Their reluctance is believed to have contributed, in part, to a 50 percent surge in homicides and shootings.
But coaxing is not working, according a story Chicago Police Supt. Eddie Johnson told at Thursday’s annual police and fire awards ceremony in the City Council chambers.
Johnson talked about something that happened Wednesday after officers responded to what he called a “simple traffic accident” that turned ugly.
“A subject who was under the influence of PCP attacked a female officer. Viciously pounded her head into the street as her partner was trying to get him off of her. This attack went on for several minutes,” Johnson told the assembled dignitaries.
“As I was at the hospital last night visiting with her, she looked at me and said she thought she was gonna die. And she knew that she should shoot this guy. But, she chose not to because she didn’t want her family or the department to have to go through the scrutiny the next day on national news.”
There you have it - an officer knowing she could legally use deadly force, but consciously choosing great bodily harm - or death - to herself over having to go through the manufactured outrage of a criminal community out or control. And this is a 17-year veteran.
What kind of service does the "community" think it's going to get when this is the first thought going through an officer's head?
We'll tell you exactly what they'll get - nothing. It's simpler to disengage and clean up the aftermath of a "community" with zero impulse control, zero pride, zero sense of personal responsibility. Whenever Force is used, it is not attractive to a public that has been fed "Entertainment" rather than Reality. What you see on T.V. police dramas is choreography, timed and put together like a ballet. People get shot, thrown out of moving vehicles and hit on the head; and they return right after the commercial. Severe head trauma, as sustained by the officer attacked in the 015th District on Wednesday can lead to permanent brain damage, and even personality change and or disorder. Her failure to shoot her assailant is an act of omission that will haunt her for the rest of her life. Yet had she shot him, her family would be in jeopardy, and initially she would be subject to the presumption of guilt, rather than innocence. Another female cop shooting another "Unarmed Black Man." I am sure she saw what recently happened in Tulsa. Surely she saw what happened to the cops in Baltimore. And being a Chicago cop, she has to realize the Cowardice and Corruption of a Mayor and State's Attorney who concealed a video for more than a year for political benefit. Many calls to the corral are actually calls for a father to bring discipline into a family spat. I'm not insensitive to interrelationship issues, truly I and those officers I work with are not insensitive. It's not what we do.

I've been reading faithfully and silently for the last seven months (since the last time I posted a reply here). And every day for those seven months, I've still seen the men and women in blue patrolling CTA train stations on foot (and I've chatted with them sometimes, exchanged a few jokes, and seen their appreciation for my gratitude)...the (increasingly rare) patrol car keeping a watchful eye out...the street corner guards around Wrigley...I see them, and this Chicagoan feels so much more secure and happy knowing they're nearby. And I refuse to believe that I'm alone in feeling that way. There are still some of us who haven't lost (and won't lose) faith with you, who can see through the incessant lies of the politicians and the media painting you as the villains and the scum as the victims.
And you're right...the "community" in question almost assuredly deserves to be left to its own devices...and the consequences thereof.
But you're still needed in that "community" as well, even if they refuse to admit it. You and your brothers and sisters in arms may be the last positive role models the children of that "community" will ever have. I'm not trying to be preachy here...you've undoubtedly dealt with that shitstorm directly and have a far better take on whether or not it's even worth it to try improving that "community" than I do. And if you believe the situation is hopeless, I'm not going to argue the point. Let the "community," in that case, reap what it has sown. Let the "community," in that case, burn. I for one will not condemn you for that decision.

Finally, when carefully considered, your words imply that you are likely a democratic voter and that is something you and your friends and family need to stop doing because you are part of the problem. You have to love that they release the travesty that is the new use of force the day after Special Ed talks about an officer hesitating on use of force. It'll be worse now. You can tear it apart, but alone one line will destroy policing...

The words straight out of the Supreme Court of the United States from Graham v. Connor was "....the test of reasonableness under the Fourth Amendment is not capable of precise definition or mechanical application...." so....
1) That means we now have to look at every use of force as an opportunity to get suspended or fired. If COPA, our new civilian board with no police training and experience, decides you could have tazed someone instead of shooting them, or you maybe have talked down a guy you tazed, YOU WILL have to prove that your force was the least amount of force to be used. You can't prove that any other scenario wouldn't have worked because they didn't happen! Even on smaller uses of force, you will have to worry about suspension time. How do you prove that guy you used your baton on wouldn't have been able to be subdued with control holds? Welcome to the kangaroo court.
2) Lawsuits are going to go through the roof. Now every lawyer will sue us on any use of force. They only have to prove it was more likely than not a lesser force could have worked, and the city/officer will have to prove in court that the force used complied with department policy as the least amount of force used. What genius thought this through? I know when Cook County Sheriff's reviewed their Use of Force around 2010, they had to deal with issues of wording saying least amount of force necessary and the lawsuits that followed.
3) Has the department completely ignored years of studies and case laws on why the use of force is the way it is? We make split second decisions, and now we have to add the thought process of going down our tool belt and making sure we used the least amount of force. There's already studies on decision paralysis in some cases because we have so many force options, now add more to that. That adds a huge reaction delay and officers WILL get hurt and killed. Now instead of just worrying about being a youtube video for shooting someone after your head is getting smashed on the pavement, officers will wonder if they will be suspended or fired for any use of force.
This use of force policy is so extreme now, you can take any use of force and make a case that it won't comply with policy. Why would you do any work? A simple traffic stop could end up with a driver that refuses to exit the vehicle, and under this policy if you didn't set up a zone of safety and try to talk him down and out of the car, you can face suspension time as the least of your worries. Cause guess what? Physical force is the last option and we must deescalate instead of pulling the guy out of the car.
Between COPA/lawsuits/decision paralysis going along with this use of force policy, policing is dead. Let's just hope we can stay safe and we don't have to have benefits or funerals for injured and dead brothers and sisters.

I know many of you know this. you picked a partner you liked who will basically make the wrong move when you can be done in.

Many have forgotten about the officers having their squad cars tired stabbed calling for help in 008 whiling screaming in a locked squad car. They caused alot of good people to lose their jobs for cowardice.

a) you have never had to experience the ramification of the legal aftermath of "damaging" the "poor defenseless addicted victim" when the Feds come visit with the civil rights complaint. I totally agree with the injured officer . If she were to have used deadly force , the narrative in the media is white police officer shoots unarmed black man. Nothing about why she did what she did. When hired and for most of my time on the job I was promised paid health care into retirement. That promise changed and started off at $2.00 / pay check for our hospitalization insurance. Look at what our officers are paying now. Also the supplemental insurance was not free. I paid over $500.00 / month deducted out of my pension check, the rest being subsidizes by the city. I just wanted to point out that the promises received from the politicians and the exempts are very unreliable. Their past performance should tell everyone that they can not be trusted and that their word is meaningless.
Yesterday beat 1511 stopped a car. The car took off on them and they chased. The sgt. told them to stop chasing. Of course like two minutes later they go over the air and now are in a foot pursuit. Just like the spike in "gun violence", notice they never say "gang violence" where they want to restrict law abiding citizens access to guns, the feds want to increase the restrictions of law abiding citizens access to opiate pain medications. Rather than put the screws on street level heroin dealers, who funnel money and votes to politicians they make the lives of people who suffer chronic and constant pain more difficult.
Admit it Rahm. More heroin deaths are due to rendering the CPD combat ineffective.

Sorry folks.... but the citizens, politicians and us the police are to blame for this. We are no longer respected because we allow them to take control. To read about a law enforcement officer taking a beating, for fear of the media, and not one other officer present would stop it, for fear of the media, says it all.
I'm sure there are reporters and news anchors laughing and saying this officer got what she deserved. They have no sense of shame for creating an atmosphere where a criminal would dare lay hands on a law enforcement officer. Same for the politicians that have empowered the criminals.
This criminal element is not going to stop with police officers. Assaults on media personnel during their reports of "peaceful protests" are already happening. It won't be long before politicians start getting assaulted, or has that already started but just covered up by the media?
My sympathies lies with the police officer. I wish her a speedy recovery. But she wasn't the first and won't be the last.

I was recently involved in a very dynamic situation while confronted with an armed offender. I will not bore you with the details, but I CAN tell you that at a critical time during that incident, it absolutely, positively, and clearly went through my head that "if you shoot him you'll be in trouble- don't do it." And looking back, it would have been justified. Luckily I didn't get hurt or worse myself by my own hesitation in action- but to those questioning her thought process, I kindly suggest you STFU. The human brain has a funny way of processsing information during stressful incidents like that, and she likely did think about what she said.

This issue pervades our lives. Everyone worries about being the next Darren Wilson, whose life and career were destroyed by the media and the politicians. Without a spontaneous outpouring of financial assistance from officers nationwide, he would have been bankrupted, defending himself against an overzealous government and paying for private protection for his family.
Police and their families (well, at least the ones who have a functional brain) know it could happen to them at any moment, for one decision, one word, one sideways glance, one edited video. So, yes, it's there in your mind most of the time and it affects decisions you make on the street.
It SHOULDN'T be that way, but these days it IS that way. And unless you were in her shoes as that incident unfolded, you have zero right to judge.

What the city should invest some CPD funds into that would actually help is some sort of derivative of the laser tag technology that is able to detect when someone else has pointed a laser gun at you, and we could wear it clipped onto our vests. It has to use a technology that Taser can easily adapt to their own manufacturing process and would have to be like a small radar that picks up on metal blips large enough to be a weapon pointed at your vest and then sends an intense pulsating vibration to the center of your vest and prompts the officer wearing it to shoot it out with the offender (similar to a stall warning saving pilot's lives in an aircraft). If the powers that be wanted this it could be popped out of R & D by 2017 to be featured in some pilot districts like the body cams by the end of next year. We would then enter a period when there will be a good indicator that a shooting was justified due to a sensor having been triggered by a metal detecting radar positioned to sense pointy metal aimed at center mass (note that iPhone and vape pens won't set it off).

Cook County not helping out is nothing new. Don't know how they look at themselves in the mirror. I was in a pursuit of an armed robber / kidnapping suspect back in the 90's and what do I see up ahead? A Cook County squad car, cruising along without a care in the world, as the offender and the rest of the pursuing squad cars blow his doors off. Thanks a lot County. Now I know this doesn't apply to all Cook County guys and gals, but damn, that left a bad taste in my mouth.

It also requires us to understand our individual and collective responsibilities in every encounter with the public.
Below are highlights of the draft revised General Orders covering many aspects of the Chicago Police Department’s guidelines concerning the use of force. As these orders affect you directly, for the first time in the history of our department, I am asking for your individual feedback. My hope is that you will provide your comments on the draft policies so that the final version that will ultimately be implemented best reflects the values of the Department and values of the City of Chicago.
Tomorrow at 12:00pm, a 45-day comment period on the draft policies will begin for the public as well, to underscore our commitment to full transparency. Your comments and feedback will be reviewed and may result in revisions to the final policy.
These draft policies, which are comprehensive revisions of existing policies, provide clear direction for officers about when the use of force is deemed necessary, including important guidance on avoiding situations where tactics or strategies limit your response options.
Let me be very clear, I understand the concerns you may have regarding use of force encounters. I have worked the very same streets as you. I understand the challenges and the scrutiny under which we operate. These policies were drafted to clarify response options that can be used while making split second decisions and contain information, most of which should already be familiar to you.
Some of the highlights of the revised draft policies include:
• Sanctity of life – In all aspects of their conduct, Department members will act with the foremost regard for human life and safety of all persons involved. This includes the requirement that officers comport themselves in a manner that conveys the gravity of any use of force, offering medical aid to those injured in use of force incidents, and intervening and reporting on a subject’s behalf when observing force being used in violation of Department policy.
• Ethical behavior - The Department remains committed to prohibiting and preventing the use of unwarranted or excessive physical force and expects its members to demonstrate the highest degree of ethical behavior and professional conduct at all times. Officers will engage the public with professionalism and respect the dignity of every person in carrying out their law enforcement duties, while ensuring that gender, race, ethnicity, or any other protected characteristic does not influence any decision on the use of force.
• Use of Force – While the legal standard remains that an officer's use of force must be objectively reasonable, necessary, and proportional to the threat faced by the officer, the new Department policy is more demanding than the law requires. Department members will now be expected to use the least amount of force necessary based on the totality of the circumstances and will only resort to physical force when no reasonably effective alternative appears to exist.
• Deadly Force – The use of deadly force (which now also includes striking a subject's head with an impact weapon or into a hard, fixed object) is only authorized to prevent an immediate threat of death or great bodily harm posed to officers or another person. The draft policy generally prohibits officers from firing into crowds, into buildings or through doors and windows, and at or into a moving vehicle, except in extraordinary circumstances. Additionally, officers may only draw and display their firearms when there is reasonable belief that such action is necessary for the officer’s safety or the safety of others.
• De-escalation – Department members will seek to de-escalate situations as soon as practicable and will not resort to force unless all other reasonable alternatives have been exhausted or would clearly be ineffective under the circumstances. Officers will determine if the seriousness of the situation requires an immediate response or whether other reasonable alternatives may be employed.
• Principles of Force Mitigation – The Department remains committed to its officers using the principles of Force Mitigation to de-escalate potential use of force incidents, including:
o Continual Communication – using verbal control techniques in an attempt to reduce confrontations.
o Tactical Positioning – making advantageous use of positioning, time, and distance by isolating and containing the subject to create a "Zone of Safety."
o Time as a Tactic – continually evaluating the situation and the appropriate response options.
o Assistance – requesting assistance from other officers, mental health personnel, or specialized units, as necessary and appropriate
I am looking for your input and encourage all members to read the draft policies and provide feedback. Please remember that these are draft orders.

I have empathy for the police in Chicago based on their top management. Spent 20+ in the military and bad leaders destroy initiative and drive good people out.
Grew up in Chicago and was taught: belief in God, motherhood was a virtue, respect for the flag and country, show politeness to others, and respect authority from the cop who stopped traffic for us grammar school kids to all adults, and of course the US Marines. Now we are told God is irrelevant, mom is on the pill, disrespect of the flag and country is some perverted ideal, my apple pie is laced with pesticide, manners and courtesy is disappearing and the Marines cannot find enough men, and the police are pilloried for enforcing the law. We are in a truly sorry state of affairs.

Any "guidelines for use of force" issued by the department must include this language:
Any officer who makes a reasonable attempt (defined within) to adhere to the foregoing guidelines shall be immune from any civil and criminal prosecution and will be indemnified for any and all defense costs incurred by said officer or his/her family.

I understand the "Stay Fetal" attitude among today's officers. Why be proactive in such a hostile environment, where every move is vilified and controversial. And the City, courts and bosses have no spine to stand up for you.
Unfortunately the animals on the street also sense this. Like predatory animals in the wild, they seek out the weak and less able to defend themselves. Because they can do it without repercussions.
It is a direct result of Rahm throwing the McDonald shooting officers under the bus. What officer doesn't think in the back of his mind "The last on-duty officer that shot a PCP-soaked black male is looking at going to prison for the rest of his life."
While being fetal may be a advisable course of action, it may not always be the best choice. At some point in time anyone might have to become a cold blooded killer to stay alive. You can be fetal as you want. But remember that there are people out there that NEED killing.

This was his fourth attack on police officers after a traffic stop. All of the other times were misdemeanor charges where they got kicked out in court.
I am just an observer, a citizen out West that saw this story and felt a hatred inside me swell in an unhealthy fashion. The media, democrats (more accurately far left that has taken over the party), president and, of course, fraudulent BlackLiesMatter movement (existing only because of the others) created this fustercluck and did so knowingly. Perhaps this officer's story can be used to let the animals wallow in their chaos and cite this officer's reason as the reason for inaction--except in the clearest of cases. Say "officer involvement would have jeopardized the life of the criminals with the use of force and, as you have instructed, those lives matter most." Keep doing it. Everywhere. Until there is a reversal and all lives matter and blue lives matter again. And BLM and their enablers are rightfully blamed for the suffering to follow that inaction. This Mutt is a "self medicated" public nuisance! officer on patrol at 7:23 a.m., April 1 in the 7200 block of Harrison Street reported witnessing a vehicle disobey a stop sign at Harrison Street and Elgin Avenue. The officer said the vehicle pulled over at Jackson Boulevard and Harlem Avenue. When the officer approached the driver and asked for his driver's license and insurance, the driver, later identified as Parta L. Huff, 27, of Maywood, refused to produce them. The officer told Huff if he did not, he would be arrested. The officer called for additional officers and asked Huff again, who rolled up his window and then drove away, heading eastbound on Jackson Boulevard.
As the officer followed, he witnessed Huff disregard stop signs, traffic control signals and speeding over 50 mph in a 25-mph zone. Police said Huff then struck another vehicle at Oak Park Avenue and Van Buren Street, then reportedly continued to flee from police until his vehicle was disabled and the driver fled on foot.
The officer caught up with Huff and grabbed his arm as he fled but was pushed by Huff and fell to the ground, according to police reports. The officer then used a Taser on the man, who fell to the ground. Police said he continued to resist the officer's attempts to put him under arrest. The officer had to use his Taser again, but the man continued to resist arrest. The officer said that when other officers arrived, he was finally able to take Huff into custody.
Huff and the officer were taken the hospital for treatment of injuries (Huff reportedly requested to be taken to the hospital). The officer was treated for cuts to his right knee and hand, as well as pain in his shoulder.
Police reported finding nine ecstasy pills in the center console of Huff's vehicle.
He was charged with felony possession of a controlled substance, felony aggravated fleeing and eluding police, a misdemeanor for obstructing police and a misdemeanor count of leaving the scene of an accident.... From

Sorry, but I wouldn't want to work with the officer. She said she thought she was going to die. Excuse me, then that's a deadly force situation. You have every right to protect and defend yourself. I feel for this officer and I truly hope she has a speedy recovery, but she needs to get out of policing. She's going to get her partner killed for failure to act. She now has that type of mindset where she's afraid to act. If you don't know your deadly force policy then that's your stupidity. Yesterday beat 1511 stopped a car. The car took off on them and they chased. The sgt. told them to stop chasing. Of course like two minutes later they go over the air and now are in a foot pursuit. You know, I know and the whole world knows that after they were told to stop chasing they did not just slowly follow them. They still chased. It is idiot fuckers like you who will not only get yourself jammed up but other coppers who come to your assist jammed up. I hate to say it but all the officers involved did the best they could. We are in a no win situation. If they shot him there is no doubt they would be stripped and facing firing. Unless someone is shooting at you or shooting others they want our guns holstered. I'm just speechless. Aggressive police work is gone. To those who think otherwise there are jail cells waiting. If your lucky you will be only fired.
