And Once Again

The FTO's....supposedly the most important job on the Department....are getting roundly screwed by Rahm, Special Ed and the entire process.

You see, they had a test, people passed, people got notified to go to training, so they did.

And the City/Department promoted some of them to a D-2 position, where they got a pay raise of a few grand and a half-hour-a-day on the books if they had a Probationary Officer.

The rest? Well, they went back to the Districts without the pay raise, and were told by the powers that be, since they were trained as FTO's, they could get out-of-grade for the days they had a PPO and the half-hour-a-day, but they'd be getting PPO's after the promoted FTO's got theirs first.

So the City obviously never intended to pay everyone, they just wanted bodies available for the "hiring surge" without having to pay everyone once the surge receded. Only the chosen few got the stripe and the pay.

Now, there's another FTO test in the works. And the Department has had to extend the application process three times already because....go on...guess....no one signed up for it.

So the most important job in the Department is one that nobody wants.

Old newz.They did the same to the poor et's. First ET class in 2015 and again this year 2016. Leftovers from first class of 2015 (already trained and certfied) got recalled feb 2016...wasnt officially promoted til around aug/sep 2016. Vietrahm or HR nickleing and diming, I wouldve grieved. Second half of 2016 class still waiting in districts...Promote them

It used to be interesting reading SCC, now it is mentally painful.

The leadership at CPD is SO bad it would screw up a one-car Funeral in Chinatown.

The "next" Superintendent should NOT be chosen due to race, religion or ethnicity (or Clout). Same goes for all in the Command Staff.

"Competent" is not a race or skin color, it's a quality.

God Bless You Police! Us correctional officers have a rather interesting system for FTOs but they are by far the most important of staff. You simply work for a few weeks as an officer and master hearing your 10-code calls over the radio traffic and a few days later express interest in becoming a member of the response team and allow for them to pomp you into buying them Jimmy John sandwiches and volunteer to be a hitch! Then you are given the FTO pin to teach a newbie how to tell inmates to STFU.....oops I mean "ok, guys please be quiet and prepare for headcount,,pretty pretty please, awe come on guys, be good today, pleasures."

News is coming out of a squashed CR regarding Special Ed's cheating gf over a domestic violence issue. Both IPRA and IAD showed preferential treatment to the little dolly and now she is an LT. It's now public record.

21 of the 40 got made. It was not the chosen few but by test score rank order. Almost everyone got a ppo. The people that did not get a ppo last week will be getting one this week.YES,19 people did not get made and are not getting the 2a pay till they have a ppo...NEXT WEEK.

Sounds like similar to what they pulled recently to the E.T.'S they promoted and trained recently. They trained them, had them work as E.T.'s in the field for a bit and then Don O'Neill said the money's not there to officially make them E.T.'s and pay them so they sent them back to their original units of assignment .
WTF. is going on with this Mickey Mouse operation.

They've been fucking with the FTO program in numerous and various ways the entire 30 years I've been in this job.
It's not like it's important to have qualified, content FTO's training the future of the department.

Little birdie at 35th told me that in 2013 Special Ed was on the west side visiting a female friend when NF located him. A minor struggled ensued with Special Ed taking a few shots from NF. A unknown witness called 911 and police responded. When police arrived Ed and NF both denied what happened but a CR was pulled on NF. It was of course not sustained and now the two are engaged. I didn't believe it until I saw NF had a CR for domestic battery in July 2013 on the invisible institute webpage. LC

It is a thankless job!
If people do not sign up for a certain job that means the salary and benefits are out of line.
I am not thinking D2A but a bump in pay and some kind of comp time each day for paper work sounds in order.
Hell, if they are teaching new officers may be merit spots should come out from these officer!
Go head Special ED any of you clouted know anything about recruitment or pay increases.
Do you address the 3 recruits in 1 car syndrome you clouted came up with to scam FTO's?
Balls in your court due time to use all that police NO how you talk about you had when you worked the streets.

You will also end up getting the least knowledgeable and utterly useless blue shirts if nobody applies.Special ED will make this department worse for the next generation of FETAL officers.

Has this job ever been taken seriously by the CPD? I doubt it. In my day ( retired a few years), the FTO's could write all the reports they wanted to that a candidate was not qualified. The watch commander would shift the rookie to another FTO. The same thing might happen. I recall that few if any were let go based on the recommendations of the FTO. Being an FTO should bring special privileges besides pay and comp time. I think the city should model LA word for word.

A correctional officer in County Jail. No thanks. God bless you as you earn every dollar you make. I used to go into the county to do criminal justice research at the university. I could not wait to get out the front door. I wish every naysayer would be forced to work a few weeks there to see what you put up with. As a retired police officer I can say that the inmates act worse in the jail then on the streets as they have the numbers and their buddies watching them in the jail. I am not sure who is the bigger inmate, the correctional officers or the inmates. At least the inmates get out in a few months.

And when that PPO leaves do they continue to get the FTO pay? NO! So they were not made!! That is the point of the article. The dept wants the FTO's when they want them, but not give them the pay they deserve. Once again short sighted penny pinching screws the future. Go back to being a shill somewhere else.

Well, I used to be an FTO, bit o resigned it when told I had to change districts.
Won't do it again until they go back to 1 PPO per FTO.
That said, i see the real problem here being different than the ET's, in that these trained (but not promoted in pay) will be doing the job of an FTO.
Now, if they formally promote these "acting FTO's" to the permanent rank of FTO, after their first assigned PPO, I can see the union letting it play (though I personally disagree with it).
However, IF the city keeps these trained officers at D1, when they no longer have PPO's, that needs to be immediately challenged, or the city would have no reason to ever make another formal FTO promotion.

I recall them trying to pay D-1 to Det's working CTA, CHA, etc. a few years ago.
This was a Merit Exempt trying to save his spot with a bright idea. Might have been the very first of many HR - O'Neil Donkey Punches, as what the FTO program has become. Screwed up since 2000. Figure out who was in charge.

Guess what, Medical pays the same D-1 scale as does the active duty Administrative house mouse...both positions (or status)
do very little without an FTO.

Violation of the Shakman agreement:

The city only made half the FTOs.

The rest will work "OUT OF GRADE" as D-2 ONLY when they have a recruit.

According to the "Shakman agreement" there is to be no more "acting out of grade". A P.O. cannot work as a DSS/Desk Sergeant anymore or for that matter a worker cannot work as a Foreman/Supervisor in any other City job.

The city's Law Department told the Academy staff last week that they are NOT allowed to do this however the bosses at the academy said "fuck it, were doing it anyway.

Once again the FOP should step in and expose the City for it's violations.

You have totally misunderstood the situation here.....

The FTO's who were made get D2 pay whether they have a PPO or not. They get the additional O/T when they do have a PPO. The one's who get the PPO's at a later date will not be paid D2 pay unless they actually have a PPO with them on a given day.

Either way, no FTO gets D2A pay. That's for Detectives only!

As a dick I recently could not get an E.T. to dust for prints at a home that was part of a pattern of H.I./Burglaries for over twenty four hours. On two CSA's, E.T.'s were unavailable for photos or evidence collection. That is the backlog in this city. Another way of killing crime by re-victimization of the affected every step of the way. No evidence, no crime. Where is the outrage and protests? Then the city has the flagrant audacity to send recently trained E.T.'s back to the district without their promotion or title? What a morale booster! The department has its head so far up it's ass it can see the food being swallowed.

The FTO position has never been given it's due in all the years I've been a PO (over 30 years), particularly for such an important position within the CPD. Unfortunately, as long as Don (Stepin' Fetchit for Da Mayor) O'Neil is running the show, it's going to remain a bad proposition.

Go back to the old ways-foot posts, doa,eps, hospilized prisoners.after a year or so- perhaps a car tour once a week or so. Good cops are never hungry, cold, or wet- how do you think they got that way? Hide out on post- listen to how good cops handle the radio- the old ways worked the best- this new system sucks.

Yeah that is not getting "made" an FTO that is getting pimped by the city to save a couple bucks. The FTO rank comes with a Pay Grade, D-2 by the way not D-2A, and that isn't a flexible thing. You are either and FTO or you are not and shame on any of those fools that works under that half ass position.

For a job the department has made clear they need more of, they really continue to make it as unappealing and fucked up as possible.

Currently and for sometimes FTOs were assigned to connected recruits. The Boss would say "how knows the job well or which FTO is really a decent teacher of paper, decent at placing in check the piss and vinegar of a person in their 20's, and my favorite, 6 10-4 squads racing to a routine noise disturbance. Other valuables info is "why were U chasing Em" good way to get injured. The odds of slammin in2 another squad increase markedly when everyone wants to get there cuz some kid had music on. The injuries alone could end a young career.
Be like The Poet Peter Townshend and "Don't get Fooled Again" cuz it's been a shit job since I came on.
All kinds of promises, btw the contract around 2001/2002 Daley threw down DT's pay 2 FTOs if we didn't go to war. We not only got burned(only thing we got out of that was the wagon guys didn't have to pick up corpses. This fucking over of the FTOs is part of The City's ace in the hole as long as I've been here.
If I can make it, out in 20!
Sometimes I wonder what I'm doing here in the first place. Go to any R/C and take "the over" on that with those in blue.

FTO should be D2a every day with 30 min a day (when they have a recruit). Spend the fckn money to invest in the future of the department---quit making up deputy chief spots (caluris, georgas, kirkpatirck,lewin) and invest in the troops.

But should everyone else be outraged if the actual officers decide to go along with the shit show. I am starting to think that many people are so soft that they refuse to cause waves. I don't see them at the FOP meeting in mass asking for fair treatment.
If a slight bump of pay is all it takes to quiet officer down so be it let them be dragged in the mud.

Dougherty illegally removing Shields that cost us 200k plus in legal bills and giving a newspaper interview saying Obamacare was a good deal for retirees.

Markie Mark Donahue who let the city skip a 25 million dollar pension payment and along with Dougherty personally endorsed Obama? Really???

Sir -- I am not the one deceiving myself or the public.

I KNOW what should be done. For those in charge not to be able to "execute the obvious", they should be kicked out of their positions of authority - IMMEDIATELY.

Leadership should be appointed by selecting those with demonstrated abilities both in administrative and stressful (under fire) experiences.

What you have in most of the CPD command staff is a joke. I would clean house. Does that make me a racist?

As a dick I recently could not get an E.T. to dust for prints at a home that was part of a pattern of H.I./Burglaries for over twenty four hours.

From the outside looking in, it would appear to me that a detective ought to be able to be cross trained to do at least some ET work. Particularly stuff like this. maybe some photography.

I seem to recall at one time it was handled that way.

Granted there is probably some limit to what is appropriate cross training as at some point they would start spending most of their time doing ET work, but one would think that some minor cross training would solve at least some of this, and might end up saving time for at least some detectives by not having to wait around for an ET to show up.

None....Absolutely None. Don't pay anymore dues, and you wont be supporting useless lawyers, politicians and pathetic leadership anymore. Get your FOP star as soon as you retire, and don't look back. For insurance go to the Obama care website at healthcare.gov. You wont qualify for any benefit, but insurance is about $450.00 less than the Chicago plan. At least it is for me. Or better yet, get on your wife's plan. Don't get caught without insurance, the government is raising fines sharply for being without insurance for even a short time.
