Presumed Guilty

Check out the biased reporting by the assholes over at Channel 7:
  • Thousands of pages of complaints against Chicago police officers from the past 25 years were made public Wednesday after the police officer's union lost a court fight to have the records destroyed.

    The I-Team reviewed the giant document dump, which reveals two things: the enormity of citizen complaints filed against Chicago officers in recent decades and the puny number of accusations that result in any action.
Um.....could it be that the vast majority of complaints were, dare we say it, bullshit to begin with? That the complainants (A) lied or (B) were found to be "revenge" complaints for arrests or (C) refused to cooperate with investigators?  That's three separate possibilities just off the top of our heads, but Channel 7 makes the unsubstantiated leap from "a lot of complaints" to "puny number of actions."

Any comparison to how complaints went down by astronomical percentages once complainants were held to the same standard as any other criminal/civil complaint - swear to the truthfulness or face charges? CR's bottomed out after that, but rose once again as the "community" realized Anita had no intention of actually jailing people who lied on Sworn Affidavits.

It will show after my first federal lawsuit I became a hermit crab.

I did what the bosses wanted and it was not arrest. My performance ratings are great whatever thats worth.
But NO MORE complaints. I help with inventories or type a report nothing too exotic.

Other than that this is a JOB i punch in and when i go home i don't dwell on the nonsense.

A good day is a free cup of coffee from a gas station.
I give reports for whatever and sometimes I even look like i care.

I still count the people who spit on the ground when I pass by to amuse myself.

Did anyone see Deano on the news last night? He blamed past administrations for not doing anything about the 5 years. This goes back to his buddy Bill Nolan who knew about this and did nothing. By the way Deano was a field rep also at the time. Is this guy a tool or what? Maybe Deano could hook up with Hillary.

I had 2 excessive force beefs against me, on days I wasn't at work, and OPS non-sustained them (Not Unfounded), even after having the A & A's, and refused to allow me to appeal.
Last all the Pre-affidavit CR's were bullshit, and there were do many, OPS stopped the investigation as soon as they knew they couldn't Sustain it.

Emanuel and City Clerk Susana Mendoza said they'd begin the first phase of creating such a card, expected to benefit undocumented immigrants, the homeless, ex-cons, young adults, the elderly and others who sometimes face difficulty in obtaining a government ID.

"Chicago is and has been a city that welcomes everyone, and an individual’s background should never be a barrier to participating in the economic, social or cultural life of Chicago," Emanuel said in a statement. "With this program, we ensure that all Chicago residents have the identification they need to access vital services."

"We want to provide access to the resources and economic and educational opportunities that are fundamental to life in our great city," Mendoza added. "By putting this pass in the hands of people across all ages and demographics, we're opening doors that may be otherwise closed. We're honored Mayor Emanuel has partnered with us on this initiative and we're going to run with it in 2017."

The card is expected to be ready by the end of next year, and Emanuel said he provided the effort with $1 million in funding in the 2017 budget proposal he submitted to the City Council this week.

The first step, Emanuel and Mendoza said, was to determine what the card could be used for. They'd function as IDs with proof of residency, of course, but also could be integrated to function as Chicago Public Library cards, to provide discounts at entertainment venues, cultural institutions and other businesses buying in as city partners, and to provide streamlined access for medical or financial services.

"A Chicago municipal ID will be an asset to all Chicagoans and has the potential to link our libraries, cultural institutions and city services under a unified platform,” said Ald. Ameya Pawar (47th). "The municipal ID will also provide our undocumented and homeless neighbors with the needed identification to access critical city services and cultural resources."

Ald. Danny Solis (25th) called it "a step in the right direction to equipping residents with the resources necessary to lead productive lives,” adding, “All residents of Chicago, regardless of their immigration status, will feel safe and secure and give residents access to services they need to contribute to our great city."

A working group formed by the mayor last year endorsed the creation of the municipal ID. Earlier this month, the City Council strengthened protections for undocumented immigrants as a Welcoming City, including making it a crime for police officers or other city officials to threaten them with exposure to federal authorities.

"We have a fundamental belief that all human beings have a greater value than the documentation that they carry,” said Sol Flores, executive director of La Casa Norte and a member of that working group. “Chicago's proposed municipal ID program takes a first step at contributing to the belonging and dignity for those Chicagoans who may need it the most."

TWO YEAR POLICE HIRING PLAN
Over the course of the next two years, CPD will be hiring an additional 970 sworn officers. The majority of these hires will be within the following ranks:


500 Police Officers, 250 positions are included in the 2017 budget


92 Field Training Officers, all positions are included in the 2017 budget


200 Detectives, 100 positions are included in the 2017 budget


112 Sergeants, 37 positions are included in the 2017 budget


50 Lieutenants, all positions are included in the 2017 budget In addition to hiring for the new positions, CPD will need to fill existing police officer vacancies. It will also need to hire police officers every time there is a retirement or promotion at any rank over the course of 2017 and 2018. Since 2009, the average number of sworn retirements across all ranks is 475 per year. CPD and the Department of Human Resources (DHR) have begun to implement the following hire plan necessary to fill these positions, keep pace with attrition, and hire officers as promotions occur:


Two new police officer classes will enter the training academy by the end of 2016. One class will start at the end of October and another class will start in December. Starting in January 2017 a class of approximately 100 new recruits will enter the training academy almost every month.


The existing Field Training Officer vacancies will be filled in January-February 2017. The additional 92 new positions will be filled right after the existing vacancies are filled.


The detective vacancies will be filled by March 2017 with a second class of 100 detectives filled by April 2017.


All lieutenant vacancies will be filled by March 2017.


All existing Sergeant vacancies, the new positions, and any additional vacancies created by the lieutenant promotions will be filled by June 2017.

The mayor of Chicago, the IG report noted, has been defiant, stating publicly, “we are not going to turn people over to ICE, and we are not going to check their immigration status. We will check for criminal background, but not for immigration status.”

“This is a big deal,” said Vaughan. “This OIG report is the clearest statement yet from the federal government that sanctuary policies like California’s and Chicago’s obstruct immigration enforcement and violate federal law.”

"According to a January 2016 Center for Immigration Studies report cited by Congress, there are over 300 sanctuary cities that refuse to comply with ICE detainers or are otherwise impeding information sharing with federal immigration officials. Congress has identified at least 140, and ICE reported there are at least 155.

“The DOJ is going to have to let them know that they need to either change their sanctuary policy or lose their funding, and if they try to have it both ways, they could face prosecution based on their false claim to the government,” Vaughan said.

“If these ten jurisdictions do not repeal their sanctuary policies to comply with this federal immigration law, they will not be eligible for Byrne-JAG and State Criminal Alien Assistance Program (SCAAP) law enforcement grants and could be subject to civil and criminal penalties,” Culberson said in a statement. “Under the new Department of Justice grant guidelines, these ten jurisdictions will now have to choose between receiving law enforcement grant money or protecting criminal illegal aliens. They can no longer do both. If these jurisdictions refuse to comply they could also be forced to repay every dollar they have received from these grant programs.”

Today's mainstream media is so shameful in its pursuit of an anti-police agenda without checking for facts..... like how they still consistently refer to the "unarmed" citizen in Ferguson, without ever mentioning that the United States Department of Justice conducted a very extensive witch-hunt into the incident, without ever finding any witches, and that just because the citizen was "unarmed," doesn't mean he did not try to kill the officer by reaching into the officer's vehicle, striking the officer with the force of a 250-plus-pound man, and then try to disarm said officer.

If the public only knew that the majority of the beefs are BS. There's one in my file for "inattention to duty" it was not sustained but the title of it makes it appear that we were incompetent. The silly beef was for missing seat belts in the rear seat of our car that we didn't notice at the beginning of our tour. Cops were driving the same car for two months but finally someone noticed it, reported it, and we were last to drive it so it's on us. Dumb. Also got a beef with the same title because the cook county jail found 1 small joint of weed in our bad guys ass. Beef automatically initiated on us even though we are not allowed to strip search and would have no reason to anyway. Unfounded but Dumb. Both these are in my file and when the media sees the title of it they say "wow bad cop" but if they read the file they would see how silly it really is, but they won't cause they don't care about the truth. The truth doesn't make a good story.

Fact checking takes effort, unless the fact goes against the complainant.
It's always been about making the complaint and shitcanning it for a statistic. Very, very few are actually proven, so few that they will not publish this fact, or the fact how many complaints are absolutely false and what demographic makes them, over and over again.
FOP was overruled by a Democrat appointed judge, no contest. FOP has facts and figures and even if they did publish the CR stats, the Media would never accept it.
Notice the white populated areas rarely file complaints, but these areas were made vulnerable to transient criminals, with the least amount police presence. The design of a police flooded inner city seems like a disastrous political tactic. Now it's out of control with no common sense solution.
Blame the evil police is the band aid.
More so, what is getting attention are the violent bigmouth liberal movements created by Democrats, supported by oBama-Hillary Clinton. The Anti-Police movement will take some time to fizzle out, as it did in the late 60-70's.

Wonder if the COPA will have enough folks to handle the tidal wave of new complaints after, and you know he will, Rahm Emanuel to begin his barrage of media public service announcements ($$$$ budget already exists) to get those folks to file complaints.
Surely they will hire all and more than they need to accomplish the mass complaints, production-line style. Stamp that file [SUSTAINED]. There will be a lot more bullshit coming within the next three weeks.

There's only one way to avoid being subject to this Program...

I stopped watching ABC-TV 7 a long time ago. I think they are more concerned about how they look, than reporting the News.

If they all go to the same plastic surgeon, I can see why he has bought two Rolls-Royces over the years.

When you're old, you're old. They should stop "trying to be hip" especially reporting "entertainment" when they are over 60. There is enough plastic in them to make a whole set of Tupperware.

It is open season on CPD. Anybody can view unfounded, not sustained, exonerated complaints going back to the democratic convention of 1968. I say have at. It is in the spirit that they where obtained by those that do not want to obey the law. Pure vindictiveness by the miscreants that refuse to be law abiding. NEW MANDATED TRAINING AT THE POLICE ACADEMY - BODY CAMERA AND USE OF FIREARM/DEADLY FORCE.

When confronted by a person with a gun you SHALL do the following:

1. Face the person with the gun.

2. Direct your body camera at the person. Stand very still.

3. Try to have your camera capture the person shooting at you.

4. Do not duck or turn away or the camera will not get the best shot.

5. After the suspect fires several shots at you, shout DROP THE GUN! several times as loud as you can. Use every non-lethal tool available before drawing your gun. Start with Pepper Spray, then go to your Taser. Work your way up the Force Ladder, always pausing to allow enough time for the suspect to surrender before taking the next step. If that doesn't work, throw your baton at as a last resort, try to shoot the gun out of his hand. If the suspect doesn’t stop shooting and apologize you may try a well-placed non-fatal shot to the leg. Should your shot accidentally kill the person there is a problem.

6. If you are still alive at this point call your attorney. Call your bank and refinance your home to pay the fees.

7. Keep in mind that you will never be promoted. You will be investigated by the attorney general, the FBI, local district attorney’s office and The Civil Rights
Division of the Federal Government and other tax supported people. The ACLU, NAACP, BLM, the press, Sharpton and the very Reverend Jackson will comment and say you are a very bad person and all police need retraining.

8. Do not expect an invitation to the White House for a beer.

9. If allowed to remain on the job during the minimum two year investigation you will be assigned to a desk or cleaning the restrooms at the station.

10. While waiting for trial, be sure to respond slowly to calls for help and assistance, back off at the first sign of trouble, do not stop obvious gang members or any minority person (all persons are a minority in this country), do not initiate any action on your own, pretend that you are blind if necessary, never remove your gun from the holster and always be very nice to those under the age of 18 no matter what physical threat or verbal abuse you may be subject to.

11. Remember, everything will be released to the press. You will receive hate mail at your home and for the safety of your family you must move them (preferably out of state) pending your trial.

12. If fired, consider becoming trans-gendered and registering as a Democrat.

the package back with a note demanding "more" in our

And we sent it right back...
They whistled us in for a statement.

And...

"So you admit hitting the complainant?"

We admitted it and related we'd hit him
in a similar fashion if the same situation ever
again presented itself.

OPS investigator said:
😳 "Let me go talk to my supervisor!"
20 minutes later the supervisor comes in
and says we're free to go with a finding of
"Not Sustained."

"Sorry. We're under orders to not "Unfound"
anything..."

Yeah...
Don't want to generate plausible evidence that the
client base is full of shit.

As I recall from Labor Law, you can't sue your own local for not fighting for your CBA rights.

You need to report them to the International Body and request a Trustee Takeover where they Fire every elected officer and E board member during the Emergency. And you need to file a Labor Board Complaint against the union first, outlining all the graft and harassment and "obviously not working for the membership so they can get a Cush spot for them or their kid when they leave office"

On all those millions of documents over all those years I wonder if anyone else will see the same thing I did.

When I was working, I sat on Complaint Review Panels, as a Patrolman, then Sergeant and as a Lieutenant.

There was a particular O.P.S. investigator, Thornton S----- O.P.S. 52 who wrote investigations that were SUSTAINED. I every CR investigation that I read of his he gather and document facts that would lead one to believe the case should be NOT SUSTAINED, or even EXONERATED. BWTF he sustained them. This lead me to believe there may be racial or clout motivation to his Findings and Recommendations.

More important than anything was that no one in the Chain of Command was actually reading those reports.
