1. He realizes that the McDonald case has trashed his credibility in the Black Community, so he is appeasing them in any way possible.
2. He is about to give the most decayed Black areas an influx of City business. In the Interview, where he Blessed Us by promising to run for a Third Term, he stated that he was moving the huge Fleet Management garage facility at Goose Island, the North Avenue re-fueling facility to police, to Englewood. Apparently part of the deal for the Whole Foods in Englewood was to create an island of economic stability.
So I guess the fantasy is for [a worker] who has his City job at Fleet Management, to now commute to Englewood from the Northwest Side! This of course is going to cause retirements, which means patronage jobs open to be dispensed, by Black aldermen. Expect the new Police Academy to also be developed in some abandoned area of the South side. Stimulate the Black economy with Public funds and expect Black Political Support.
Here we go again with those Chicago Values! Democrat politicians have a way of being benevolent with tax-payers money, but they never spend their own, just other peoples money!

How are things working out at the new shopping center in Englewood?
Rahm may indeed be 'pandering,' but it's a good idea for the City to invest in some of the more impoverished areas of the city.
Good for the economy, good for job creation. Not that I would ever vote for Rahm (never did), but I hope it spurs more businesses to invest and spread out on the South side.

SCC - There is one positive result to moving the Academy to a blighted area - let the recruits realize exactly what they are getting into before they are assigned to the shortened field training period. Unless the recruit has clout, that is the type of community that they will spend at least 6-8 years of their career attempting to serve. The PPO attrition rate will be at least 20% if they have any brain cells.

Thankfully I have a car and still mentally aware enough to be able to drive. I hardly ever purchase anything in Chicago just because of the stupidity of the Demorats who have raised taxes on all commodities. I always have my reuseable bag in my car in case I go to Evanston Aldi. Most items I purchase are from Evanston Jewel, Aldi and Valli. If I splurge at Marianos it is in Skokie or Lincolnwood at Binnys. F U Rahm and the 50 idiot alder persons.

He claims to be hiring more officer after Daley let them fall way behind. That means more people paying into the pension. The city is way better off financially since he took over and you don't have to like him to see that.

The Media is on Rahm's side 1000%. Rahm is showing his cards for the future, distracting from the violent crime. New buildings and community edevelopment will overshadow the 6+ murders and 50+ weekly murders and shootings.
The Democrats, Hillary Inc, Rahm & Co. are indeed in panic mode, it's obvious they're concerned with popular TRUMP.

looking at this from the outside, I would suggest no one w/o clout is likely to enter the Chicago PD academy thinking they are going to graduate and get some plum job without first spending time in the hell holes of Chicago.
If they do, they probably are too dumb to be cops in the first place and need to wash out.

The Goose Island fleet facility is worth tens of millions in residential and commercial tax revenue. That's the real story: who will develop the land.

From what i understand,new police hires have not paid/do not pay into the pension for the last 3years or so..they have a benifit similar to a 401k plan...the city is trying to do away with the pension system that more veteran officers are familiar with. Just like they are getting rid of the retiree Healthcare on 1 jan17...
Unless they run a soup can against him Rahm's got very little chance of getting re-elected.
Any city worker that would vote for that asshole a 3rd time around would need their head examined.

Not a cop but makes sense - seen it already in government. The military just did away with 20 year retirement. New service members now get TSP with matching contributions - no pension. Those already in have their retirement but can opt in to the new system (nobody in their right mind would do so).
Instead of doing away with wasteful programs they cut personnel costs, seems like you'd want to put your people first but what do I know.

Not any more. I refuse to patronize my local stores and pay higher prices so than Englewood residents can shop at their Whole Foods and pay lower prices.
What kind of crap is that?
How does the senior management of Whole Foods essentially justify exploiting white people by charging them higher prices so that poor black people can shop at a store that they otherwise couldn't afford?

Why didn't the city encourage an Aldi or Jewel or other moderately price store to move to Englewood?

Google 832 W. 63rd, Whole Foods.
Then search 'grocery stores' on the map nearby.
You will find a pre-existing Aldi TWO BLOCKS east of Whole Foods, at 620 W. 63rd
There is also Sav A Lot ten blocks from Whole Foods, another nearby Aldi's and Food For Less no-frills grocer.
The whole thing is hipster-hype. Obviously, if you don't have a Whole Foods near you, you don't have a 'real' grocery store.
