, but I am sure others like him are waiting in the wings when he loses or chooses not to run for a third term. Stay Fetal, Baby"G"

The numbers, adding 1000 new police officers is pure bullshit, period end of story. Anyone with a legitimate grammar school education knows the numbers do not add up. 1000 is the spin offered to convince the reporters and those not capable of simple math that he genuinely cares about the crime problem.
Lets look at what Rahmmy has done here. He has said that the CPD has to more with less when he started experimenting with the public safety of the City of Chicago. His experiment has cost thousands of Chicagoans their lives, their physical and mental health as well as their possessions, not to mention those visiting our city. He has fundamentally removed the authority and power that was once entrusted to our police force and expected a good result. Now comes word that he is increasing the police force by 1000 officers (bullshit) because he cares so much about public safety. He alone created this crisis of lawlessness and violence but now he wants to look like the savior of the city. If you can't see this picture clearly then you sir or maam have been indoctrinated by the false narrative he and the progressive left have been feeding you. This guy would have been run out on a rail in any other city other than a sanctuary, leftist,democratic, false narrative spewing and law breaking embracing city like Chicago. Why is it that the lowest crime rates are in areas where white people live? Simple, they respect the authority of the police and obey the law of the land. The tribal warfare of the jungle is alive and well. Some people just refuse to assimilate into a lawful society after 150 years of opportunity.

Eddie Johnson sent an department email to all sworn members that he is going to hire officers to fill all retirements the next two years and hire an additional 500 officers on top of that. The media is confused with the promotions and throwing out all kinds of numbers. I don't know how many new coppers we will get when all is said and done, but what I do know is that some of the aldercreatures that actually matter, such as Burke and others and many business people are telling Rahm quietly and behind the scenes that he has to step up hiring, even if all he does is make up for attrition. That and the DOJ is the reason for new hiring. Where the money comes from, who knows.

This is another Rahm stunt to sell himself, cover for his lack of ability and to hide this complete disaster that he has created. This is another push to try to repair his image in order to get out of here if Hillary wins. It's not cancelling anything out. They are expanding the budgeted strength. If our budgeted strength is 12,500 right now after this move our budget will the 13,000. Right now we have 12,100 total sworn(including supervisors, det, etc). So if they make all these moves they still are going to hire the 500 but have to fill all the vacancies that come with it. So they can't hire 900 "new officers". Yes they will hire 900 but 400 of them will just be replacing bodies that we use to have anyways but retired. So at most we will have 500 new people and another 400 on top of that to replace retirements... But who is to say that those people will even be replaced? I see smoke and mirrors. We will get people hired but still won't hit our full strength amount

I reckon the mayor just had to say something. He's not stupid, he knows this won't make any difference, but he's hoping everyone that hears it, is stupid. Got to do something to stop the flow of taxpayers leaving the city.
After all, he needs to take care of his voters that are the beneficiaries of the taxpayers.
If the city wasn't so screwed with diversity, CPD would only need to be about 1/3 it's current size, if that much.

Just a note, when they talk about retirees next year they are counting the ones who are taking the 55 and out. What about those of us who will be between 50 and 54 and are leaving? I will be 50 next year with 28 and a day. They can keep their 2.5% and I'll find my own medical (FOP?). The BS is not worth it anymore. And I know I am not the only one under 55. I know a guy that is 52 talking about leaving. So they haven't added in those potential numbers. All I can say is that this city is screwed!

The alarm companies should have to register with the city and we should be ticketing the alarm companies every time they call in a false alarm. Don't you guys have enough of an insider track to find out CPD's true strength? I mean, the real numbers? How many patrol....how many Sgt, Lt, Capt, etc? Each and every paycheck-getting CPD member is on an A&A some where......each and every day....and I don't care in what capacity they serve.....is there - anywhere - a real total head count?

I am so tired of hearing there are 12,000 members.....I thought 9 1/2 cut some 2000 positions over the last 3 budgets.....but the "news media" just keeps spouting his bullshit about our strength and our cost....they couldn't even do the math yesterday to know that there would only be 516 newbies....all the rest were already on the job...and not one word about the HUGE retirements expected in 2017.....

What worries me is the hide-and-seek attitude of 9 1/2...... And God forbid we ever have a terror attack here, how do we survive it? I watched the NYPD response of all those coppers at a minutes notice.....I honestly don't think we could pull that off.....

When you have a political and legal environment where a cop's only logical choice is to stay fetal, you could double the amount of coppers and if none of them wanted to do anything, what good will it do?

It might be interesting to see what the cost benefit analysis is of the department paying older employees to retire early. that is often surprisingly cost effective and usually popular with the early retirees.

Way back when Emanuel was running for mayor and he announced he would 'put 500more cops on the street', I posted here pretty frequently to pay attention to the specific words and don't read into what he's saying. I said then that he wasn't going to hire 500 fresh bodies, but people wanted to hear what they wanted to hear.

People want to interpret and infer. Stop doing that. Rahm Emanuel is one shrewd fella and he has made a career of managing the media. He told Eddie EXACTLY what he wanted said and Eddie said it. Don't let wishful thinking cloud your judgement. Don't surmise or infer or put your own spin on it.

The specific words are "create new positions". They are not "hire". He was very, very clear the hiring was 500 or so NEW officers. The rest is just promotions from within.

The readers have to understand that the budgeted numbers are increasing. If the mayor beefs you the department to 13,500, you will see a noticeable change in the amount of officers on the street. More Detective's, sergeants , lieutenants, and po's.

So to recap, all the po's that we are Losing to retirement and promotion will be replaced with new hires. In addition another 500 or so new hires will be added on top of that.

The key word is BUDGETED

Maybe, if the Rahm wasn't dumping money into Steinmetz High School's swimming pool, they city would have more money for POs on the street.

It seems CPS dumped $1M into renovating Steinmetz' pool in 2015 and the pool is only being used for the swim and water polo teams before and after school, not for teaching swimming in PE. Overall, CPS dumped $10M into the whole building using Tyler Lane Construction, a politically connected company.

The students are meeting their swimming requirements by writing a paper on a health topic or swimming.

The reasons Steinmetz administrators and PE teachers are giving for no swimming during PE classes are:

- a huge failure rate in PE due to not passing swimming
- illness
- girls on their periods
- students can't afford bathing suits and caps
- lazy PE teachers.

In my two and a half decades of police work, I have been through sensitivity training, cultural awareness, caps, legitimacy one and two, and made to sit through hundreds of diversity and "be nice" streaming roll call presentations (I especially liked the one with Terri hilliards wife). All of this has zero impact on whether someone I am approaching chooses to comply. And if you call for full investigations and are granted them by the pandering politicians, maybe you should actually believe their results?

Has anybody in this discussion about hiring more cops to combat the ongoing crime wave that is happening today ever considered the truth in the matter. It does not matter if this administration hires 20,000 more cops, as long as the restraints are on the cops themselves nothing is going to change. Pooky is well aware of those restraints on the cops and are taking full advantage of that. How many times do squad cars pass by pooky and the gang anywhere in the city just loitering 24-7 on city blocks and keep driving with blinders on (SMART) or how many times, when you try to stop a vehicle with young pooky and friends they just take off. Today if you're a smart cop you will remain fetal and just answer your jobs and drop paper when necessary, anymore proactive work will result in something negative. Those days of being proactive are gone ladies and gentleman in blue, if you want to make it to retirement best stay comatose not fetal, at least till the powers to be release the leash on our collars and then only then this city will be cleansed of pooky and his friends. But that will never happen, to many liberals running the show. Rome is unfortunately burning, this is going on nationwide people. Then compare that number to the 112, and we are still way down from where we should be......

not restore the peace. Great training for young officers to confuse them further.

you see here is the problem with our department. Guys refuse to change. The problem with CPD has always been one thing... EGO. You wonder why suburban departments hate us? Every Chicago copper thinks they are "the real deal" when it comes to being the police. We think we are better than anyone else and are the toughest kids on the block because we work in chicago. This morons post proves that you cant tell a chicago copper anything. How dare they tell me that I cant just talk unprofessionally and just beat somebodys ass. Guess what, the chicago police is now the suburban police so get used to it. You better get real professional real quick because odds are that in the next 6-12 months you will be wearing a body camera in everything you do. Trust me, "staying fetal" wont help you out either because when you show up on that call you get that camera is on. When that camera is on you cant just "stay fetal" and say call the police when he comes back or give some other excuse for coding your job. You cant "talk tough" to somebody on that domestic or disturbance call anymore. If they wannna call you every name in the book and scream at you guess what??? You have to be professional and have to think how to actually provide a service and diffuse the situation because every single thing you say and do will be on that body camera. Every traffic accident, domestic, noise disturbance or cat stuck in a tree means you will be on camera. If you blow it off dont think a sgt will help you because the sgt will also be wearing a body camera and he can no longer just talk them out of it and hope they dont call ipra. If that person says on camera that they want a complaint made on the spot then it happens because if the sgt doesnt do it and its caught on camera then the sgt and you get jammed up. Staying fetal wont help you anymore when these cameras are put on you anymore. Alot of people on days in 009 who have been fetal for their entire career or for the past few months are finding out the hard way. They are showing up to jobs with these cameras on and have no clue what to do. Its the funniest and saddest thing every. they have no clue how to actually do the duties of a police officer. They studder, ramble, make no sense and have no clue what to do on camera. So for the stay fetal people, hate to tell you but youre in for a rude awakening. Its not even as easy anymore as just saying ok heres your report. You better actually resolve the situation professionally on camera or you will be putting yourself out there. smile folks, the badasses on cpd are about to get a huge reality check.

It is not about change. Police officers understand change but the mayor crying about safe streets

The working officer with years of experience is disregarded in this Department.

so heres my take on the hiring announcement:
So this is an excerpt from the Supt "I drank the Kool Aid":

Over the next two years we will be hiring over 500 new police officers to help boost police presence where it is needed most. Every community deserves appropriate staffing levels, which in turn allows more officers to take time off to spend with their family.

We will also be hiring 92 field training officers. Field training officers are an integral part of CPD, in that they train and mold eager recruits into productive police officers for decades to come.

We will also promote 200 detectives to help raise our clearance rates for murders, shootings and to address violent crime head on.

Another need of manpower is supervisory personnel, so we will be promoting sergeants, who provide vital street level supervision. Our goal is to hire at least 112 new sergeants. With that in mind, we will also promote 50 new lieutenants who will provide critical supervision and tactical insight at the district level.

That means over the next two years, we will add over 950 sworn members to the Department.

Now lets do the math:

500 New Hires
92 FTOs
200 Detectives
112 Sgt
50 Lt

+500 is a Positive

=92 FTO is a wash they aren't leaving the patrol division and they aren't an added manpower they are already there. (shades of Emperor Rham and his "I'll put 1,000 more police on the street", NOT HIRE, but take desk people who don't want to be on the street and throw them to the wolves)

-200 Detecives is a negative being drawn out of Patrolmen

500-200=300
300 new Patrolmen

112 Sgt but 50 Lts will be pulled from Sgt pool
so now its actually
62 New Sgts

Now subtract that 62 from the 300 New Patrolmen
300-62=138

138 New Patrolmen

We are averaging 150 retirees a year for the 55 Free health care option
so over 2 years 300 retirees

138 new patrolmen subtract 300 retirees
138-300= -162

so in REALITY we are still 162 patrolmen short over that 2 year span and that's a guesstimate.

What public school did he go to that gives him a +950?

and the city in it's infinite wisdom of cooking the books:
Reality check
Detectives Title is (Patrolmen WORKING as a Detective)

so the 836 Detectives they also count as PATROLMEN in their count of sworn police working and as Detectives. The city is double dipping in the census.

Where did they get the number of 12,000 Patrolmen?

Why can't they hire older adults? Older people who have been there, done that and have tons of life experiences. Most of policing involves "conflict resolution" and working with people. You are essentially a street corner bureaucrat/politician/lawyer/social worker/therapist/rabbi/priest/minister. Most situations involve substance misuse, mental health, traffic violations (6-303), attending court and domestic violence. Your jobs are emotionally draining and tough as hell. Its not a job for a 20 something kid who thinks its cool to be a copper because of the guns, high performance cars (chases), the spit and polish of the uniform and the POWER of the badge. I would apply if I was allowed.

#1 What exactly is "real" police work
#2 Have the years of "real" police work affected ANYTHING
The south and west sides are still, if not worse, then they have ever been.
The south and west sides have more guns and drugs than ever before.
The shootings and homicides on the south and west sides are higher then in the last 20 years.
As a veteran of the south side, THE ONLY REAL VICTIMS HAVE BEEN THE POLICE who actually give a shit.
So if "real" police work means stopping shitheads in their own shithead neighborhood, what gains have WE seen.
Being the "real" police has not changed shit, we are only the pawns of politicians
WE don't write the laws, WE only enforce them
So who is really paying the price

The real number would be a minimum of 2000 new officers hired by 2018 to increase the current work force to 13,500. That would mean 84 officers hired each month for the next 24 months. Never happening but sounds good to the sheeple and the media who spread the false narrative. Why are officers arresting anyone for small amounts of narcotics.I was in Br 42 the other day and let'em go Luckman found FNPC on every case.Some cases started as misdemeanor and after being searched small amounts were found . Just charge them with the misdemeanor and toss the dope,who cares.If you want the hours just go to br 29.Keep it simple.Luckman is 83 yrs old and on the don't lockup blk and brown bus with the other politicians.The asa in that court have a hard time getting PC on felony's with him.
