Special Ed's Memo
- The Chicago Police Department, pressured by a U.S. Justice Department investigation and public outrage over police misconduct, has unveiled proposed policy changes aimed at cutting down on the kinds of controversial uses of force that have plagued the city.
The draft policies released Friday would further limit when officers can shoot fleeing people, restrict the number of times officers can Taser arrestees and compel officers to use the lightest force possible in any situation. The draft rules would expand on guidelines now in effect, some of which are comparatively vague.
- The Chicago Police Department for the first time will seek the public’s input on proposed changes to how officers use force — proposals that already are worrying some cops, such as restrictions on when to draw a weapon.
“We’re going to use less-lethal alternatives as much as we can,” police Supt. Eddie Johnson said at a news conference Friday.
All on a Friday afternoon....of a holiday weekend. Is this Department completely predictable or what?
Then you had Special Ed's "memo" outlining what was to come:
Then you had Special Ed's "memo" outlining what was to come:
- Let me be very clear, I understand the concerns you may have regarding use of force encounters. I have worked the very same streets as you. I understand the challenges and the scrutiny under which we operate. These policies were drafted to clarify response options that can be used while making split second decisions and contain information, most of which should already be familiar to you.
Really Ed? When was the last time you actually worked these streets? Three years ago? Five years ago? Ten years ago? Let's face reality here - you haven't worked these streets. It's changed Ed. We know what we did decades ago and we're pretty sure we know what you did decades ago, and it ain't happening now. So you haven't worked diddly-squat Ed. You're a politician now.
What worries us is that last sentence:
What worries us is that last sentence:
- These policies were drafted to clarify response options that can be used while making split second decisions....
So you're going to take a relatively simple Order....and complicate it? You admit that these are "split second decisions" but your brain trust is going to add more information. Golly, won't that result in more hesitation? More second guessing? More coppers getting hurt and (God forbid) possibly killed?
Some other highlights from Special Ed:
Some other highlights from Special Ed:
- Sanctity of life – In all aspects of their conduct, Department members will act with the foremost regard for human life and safety of all persons involved. This includes the requirement that officers comport themselves in a manner that conveys the gravity of any use of force, offering medical aid to those injured in use of force incidents, and intervening and reporting on a subject’s behalf when observing force being used in violation of Department policy.
Sanctity of life? What, the "preservation of life" policy was too godless? "Comport themselves"? So no high-fives and touchdown dances? Already there. Summoning medical help? We do that. "...intervening...on a subject's behalf when observing force being used in violation of Department policy." So....officers have to tackle another officer using what they determine to be inappropriate force? Or shooting other coppers now? What two-bit lawyer wrote this crap?
- Ethical behavior - The Department remains committed to prohibiting and preventing the use of unwarranted or excessive physical force and expects its members to demonstrate the highest degree of ethical behavior and professional conduct at all times. Officers will engage the public with professionalism and respect the dignity of every person in carrying out their law enforcement duties, while ensuring that gender, race, ethnicity, or any other protected characteristic does not influence any decision on the use of force.
More about that pesky "ethics" from a guy who covered up a cheating scandal involving his betrothed and the wives/girlfriends/side pieces of how many bosses? And has anyone asked that copper in 015 if "race" played any role in her decision to take a beating rather than shooting the felon beating her unconscious?
- Use of Force – While the legal standard remains that an officer's use of force must be objectively reasonable, necessary, and proportional to the threat faced by the officer, the new Department policy is more demanding than the law requires. Department members will now be expected to use the least amount of force necessary based on the totality of the circumstances and will only resort to physical force when no reasonably effective alternative appears to exist
So forget existing law and court decisions. You will be fired for a policy violation committed in a "split second" decision that you have almost no control over - the actions of another person. You know what a "reasonably effective alternative" would seem to be? Roll slow and/or retreat from confrontation. Brilliant.
- Deadly Force – The use of deadly force (which now also includes striking a subject's head with an impact weapon or into a hard, fixed object) is only authorized to prevent an immediate threat of death or great bodily harm posed to officers or another person. The draft policy generally prohibits officers from firing into crowds, into buildings or through doors and windows, and at or into a moving vehicle, except in extraordinary circumstances. Additionally, officers may only draw and display their firearms when there is reasonable belief that such action is necessary for the officer’s safety or the safety of others.
You mean like if an officer is being strangled (threat of death or GBH), head stunning is authorized? We know of an officer who'd like to hear that one again. As for the firing into crowds, unseen targets, etc, no shit there Ed. As for the "draw and display," it seems someone has forgotten the "act, react" scenarios. Tactically, you act far faster than an opponent can react. Having your weapon handy cuts down on the reaction time and enables officers to more easily save their life, their partner's life and an innocent bystander's life.
Then it goes into "de-escalation," the new buzz-word that is going to get officers maimed and killed. It's a pile of crap and pretty much an order to avoid contact with the public, an end to proactive police work, slow roll to jobs, and retreat in the face of resistance. Dumb dumb dumb.

I've seen this crap affect a street stop after shots fired and the bad guy stopped was not cuffed or patted down....then he flees with the gun, ditches it and gets tazered.....charges: reckless and resisting......wtf. If I quit and get a ccl, am I tarnished for life if I shoot an offender because I was a police officer? Is ten years enough to receive a retird star and be able to carry nationwide?
55 grains? lighter than a taser? or a baton? Yep Sarge, went with the lightest use of force I could and still save the lives of myself, my partner, and the innocent bystanders...
Deplorables
These general rules have been in effect in Great Britain for many decades. They work and they save lives. In fact, they are the very essence of fetal.
I can proudly say I'm detailed to unit 376 for the next 12 months due to an injury which will carry me into my 20th year. Then I'm done.
If the good citizens in the hood and the rest of the city thought the police were not being pro-active due to the Ferguson Effect, they ain't seen nothing yet after cops finish digesting this order.
The pols and the activists are going to give this city the police force they always thought the public deserved.
How much more "Done" can this job be? We've all said numerous times over the last year "the job is done" Just when you think it's totally done and buried they bury it even more. Except now they dug it up and buried it at sea where it will never be found. Cops are going to get hurt. The politicians want the police to go out there and stop all the violence but if they make any mistakes they will hang the poor cop. It will always be the lowly street cop that gets hurt the worst and blamed for everything. No one should ever go to an award ceremony again with these people that will throw you under the bus while they sit inside physically and financially safe.
What about if you've been accused of cheating on a police lieutenant exam ed?
Why should any officer pay attention or respect a superintendent who is under investigation for corruption?
This guy and the current command staff is a joke on top of a joke.
For the civilians who want to know more about the exam scandal just go to DNAInfo and look up reporter Konkel's articles all about it.
Next special Ed will let police only carry water pistols. This way you can't hurt the criminals.
Go ahead, hard chargers....go get 'em. See what happens next. Wait til Foxx gets in office. She'll prosecute you after you get launched.
"Department members will now be expected to use the least amount of force necessary based on the totality of the circumstances and will only resort to physical force when no reasonably effective alternative appears to exist."
Officer, why didn't you retreat or run away?
Give then what they want. They 700 homicides was an increase. I smell 1000 for 2017. We need to only be report writers!
And as witnessed by all, restrictions on officers only allows them the opportunity to kill each other in much greater numbers... which i'm all for.
How many officers have been killed in the last week?
Someone with legal knowledge please chime in, but...
Federal consent decrees are basically (coerced) agreements between the US executive and other entities.
Does the President have the power to simply vacate these agreements, and free the hands of state and local police agencies?
That would make all the Communist front groups have to go through the legal wrangling all over again, with a much lower chance of success with a hostile public and Congress. It would be glorious.
Fuck off, I'm done with these spineless sellout pussies. Fuck all of you..
Written by lawyers,, many of them current officers who should get their ass out of the law unit and legal affairs and work cars on third watch in 011 007. 006 005 for a few months
As for public comments--they should be good fun reading from ray-ray, pookie and the limousine liberals
Evidently, Deputy Chief Steve Caluris is one of the authors. I remember when he was a UIC officer just waiting to get hired by the CPD. This person was a hard charging officer who frequently rolled on hot calls in the old 12th Dist & when ISP would need an assist. Sorry to see that he's now part of Eddie's gold star Buffon Brigade after his adapting mccompost to the CPD.
And SCC, you're absolutely correct to ask how Eddie can use the word "ethics" in any official document or statement while the stench of the Lie-tenants exam permeates 35th & Michigan.
Retired .38 spl +P
As a sworn police officer in the State of Illinois I have no duty to retreat under the ILCS, department directives be damned.
Demented Ed hasn't worked the streets in 10+ years and this order was written by attorneys plain and simple, officers should just lawyer up from this point forward, you have a 5th amendment right so invoke it!!!!
The phrase “sanctity of life” reflects the belief that, because people are made in God’s image (Genesis 1:26–27), human life has an inherently sacred attribute that should be protected and respected at all times. While God gave humanity the authority to kill and eat other forms of life (Genesis 9:3), the murdering of other human beings is expressly forbidden, with the penalty being death (Genesis 9:6).
Hold the liberal presses... sanctity of life requires the death penalty. It is in the Bible. Illinois does not have the death penalty. Therefore, it lacks sanctity.
Basically , you need to get off the street into a spot away from the criminals or live like you have zero job security . Anyone pushing a beat car who takes out a loan of any kind and doesn't have employable skills beyond law enforcement is nuts . I predict that it will soon be difficult to find a beat officer with more than 5 years on the job and when you do they will in no way resemble a good policeman of even five years ago .
Here is where you said it : * un-fucking-fucking-believable *
There is a song to your lyrics.
Combine all this with the diminishing of our benefits and I must ask why anyone would want this job nowadays.
Officer safety is no longer paramount.
Bottom line? Limit your interaction with the public and do the bare minimum. Understand that these bosses DO NOT have your back. STAY as FETAL as possible
I am a former CPD guy who works as a LEO on the federal side... On the federal side, you have to document everytime you draw any type of weapon as well as document in depth what led you to do so... I seen a couple of guys lose their jobs for doing dumb shit and draw their weapon for no reason necessary. Oh by the way, the weapon you carry as a fed, is a government weapon--- you do not own it. I give it 10 years and CPD will be the same. More control over your actions if it's their weapon.
Jesus, just pack some glitter in your ass and wait for a big fart.
Seems that's not disallowed. Explicitly anyways. Volunteers?
Work like a firefighter. Stay in the house (hole) until called. Then turn on all the lights, bells, horns and sirens. Drive at 20-25 mph to the assignment. Upon arrival stay close to the truck/ladder while the white shirts (LT, Capt, or Chief) determine a course of action. Obey orders. Go back to house (hole).
Anyone doing any more in Englewood or Fillmore is walking a 50 ft tightrope, on fire, without a net.
(To all CFD FF and Para-doctors : this was written with affection, humor and a little jealousy in mind.)
Really? And you want to be a Chicago Police Officer, why?
Get a domestic or burglary call, arrive with full sirens, watch offender run out the door, complete report, go home.
Sounds like a very reasonable memo about the use of force...................
if you live in Mayberry.
In Viet Rahm, it's kill or be killed.
1. Stop and Drop.
2. Comply or Die.
3. Shoot to Kill!
Give Order 1. Give Order 2. No compliance?
Execute Order 3.
So easy, a Caveman could do it.
There are NO Fifty Shades of "Use of Force".
"Do you believe in Jesus?"
That's all I know.
The "Use of Force" Memo?
Well, that's REAL stylish!
But being Stylish can get you killed in the streets.
Wait a minute...what?
Like G respected dude's life when he was stealing hubcaps in the Jewel parking lot at Roosevelt and Ashland. Lit dude up like swiss cheese. What happened to crime fighting Special Agent? Award? Promotion? Lunch with Hillary?
I read that damn thing 5 times and I still can't figure it out. It was fun being the police once
This department has busted loose from the mounting bolts that held it to reality, and is tumbling end-over-end through the void like a dangerous piece of space junk.
TALK talk TALK talk TALK. The tape loop in the command robot has jammed, and the metallic voice spews forth endless "directives" and "advisories" that no longer bear any relation to what one human with two hands could possibly accomplish.
We have been captured in the gravitational field of the Anti-Police tractor beam, and are being hauled inexorably and with ever-increasing speed out of our solar system and into the darkness.
The air is running out in here. Save yourselves if you can.
Neither Eddie Johnson nor the CPD are running this Dept or writing its policies. Control has been taken by City Hall, who is writing these policies and giving them to the CPD.
So let me get this straight. I'm suppose to let some piece of shit rip my scalp off, beat the fuck out of my face, and break my partners bones. Well sir FUCK YOU! Im blasting any asshole who brings it to me.

PO. Female
After a five minute roll call training you should be trained up.
See how easy that was??
Now go out there and go get'm!!!
Make sure you adhere to policy now, or you will fired. ;^). Ok babuy...
1 & 16.
And have you gone to the Dept's site and expressed your comments? Given scenarios where the policy fails?
WE all drive to and from work thru various neighborhoods of the city, some of which are similar or worse than roads in Baghdad. From time to time officers are victims of crimes while driving and it ahs been occurring more often these days.
May I suggest that officers purchase Dash Cams for their personal vehicle with sound to capture any assaults or incidents that they are victims of. Should you become a victim of road rage or a an armed robbery, this may be your ace in the hole to save you and your paycheck. The department and media will look to throw you under the bus and run over you, then back up over you to make sure they flatten you out.
Take a moment while on your route to work and imagine the possibilities that can happen. Now imagine if you had a video of any event to prove you were in the right and were a legitimate victim.
Nothing better than a video of a crime.
Stay safe and remain fetal.

I average pulling my weapon out in 010 and 011 3 times a shift ON DAYS!
Teens love to run a bit and pull on their pants like they have a gun.
Junkies on Roosevelt always reach under their car seats hiding everything from guns to heroin.
On 26 st the 2 lovely gangs who have been at war for decades seem to love carrying BB guns and pointing it at people!.
WHAT should i do special ED? May be special ED can make a video and show us how fast he is on the draw. I doubt he has stamina to actually chase anyone or climb a six foot fence.
Get out now before it's too late. Go somewhere else, anywhere. The City doesn't care about you and has thrown you to the wolves. Good luck.
Did Noble Ed cheat on his promotional tests too? Like his Noble GF Fenner?
It appears the 2 Officers in Palm Springs were attempting to De-Escalate and maybe had their weapons holstered.. It didn't work out that well as we know now.
Police work is dead!
Anything from fop on this?
What does he care? He and Nakia are safe at their desks.
And...I wonder what Special Ed and Swan Lake will do when the police deaths begin to pile up? Oops, my bad...not show up at the hospital-too busy catering to the know-it-alls.
This city is doomed.
--No Cop Here
Seems to me with each passing news conference regarding the Chicago Police Department, the media and the citizens have forgotten to ask 1 question. Superintendent is it true that you have members under your command and a significant other, that conspired with a former high ranking official in the department, to cheat on a test to gain access to a higher rank within the Chicago Police Department. If that did in fact occur, did you know that it was going on and what did you do about it when you found out? Do these cheaters/liars still maintain the rank that they did not rightfully gain?
So, if you and your partner stop a carload of "suspicious", (Reasonable Suspicion) young gangbangers, for say a blatant traffic offense, you and your partner should NOT have your weapons drawn? Since to believe that these fine young men, wearing color coordinated Gang Colors, cruising Da Hood, are probably searching for potential Good Deeds to perform. And to think of them as anything else is Racial Profiling. In addition to the traditional Life or Death, Shoot or Don't Shoot, the officer must now make a Purely Political Decision as well, all in a split second. So walk up to the vehicle smile, be polite and if they have their weapons drawn and shoot you as you approach the vehicle, you should take the shots with your weapon in its holster. When you think of it this way, it makes sense; the only people who would be upset are the family and colleagues of the deceased officers. No rioting, nobody's feelings hurt and it is much cheaper than shooting one of them. Remember, in a Democrat Party world, Perception is more important than Reality. A Cop's life has a set price, what the Feds give the survivors. Mookie or Flacko's life is priceless, the sky is the limit on what that is worth. So to avoid having to make this political decision: STAY FETAL! DISREGARD RAHM'S WILMETTE VALUES!Stop Nobody, and get a throw away phone! Baby"G"
"Deadly Force – The use of deadly force (which now also includes striking a subject's head with an impact weapon or into a hard, fixed object) is only authorized to prevent an immediate threat of death or great bodily harm posed to officers or another person."
This paragraph alone seems to clear the officer who gave a stun kick to the offender who was choking his partner while simultaneously attempting to hold back the hostile crowd. Has he been cleared...2,3,4, crickets.
So when bad guy won't show his hands and I point my gun at him, but in the end he has no weapon on him, who determines if I felt my life was in danger? I thought it used to be me.
New academy recruits will immediately be addressed as; Pussified Police Officers, hired to be a simple-minded, expendable empty uniform....
We'll said SCC. Very well said.
It's a shame the liberal mass of residents and politicians will never get this or understand this. Meanwhile they are still "outraged" by Trumps comments on a hot mic. Chicago truly is Bizzarro world.
This includes the requirement that officers comport themselves in a manner that conveys the gravity of any use of force
That means no giggling, and no twirling your gun over your head.
Fuck em. Just give them what they want.
These scumbag politicians better wake up and stop worrying about getting reelected over the long time well being of Chicago. What productive people or business will want to take root in Chicago with a restrictive and weak police force? The politicians want a casino but who will go there feeling unsafe? They continuely raise taxes on everything thing but how much will they collect when the tax base leaves? Who will want to apply for the police department under these terrible knee jerk restrictive rules? and then force residency on them too.
did they take it off the automated message system already? Can't find it.
huh? what changed?
No problem. I look forward to the new non-policing ways. Where's the Starbuck's?
Hear the gangbangers cheering and laughing
I'm beginning to believe Rahm and his minions in the CPD would rather bury you than have a copper shoot a felon. They could shed their alligator tears at the funeral and act concerned with the widow / widower and move on. No more media rants about how coppers "act stupidly", no more million dollar ghetto lottery payouts, etc. Sad. The uncontrolled criminal behavior is now the norm.
Law-abiding civilians should be very concerned about this policy. Guaranteed to allow the ghetto mentality and criminal norm to soon spread into your neighborhood faster than it is now. Lock and load and defend yourself and your property because the CPD is being strangled by its own.
Now, Special Ed, make sure the criminals get a copy of your use of force orders and tell them if they don't comply, they will be shot!
(Then the Police Officer will be raked through the coals, tried publicly, his family will receive death threats, and then he will be fired. And Chicago can pay millions to the criminals family.)
Stay safe Officers, what a cluster.
J.J.
I'm just a VIN generator. Your pumpkin head deluxe, GSW, CSA, is brought to you by granny Clampett, BLM, and special Ed. Here's some gauze and a bandaid. Enjoy.
Why respond to his call. They will ignore you anyway and adopt policies that will only contradict state and case law. We are led by corrupt failure.
This city is a "sanctuary city". A sanctuary city for aggressors and offenders. Time to move.
How come the teachers always get what they want, oh ya they can strike and they stick together

Love how the academy rats and 35th street douches can talk about training and police work to people on the street. How do you look at your face in the mirror every morning. smh
Can I cry NOW....Jeeez Loueese, are we SCREWED or WHAT.....
FOP needs to take some lessons from CTU, they seem to know how to stick it in Rahms ass. He continues to try to screw CTU and they stick it to him each time.
As an aside: Rumor has it that the P.O. in 15 Did not make that statement to the Sup.
She told friends she couldn't get to her weapon to shoot that savage because she was knocked silly in
the first moments of the altercation. I don't know if this is true , but it could be a plausible explanation.
At any rate I Hope and Pray for a speedy recovery for the injured P.O.
This sort of reminds me, no, it does remind of the movie "Judge Dread" with Wesley Snipes and Sly Stallone. When the computer tells the officer what to do when presented to a scenario. "Forcefully tell the subject to drop his weapon!"
Thanks for making this profession a complete joke Special ED (I've worked these streets) and the tiny clown Rhambo.
When special Ed gets to the Pearly Gates, St Peter will simple tell him, "Get the fuck out of here Ed, you're not worthy!"
I've got six more years and in that time period, I and partner well be doing nothing but de-escalating from the time we arrive at work to the end of the tour. Fuck Chicago and the politics.

No, police work is not dead. There are plenty of young officers in busy districts like 011, 010, 015, 025, 007, etc. who are still out there making street stops, traffic stops, etc. I can not even tell you how many times these kids get into foot chases and vehicle pursuits. They think this is a game while us older veterans know it is not. Yet, when you counsel some of them, they act like they are superstars and you are a dog.
This order was NOT written by Legal Affairs. This is the work of granny clampett, the department of justice, and the ACLU.

Why are we paying a union due?
Ah, the J-FLED protocol.
I'm very confused. I keep reading where the Mayor and Fathead want us to get more aggressive and proactive by doing more street stops, meaning ESCALATE things. Only to within seconds DE ESCALATE. Confusing at best
I noticed that is not a department violation if you get shot and killed by a bad guy
12:33 AM
Fillmore and Englewood ain't Trafalgar Square, you bloomin' idiot.
Great job Ed you sell out. I hope you and every Chicago politician enjoys the climbing homicide totals every year. I hope you can live with yourself knowing that your actions and the actions of these politicans are going to get officers hurt and killed and have made the citizens of Chicago less safe. Also, great job on releasing this use of force right after an officer was almost beaten to death because of all the garbage you have put officers through when they need to make split second decisions and not wanting to lose their job.
Can we refer to the DOJ as the DOOJ from now on, department of Obama's justice.
Can't think of anything you didn't already say. Well put. Fuck this piece of shit superintendent who forgot how to be the police the second he got that fancy new title. If the use of force changes in the ways they are proposing, which I'm sure it will, if not even worse after the public's input, we should all adopt a new tactic of retreating from every situation until it's safe or everyone is dead. Why should we put our lives and careers and freedom on the line to protect anyone from a violent offender if every action we take beyond saying "pretty please be nice and don't hurt me" will be considered excessive force? Are there people armed with guns who will drop that gun at the very sight of a police officer? Yes. Are there people who would drop it if asked nicely? Sure. Are there people who would drop it if you point a gun at them and demand that they drop it? Yep. Are there people who will drop it if you use a taser or pepper spray? Maybe. But then there are those who won't drop that gun no matter what you say or do. There are those who want to shoot the police or other innocent people. What happens when we say pretty please to that person? How are we to know which type of person we're dealing with on any particular day in any particular situation? WE DON'T AND WE CAN'T! THAT is why the use of force policy allows us to use deadly force when presented with deadly force. THAT is why we can't use the least amount of force and gradually work our way up to whatever ends up being effective. We don't have the time or the luxury of waiting to see if that particular guy feels like shooting on that day in that situation. Using a taser on a guy with a knife could get you stabbed. Using an asp on a guy with a baseball bat can get your skull bashed in. We can't realistically use less force than is legally allowed without unnecessarily endangering ourselves and others. This won't end policing as we know it for everyone. There will still be those poor bastards who do what's right and legal, but get fired, indicted, and imprisoned due to stupid policies. Then there will be those injured and killed trying to follow these new policies. We already have that. It will only get worse. This is absolutely ridiculous and completely unsafe for the police and law-abiding citizens who we're supposed to protect. Get your concealed carry permits and shoot your attackers yourselves. We aren't allowed to help you as we once were. You have more power to use deadly force than we do now. FUCK YOU EDDIE!
As a side note this department can no longer fire anyone for being a coward they can just call it as retreating per department directive
Fucking Ramn is pandering so hard that he can't think of the consequences of his actions or doesn't give a fuck because he doesn't plan on being in this city in the future. I'll go with the lather.
I notice the teachers union have him by the nuts. Squeeze them tighter. We talk tough on this blog but let Rahm and his minions( phater faker, fat Ed, BLM, All exempts, FOP, Etc.) ride rough shod over us. No leadership for the blue shirts. Just suck it up and take it. Retirees voted Angelo in and what has he done for you. Is he fighting for your health care benefits that the city wants to do away with. No they just say get Obama care.
Should inform the membership about the Clinton Krislov law firm moving ahead with law suit against the city to retain lifetime benefits as promised by the city to all hires. I'm sure the membership would like to know. I,m sure the law firm would like some cash as these law suits are not cheap.
Quit working all special employment. It should be done. Make do without it. Let them use the money to give you a raise and new cars without borrowing. Also hire more police. Since we will now need two man cars to back up two man cars on every call. I could go on but why should I. We are so fucked.
As a sworn police officer in the State of Illinois I have no duty to retreat under the ILCS, department directives be damned.

You willing to bet your house, car and bank accounts on that? You might win in criminal court but one of the elements for punitive damages is a wanton disregard for department directives. I've had to sit at the defendants table in the Dirksen Building and the punitive requests had already been dismissed....I can't imagine the pucker factor if the punitive damages were still on the table.
At this point, stay safe and go home to your family. Until we get a mayor who will stand up for us, do nothing proactive. respond to your calls, write your paper and stay out of the trick bag Rham has made for us.
The Price is Righter said,

There is a big difference between duties of a special agent and a street officer but I appreciate your insight. I assume you were fully trained in the use of force policy by your agency. This is a new policy and the department's training for officers on the street is horrible and somewhat non-existent. They rely on a 5 minute roll call video or a training bulletin. Legal affairs never includes the academy staff in training so recruits receive the bare minimum with any policy changes. The training for the ISR consisted of 50 officers in a room and could not ask questions. Look at the results; stops are down by 80%. The current de-escalation class will take years before they reach all officers. Yet I assume the new use of force policy will start in January without advanced training. Like I said, there is a big difference between a federal agency and the CPD.
The best thing to do today is be a R.O.D.! Retired On Duty!
The only difference between showing up to the station and be retired is getting up in the morning!
Once at station I do only what is necessary for me and NOT the city!
This city and police dept. made me this way!

>>>These general rules have been in effect in Great Britain for many decades. They work and they save lives. In fact, they are the very essence of fetal.
10/11/2016 12:33:00 AM<<<
Look troll where did you get your ideas from, Benny Hill, Monty Python, movies from the 30's and 40's.
Those rules only worked in GB because if someone did beat a cop they went away to a harsh jail for a very long time. Firearms were scares and British cops were not fetal about using their truncheons if it became necessary. Brits can now not defend their homes from intruders and must go out the back door if a home invader comes in the front.
Gone are those good old days. GB is becoming a cesspool of crime thanks to European Union immigration and more British cops are being armed.
"The Chicago Police Department, pressured by a U.S. Justice Department investigation and public outrage over police misconduct..."
— Obama's DOJ, the same that influenced and colluded with the illegal and intentional Clinton private server and government email detietions? Is this the same DOJ that has done nothing but put more criminals on the streets? The same DOJ that is ignoring the community violence and allowing crime to go unchecked and unpunished ?
The DOJ is no longer a credible institution under the current Administration. It will get even worse under Clinton.
– Lyin' Phathead Special Ed spouting how he worked the same streets like us??? What a fvcking joke. Who amongst us believes that phat lie? Certainly someone here has some stories and those gifted spots Ol' Eddie had occupied. Let's here them.
What would happen if a "hot mike" recorded some of the bullshit actions being demanded at roll calls by these politically aspirated two-faced big mouth Merit hacks?
Stay Fetal - Don't risk your family, house, career for jag-bags that subscribe to this type of bullshit being promoted by the WH folks in the know.
Old Retired Guy Here Again !!! Please Indulge Me A Moment, With A "Good Old Day's Story. At one time, it was considered a very common practice to have your "Revolver" at the "Ready" position. Thank God, I never had to shoot anyone, in my 33yr. career. Certainly I was, as most of us,confronted with the situation where, Use Of Deadly Force, would have fit into the State Statute, and CPD use of Deadly Force. Having My Revolver at the "Ready" position, and God's Grace brought me through.
PS: Maybe the new motto of the CPD should be: "Oh No, We Are No Longer Expected To Be The "Police", We are just a "Police Monitor" ! We only let you know, when you need the Police.
Avoid as.much interaction with the public as possible and avoid doing any proactive police work. That right there will make you a lot safer and will limit putting yourself in a use of force situation.
Give the citizens the non aggressive, hands off police department they are demanding !!!!!!
It is over. It really is. If you are still proactive then you are dumber than a box of rocks.
The hamburglar is at the healm, Gota love it ret wagonner, proud to be.
Written by lawyers,, many of them current officers who should get their ass out of the law unit and legal affairs and work cars on third watch in 011 007. 006 005 for a few months
As for public comments--they should be good fun reading from ray-ray, pookie and the limousine liberals
----
I couldn't agree more with your comment. Let's get those cops playing nurses at HQ back on the streets too! Stat! We need their help! Let's get this done, Rahm!
You guys need to stop ragging Johnson out here. I have read the entire 41 page report, and there is nothing really new in it, except for minimizing the number of times you can taze a subject. it should also be noted that the chokehold (long forbidden) is included as a deadly force option (meaning, if you're in fear of being killed, beaten unconscious or disarmed, which could directly lead to your death). You just have to be able to adequately explain whatever force you use
to gain control of a combative subject or an assailant. Stop the hysterics.
It appears the 2 Officers in Palm Springs were attempting to De-Escalate and maybe had their weapons holstered.. It didn't work out that well as we know now
Those officers were assassinated when they arrived on the scene; they never had the opportunity to de-escalate anything. There is a difference.

As a sworn police officer in the State of Illinois I have no duty to retreat under the ILCS, department directives be damned.
10/11/2016 01:19:00 AM
You are not thinking clearly. You might get away with this attitude and be able to retire, but the odds will be against you. The writing is on the wall, my friend. The department will not back you and will fire you if the fallout from your actions is great enough. They will fire you for violating department rules, not state law. It is coming . Be carefull. If you think that the union will save you or an appeal to the courts will reverse the decision, you might be in an uphill battle. I have seen cops who were wrongly accused of acts get fired and the decision upheld by the circuit courts. If they want your head they will get it.
I don't know anyone who has ever seen Caluris run out on any hot calls in more than 20 years. Whatever proactive actions you've 'witnessed' Steve do must have occurred many decades ago...All he's known for now is taking up space in the exempt food chain.
Minimum force? Ok, just shoot the gun pointing thugs once but make it count. Make it just a single head shot. Practice until you can do that and save both your life and your job.
what does the middle class African American say about this, not gonna effect me, good luck keeping your kids safe.
Squad hold me down doing a park check for the tour.
Citizen here's your report have a great day.
Is there any way for you to appeal directly to homeowners and biz owners with this? You'll get nowhere with the politicians, obviously, and the media doesn't give a damn because it is so leftist, but I really cannot imagine that people paying exhorbitant amounts in taxes will be pleased that the protection they think they are paying for is getting its hands tied behind its back. These moronic policies are leaving decent, law abiding people all over Chicago wide open to being preyed upon by thugs. I don't think they are getting the full story on it either or understand the scope of how bad it is because the venues that SHOULD be exposing it (the media) are in total collusion with the lousy politicians and "community."
I doubt the FOP will do much (it seems to pretty much roll over and take whatever is dished to it), but is there any way that enough concerned LEOs could pool resources and buy some ad time, something, ANYTHING, to get word out about this nonsense and get people enraged about it? How about volunteering to speak abotu the problems at biz organization meetings, the VFW, the Am. Legion, etc. You need a direct appeal to the public. Pitchforks need to come out, and soon, before the city slides any further into the abyss.
Dear command staff since Jan 2016 I've written 1 Parker and that was so they can't say I'm not being proactive. Im actually in a better mood since Jan I wave at the people and I drive cautiously thank you.
I worked until the day I retired at age 60. That was 9 years ago and things were different then including Special Ed. He had been a sergeant then in Area 4 and was a good boss. Things change, the job and obviously Special Ed. The was this job is now, get out when you have 20 years and 50 years of age. The city don't care about you or us retired guys. They took away our health insurance by the end of the year, even though when I came on they said they would pay it for life. The job was always political but now it's past that. Pandering to the people we all had problems with to the point of "Having your back" now means with a knife in it. Stay safe and wear blinders until you can retire guys and gals.
Can't be said enough.
STAY FETAL!
Officer that was stripped should sue special Ed , he used necessary force to protect his partner from deadly force . Remember choke hold is deadly force , works both ways special Ed , when police officers are on the receiving end .
He stripped officer on orders from a young punk community activist .
FOP , get a lawyer for him.
He could not even ride the short bus , was he merit all the way .
Cline , Hillard , Weiss and McCarthy had brains and knew the laws , department policy .
It's quite simple. If an offender runs, it's unfortunate that he might outrun you. If an offender struggles with you, it's unfortunate that you would sustain an injury while he gets away. Unfortunately, these unfortunate things can happen. Lately, I'm feeling somewhat unfortunate.
Is it not absolutely mind blowing that the streets are borderline out of control with gun toting hoodlums at a time when the cities homicide rate is spinning out of control and the department wants us out on the street using butterfly kisses and unicorn piss to aid us in taking active resisters into custody. In the rare instance that I've gotta wrestle somebody into handcuffs, I will continue to do what I need to do in order to get home safely at the end of my tour. Or maybe if I'm challenged by a potential arrestee I'll just throw up my hands and " de escalate " the situation by walking away and going to lunch.
SO if lethal force is justified the least amount of force would be shoot to paralyze?
I have seen officers barely hit a paper target at the range.
I guess i better create alot of space on traffic stops?
Somebody for GODS sake help special ED he is in the running to surpass JODY WEIS as most ass-hat supe ever.

The tone of an organization is set at the top. Lots of lying and cheating at the top in the made up promotional processes. The lowly blue shirts will be sacrificed by those at top to elevate the ethical status and public image of those liars and cheaters on the top. All while commanding a sinking ship raking in those corporate sized salaries!
How can we take the department of justice (or injustice) seriously when they cannot adequately investigate a certain political candidate who has committed so many obvious criminal acts and illegal violations regarding national security? Lots of criminal acts, ethical violations, tax avoidance schemes, financial crimes and contract collusion by elected officials in this city. Makes you wonder if C.P.D. is their one and only target to assume total control over. Maybe the city's elected officials mirror the standards of acceptable conduct just like those in the DOJ organization?
Since he "has worked the same streets" as us, it can be deduced that he therefore supports these new policies. Since he is "our" leader, he wouldn't dare support policies that would jeopardize our safety...would he????
Look at "Hicks Law," A very important concept, especially in a "split second" tactical decision incident.
https://en.wikipedia.org/wiki/Hick%27s_law
Fuck em. Abolish the police. Thats basically whats been done with his new policy. Dont get hurt boys and girls .stay safe. That's fine. You follow ILCS and get fired. You probably suck as a P.O. anyway. Listen, if you don't follow department directives, which are clearly telling you to have minimal contact with our good citizens, you will be fired. So, have minimal contact and have a long career or inject yourself into nonsense and ruin your chance for the same. Remember, you get fired, no pension. You get fired from CPD you will never be hired in a law enforcement position anywhere, ever. Your family will suffer severe financial and emotional burdens. This will all occur because, damn it, you followed the ILCS. Ask yourself a couple of questions; Is it worth it to be subjected to the severe sanctions you will surely face if you disregard these forthcoming directives? Is it worth it to allow yourself to get caught up emotionally in a situation where you lose your cool and react in a manner that clearly displays the fact that you have lost control of your actions? Is it worth it to swiftly respond to a situation where your assistance, in most cases, is clearly not wanted? Advice: protect yourself in every way. Think about this; would you give it your all in a game such as baseball, football, any other competition, if you were made aware before the contest that you have already lost the game? Didn't think so. You would play the game in a manner that ensured your safety and move on. Do the same here at work.

You're right. You cannot be criminally charged by the State of Illinois, but you WILL be fired by the City of Chicago.
Now go get that Reckless Conduct for running into traffic, causing cars to swerve!!!
I'm close to leaving this city for a new job outside of Law enforcement. Can't wait to leave this place behind me.
Sadly I still hear too many people doing proactive work on the radio. Some will never learn.
Hopefully the violent criminals will give us a few extra seconds to sort through all the possible scenarios of what action to take before we act.

Do you ever go away?!! Nobody gives a fuck if you're a fed & I doubt if many give a shit about the feds period! How about you jump from a plane without a parachute
Question? With the dangerous and confusing order out will a cop be on the hook for cowardice? It sure sounds like that's what the brain trust prefers. If we don't engage cause of fear of violating the order what happens? I guess we have to be perfect in split seconds. There's so much to think about now from whether or not we can stop someone. Whether or not we can pat them down, search the car, etc. etc. Now we have to go through the use of force order in our heads too within fractions of a second. I guess it's best to just go to the jobs and eliminate some of the danger and confusion. Sad

The officer involved was highly trained in recognizing the behavior of those on drugs, and even the two guys in the helicopter above could spot that something was wrong with him...
Won't listen to anyone, walking forwards, backwards, sideways, reaching back into the vehicle...
Didn't know protecting your life with appropriate force authorized in the use of force paradigm was ..."controversial". My bad.
I guess ass clowns can't make the connection that we deal with individuals who kill each other with savage recklessness with no regard for human life to the tune of 500 plus murders (so far) not including over 1000 people shot not including people stabbed or seriously maimed....
And it's our job to catch these violent people ?? With what exactly? De-escalation dribble...
Maybe special Ed should send out a memo to the shit heads. Seems like they're the ones who need to 'De-escalate' and to better resolve their conflicts.
Who cares how many homicides the city racks up. They won't be where we live.

Here's a lesson for you. The CTU can go on strike we can't. Too much college and not enough street smarts anymore.
Such policies will work if police operate in an environment where guns are illegal except in the hands of law enforcers. Then when the police encounter anyone carrying a gun, police are automatically empowered to use force.
Perhaps society needs to consider the all parties: the police, Politicians and public have inputs to the public's safety.

Is ten years enough to receive a retird star and be able to carry nationwide?
You don't get to carry nationwide automatically. Federal law is trumped by state law... it even says so in the federal dtatute. So, if the state law has restrictions, and many do, you're subject to them even being a retired LEO.

Great Britain doesn't have as many lawless "community" members as we do.
They've also got far less guns floating around their country than we do also.
What I find interesting is new use of force police of only being able to 'ride the lightning 3 times" then you need to find another use of force option. Next up on the list is canine, which is most likely not available in the course of a fight. Next up option is my GUN. So, if the taser shows 3 zaps, and bad guy is not compliant, and I shoot him, it's got to be justified, because that is the next option up that is available, right??
Let's carry cap guns. At least when the gun goes pop pop pop the subject will stop because he's afraid he might get shot.

Ummm, that chokehold that scc mentioned and you speak of was being performed on an officer by an offender.
Not the other way around.

Only 88 sergeants approved in the 2017 budget. So those of you expecting the Justice department to recommend 200...to bad.

$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$
Doesn't mean that the DOJ isn't going to recommend more Sgts.
Just means at this point, Rham has no intention of promoting more.
lift the residency rule. I would like to move my kids to a city that is safe for my kids. I don't want them living with the Rahm's "everything about the kids" kids.
Someone commented on the old saying of having your revolver at " the ready position". Yes, truth in that. Back in the 70's when 10-12 coppers were killed every year, we worked alone at night. I did traffic stops and when I approached the car I had my snub nose in my right hand, covered by my ticket book in my left hand.I guess that would be considered excessive force these days. I am sorry and sad at what policing has become along with these idiots who latch onto the false narrative and protest the national anthem. There are better ways to advance your cause.

am a former CPD guy who works as a LEO on the federal side...
--
interesting, but unless you are DEA when the hell would a fed pull his weapon? CPD can possibly do it on every traffic stop, so it wouldn;t work here
I kind of doubt you are dealing with the commernity on a regular basis - no offense meant

OT: if you are on disability, be very careful of doing anything physical at all. I mean don't even carry groceries from your car to your house. They are filming and going after everyone. They just caught two P.O.'so with alleged injuries and are not only pulling their disability, looking into criminal charges. This is all stemming after several officers in New York were caught bad on disability. Feds are now involved because of tax implications.
What's your disability that you would be worried about someone scrutinizing it? Get back to fucking work

______
Exactly! Too many scammers. There are people who truly need it. The rest can go back to work. Light duty if necessary.
To new guys who come on this job you know what it's all about and if you take this job dont't complain later. To the ones who are on the job and have a number of years already invested your prime mission now is to retire and collect your pension. Don't risk that. This is all you have on this job at this point.

Please re-read the order there is a lot that has changed!!!! You will end up in trouble my friend!!!!!!
How do you know if a level of force is 'necessary' unless you've tried every lower type of force?
While you're pepper spraying the gun with a ninja sword what is he doing to you?
Ed-Fled....
10/11/2016 09:53:00 PM
Please tell me you're not this fucking dumb. That's not how the use of force model works. If you're justified in using a taser, and it doesn't work, you use force at that same level. You don't go up a level because one option didn't work. An active resister who doesn't stop resisting after a taser zaps him a few times is still just an active resister. You're still only allowed to use the level of force authorized for an active resister. You don't get to use deadly force on an active resister. You have no idea how the use of force model works. You have no idea how to use logic. You have no business putting yourself in a position to use force. Please hide behind a desk somewhere or ask to go back to the academy to be properly trained. You're a liability and a moron. You and others like you are the reason cops end up on the news and on trial.
Lol. I remember just 5 years ago I was so happy to get this job. Seems like a different lifetime.

DSS should wear video recorder from the time they start u til they leave
It should be on recording what is said at roll call , how desk officers treat citizens and outside units .
In 6 outside units are required to write ibonds for traffic violates while desk crew eat , play on computer or watch tv
No supervision
10/11/2016 11:54:00 PM
Waaaaaa!!!
Poor "outside unit" superhero!
Sounds like you're a glorified meter maid!

The city no longer cares about our lives (cheaper to bury us with honors than get involved in a lawsuit). Stay fetal, kids.
10/11/2016 10:14:00 PM
------------------------
You're 100% right!
I've been saying that for years!
To the city, we are a political & financial liability.

FOP needs to take some lessons from CTU, they seem to know how to stick it in Rahms ass. He continues to try to screw CTU and they stick it to him each time.
10/11/2016 09:17:00 AM
Like the time he closed 48 schools?
He'll give them what they want because he wants their votes.
THEY DAMN NEAR KNOCKED THE LITTLE TWERP OUT OF OFFICE
there are more phony on duty disability than deserving officers
they drive , fly , go to football , hockey games , pick up kids at school
some work part time , go to college
turn the bums in
There was a lot of scrutiny with one disability case recently. Word is they caught her . If you are scamming your going to get caught.
How about the clown from 25, EG who spend a year on the medical because he hurt his finger after being told he couldn't get time due. Now the clown wants to go on disability so he can run his side businesses. Hey pal, your former father-in-law, retired commander RL, ain't gonna help you. You screwed over his daughter. He even helped change the locks on the door to what is now HER house. Better hope the pension board see through your bullshit.

FOP does not need to take lessons from the CTU. IF THE POLICE HAD THE RIGHT TO LEGALLY STRIKE WE COULD AND WOULD DO THE SAME AS THE CTU. It's simple we can't strike

You must not have done too well on the sergeants test.
Remember, "Rank" is just a smell! A rotten smell!
