Detective Results Out

After adjusting the results for the past seven months, the Department finally got the numbers back to everyone.

Amazingly, the top three scorers were also the top three scorers on the current Lieutenants exam.

Special Ed had no comment.

UPDATE: 5-and-a-half months? Seems like years. We must have counted back from the announcement.

I work midnights in 007. Ranger all the way. I know times are hard, but when the going gets tough, the tough get going! 4 pistols off the street last week - the soon to be ex-ranger, soon to be sitting at corp counsel.

The fact that you have to brag about the guns you "got" is evidence in and of itself that this job is 100% consumed your identity, self worth, and has become who you are. That would be saying that you actually "got" those guns by yourself, as in box one. Seriously, my friend, take a step back from stroking yourself and your ego and look at the big picture, not just the one two feet in front of your face. I'm seriously glad that there are 4 less guns on the street, but let's be real, there are not 4 less offenders on the street, and most likely they have already re acquired a firearm and looking for their next target. But, by all means, keep charging straight ahead a million miles per hour straight for the brick wall that always wins. You say when the going gets tough that the tough get going, goes to show that things really have not gotten tough for you yet. Getting guns, making arrests, working in 007, 011, 015, or being the police anywhere really DOES NOT MAKE YOU TOUGH. Get some exercise for the mind and body outside of this job. Your mind, body, and family will thank you.

5 years on the job.

I posted this on the other thread and I will post it again.

Majeske v. City of Chicago (2000).

• Chicago can promote police officers to the position of detective, using race as a factor.
• 1989 Det. Test
o 3392 took written, of which the city wanted 650 to take oral. Of the 650, there were not enough minorities, argued the city. Therefore the “races” were separated (white, black, Hispanic) and the top 17% of each race were selected to take oral. Cutoff scores then became: white (82), Hispanic (79), and black (73). 619 ended up taking oral.
o Breakdown:
 64 were to be promoted.
• 42 in rank order (does not say what race these were)
• 22 out of order (18 black, 4 hispanic)
• 26 merit (also not sure what race)
o P’s sued based on the “out of rank order” promotions
o FOP filed grievance.
o Arbitrator ruled the merit was OK, but “out of rank order” violated the collective bargaining agreement. City responded by promoting 37 more det. in rank order.
 So this is the new breakdown, I could be wrong though:
• 42 in rank order (does not say what race these were)
• 22 out of order (18 black, 4 hispanic)
• 26 merit (also not sure what race)
• 37 after arbitration (so, even though the arbitrator rejected the “out of rank order” promotions, the city promoted them anyway.)
• 127 TOTAL PROMOTED. (Of these, 90 were in rank order. So the 37 were added to this, which probably included the original 22 “out of rank order” and 15 merit. Just a guess).
• P’s had to pay city’s costs of $38K. (City won this case).
• 56 interrogatories to jury dealing with past discrimination of blacks and Hispanics.
• Compelling government interest is a question of law.
• Dr. Mann (statistician for the city).
o Studied CPD’s hiring and promotions of blacks and Hispanics in “available work force” and number of same in patrol. Concluded hiring “lower than statistically would have been indicated.) Promotion of same to detective “substantially below what statistical analysis predicted.”
o Created statistical model to predict expected number of blacks and Hispanics there would be absent past discrimination.
 Should have been 221 black detectives (actual number 57).
 Should have been 43 hispanic detectives (actual number 9).
• Testimony
o Blacks – pretextual medical (heart murmurs)
o Hispanics – height standards

That's what the city needs, MERIT DETECTIVES!!!
Should be NONE!!!
Bad enough that they have to promote real smart guys who don't have the stomach or stamina to do that job. But they generally filter themselves into not being the dicks who take the lead in an investigation. Smart enough to do that also. The ones who jump into the "Big time city heat" spot generally get jammed up and can't get a minor felony approved.

Please all you new DICks

Expect to receive no formal training when you hit the AREA specially if you have not processed an arrest in the last 5 years.

Expect that the clouted will be sent to the day shift and will beg to be put into RBT at a district close to their home.

Expect a few of your classmate to be sent directly to Whatever they call bomb and arson.

Expect your supervisor to have NO knowledge of developing a case or solving it.
Many supervisor in the AREA's were never DICKS.

Expect your typing skill to improve. The days of heard shot and felt pain are over.

Expect having to go out on shootings alone and be in charge.

Expect loads of nonsense cases that nobody cares about but you have to type pages of nonsense to show you care.

Expect white shirts asking you about cases involving clouted people and commanders wanting copies of reports that they can pull up themselves but DON'T.

Expect not having a squad car and computers that don't function.

Expect making 150-200k if you do anything with murders (if you work 1st or 3rd watch).

We welcome you but we will not log in for you on LEADS because you have not run a background check in 10 years.

City Hall will NEVER put your scored test packet
back in your hands so you can actually "see"
where and how you went wrong...

That would create too big of a risk of too many
of you diligent Non-Clouted/Non-Beholden Police squares
and "nutrons" packing the rank order of promotional exams
and significantly reducing City Hall's ability to fuck with the
results up to and including stealing one guy's test and
giving it to someone else. (LOTS of hard-to-prove
allegations over the years.)

We didn't take this test but our issue in regard to testing
integrity always centered around using #2 pencil
on test medium - inclusive of your signature...

So of course it's going to take months to get results back.
Of course the City won't put your test packet back in you
hands so you can take your time and really comparison/
contrast your answers to what's in the reference materials.

If the Feebs do anything while they're pawing through
Policemen's underwear drawer, they SHOULD put a
permanent STOP to how CPD currently tests and promotes.

The only ones who will cry foul are those who seek to
control promotional testing outcomes for their benefit alone.

The Koschman and LIE-utenant scandals are the tippy-tip
of the promotional exam corruption iceberg.

Clout promotions do nothing but put beholden and
ultimately disposable people in positions to mitigate
potential harm to the main actors in the Chicago
democratic hierarchy.

Funny... Nobody but working Policemen seem to
be able to see this corrosive shit for what it is.

Worst Job on the Department !
9/28/2016 12:32:00 AM

As a retired guy who left the job 12 years ago , I am sad to hear this comment. It used to be one of the best jobs for the working cop to have. My time in homicide certainly remains, in my mind, as the best years that I spent on the department. With a clearance rate that hovers around 20% I can see what is wrong with the department these days. It is sad, really sad to see what the politicians and progressives have accomplished with their constant ripping on the cops.

The position that requires a little bit of intellect and smarts should have zero merit spots. I understand if you possess leadership qualities and an ability to take charge of situations and make good sound decisions (as if that has anything to do with it), but if you require people to use their heads in solving a case perhaps someone that has proved themselves by way of score on a logic test would be best suited.

Remember, Merits First...Diversity and then the High Score Rankings.

I'm a bit leery and feel that the HR Dept will utilize a management discretion maneuver (also known as an O'Neil Donkey Punch) and grab a year or more worth of Management Merit Appointments to level the field from Rahm's Pander Program.
This is not be the same as a Transfer Bid. It's something they've done with specialized units to reward the insiders.
(Per Contract, the City is allowed 15% Management D2a Merits per opening.)
If the City determines that they can budget say, 400 Det's off this new list, they could very well pull their 60 Merits first right off the bat. They can lie and say they'll promote 600, 700, or 1000 just to appear diverse enough for the DOJ and get a 50/50 makeup. Then they mothball the list to appear it's active.
As The Donald says; "Believe me, the system is rigged".
But best of all, with a little luck, a rank score in the mid 300's will put you in the Bureau by 2025.

At any rate, TAKE THE JOB - you may feel overwhelmed for a couple months, but you'll find it gets easier once you're comfortable in the new position. While you are waiting and waiting on that List, stay informed with the GO's because a lot changes and now it becomes the real deal.

It's certainly all fucked up because we know what this fuckin city and dept are truly capable of when it comes to fake ass fuckin promotional tests. They can't even find it in themselves to investigate the recent fuckin LT test, which was beyond fucked up and in everyone's face. There wasn't even an attempt to hide it. Imagine what goes down on a fuckin dets test that they only give once a decade. Maybe I'll take the next one, cuz I know it's all on the up and up right? If I study really really hard and give 2,000$ to Bernstein, I'll get a fair chance next time... It doesn't matter how much experience or how deserving you are, it's what "study group" your apart of and what exempt phone call that you have. I don't want the detective life anymore. It's around the clock non-stop work. They're so fuckin short that 200 new people will barley even keep up with retirements. Good luck trying to get better than a 1 or 2 furlough.. And good luck trying to get a day off. Honestly it's about making this job work for my family and I. And being a fuckin slave in the D unit isn't at all glamorous anymore in today's world. But some people still think it's the 1980's and chug the cool-aid. I'm sure they'll be fine.

I scored 2300 but I got 74/100 on the first part. I'm a working copper and I know how to be a detective. No way I get 2300 after doing ok on the first part. It's rigged. I'm a working copper and know this job, I've been on a tax team for almost 4 years and was on the watch for 3 years before that I've dealt with detectives and know how to handle the situations they get into.. hell half the cases they come out for I could prob investigate them better than they can. No way I actually got 2300 this whole thing smells of a rigged testing process. Well looks like tac team for lyfe.

All tests are subjective and can be scored any number of ways. Obviously it would be great to know how said scoring is accomplished, but that would be an unfair advantage. That said I scored well, top 200, but I studied my ass off for this test. I didn't take the Sgt.'s Exam because I had no desire to become a Sgt, but I always wanted to be a Detective. Congrats to those who did well, and to those who did not, with the turnover this department is experiencing there will be another Detective's Exam before you know it. Consider getting in a study group, it helped me tremendously. *****and no I didn't take the Bernstein Test Prep Class, toooo much $$$$$$$$.

9/28/2016 02:05:00 PM

not exactly. We are currently budgeted for 992 Detectives. We have currently 850 Detectives. There will be a class of 242 as soon as the merit is done. Might be all at once, might be a class of 121 and another class of 121 right after. That's the 100 detective increase for the 2017 budget year, plus the 142 (maybe more current vacancies dependent upon upcoming retirements).

So the first class(s) will be 242 total, 48 merit, 194 off the list. The following year (late fall of 2017 more than likely) probably another 150 (120 list / 30 merit) or more (depending on those promoted to Sgt and retirements). Within the next 14-16 months they will likely get to around the 330 mark on the list, with merit accounted for.

Bottom line: This list will stay up for appx 5 years and they will be promoting only 200 total over the next 2 years, and that is inclusive of 1/3 merit which brings the list number down to 140. Build in a few Pos who will be promoted to Sgt before they hit their number on the Det list (It happens more than you think), and a few who will waive it for their own reasons, we can look to have promotions from the list in the next two classes, through 2017 to reach somewhere 170 or so. Then in 2018 maybe another 120-150 in three classes brings the list number to the vicinity of 275, give or take a few based on waivers and retirements. If your over 350, don't give up all hope, the Det list stays up unusually long, so they may pull a rabbit out of a hat every now and then and grab another 75-100, but anything over that, I'd start looking for a unit or hope the next Sgt test gets announced.

Do you really think they would only promote 320 TOTAL rank order people from this test? The DOJ is raising required staffing levels everywhere. Supt. Came out and said they are going to add more people OVER the budgeted strength for every position. That being said the old list ended very close to 600. I know it took 10 years but this time anyone at 500 - 600 is not out of the game especially considering the wave of retirements coming. The new sgets list will go above 400 again (currently sitting at 166) and possibly up to around 500. No way the Dicks list stops at only 320. Double that number. Nows the time to be on these lists. Everyone under 500 on the big lists ( sgt and det) has a decent chance for getting promoted.

Some things I like to add.

Tests are good for 6 years not 5.

Merit for detectives is only 20 percent....not 30 like sgts.

They are moving to ADD 200 detectives over the budgeted strength by 2018 which is around 1300 so it'll be somewhere around 1500 or so by 2018-19.

There is merit packs for detectives due by 14 Oct so there is a class starting soon. I heard at least 100 or more. This list will go upwards to over 500 considering retirements and people leaving to make sgt etc.

The sgts list will go over 400 because DOJ wants 300 more sgts now so city is slowly inching towards that # to make the transition easier than all at once.

We are too short at every position. These lists will be up for awhile and they will promote.

Worst Job in the Department. But the bump in pension is worth a few grey hairs. Go to SVU and handle your domestics and missing's. There only 3 places to work for the non elite. The bosses are mostly a pain in the ass. Just let them think they run things. The saber's rattle a lot when bosses get excited but not that much changes. Commanders come and go quickly, and they bring their own Sgt's and Lt's. It's just a big stupid game. Just don't get jammed up for any of these shit bosses. Whoever is chief of Dicks is usually clueless. Just nod accordingly, and keep your paper up to date. The band will play on, and the clouted will get everything ahead of you.

$$$$$

This is the common misconception here. Listen they are not making 200 new detectives over the next 2 years.. they are ADDING 200 to the budgeted strength. The 200 they plan to add to the budget does not include current vacancies which is almost 300 detectives short. So in reality the department is 500 short on detectives when you add up the 200 added spots plus nearly 300 current vacancies. The Feds will not allow for these budgeted numbers to drop below a certain number like we have done in the past. They are also adding 112 sgts to the budgeted amount, not just hiring 112 over the next two years but filling vacancies AND ADDING 112 spots to the budget. Same thing with POs, they are adding 500 to the budget which doesn't include how many we are short now. So if we are 300 short plus the 500 now added to the budget then the department needs to hire 800 to get to the New budgeted strength of the department. Trust me, this list will go up very high as will the sgts list and LTs list. The Feds are here and when they get done with one of these investigations it costs cities hundreds of million dollars for a reason. They are going to force the city to keep the budgeted numbers up to a certain standard. If you are under number 700 on this list you will be perfectly fine.

There was a question on the test regarding what report has to be completed before your tour of duty ended regarding a crime against a child. "Scored in the upper 500s and didn't study. Anyone know what the cutoff was on the last list? Do t even know if I would want this position"
(9/28/2016 07:02:00 AM)

From the last exam (2005) & the last class of 50 in Sep. 2015, a guy with rank score was over 500.
The prior mid-late 90's exam, I knew a guy who was apx.570, promoted in/around 2000 or so.
Seems 550-600 may be the historic or diversity cutoff, not so much how old the List is. Classes used to be 75-100 & 2 times a year and totaling 200 Dets a year for a short while. Then it slowed to classes of 25-30 a year.
The problem or benefit for that matter is they could keep these lists up a long time.
Reminding that the 2005 Exam took 10 (TEN) years to just get into the 500's.
When they stop hiring, they stop promoting Dets.
So ultimately there was about a 3 year hire/promote moratorium (2011-14) and the next and final 2015 wave of 150 promotions had waited total of 10yrs on the List, with rankings of 300-400''s promoted (100) in Feb 2015, and the 500's+ (50) in Sep 2015.
But there are many retiring and lots of hiring planned, maybe it won't take 10 yrs. to wittle down to 500, (what used to be 4-5 yrs max). So this number could come a lot quicker this round.

By the time they get to 500 on this new List then ask yourself "do I want it" - My advice: Take it and see how messed up Patrol really is. You won't regret it. Hang in there.

_______

Merit for Det. is 20%. Keep your inaccurate statements to yourself.

I'm guessing that you have no friends and everyone hates you. As for the idiot Englewood Ranger. Any copper that has any real experience on the south or west side, doesn't need to brag about some stupid case or getting sued. Face it, you bombed the test because you are either stupid or unprepared. But trust me, when you get some time on this job you will learn that nobody is interested in your capability of making an arrest in a district where everyone is a criminal. To simplify, it's not hard to catch the bad guy, when there all bad guys.

With the cost of this test, I would expect there won't be another for at least 7-10 years.......with being 200 short already, I would expect this list will go like the last one......and I believe the departments merit promotions must ALSO come from the list.....which means those people also come off the list.....maybe in front of you, maybe behind you, but they must be on the "passed" list.

Add in the current state of police business, you are going to have a few hundred more detective spots open due to retirement in the next 3 to 5 years, so if you scored "Pass" and have a number under 1,000 I believe you will be promoted off this list.

It is a tough job......lots of hours, lots of reports and typing, lots of bullshit cases, so if that's what you really want, keep studying and keep yourself informed.....you will be thankful later......

Congrats to the people who did well. I'm in the 600's. I'm out of the mix. I only have one question. How does someone tank the first part and then land in the top 300? You score in the 60's on the first part then land in the 200's. I talked to a few like that. So you mean to tell me you get 35-40 wrong when the answer is right in front of you and ace the 2nd part. Sounds like the underdog story of a lifetime. Congrats, but I have to say that's a little bizarre. Human element plays too big of a roll in grading. There has to be a great deal of inconsistencies in the grading process.

That was a contractual deal back in the early 80's that instead of an actual pay raise the teachers were given a 7% cut on their pension payments.
Just like us, with differential pay.
But in all fairness, there are very few teachers that are still teaching from the early 80's. So, little of those currently employed will feel that as a pay cut.

When I decided to start studying for the exam, I knew that my chance of getting promoted was slim to none because of the City of Chicago "selection process ". But, I still gave it a shot, studied for weeks, got up at 3 AM, and drove my self to McCormick place. After taking the exam for almost 12 HOURS in a cold building with a crappy chair, I walked out with a confidence thinking I did pretty good.
After waiting for the test result for more than 4 MONTHS, I got an email with my score in a ranked order yesterday. I totally lost confidence with this whole testing / selection process and our department. I don't need to tell you that something needs to change. I know most of you are fed up just like me. Stay safe everyone.

9/28/2016 05:21:00 PM

You studied for "weeks" and didn't make it? OMG!

You must be one of the douchebag Millenials. I spent weeks studying what flowers to put in my backyard. I put years into studying for the test and I did well enough to get promoted twice.

This is your career. Nobody is going to give you anything. You have to take it. Read the orders when they come out, not just before a test. Read the CO book every day. Take a test like you are in still in school. Something needs to change? Yes, your work ethic and sense of entitlement. By the way, I got this pep talk from a Sergeant when I was complaining.

I studied for weeks - I'm still laughing.

Back in the day (early 70's) off duty Chicago school teachers acted as the test proctors with one assigned to each room. When you completed the test you walked up and presented it to the proctor. He/she then placed a template over your answer sheet and gave you your score on the spot. We did have "merit dicks" (I believe it was 15 percent) but most of the commanders back then could read and write and usually submitted the names of hard working coppers to be promoted meritoriously. You didn't see many clout babies as they already had a copy of the test when they took it. It made the process look much more fair and above board.

Use to be the test that was used to get the best of the police department. You took the test and just before you left the classroom you were give your grade. There were only 10% meritorious and for the most part these were working coppers. What this City has done to the Detective exam will keep the clear-up rate at 18% for homicides when it use to be at 94%.

Seriously being a detective is the best job on this department. You have control over your jobs (unless it's a heater then you gotta deal with 35th). You work at the pace the investigation takes you. You slow things down and work the job the way it works for you. Added stress? Sure. As with any promotion in any field more is expected of you. If you have a work ethic you'll be fine.
As far as family and marriages. Thankfully my wife also has a work ethic, can handle things on her own and understands that I'm working to provide. Kids grown and understand that old fashioned adage work before play.
My advice..... work your OT during your work days and do not work your RDO's. Between jobs and court the money you will make will be much more than what you were making working VRI on your RDO's in patrol.
The jump in pay is nice, the OT helps, but those guys that make over 150K a year, well those in the know know. Don't turn the OT into blood money.
You'll get OT, trust me, but just remember one thing. A pig gets fat, a hog gets eaten.
Be smart, have morals.
I raised a family of 4 kids, catholic schools, wife only working part time just for those who think it can't be done.
And I didn't have to sell my soul for the OT
