Since police recruits have to have college classes and complete their training at the police academy, will the "Reverends" have to have completed their degrees in divinity studies or theology in order to be appointed to serve on the panel? A lot of excellent comments that I read regarding this topic. My Partner and I have done 0 ISRS in 10 months. We have stopped a total of 4 people in 10 months. Basically the car doesn't move, we stay fetal and we stay parked unless going to a call that we got assigned, go to lunch, go get coffee, go to the bathroom or go to a 10-1. That's it, some Officers stay fetal but actually drive around, that's fine to I guess, but its all pointless, its all bunch of nonsense, thats why the car doesn't move for anything unless for the reasons I mentioned. Coppers are making less arrests. There are therefore less lawsuits for police actions. The above post describing our new policy leads me to think the intent is to gin up more lawsuits.
New use of force policy summarized:
1. Do the bare minimum when it comes to proactive activity. If possible, do nothing proactive at all.
2. When responding to a call, drive as slowly as possible, stop three seconds at all stop signs, etc. Heck, "accidentally" get lost if you have to. Do everything you can to ensure that the suspect is long gone by the time you arrive on scene. The one exception is if another officer needs help.
3. If by chance you make contact with a subject who needs to be taken into custody make no effort to overcome his or her resistance. No vehicle pursuits, no foot chases, no physically restraining someone who pulls away, etc.-- just let them go!
Hopefully by doing the above the modern beat cop will be able to come home to his or her family safe and unindicted.
What about the new rule of 1 bullet per officer, to be kept in their shirt pocket only to be taken out with the chief's permission

I guess I'll be responding lights and especially siren from a distance. No stealthy approaches aimed at catching the perpetrator by surprise as this may startle him and create an unwanted use of force situation. I'll also make sure to always drive in an especially safe and controlled manner. This will also have the added benefits if keeping my pulse down so I can be more calm when I do arrive at the scene and also it reduces the risk of spilling my beverage. Win, win. Then I'll park at least 100 yards away from the location to make sure we can assess the scene as best we can. I'll then discuss options with other officers before we approach so as to minimize the possibility of us having to use any force. At the first sign of resistance we will stop where we are, or perhaps create a safe zone by moving back some distance, and call for a CIT trained officer and a supervisor. We will then hold our positions, or move back again, so as not to increase the tension being felt by the subject and wait. After the Sgt arrives they will assess the situation thoroughly deciding what to do next and perhaps call additional resources to the scene like SWAT, with less lethal options in case the situation cannot be handled verbally. SWAT should be called for any situation with a potentially violent subject since they have less lethal options that we in patrol do not. To do otherwise would be reckless.

Who will train street officers on this new directive? Will legal affairs create a 5 minute video, write a training bulletin? Maybe another forced class similar to the ISR class with 50 officers in a class and no opportunities to ask questions? With ISR order, The order was issued in Jan 2017. Training started in May. Academy instructors received the training in June. Training in this department is terrible. Under McCarthy all inservice training stopped. Under Johnson some training has started but very weak. The academy is lead by a absentee landlord who has no idea about training. I can only hope that the department will have a new attitude and develop effective training for this new order. Officer's lives will depend on it.
Here is my take on the job now. If you just ride around, look out the window and answer your calls only, you will not be disciplined. Don't see anything, don't hear anything and only give people advice on getting a warrant or summons. Retire as early as possible and move to a red state.
How can any police officer render aid when none have been trained in cpr since Academy?
Why has the current use of force policy worked for certain communities since their inception but not others? Certain communities teach their children to obey the law and respect as well as honor the authority the police have been entrusted with. When you teach your children, "the police ain't shit" and "only God can judge me" how do you expect them to survive an encounter with the police. You can put all the restrictive policies ever conceived into effect but the outcome will never change until certain communities start teaching their children that they must obey the law. These communities are simply anarchist/terrorist/treasonous people who refuse to be governed by any authority and live by the law of the jungle. When people obey the law they in effect police themselves and their chances of encountering the the police are greatly diminished. When you do not subscribe to any la,w chances are the police will notice your unlawful activity and be forced to arrest you. Why does a civilized society have to take ten steps backwards to pacify lawlessness of less than 5% of the people who are still living in the dark ages of tribal/gang warfare?

There were always some who hated the police, but now, it seems the general consensus is to second guess everything that we do. I am retired. I just read the proposed use of force order. It leaves a lot of room for discretion, not on the part of the police officer, but on the part of those judging the officer's actions. You could be suspended or fired based on some civilian's subjective review of your actions, by a person who was not there . They don't want you to draw your weapon ( Cleveland cops have to leave a report each time they unholster), they want you to back away and keep backing away. You can see what is happening in Charlotte, N.C. The offender had a drawn handgun but according to the family did not point it at the cops so they should not have shot? It only takes a split second to bring that handgun up and fire. But how would a civilian know that? It only takes seconds to close a good distance to stab you, but how would a civilian know that? Now hitting someone in the head with a baton is deadly force. Did the progressives apply that standard to Venecko or to Travon martin who was bashing the man's head into the curb? I think not.

Many years ago, the city sent a notice stating that after a specific year (it might be 2016) the city would no longer pay for medical insurance. At a union meeting, I asked questions to the FOP President about the issue. I did not get a direct answer. But during the discourse, the Union people agreed that we might get stuck with paying for medical insurance. This was two regimes ago.
For those that complain about officers working VRI, I use that money to put my kids through college and trade schools to get real job skills, so that they do NOT become future Chicago Police Officers and work with assholes like you!
I don't own fancy cars or toys [boats and motorcycles], or take special vacations, etc...!

I think J.J. (above) is spot on. Follow the example of Great Britain and Australia with their "common sense" gun laws and take guns away from the people, starting with the police. The police have to comply with the orders to get rid of their guns (especially those departments under a consent decree), and once that is done, use it as a wedge for the law abiding public. Of course the non-law abiding will still have their guns (and knives, bats, railroad ties, bricks, and PCP) but a dead or seriously injured cop just makes for a better photo op when the politicians demonize guns.
I'd like to think I'm being paranoid, but I'm not so sure.

A lot of excellent comments that I read regarding this topic. My Partner and I have done 0 ISRS in 10 months. We have stopped a total of 4 people in 10 months. Basically the car doesn't move, we stay fetal and we stay parked unless going to a call that we got assigned, go to lunch, go get coffee, go to the bathroom or go to a 10-1. That's it, some Officers stay fetal but actually drive around, that's fine to I guess, but its all pointless, its all bunch of nonsense, thats why the car doesn't move for anything unless for the reasons I mentioned. A lot of excellent comments that I read regarding this topic. My Partner and I have done 0 ISRS in 10 months. We have stopped a total of 4 people in 10 months. Basically the car doesn't move, we stay fetal and we stay parked unless going to a call that we got assigned, go to lunch, go get coffee, go to the bathroom or go to a 10-1. That's it, some Officers stay fetal but actually drive around, that's fine to I guess, but its all pointless, its all bunch of nonsense, thats why the car doesn't move for anything unless for the reasons I mentioned. Any bosses talk about this in roll call? It was not covered in my roll call at all! One would think that this would be an important matter to discuss in length. Is it because the bossholes still want numbers coming in? Is it because they fear even more of a slow down? Or is it because they don't want to have to interpret what exactly this means to the troops..If you do any sort of proactive police work, be prepared to be disciplined or worse. Whatever it may be, Commander's and F.O.P. should be addressing the troops, the silence is deafening.

The "rendering medical aid" part particularly applies to you. You are fairly easy to spot on any department video by the obscenely large medical pack you wear on your vest (meaning that you have both the equipment AND the knowledge to render aid to offenders). And it would not be that difficult to search out which officers on scene were L.E.M.A.R.T. trained. The last thing you want to be caught on video doing is standing around and waiting for the ambulance with everyone else while the offender lays there and dies. Most have taken the class with the intent on being able to help their fellow officers, and that is admirable. However, now you have opened yourselves up to lawsuits by the offenders and their families if you fail to render aid to them as well.

Sorry sock jockey but your wrong. My wife and kids are very happy they see me all the time cause I work midnights to be with them. I also don't work all the OT that you're so concerned about. Now Retired...
A long time ago I heard this, that there were two kinds of people who earned money.
Those who were dumb with it and paid interest and those who were smart with it and collected interest.
While I was working I put everything I could into deferred comp. At first in fixed interest and then into mutual funds. Later when my wife passed and when I no longer had my child's educational expenses I maxed out deferred comp and put money into a traditional IRA.
I always lived within my means all my life and now I have a good chunk of money. Now it looks like I will need it for medical coverage. I also have an 83+ FICO score and I am basically debt free.
Live within your means is one piece of advice. Another, especially if you are in a two income home is to put part of that retirement money in a Roth type IRA where you pay taxes as you earn it. I have all this money saved, and it still earns, and I draw it out as a second income on which I pay taxes. If I wanted to take a large sum to make a major purchase the taxes would be not only be great but push me into a higher bracket.
Stay Safe. My goal now is to live enough and be healthy enough to spend most of this money.

First of all jerk-off it's FICO, not FICA which is taxes. The average FICO score is not 750 either.
Second, just because you make more money, doesn't mean that you're bad with money. Only a complete moron would come to that conclusion based on people's income.
Third, putting your kids in private school is sacrifice people make for the their children. Believe it or not surrounding your kids with other kids who aren't raised by savages is a good thing.
