Half of Call-Takers Missing
- Chicago’s 911 emergency center is still struggling to get a handle on runaway overtime because 49 percent of call takers are on “some type of” absence tied to the Family and Medical Leave Act, aldermen were told Wednesday.
Testifying at City Council budget hearings, Alicia Tate-Nadeau, executive director of the city’s Office of Emergency Management and Communications, said the hiring of 48 additional call takers has reduced overtime by 28,000 hours over the same period last year. That should reduce overtime spending to $9.9 million, down $1 million from a year ago, she said.
But, rampant use of the leave act is still costing the city big-time.
“We have approximately 44 people every single day that call off. That’s about 49 percent of all of the 911 operators we have [who] are on some type of intermittent FMLA. Clearly, this number is much larger than it should be,” Tate-Nadeau said.
And this has resulted in some employees doubling there salary in overtime alone. That's probably your first clue that something is seriously broken inthe system.

Hate to talk bad about our dispatchers. The good ones are worth their weight in gold and are greatly appreciated. So, I'm gonna give them the benefit of doubt and say the real issue is probably not a manpower issue that the city has ignored for years, much like cpd.

For every action there is a reaction and we are seeing it first hand with the passing of the FMLA. If anyone thought that those who the FMLA was to benefit were going to play by the rules have got to have rocks for brains. Just like back in the '90s when cops could take up to 9 days off in 3 day segments without having to go to the medical section and just call the WC to go on the medical and to come off. Everyone under the sun was taking 3 medical days and adding them to their weekends or other time off. That program was so abused, it was canned after a year.

I remember when it first opened, many people in other parts of Chicago government thought "that was the place to work at". Clean, modern building, and nice amenities.

Hiring loads of single moms with lots of medical ailments from "the community" = chronic lay ups, call offs and FMLA. Fire Side of OEMC doesn't have that problem. What I can say about OEMC is the beautiful gym they have there gathers dust and hasn't seen a person in it in months, half the call takers use walkers and the owners of the vending machines there are making a killing.

The little secret ass hats that control budgets will not tell anyone is low manpower numbers can only be sustained for short periods of time before (year or two) before negative effects occur.
Ask Dart at the sheriffs office he thinks he invented this will under staffing the jails and putting officers at risk.
Hire friends and family and this is what happens. Try hiring qualified professionals for once.
There has to be something structurally fkd for this kind of absentee rates, especially given that the people that remain get a ton of OT. That or it's a big collusion scheme to boost the operators' salaries.
They hired 48 call takers at lets say 50 grand a year thats 2.4 million dollars. Then she touts a savings of 1 million dollars in overtime. That looks like a loss of 1.4 million dollars. Unless I missed something in the translation.
I hate to talk bad about any other city workers no matter how much I disagree with their unions. We all work for the same city and have the same mayor and city council trying to fuck us. We don't have the numbers in our union to gain any respect as a strong voting base, but as a whole we should hope all labor forces working for the city get good deals...I just realized I sound like a total communist and threw up in my mouth,but we live in the corrupt socialist republic of Chicago, the system is there, we might add well play the game to the best of our advantage. It would not benefit us to start seeing other unions give in to anything in their negotiations. That just opens the door for us to get screwed.
If there is abuse occurring, the solution won't be easy. FMLA laws enable last minute calling off with no repercussions. Another avenue for scammers to scam, abusing a law meant to accommodate the few who need it. But if you call anyone out on their nonsense, there will be frivolous discrimination lawsuits furthering the scam. We are completely fucked as a society. The scamming segment is rewarded and the workers have to remain silent and pick up the slack. Only in America.

And when the Call Takers ARE there they are giving out the wrong information to the citizens i.e. telling people with no D/Ls and or insurance to drive to the police station for accident reports. That is just one example. They also give out wrong info on criminal and civil matters. Another thing they like to do is transfer calls to the station that require a squad car on scene and tell citizens that the Districts can dispatch the car. Like everything else in shitcago, they are FUBAR!

Maybe I am showing my age, but I remember when that job was done by coppers who had been injured or on light duty. Then when they first opened, they had talked about hiring retired coppers and supervisors to run the 911 system. I guess this set-up was a better idea. After Rahm loses his Third Term, somebody needs to create an Impeachment Process, because at some point, the public has got to realize, the Rahm Administration is a total failure. Increased taxes, reduced services, over 3,500 people shot this year alone! Anywhere but Chicago, a leader who allowed this to occur would be fired or would of his own integrity, resign. The new calltakers at callback who have been on the job for just a couple months are already using that sick day leave each week. But truth is cops do the same exact thing.
FMLA is abused by civilians throughout the department. It's the magic word that can't be denied. Many workers put in just enough days to keep benefits. It's abused like crazy.
How did our ancestors ever live a healthy, happy life without the government providing for their every whim?
I guess I was lucky in that when my kids were born, I got to be with my wife that day. Next day I had to go back to work. There was no family leave act.
Money got tight when you took time off from work, so you didn't. Yeah, I wish I could have had more time to spend with my family, but men have to work to keep their family off welfare.
I grew up at a time when being on welfare was a shameful thing. That hasn't changed any.

-- 1) Employees A, B, C, etc, take their 3 Month Leave, then come back to work.
-- 2) Then Employees X, Y, Z, etc, take their 3 Month Leave.
-- 3) With that absence, the call center is now understaffed and employees A, B, C, etc, who are back at work get paid Overtime, doubling their salaries while working only Nine Months of the year.
-- 4) Repeat as necessary to fill bank account(s). (Except those of the taxpayers)
That's pretty sweet f--kin' setup! And it doesn't even need to be necessarily a conspiracy among the call takers to make that happen. But after the first time they sure as hell do NOT want it to end!
The only upside is that this 3 month guaranteed 'leave' is unpaid. It's a wonder the Union let that slip by in the contract. Or they saw the wide open door given to its members to double their money 'legally' and took mercy on the spittle drooling moron 'negotiators' from the city.
{this is MY interpretation of one possible scenario from what's in the article}

Most of officers, let alone the public, don't remember when OEMC was manned by real P/O's. Most of them had suffered some kind of injury on duty or illness that prevented them from returning to the street. Most hobbled to work, some even transported in wheelchairs and were happy to still be working and involved with CPD. Most were great dispatchers because they were the same ones that responded to 911 calls prior to their disabilities. They also kept in mind the guys they dispatched to these calls and would not send them nilly-willy to dangerous calls without help. They took and dispatched the calls with the safety of the officers in mind who had to respond to them.
Then, dickey-daley and his politicos took it over. So they should not beef, they got exactly what they deserve.
I know, I worked the back door of 11th & State and seen it with my own eyes.
Look what they did with the old traffic guys who worked in 001 and 018 every day and every special event. Fucked that up too!!!1 P/O on every corner, now 4-5 apes and still traffic is fucked. We can go on and on with units that were manned by the police and now turned over to asshole civilians who couldn't get a job on their own.

The OEMC 9-1-1 Center and its 3-1-1 hostage center on Lexington are both staffed by many professional repeated Medical Abusers.
The FLMA was a Bil Clinton passed law intended to help the poor women and children (and he loves the women). It mutated into everybody being allowed to take off for any possible ailment from Asthma to Zika virus. Sort of a welfare supplement for workers, a paid leave of absence for medical reasons, abused in many ways.
FLMA morphed into a disaster that really hurts the people who need to be off and still able to retain their job.
The problem is Chicago does not challenge these folks abusing the system.
Would it shock anyone to know the who's on the list of FLMA program ?
Didn't the same absenteeism problem happen at the CDOT/Fleet Mgmt under the control of a former CPD Deputy?
• One other note about the mismanagement of the OEMC Center (besides the fraud committed by an inexperienced thief Huberman) is that the property also sits on some pretty valuable land. This now outdated granite clad monolith and its Medical District 3-1-1- ARP bunker, also could be considered for a move to the South Side along side a new Police-Fire Academy. It's about the jobs for the underserved areas.
The concerns voiced in public about O.T. are a joke. In most units you are quietly encouraged to work O.T. so that the new shift coming on can start something fresh and not get tied up with the work load from the previous shift.

Ahhhh, yes...the old "three for free". Abused so badly by the usual medical abusers in my old district, that they had to keep a list of ineligible people. If I recall, it was one (1), three-day segment allowed every three months, up to 3 times per year. There was one female p.o. that would be figuring out when she would be eligible for another "three day pass". I had forgotten about that one.

What I saw was for the first time ever, were some cops who would never think of calling in sick because they did not want to deal with the medical section and would thus use THEIR OWN compensatory time to avoid it would then actually use the medical for what it was meant for...Calling in when sick you fool.
Most cops have used their own time when sick to avoid going to the other side of the city to get off of it. The real reason that it was canned was because people would now use sick days instead of comptime which is ultimately money owed by the city and people like you could exclaim "oh look, medical use went up," when what actually occurred was the instance of people using their own time when they were sick WENT DOWN. You are an asshole.
Got the fop retiree insurance deal in the mail. They claim to have spent three years working on this. All they came up with is some kind of HMO plan from one company. Three years? I came up with several better plans from several different companies after only one hour on the internet. What a joke.

It was a good program, but they never implemented it correctly. I agree with the other poster about people sick and using their comp time instead, but with this program people used the medical as it should have been used.
Problem was, BY ORDER, the medical section was supposed to come out with a quarterly report, telling each unit who was no longer eligible AND THEY NEVER CAME UP WITH THAT REPORT, therefore, people kept abusing it, since the Watch Commanders had no way to verify how many times an individual had ab/used it.

3:52pm, I was a civilian dispatcher at a surburban department, and I had no connections. I worked my ass off for my guys, watched their backs, made sure they Never had to call me twice. I didn't take time off, and had other departments in our network of 8 wanting to hire me.
Some civilians are very dedicated to their jobs , so please don't knock all because of a few.

Why does everyone have to be a "fool" or an "asshole"?
In the district that I worked at that time the biggest drunks and scammers were bragging at rollcall about the new number of free days off the city gave them. They used them and abused it. So that makes me a "fool" and an "asshole" for mentioning it here?
I don't blame them they are on the 6 days on 2 days off schedule..
