This is crazy. Why is it some bosses or districts get more picks? It's all sad, 90 percent of merit will be given to undeserving clowns who do not know anything but butt kissing. It's a shame. Eddie will get his friends in and it will be nothing but more unsolved crimes.

Earn a decent score and you win a waiting period, because someone that was not smart enough to demonstrate that they should be a detective by providing correct answers on a test used to measure who would make a good detective, deserves the opportunity to be a detective based upon the opinion of someone that was not qualified to be whatever their career service rank is. As a matter of principle only members of exempt rank that were promoted their entire career off of tests based on rank order should be able to put someone in for merit promotion.

Honestly...I'm torn about this merit thing. While most that get merit don't deserve it...there is a portion that do. It brings me to that old saying "too much college and not enough high school." You might get that guy that went to some ritzy college with a shiny degree in whatever that does really well on these tests and then you get the guy that grew up on these streets, knows what's up and comes from a police family that doesn't do so well. The guy with that shiny degree will do better on the test, but more often than not that street guy is going to do much better in the field. There are bosses that score top 50 on these tests regularly that can quote GO's all day but don't know "the job" and to me knowing "the job" is much more useful than being able to quote department directives. I understand the process and why it's in place and I am an advocate of hard work. The merit process is fucked and should be gauged in a much different manner. Maybe the guys that don't do so well on the dicks test but want merit should have certain reputations and then go through some interview and field process with veteran dicks that can make the call on whether or not they would be good as a detective or not.

We will take all the merit we can get !
See those merits will have no partners to do their work.
They may get days but that is when the AREAs are busy.
They will beg to do shoplifting upgrades or process a JUVY but when they find out that those silly jobs have 2 hours of paper work.

My favorite is the clouted who stares at the computer and act like nobody sees they are hiding from being trained. We don't care you will do work.

Even the lowly domestics gobble up hours or interviews, hospital visit across the city and tracking down doctors.

So welcome merits your detective classmates will dime you out as soon as you walk in the building with your nifty blazer.

The only important hire is on her way! Chief Anne got Rahm to hire her domestic partner as a deputy chief. So his $180,000 a year payoff to avoid a discrimination lawsuit just jumped well north of $300,000. Plenty of money in the budget!

And Rahm will never mention the elephant until he's ready to fire Eddie sometime after the November election. Can't offend the Nobility.

It's going to take a lot of political will, and generations to fix the problems CPD's "merit" selection process has created. That being said, I believe no one has the political will that this effort will take. The new "merit" hacks will come out and prostrate themselves before the "merit" brass, and go to an assignment acting like everything is legit. They will make many of the troops miserable for a while, and then suddenly get promoted yet again leaving behind a morale problem that rivals that of forced labor camps in WWII.

What has happened to my CPD....?

Isn't it funny that everyone compares those that pass a test to those that are selected by merit, saying those with merit aren't deserving of promotion. When it's those that were promoted by merit years ago that are making the tests that some say are the benchmark of a knowledgable detective, Sargent, lieutenant?

Just why aren't Promotion Rankings posted by the FOP ? What's the big secret? Wouldn't you like to know where you stand in line?
Merits Picks may eventually leak out and the shameless exposed, but wouldn't it be proper to know just who leap frogged over the High Test Scorer or even a low scorer? If the Exam was legitamite, why the Merit bs ?
What exactly is the criteria for Merit ? Where's the checklist, let's see those accomplishments.
Those bashing the the Anti-Merit remarks have no idea of how Merit corruption fuvked up this Dept.
If you can't pass an exam - you don't graduate up. NO MORE CPS STYLE PARTICIPATION AWARDS!
Some Merits can and do get by, but Det Div doesn't need folks taking up desk space with a 300 case backlog because they can't get their act together. It's been over 40 yrs. since the last Dets were ever dumped from the Bureau because of clicks bosses, slackers should be dealt with. Worth mentioning is that lack of manpower is a just one reason for Det back logs.
Still, I believe HR O'Neil will donkey punch the first and second Merit promotion picks with more than the allotted 20% Mgmt.

After the Dept. listed the test date and issued the study guide, I began asking current Detectives for advise. The common theme was study, study the study guide specifically. Read it a hundred times, then read it again. Also know the orders but study the logic portion of the study guide inside and out. I did. The test was almost identical to the study guide, different scenario's but the answers were all the same. The study guide explained everything. There were absolutely no trick questions and nothing complicated about this test. A test is exactly that a "test". Everyone gets a score and we all can't be #1.

However, I do agree that way the test was administered that day was horrible. I feel as though I folded under pressure and should have scored better. I ranked in the 200's.

Did some have the test prior to the test? Probably.
Did the Dept. massage the results to get their people in? Probably.

I was neither of the 2, so I left my fate up to me. To those that did the same, congratulations.
To those that disagree, bash away.

Maybe it's you that's the criminal. If you're managing to make more money than a commander and still have time to see your family, the DOJ might want to pause what they're doing and take a look at your activities. I am a detective, and you're not making 60 grand a year in overtime without sacrificing a lot of time with your family because that's 100 hours of OT per month. A lot of guys do it, but they're missing some kids birthdays whether they want to be honest and admit it or not.

Lol, to the responder saying making that money isn't possible and you're a criminal- please...
to all DOJ readers...
I make the big money in the D unit and I can stand by my yellow slips and do an audit & ive never missed a thing!!!!

HOWEVER, To the responder, I think the DOJ would be way more interested in the RBT scam you guys do in the districts!!!!!

Let's have patrol be the judge--- judge patrolman, you all have RBT detectives in your districts. See them everydayFOR THE ENTIRE tour?
No you don't! Those guys are GHOST PAYROLLERS! Attention IAD, DOJ and anybody else out there... wanna see the biggest scammers in the detective divison? Look at the crazy "hours" the RBT guys work. Look, when they have to be told they can't take a personal vehicle to a job that should speak volumes!

Don't believe me? Just walk up to their office in any district and look yourself? At best you'll see 1 or two guys, why? Because they all work off an up list. If they get a job they're not up again until every guy gets one on their watch! So Bill maybe be there on Monday but he's no where to be found on Tuesday or Wendsday.

We make a ton of $$$ most of the office makes more than the commander!

Also, anyone who ever said, " you never see your family or the kids" also, was never a detective!

This rank is almost criminal!
10/02/2016 07:28:00 AM

Maybe it's you that's the criminal. If you're managing to make more money than a commander and still have time to see your family, the DOJ might want to pause what they're doing and take a look at your activities. I am a detective, and you're not making 60 grand a year in overtime without sacrificing a lot of time with your family because that's 100 hours of OT per month. A lot of guys do it, but they're missing some kids birthdays whether they want to be honest and admit it or not.

10/02/2016 06:04:00 PM
----

YOU GUYS ARE ALL IDIOTS !

No need for merit detectives. The clearance rate is low enough.

Normally, Southside you have insightful comments. This one, however, I believe, no I actually know, is not the fault of the Detective Unit. Explain to me how you would handle a shooting or homicide where our fine people (or folks) actually know who did the shooting but will not cooperate with the investigation. This includes the victim (shooting, not homicide) and family members gang members and friends.
I don't know if you were ever in the Detective unit, my guess is no, so if not, keep your suggestions or opinions to that which you know.
Even when I worked in patrol for 20+ years, I knew the problems I dealt with on the street, and now see daily in the Detective unit.
Please do continue with your insightful posts that I can see are from your past experience.
P.S. I do honestly love the photo you use for your posts!!!

A lot of times in the D unit, you get to pick when you do your overtime. Unless you are working on a shooting or homicide team, then you work when those events happen. Not all on these teams stay and work the overtime. However, it is available if you want to work it. Haven't missed one birthday, wedding, or family event in years, unless it was a request from above.

You have read it in these posts hundreds of times, the Detective unit is one of the top two spots in this Department. I know you have no clue as to the second spot. I haven't worked it, but I do know about it!

I'm gonna beg borrow and deal to try and get a merit spot and I'm not afraid or ashamed to say it. Who cares? Everyone else does it, especially some people who are undeserving. I'm not saying I'm super cop but I do go out and work and try to mind my own business. I'm not a boss suckhole so I'm sure I won't get taken seriously about merit but if I can get out of patrol I will even if it means begging for merit. At this point who cares.

So what's the passing score for part 1? Some posters are saying people who scored 50-60's on part one ranked in the 300-400's on part 2 but some guys I know scored mid 60's on part one and their letter said that wasn't a passing score so part 2 wasn't even scored.

*******************************

I was about to tell you how much BS you were full of with these numbers but Im actually finding that your numbers are holding water, however I dont think they are gonna be able to get classes through that quick. I can easily see 300 dics being made within the next year but you know that some of the classes are going to be held up due to summertime and how unorganized the city, department and academy are. According to a friend... yes, this friend "is in the know" as so many people on this site are, said that the reason they want to make more detectives is for several reasons. The first reason is to improve the clearance rate. The second is to get manpower back to where it needs to be to improve morale in the D unit and the 3rd is to cut caseload and overtime in the D unit. The plan is for the city to shed as much OT cost as they can by bringing in more staffing including increased blue shirts to get rid of VRI and cancelled RDOs for tac teams. All of this will be so that Rahm doesnt let a crisis go to waste. You see, Rahm knows that 2016 is a lost cause. He knows that the higher the homicide and shooting numbers get this year its for the better when it comes to an election. Get this year over with and it will have alot of murders and shootings. start 2017 over and start bringing shootings, murders and crimes down by the time election time comes around in 2018. The next two years are all going to be compared to 2016 and Rahm can say he got tough on crime, added tons of officers and detectives to the department and it worked. he can say in 2016 we were at 650 homicides, in 2017 we were at 540 homicides and now in 2018 we are on track for 500 murders.. or something like that. Either way, Rahm is not letting this crisis go to waste. The only thing rahm needs is a few really cold months unlike winter 2016 and he will be perfectly on track. Its gonna be extremly hard for the city to match the murder and shooting numbers of 2016 again and they know this. Watch for rahm to become the savior of the city come election time....

"Request for Detectives, due later in October."

There was always few Meritorious Detectives in every class going back to the days of Chief O'Neil. Some of them were clout hacks. Many were deserving because they spoke the languages that were needed, Italian, Spanish of Ghettoese and so on.

Some were promoted because they were skilled at getting answers out of people and solving crimes and I don't necessarily mean by using methods alleged to have been used by Commander Burge. Some were meritoriously promoted because they could melt into the neighborhood morass that a college grad from the Northwest side couldn't even drive through. A lot of District Commanders hate to give these people up.

GHOST PAYROLLERS on the CPD?

That's possible. Recently our Pension Board rep said that there were 11,999 sworn members of which 9,1?? were D-1 paying into our Pension Fund.

That sounded high. I think we are closer to 10,000.

This Is something the DOJ should investigate and do a forensic manpower audit.

Right Rahm? Deano?

What a voting block that would be if every cop voted and every cop's family member voted. Do you think there would be any trouble funding retiree healthcare if we all voted?

As far as voting first you can't get two po's to agree on anything let along vote together. Then get their family members to vote the way they want. Good luck with that. And your 10,000 police plus some family members are a large voting block.

I can only tell you my experience from a long time in homicide. Many of the shootings and homicides could be solved if the public would cooperate, which they don't. And, there is no way to make them. Years ago we would hold witnesses and work on them so they would cooperate or take them to the grand jury. I don't think the current detectives have that ability which certainly hurts the clear up rate. The progressives got the police department that they wanted. I hope they are happy.

Overheard the top brass talking about 189 detectives being made at the end of November including merit selections. Scheduling of classes, speakers/bosses being lined up. Many will come in and blow smoke up your asses about how great the job is. Then you'll get the "Go get'm tiger" speech and how to write paper different than patrol so you don't get fired your first year. Some of you will need to take the fall for BLM shooting covered events, it's in the job description. Good luck!

I certainly think merit is needed in this job; yes, people who scored well are deserving, no argument there, but we all know coppers in our districts and units that are amazing street coppers who know the players, can talk to people and build rapport, to get things done. There's also people who are genuine leaders, the people who take charge of an incident without calling for a boss for everything etc. Is there no bs involved? Of course. I think everyone is tired of the drivers, secretaries and side-pieces making it. There has to be a legit way to find the truly meritorious and promote them. Can't we find a way to do this?

We've also seem some of the worst dets, and supervisors ever promoted that made it on score, it's undeniable. People who are very intelligent and book smart but are not good at investigations or supervising, can't talk to people, and usually make a situation worse.

I think there are good and bad in both, but we need to find a fair, balanced way to do this without undue outside influence, i.e. Politicians, preachers etc. I know I'm dreaming, I've been on 23 years and nothing has changed. Oh well, one can dream.

Now these new Dicks will have the rights to change classification on UCR's. ie...robbery to a theft from person, burglary to theft from bldg. And the big one...Homicides to death investigations. Crimes will disappear. Don't worry, your new clouted supervisors will tell you where and when to do this. If you don't listen, then it's SVU, or midnights for you. The meritorious are already on the plan. You need to catch up. This is how crime goes down...

Nothing will change...except that the clearance rate will likely drop.
