How to Pay for New Hires?

  • Mayor Rahm Emanuel plans to reduce police overtime by $40 million next year as he begins to deliver on his formidable promise to hire 970 additional police officers without raising sales, property or gasoline taxes.

    The decision to apparently wean the Chicago Police Department away from its heavy dependence on overtime emerged during a meeting with the Chicago Sun-Times editorial board on the mayor’s $8.2 billion budget for 2017.

    The police department spent a record $116.1 million on overtime in 2015 — up 17.2 percent from the previous year — to mask a manpower shortage that has mushroomed under Emanuel with police retirements outpacing hiring by 975 officers.

    Under questioning, Budget Director Alex Holt acknowledged that the budget Emanuel presented to the City Council on Tuesday would reduce police overtime to about $76 million. The $40 million cut would be precisely enough to cover salaries and benefits for the additional officers the city expects to hire in the first year of its two-year police hiring surge.
Amazing - cutting exactly $40 million will pay for exactly the numbers Rahm wants hired....to the penny! And once again, those manpower numbers are awfully fuzzy:
  • Chicago aldermen remain skeptical about the mayor’s ability to deliver on his promise to fill 471 vacancies, keep pace with rising retirements, and still hire enough police officers in 2017 to add 250 patrol officers, 37 sergeants, 50 lieutenants, 92 field-training officers and 100 detectives to raise an abysmal clearance rate for homicides and shootings. They noted that Emanuel campaigned for a first term on a similar promise, only to break it.
The aldercreatures are right to be wary, since those 37 sergeants, 92 FTO's and 100 Detectives come from .... the ranks of patrol officers, meaning those 250 new hires are a net gain of 21 officers to the manpower numbers.

Those 50 lieutenants come from the sergeant rank, so sergeants are going to be a net loss of 23.

And that doesn't seem to take into consideration the 700-plus officers (and 50-to-75 sergeants) who have already put in for retirement next year.

Hint to the media - call around. Officers intending to retire in 2017 had to declare that intention by 01 October of this year. The bulk of those retiring will be gone by 30 June when the current Contract expires. You think Rahm can replace 700 officers by next summer when the killing season starts?

Have you guys actually tried to verify how many are signed up for the 55 and out???? It's not 1000 like everyone is saying, it's not 700 and it's not 500. The total number of p.os signed up by October first deadline to retire with the 55 and out is 182... yeah, not 1000. Why not try to verify it yourselves before all the speculation?

It will blow your mind when you see the numbers for 2016 and 2017. One thing we don't need is more supervisors. There are so many that sometimes they have no job duties for the shift. We need more street cops.

Keep up those informative feedback posts, I sure feel like I'm learning a lot about how to be miserable as phuck in doing this job. That was sarcasm in case one or a few take it as something else. I know I know, learn how to write paper and keep myself occupied for 8 plus lunch and 2-15's. Do they teach fetal in the academy?

Got elected on a plan to put 1000 cops on the street, mind you not hiring one cop... Now as election is gonna be near--- he will prolly get elected on his plan to hire 970... The only reason I am foreshadowing this, is cause 4 years ago he would had been finished given the McDonald and other bullshit going on during his watch as mayor-- but today, you can not guess the stupid of the voter or how stupid the May get 4 years down the road. This guys would not had been elected mayor back in the day.

If the department is budgeted for let's say 10,500 Officers and 500 retire. Doesn't that remove 500 and those budgeted positions are now open. (the money already being budgeted for those positions) So what's the BS about where is the money going to come from, it's already budgeted.

You must be soft in the head to take the FTO spot ! At what pay rate is D2 , it's about a dollar extra a hour and the 45 min is per day if you have a PPO and you will have more than one .

I agree we need more Police hired on in the department but many people working many different jobs would kill to make half the overtime we are afforded. It's a good thing we have overtime opportunities and once they're gone many are gonna wish they weren't.

Not trying to be s Smart Ass; but isn't this contrary to the concept of "More with Less"? Also, is this a final admission, that the Kansas Study, is absolute Bullshit? Remember the Kansas Study back in the 70's, which every Boss since has used, which stated greater police presence did not necessarily mean crime reduction? Add to all this the simple reality that more police May Not Be the Answer, if the additional police lack the power to deploy Proactive Policing strategies. So like everything else that comes out of Rahm's warped little mind, this production of more police, which in reality will only be an increased effort to account for a higher attrition, may in fact not be the answer to reducing crime. You know when they do the budget they use senior officer pay scale. So they will hire two new officers at one senior officer's pay!! The other thing is that aprx 1100 officers will be retiring by June of next year, and there is no way in hell to start to hire PPO"s now and have them ready to hit the streets by June, unless they are going to cut the academy time way short. You see the media eats the bullshit the city tells them also where is our great union in this whole thing?? We have not heard the union say boo in any of this new Use of Force or this new hire bullshit!!

I know a lot of big bosses read this blog. So take a look at my proposal. Keep VRI but increase the activity to 25 parkers and 25 movers per month. If you do that, the revenue generated by the 25 parkers and 25 movers will more than enough pay for the VRI overtime of three days per month. If the officer wants to work more overtime then the activity levels have to be increased. This is a win-win proposal that benefits the officers so they can get time and a half pay working in the city's most dangerous neighborhoods and it is a win for the city because the money does not come from the budget, but it will come from the tickets the officer wrote.

No, the academy will try to brainwash you. They will brainwash you by telling you: as long as you follow the directives, rules, general orders, and the law etc. of this department you will be covered. That is an utter and complete lie. Do not fall for it. Those instructors at the academy have a sweet spot so they have to tow the company line. They are company men and women. Do not become like some of your young colleagues that think this is a game by getting into bullshit foot chases or vehicle pursuits. You have common sense kid, use it. Chase after an ax murderer or a serial killer, but not some goof who was gambling or pissing. Look, I was young too at one time and all of that stuff was fun. The adrenaline and excitement and the end result was all fun. But today, our environment has changed. I am glad you "get it" young buck. Damn, even before entering the police academy you get it kid. Good for you.

Now what can you do young man to keep your job secure? Learn how to write good reports. Answer your jobs and don't be lazy. A job can only result in three end results: an arrest, a police report or it is non criminal and it is a 19 Paul. If a police report is warranted then give it to them. It only takes a few minutes so do it. You will be surprised how many lazy coppers won't even do that. Most especially, police reports need to be generated for domestics and offenses involving children. If a domestic needs to be an arrest then make the arrest. If you have to make a dui arrest do it. Most coppers do not know how to do dui's. Do your job completely by the book. In the academy the most important classes are for use of force, arrest, search and seizure. Save all of the handouts for those classes. Learn that information inside and out and right side and up.

Oh, one more thing young man and never, ever, ever, ever forget this: back up your fellow officers. They are your fellow brothers and sisters. They will look after you and you need to look after them. Even if someone goes down on a traffic stop or a street stop or a simple job, swing by and make sure they are ok.

Just heard from FOP and the 55 and out people were around 300. This # only includes those around 55 and not older people like the 60 yrs Olds etc.

Adding the groups together I would say it's around 400 total retirees come 01 June 17.

One reason is the DOJ wants more supervision of the pos. They believe more supervisors mean more supervision. In the real world that might be true, the CPD not so sure

I guess if 182 is astonishing. You sound like the poster that was all worried about last weekend with all the activities in Chicago, how can the police handle it. Anarchy will rule or all the comments during during NATO and G8 in 2012. 3000 officers will be injured and on IOD, we need escape routes out of the city our helmets and masks don't fight right and many officers will get hepatitis

Now er are way down and I'm still paying for the 13 thousand in my property taxes. Where did that money go.
With the vast reduction in manpower and costs, where did all that money go?

After coming to Chicago in 2007 from Afghanistan as my daughter was born I have been reading SCC as it seems as if it is the only place to get "real" news of the continuing dog and pony show.
My question is this, have any monies been paid into the pension fund for retiring LEO's? I have yet to see any evidence of it. If someone could chime in I would be grateful as our taxes went from 4.5k to 11k with the swipe of a pen.
I hope that all of you who protect and serve, putting your lives on the line get the promised retirement you need after having put in the blood, sweat and tears that go with being a police officer.

You only had to declare that intention IF you wanted the 55 and out insurance, otherwise you can tell them the day before that you're retiring, I know someone who is leaving next year but doesn't need the insurance! 10 months!!!!!

Ladies and Gentlemen...The leadership of our fair city strains credulity, don't they?

Next year is going to be a bumpy ride...Even IF they hire a thousand new officers, they will have little or no experience by next summer. And at our current staffing levels they will number in at well over 10 percent of our workforce. To hire 100 that's 10 classes of 100 each. One new class per month. that 10 months to hire them. 5 months in the academy. That's 15 months for 1000 new officers. If 700 retire before the contract expires. That's a net gain of 300...Add in the PO's fired for various reason and the PO's sidelined for doing their job. Injuries, medical, and I know there are some who are just going to quit this stupid job.

Well you can see we are right back at being severely understaffed again...The city is circling the drain. The sucking sound is already starting. And we are told that crime is down..."Run Away!!!"

More bodies means more money going into your pension plan. More bodies mean the pension plan becomes better funded.
It's MUCH better in the long run to have your pension for twenty-five years after you retire than some overtime money now. You want extra cash? Get a part-timer.

Everyday, I see guys who look like they barely stand up anymore, reporting to 011 to work the downtown VRI detail.
I don't know the next man's financial situation. Still, I can't imagine working my off day, at this stage of my career. Then, again, I aint got 4 kids, an ex-wife, and a current wife. Aint got a house I used to live in, but don't anymore, but am still paying for. In addition to the house I currently live in, and am paying for.
No sympathy here boys. Choices...

Not quite 53% of your property taxes go to the CPS Also part of those property taxes pay for the 7 of the 9% they pay into the pension
The city gets less than half of CPS around 18 to 20% of the property taxes collected

Just ran the Chicago marathon and also worked VRI a few days prior and I'm still alive. I can tell you that stressing out about what everyone else is doing will bring YOU an early death. Thanks for your concern though. When you get some time on the job you'll get OT too.

– sorry to bust the bubble, Parking Revenue is for not for police, never was and more so today now that LAZ bought the parking rights. Supplemental income initiatives rely on budgets and grants, they are benefits, like Duty Availabilty and eye exams. You are not guaranteed even by Contract that these benefits will always exist.
Enjoy the VRI while you can, make the bosses look good by bringing in all that activity.
Once it's over, the boss will still Demand those 50 tickets or you'll be dumped.
Unfortunately by now you and the other VRI'ers probably even bought into Hillary's Free College Promise too.

My district has 3 full duty Compstat officers, 3 secretaries, 2 Tact secretaries, 1 or 2 jack-of-all-trade officers, 9 or 10 CAPS officers.
Why aren't they civilianizing them? I thought the litmus test was if you don't need a badge and a gun to do your job then it will be civilianized.
I guess civilians are only replacing the front desk, bidded people huh?

All they seemed to be concerned with was civilianizing the district desks which for the most part were manned by bidded officers.
None of the positions you mentioned are covered by bid and none of them need a badge and a gun to do therefore that's where the civilianizarion should be ongoing and would free up the most officers.
We've got at least 15 full duty officers hidden inside and tucked away in my district and I hear most districts are just as bad.

while I agree with you that the people who have been hiding in the caps office their whole career or the ladies who are put there because they warm up to the white shirts at the christmas party or other watch parties and are "favored" in the caps office is a bunch of crap the whole purpose of caps is to bring the community and police officers together. it really wouldnt be much of a cop/community relationship if it was just the community dealing with other civilians. believe it or not, I do see how the compstat people work. sure its a nice gig to be inside m-f but with all the garbage they make them go through and put together its actually pretty time consuming. I agree, three people is pretty overkill but I guarantee that it does take 2 people in a district with alot of shootings or crime has a lot of data that compstat requires and if its wrong people will get chewed out about it. I really dont thing a P.O. who does that 5 days a week and actually work at it for an 8 hour tour still might not get it all done. Its alot of nonsense. I was light duty for 2 months and they had me doing it and I COULDNT wait to get back on the street. what a load of crap it is.

Ask the PO's in your front office, or look around it. The sad fact is, a lot of the civilians can't be bothered to do the job properly. The work ethic of the ones hired is usually lacking. We used to have a 'principal typist' back in the day. Would sit there until something that she felt like typing crossed her desk. Otherwise, absolutely no work from her. Today's citation clerk watches u-tube all day, then the coppers have to bail her out at the end of the month, (when she take a couple FMLA days) because everyone is bitching there VRI activity wasn't put in the system. So yeah, good idea on paper, but.....

its called upgrading your ticket. Its done quite often. When you upgrade your ticket you can pre-board. Also, if you fly enough with southwest and are a rapid rewards member and take enough flights you are automatically eligible for preboard. I think you need 30 flights a year to get pre-board status. thats only 15 round trip flights a year. Me thinks as the Supt of police he has gone on more than 15 round trip flights this year for both business and pleasure. But hey, you know it all. Good luck in C boarding group. By the way, Ive been pre-boarding for years. Just have a southwest credit card and when you are checking in go to the desk and ask the girl checking you and your bags in. If you request it 9 times out of 10 they will let you do it if pre-board is pretty light for that flight. Its little things you learn when you fly alot.

True. But almost 500 have retired this year already. Plus the 182 POs/Dets and another 30 or so exempts, capts, lts, sgts and you are damn close to 1000 retirees this year.

The Dept. of Finance will soon be monitoring the O.T. In all the Detective Areas & will begin to implement ways to slow down all these Detectives who have a pattern of putting in a HIGH VOLUME of overtime each period .... Big Brother is WATCHING !!!!!

They should. First let me say there are some hard working Detectives that earn every penny. Then there are the guys that do little to nothing, yet somehow manage these huge OT checks. They are stealing with both hands and openly bragging about it. Poor Supervision is part of the problem. Pigs get fat, Hogs get slaughtered.

Hahahahah! Oh my god you're hilarious! I can think of a thousand other things in life that can cause an early death and working OT isn't one of them. I work VRI and am in the best shape of my life. Just ran the Chicago marathon and also worked VRI a few days prior and I'm still alive. I can tell you that stressing out about what everyone else is doing will bring YOU an early death. Thanks for your concern though. When you get some time on the job you'll get OT too.

the point wasn't that OT and VRI causes an early death....the point was, after years of working afternoons and weekends, the kids used to be 10 years and younger; after all of that work, they were in college or getting married; yes, the money helped pay for expenses and tuitions, but they grew up and I missed it. As far as time on the job, after 40 years on, and now retired a few years, and having seen quite a few former co-workers passed on, was all of the work worth it?....no....my philosophy may be....any of us has just one life to live, just one shot at it, so, make the best of it, however you feel about it

It amazes me how the Dept. regularly puts the kibosh on overtime over the years. Each time claiming that only critical OT will be approved. In the D unit, I have had offenders in custody near the end of my tour and they were sent home to be arrested later. (class X felony) No shit! For a while your OT slip will be scrutinized/approved by the CO's office then Lt's. & Sgt's will be assigned to handle it again. Back to normal. In patrol I remember being turned down for OT on a routine case at the end of the tour. Bad call. WC denied OT and sent everyone home, and it turned out to be NOT so routine. Got called in by the Area when the case hit the media, and the shit hit the fan.

Always cover your ass...if you are sent home early on a case, document it!

I don't do OT anymore. VRI is for other people. And I cant wait to pull the plug...No one should wonder why crime is UP!

They get pre boarded the airlines especially southwaste do it when requested they are boarded with handicapped bullshit but it is what it is, now wait in line

its called upgrading your ticket. Its done quite often. When you upgrade your ticket you can pre-board. Also, if you fly enough with southwest and are a rapid rewards member and take enough flights you are automatically eligible for preboard. I think you need 30 flights a year to get pre-board status. thats only 15 round trip flights a year. Me thinks as the Supt of police he has gone on more than 15 round trip flights this year for both business and pleasure. But hey, you know it all. Good luck in C boarding group. By the way, Ive been pre-boarding for years. Just have a southwest credit card and when you are checking in go to the desk and ask the girl checking you and your bags in. If you request it 9 times out of 10 they will let you do it if pre-board is pretty light for that flight. Its little things you learn when you fly alot.

Sure boss nice try work at airport southwest has absolutely no pre board upgrade its the wink and nod program the only mandated is handicapped people everyone else is on the bullshit! While your waiting in line with your upgraded "A" group boarding pass that entitles you to board Among the first 50 but no pre board it's disgusting watching bosses board ahead of handicapped people and very disgraceful personally I never fly that airline!

I am guessing OT for any case involving cameras on scene will double the amount of overtime.

The sates attorneys want to watch all those pesky body cams,dash video, and of course blurry pod cameras.
Each officer will hang around and watch each and every video and then start typing the report.
No statement to Detectives till all the video watching is done.
