We're Getting Horses??

  • Chicago aldermen agreed Friday to put the cart before the horse — or rather, the squad car before the police officer.

    The City Council’s Finance Committee tacked $25 million onto a previously-approved, $1.25 billion borrowing to bankroll the purchase of 600 new police vehicles for the 970 new officers Mayor Rahm Emanuel has promised to hire over the next two years.

    The earlier borrowing included $40 million for new vehicles of all kinds, including garbage trucks, snow plows and street sweepers. But the $7 million worth of police vehicles included in that prior purchase will not be enough to serve the new officers.
So wait......no horses? Damn.

And are we reading this correctly? $25 million for 600 "vehicles?" Could we get a breakdown of these vehicles? Last time the city made a wholesale purchase of vehicles, a sizable number ended up being unmarked exempt vehicles, marked supervisor cars, and the watches saw a fairly low number of cars actually coming for street duty - all purchased from a connected suburban dealer, too.

The dept has been letting the fleet diminish by attrition, same as the officers. So, now, though there's a standing budget item for squad cars (NOT cruisers, media!!), he's tacking the purchase of basic equipment onto a LOAN request?

There are so many things wrong with this, I don't know where to start. Maybe some enterprising media investigator could... ah, never mind.

When you buy Vehicles for a municipality at large numbers you get them below Dealer Invoice which is thousands below sticker price and you buy them factory direct,The City buys them from a local connected Dealer for over sticker and it costs the tax payers millions

OT: not a cop. I have to side with youz guyz here. A good consumer can talk an auto salesman down alot. (Tip: if got want to buy a car get the absolute best quote from truecar. Truecar only. Print that page and bring it go the dealer. You're welcome). $40,000,000 is a ridiculous amount of dough for activities. Let's say Chicago buys 15 new snow plows. Max those plows retail at $1,500 a pop. Slash city and bulk price so roughly 1,250$. Add 500 Tahoe's at 45,000$... Drop city and bulk so roughly 41,000$ a piece. Max 10 garbage trucks at maybe gal a MIL a pop. Nowhere near 40,000,000.
PS still gotta treat law abiding citizens well.

I just emailed you a photo of the car situation that the ET's deal with daily. We have more people now than we've had for quite some time but nowhere near enough vehicles. And of the ones we do have, most are shitboxes averaging 130-150K on the odometer and not roadworthy. We drive these things all day, every day from one end of the city to the other, not to mention to suburbs outside the city limits regularly. Yeah, yeah, yeah, we down unsafe vehicles regularly but not enough people here will do that (just like in the districts) lest "their" regular car never returns. All new cars should go to people that DRIVE everywhere all day, every day. Not district beat cars - or worse - narcotics apprehension teams. And certainly NOT to surpervisors.

Complain about the current condition of vehicles when we are the ones who treat these vehicles like shit and then complain about how they look and run. Fill them with garbage, rip the seats and steering wheel, break the radio knobs and write all over the interior and then drive them like and a-hole. Then complain about the condition. Typical ungrateful copper. Assign vehicles and make each officer individually responsible for the damages and see how fast some of the pigs out there learn to respect property.

That's correct. You'd think buying 25 million dollars worth of vehicles that you could manage a bit of a better deal than that. Who gives a fuck, it's tax payer money right? Plus they're borrowing the 25 million so it's actually costing more because of interest. They haven't bought a new squad car in 10 years and now they have to borrow the money to buy these. Makes you wonder where all the money this city pulls in goes.

MSRP on the base 3.7 AWD Ford Explorer Police Interceptor is $31,175. If the extra $10k includes the light bar and control box, PDT and mount, vinyl, and rifle rack, $41k isn't outlandish. If it's just the car, the city is grossly overpaying.

Why does this purchase go through a "Dealer", and a Suburban one at that? We are talking Fleet here, and Fleet Purchases should go directly through the manufacturer. Or is this dealer a big contributor to the Cook County Democrat Party, and or Rahm's Political War Chest? Where are the Feds and Inspector General on this? Once again they are slipping one past us. If I purchase a vehicle outside of the City, the City gets me on the City Tax, does that apply to City purchases? The kick-back on these "Deals" could be in the millions for someone who is surely not residing in the City. WHY? Is this what Rahm means when he talks about "Chicago Values". Baby"G"

41,666.00 per car. Figure roughly city or a municipality can negotiate a price of 25,000 per vehicle. But don't forget equipment costs of lightbar package, siren, video, laptop, etc which is probably another 10,000 per car. Plus installation, so maybe they can buy a few extra cars then once final costs negotiated.
Or is the extra saved money going somewhere else?

Not 970 new. Not '500 additional'. Not '970 trained' or any other BS.
Rahm promised '970 net new by the end of 2018'.
970 + cover for around 1000 retirees + another 150 or so who leave for other reasons + account for those who was out of training....means hiring about 100 EACH AND EVERY MONTH.
Actual active force strength today ~ 12,100. So it should be ~13,100 officers & trainees by 12/31/18.
If you don't hold his feet to the fire, and the alder-mooks too, it's not going to happen.

The price is actually closer to 33k per vehicle. The rest is for stickers, divider, new electrical, rifle lock, lights, siren, GPS, camera.

and, you have to watch for unmarked fully equipped police cars that never make it to the department, but end up in other city departments, namely department heads. It has happened many times before. It is the same as civilians hidden in the police department budget but never work for the police department. It is typical city hall games.

CPD needs to hold coppers accountable and SGTS. need to inspect cars at the end of each watch. Grow up and stop making excuses.

At $40,000 per vehicle, that's 633 vehicles. Don't forget, the radios, pdt's etc should be coming out of the 911 budget. If you remember, that's one of the reasons we had an increase in 911 fees.
We pay for the vehicle, lights, sirens and decals.
Didn't we used to buy cars out of the capital budget years ago? These should already be budgeted, but maybe someone in city hall is playing with the department funding???
By the way, we used to buy from 400 to 500 cars a year, but that is when we had staffing.

Explorers aren't cheap, they enhance suspension and brakes. Then they have to have them sent out for the light, sirens,cameras, etc....
The cost will be closer to 50k per car by the time it's said and done.
The city can't buy direct, they have to use a dealer that has minioiry connection. Its basically like paying juice . I used to live by the company that made a lot of our paper reports and I got to know some of the workers. The company would charge say $100 for a box of reports, but they would give it to their minority middleman and he would charge about a 25% fee to the city. So now the same reports would cost $125.
That's just a small example of why this city is billions in debt.

Relax. Its authorization for an RFP. That's Request for Proposal. Its the first step for a contract...it takes awhile....bids, etc. This should be good news....it suggests they want to ramp up fast with coppers. 41K per car sounds about right for radios, computers, sirens, lights, all the other stuff....I sat in an ISP car (by choice at a Safety Fair) and it seemed kinda cramped with all the stuff in it....

(Ford Fusion/Explorer avg @ $30/35,000 x 833/714 units = $25 mil whereas a base unit at your neighborhood dealer is under $20/27k) The 2 man MMD crew that puts in the lights & siren is plenty'nuff to outfit up to 2 vehicles a week is certainly costly. Why have Ford do it streamlined and steady before delivery? Oh, can't hide the factory installed invoice with legitamate equipment listed...I get it.

As for horses, way out of the green energy realm...too much flatulence for Third World Chicago.
The Mounted Unit will be outfitted with over priced outdated electric Segways (think of the pony on a stick - with wheels).

According to my math 25 million buys 833 new vehicles at $30,000 each. There was 7 million previously earmarked for new police vehicles so that would be an additional 233 vehicles at $30,000 each. That would mean 1066 new police vehicles. Never happening but looks good on paper.Interesting how much other police departments pay for their vehicles compared to crook county where inside deals are the norm when the taxpayers are footing the bill.

The base price is probably 35k but you have to add in the cost of lights, sirens ,
cages & other costs , it's probably higher that 41K per vehicle.

The way I am reading this it is 32 million for 600 cars. The original budget of 7 million for replacement vehicles plus an additional 25 million to support this reshuffle plus a few new officers for patrol. This means$53,000.00 plus for each vehicle. Okay, police packages aren't cheap but when your buying in bulk for 600 vehicles I have no doubt it can be bought for much less. Does this money include spare replacement parts? Extended warranty? Yeah right.

This is all laughable. We will not see an increase in manpower - in fact it will continue to diminish as more people continue to retire well before they originally planned. They have not kept up with replacing retirees for YEARS. They would have to implement a mass hiring for 2-3 consecutive years to get back to full strength. As for new equipment, we are still pushing crown vics and tahoes with 150K + and rusted out. We wouldn't be in this mess if the city actually stuck to a responsible budget and used money for only what it was allocated. Trump hit the nail on the head during the debate when he compared our failing infrastructure (roads, airports) to third world conditions. Chicago is a prime example. Who the hell would've thought that here in 2016 we are drinking water from a municipal system which still utilizes lead pipes!

Hey dumbass! YOU are responsible for inspecting your vehicle at the beginning and end of your tour. YOU are responsible for reporting any damage or other issues you see. You want others to "grow up and stop making excuses," yet you need daddy Sgt to inspect your car for you? Let's hear your excuses for not doing it yourself and reporting the problems with the vehicles. You want a Sgt to walk around the lot looking for every car that was used on the watch checking for damage, or missing equipment, garbage in the vehicle, etc.? You're a fucking idiot. I'll tell you what... the Sgt will go inspect the cars at the end of the tour while the POs wait to hear what he finds. Then you get written up for anything found. So, you get to work your full tour, and you get written up for not doing your job, or for damaging the vehicle and not reporting it. Sounds like a good plan, moron. I swear some of you have zero concept of personal responsibility and it's only getting worse. YOU need to grow up. Better yet, get a different job.

So the merit Capital of the world (aka hq)decided last night thirty minutes before roll call that VRI will be traffic missions. Well thanks boss for the well thought out plan. Now I get to drive up and down a three block stretch and write tss cards (which the dept is out of) and screw up traffic for what? Just so you can force us to wear those ridiculous yellow vests. Not sure if you know but the traffic division has been doing this for twenty years. And with people who want to write tickets. Please check their stats to see how many weapons or drugs they have recovered. You will be disappointed and just a suggestion but maybe think things out next time. Those yellow vests will not stop the ethnic cleansing of the city!

Motor maintenance or what ever they call it now used to install the lights & stripes. So 10k a car is a tad steep. The light bar company would gladly like to sell 600 lights and give the city a fair bulk price; but then no one would get "their cut". Also, a buddy owned a upfitter company and had a contract to install a few different styles of PDT mounts; some clout baby in fleet then picked the cheapest. My buddy then was paid to teach the MM goons for one week in how to instal them... point is most of the crap is half assed shoved in by some napa auto dropout now working for the city.

If this is true - WHERE IS THE INSPECTOR GENERAL?

Do you know Chicago could get the SAME price deal the state gets on buying vehicles from a Master Purchasing Agreement?

Most suburbs use that Master Purchasing Agreement to get THEIR pricing for squad cars and SUVs. It's a good price (WAY below MSRP)

Does the City do BETTER than that price? If not, someone should be going to jail - plain and simple.

No reason for Chicago, which is buying a BIG Fleet, to pay anything more than what the state has negotiated. If anything, for a large single purchase, the Chicago price should be even LESS than the state guideline/ master agreement.

Where is the Inspector General?

BETTER QUESTION IS - where is ANY of the 50 Rubberstamp Aldermen asking about the validity of this purchase price?

I have been saying it for a couple of years already on SCC Blog, cut back the Aldermen and their staffs AND Ward funds down to 20-25 and the city would see absolutely NO CHANGE in the quality of services. Well they would, if they would spend that saved money on police resources and pension funds that they have shortchanged.

They should go back to beats having assigned cars. Back when we were doing that, coppers took better care of the cars, some even brought in their own cleaning supplies and kept the cars like their own personal cars.

A lot of the damage these cars have is a different matter. I think a majority of the damage is from speed bumps installed all over side streets. Coppers going to hot call or going to assist another officer calling for help, especially when it is dark out, aren't focusing on speed bumps in the road and hit them going at a good clip. The bumps wreak havoc on undercarriages and front suspensions, some of these fords we have with 10,000-20,000 miles ride like an old jalopy on the highway with shimmying front ends, turn the steering wheels and you hear creaking and thumping. So it really isn't negligence on the officers part, just a victim of the city's decision to cut back on number warm bodies, and having streets and San installing speed bumps "stationary policemen."

Chicago should use Civil Forfeiture more. With the number of dope dealers you have it seems that if you took every car involved in a "Possession with intent" bust, there would be enough cars for every cop to drive a take home car.

Lose weight! Not everyone is a skinny 140 pound too light to fight too thin to win pinhead like yourself. I was a big guy and in good shape. But when I put on my body armor and gun belt and leather jacket I could not get in and out of a Chevy Caprice. That car was a real hazard.

I loved my old Ford Crown Vic and thank God I retired before all this car switching non-sense. I did everything I could to keep that car in great shape including checking all the fluids and the tires. When I bought new floor mats for my own car I put the old but perfectly serviceable mats in my squad car. I treated it like it was my car. Minor problems, most times I would fix them myself before calling the R-Man. I was really pissed off when somebody did any damage to it on another watch.

Explorers aren't cheap, they enhance suspension and brakes. Then they have to have them sent out for the light, sirens,cameras, etc....
The cost will be closer to 50k per car by the time it's said and done.
The city can't buy direct, they have to use a dealer that has minioiry connection. Its basically like paying juice . I used to live by the company that made a lot of our paper reports and I got to know some of the workers. The company would charge say $100 for a box of reports, but they would give it to their minority middleman and he would charge about a 25% fee to the city. So now the same reports would cost $125.
That's just a small example of why this city is billions in debt.

So the merit Capital of the world (aka hq)decided last night thirty minutes before roll call that VRI will be traffic missions. Well thanks boss for the well thought out plan. Now I get to drive up and down a three block stretch and write tss cards (which the dept is out of) and screw up traffic for what? Just so you can force us to wear those ridiculous yellow vests. Not sure if you know but the traffic division has been doing this for twenty years. And with people who want to write tickets. Please check their stats to see how many weapons or drugs they have recovered. You will be disappointed and just a suggestion but maybe think things out next time. Those yellow vests will not stop the ethnic cleansing of the city!

Yes indeed. The VRI tools are only helping the city and cutting coppers throats at the same time. Too many one way MF'ers on this job, "but I gotta pay for my Harley, kids tuition, ect.ect." Where does it end? Live within your means. Probably the same ones were more worried about getting a retro check instead of questioning the insanity of Rahm purchasing squad cars being inserted into our contract.

The Ford explorers lower seat cushion is small compared to the Crown vic. While the Vics seat cushion extends to your knees, the Explorer seat barely extends halfway across your thigh. That seems to be why they're so uncomfortable.
Still checking out that old ford key driving the clapped out vic. Gonna miss these when they disappear.
