Procedure!

You want to know where they're going to hang coppers with cameras? We're seeing it in the shooting of the car thief who tried to kill numerous officers with a stolen car on the south side....now we're seeing it in Charlotte:
  • Crucial evidence in the police shooting death of Keith Scott is not available because one of the officers failed to activate his body camera as soon as he responded to the encounter, in violation of department policy.

    The department released two videos late Saturday after four days of sometimes violent protests here over the death of Scott, who police said had a gun. Neither video is conclusive on that question.

    But none of those moments in the first 30 seconds of the bodycam video have audio. All are silent, denying investigators and the public key details of what happened immediately prior to the shooting Sept. 20. That indicates the officer, who has not been identified, did not turn on the camera until after the shooting, when audio begins.
This is a dynamic situation unfolding in mere seconds and tenths of seconds. Nevermind that the police recovered a gun with the offender's fingerprints and DNA on the weapon. Nevermind that the gun was cocked and the safety was off. Pay no attention to the empty ankle holster visible on the video and the continuous failure to obey lawful orders shouted five, eight, ten times. And the outstanding warrants, felony record, diminished mental capacity of the offender, all of which preclude him from even owning a gun.

No, the media is obsessed with "the camera wasn't on immediately so the police must have done something wrong or hidden something or whatever.

Your deviance from procedural guidelines will be what the media, the activists, politicians, etc judge the entire incident on, regardless of the legal outcome or justification. Guidelines overlooked in the tenth-of-a-second it takes to notice an empty holster, an arm held at the side concealing a possible weapon, the disregarding of verbal direction given while you are un-holstering your sidearm in the completely reasonable assumption that your life, your partner's life and the lives of innocent civilians may be at immediate risk.....you forgot to turn on a camera, ergo, you must be guilty of something....oh yeah - "procedure."

This after everything that went through your head was found to be completely and utterly, 100% true.

In a truly shameful debate performance, Hillary Clinton threw the police under the bus (again) tonight while spouting BLM talking points about the police shooting in Charlotte.

Not a word about the justifiable shooting or the deceased's long history of felonious criminal behavior and violence. Clinton's most temperate remarks promoted moral equivalency.

Of course, Lester Holt let her get away with it. He seemed to believe that his role as debate moderator was to protect Clinton all night long. Holt never challenged her or pressed her on any subject during the televised debate.

In the video It took the police approx. 30 to 40 seconds to shoot the offender. All the while giving repeated verbal direction and observing him with a gun. What fools actually believe that during that time this guy was only holding a "book" and the police shot him anyway and then planted a gun and holster with his finger prints on it too. All the while knowing that they're being recorded by car and body cams and the offender's wife. The whole thing is sick. Think people. Bad guys do exist.

The liberals would have us use a Taser or better yet hide behind on object and talk the POS into dropping the firearm, not considering that while words to disarm are uttered the POS can fire off rounds at the police or citizens injuring or killing same. To hell with everyone else's safety as long as the POS is not harmed.

It has been the department's method for decades to check if a cop followed protocol and if not to hammer the cop for failing to do so; especially when there is a heater case. Yeah you were justified in shooting the subject but.........fill in the failure to follow protocol.

Fuck with the in-car camera and the department screws you. Fuck with the body cam and the department screws you. Different times boys and girls, the writing is on the wall and cops and supervisors have been on the receiving end of failing to follow protocol. With all this transparency and accountability for the public to feed on the department will not look the other way when breaking protocol.

Please tell me if I am reading this wrong.

According to the City's website, the starting salary for new Police Officers is ~$47K a year. Goes to about $60K after about a year or so.

According to TrueNewsUSA, the premiums for the 2 BC/BS health plans being offered for 2017 are, for a single person with no dependents are $1295/month ($15,540 /yr).or $1,466/month ($17,600/yr). Or About 1/3 of your pay.

If you have a wife and a child the premiums are $3,198 or $3,266. $38,376 or $39,192 a year.

If these numbers are correct, you new police will be working for about $4.25 an hour.

Plus you will also have to drop about $5K on all the nonsense they require you to have. In addition to a City residence.

I admit that these numbers may be wrong and things can change. But look into it.

Drive with blinders on. Dont stop anyone for anything! If responding to anything short of a report call use the siren the last couple of blocks so all the scum have plenty of warning to run. If you are a detective or specialized unit ONLY look for your suspect and no one else. Then consider somewhere else to work and certainly do not encourage anyone to join.

Exactly! The cops had this all planed out right? They said "let's kill a random guy holding a book in broad daylight while we're being filmed just so we can get a little excitement in our lives. Let's yell drop the gun a few times just to make it look good too. Hey now we can use that drop gun and holster also" but don't forget to put the offenders DNA and finger prints on it while we're being recorded.

Funny how the anti-police crowd comes out of the woodwork on just about every police involved shooting and after seeing a snippet of video makes their judgement that the police are guilty of a crime. No presumption of innocence ever given to the police, only the person shot by the police. The liberal, progressive crowd is very unhappy with the anti-crime speech and plan of the mayor. They want less police in their neighborhoods, not more. They want jobs and more social services. I can see the job angle, but less police officers? I say give it to them.

So one officer didn't turn his body-camera on, whoopee. It's evident from the Dash Cam video what went down, to wit: Once again a black felon with a gun and drugs refused to obey a lawful police order.

Jezus H!...the cops only yelled DROP THE GUN about ten times. Is there some ghetto rule that it takes 15 Lawful Police Commands before you comply? Is everyone in the 'community' a certified MORON, clueless to what's happened in the news to 'Homies With Guns Behaving Badly'. One would think, or hope, that 'the family' of these Felons would make damn sure their *loved one* isn't illegally packing heat 'cause they know it will eventually end in very bad way.

In addition, Scott not only does not drop the gun, he's backing away in a manner that to me seems suspicious and threatening -- like he's getting ready to fire(1). Not that it means anything but I would have shot too.

ps: I sure hope that Blunt he was smoking was worth it. And who says marijuana won't kill you. (LOL)

FOP demand a camera for every police officer , office workers at headquarters , mayors body guard detail , command staff .
Cameras should be on at roll call , let us see what training , inspections and support the officers receive at roll call .
I have observed desk officer swearing unauthorized jewelry , beards , baseball shirts , hoodies , dreadlocks and pony tails .
All the command staff worry about is bs when an officer has to protect each other .
Responding to a call of a man with a gun , park a block away , make sure uniform is in order , turn camera on and record everything while walking to the call . Subject still there , be ready .

For my protection, I wear my personally owned concealed carry body cam that non-stop loop records date/time stamped video and audio. No lights or audio to indicate that it's recording. Haptic feedback lets me know it's recording and when I choose to Write Protect "important" record files for fast easy retrieval then retention on my personal PC. No one can tell when I wear it. A single Hot Swap battery is good for ten hours. Video record quality is better than the latest major police body-cam product offerings. My electronic engineer buddy put it together for me.

Where's the FOP lawyers? The game has changed, prosecutors are using our administrative statements against us to charge us with criminal charges. The officers on the McDonald shooting all gave administrative statements and are now being used against them to charge them all criminally.

With the inception of dash cam video and body worn videos there is no need for officers to give administrative statements regarding an incident. The videos speak for themselves, there is no needs for officers to give statements or break down the video footage. THE VIDEO SPEAKS FOR ITSELF. Now if COPA,CCSA, or an Exempt member after reviewing the video believe a criminal act was committed they should be obligated to inform the officers involved that they are now conducting a criminal investigation and advised all officers involved of their Miranda Warnings so they don't self incrimate themselves. If after reviewing the video they determine that they see anything that rises to the level of a criminal act but still want an administrative statement, they should put in writing that the officer is not under a criminal investigation , offer the officer immunity, and any statement given by the officer cannot be used against the officer in any criminal proceeding.

In today's climate any officer involved in a OIS should exercise their 4th amendment right and give no statements without consulting their lawyer.

Yes, and Jack Dunphy mentions in his excellent article SCC linked to about the police training videos derived from dashcam footage of at least two officers murdered on stops, offender went away from his vehicle at first and then dived back in and came out with a shotgun and that was it.

Always a dangerous situation. You are traveling into unknown territory...nothing further.

I worked a few years in 007, one of the most corrupt districts in the city, from the politicians, to the wanna-be politicians to the police commanders to the watch commanders to the tact team. Keep going Ranger and you might be in a whole lot of trouble. For one it is pretty easy to get hurt or killed and the city will not do much for you, so be careful. But, if you arrest the wrong connected person, they will go after you. I have seen felons released from the station by the watch commander just as felony charges were to be approved. Stay fetal if you like your job.

As a retired California Highway Patrol Sgt. I saw the comment about an ex CHP nut wanting officers fired for not wearing a seatbelt. Never heard of that. Can someone provide some facts? Not saying it didn't happen or we don't have some nut jobs but the whole thing sounds passing strange.

I've never heard of any action being taken against a CHP Officer for not wearing a seat belt , but our people are smart enough and experienced enough to make them a matter of habit . And yes ,I know if you are rolling into a dangerous situation ( we have those in California too) it's best to flip it off.

I'll give you a tidbit. Wear your fucking seatbelt, idiot. It not only protects you in the event of a crash, but it helps keep you firmly planted in that driver's seat to help you maintain control of the vehicle, especially during cornering, high-speed maneuvers, and quick reactions to avoid unforeseen obstacles, such as other drivers. If you're relying on your ass muscles or your arms to keep you planted, think of what happens when those arms are holding onto the thing responsible for steering the vehicle. You can't use a steering wheel as support and to control the vehicle at the same time when making evasive maneuvers. It's simple physics. This is even more important at highway speeds.

Now let's address the possible reasons why you wouldn't wear a seatbelt:

It's uncomfortable? So is getting hit in the face and chest with an airbag. So is smacking your head into various parts of your vehicle. So is being ejected from the vehicle and tumbling across the pavement. Despite the few stories I'm sure you'd mention of someone miraculously surviving some crash while not wearing a seatbelt, it's much more likely that you'll survive and be injured less if you wear a seatbelt.

It might get stuck on your star, name tag, body camera, vest, gun, holster, radio, etc., and you'll be trapped in the car when someone starts shooting at you? Sure, that could happen. You know what's extremely more likely to happen? A car crash. Most cops are seriously injured or killed in car crashes. Those killed by gunfire aren't killed because their seatbelt trapped them in their car. Those shot while sitting in their car have typically been ambushed, and the seatbelt didn't make a damn bit of difference.

Seatbelts can save your life and the lives of others because they allow you to better control your vehicle. Take your car out to an empty parking lot and test it out. Take a few sharp turns and do a few emergency lane changes with no seatbelt on. See how your body reacts. See how the car reacts. Then try it with a seatbelt on. I guarantee you'll have better control over yourself and the car while wearing the seatbelt.

In short, whatever reason you've chosen to not wear a seatbelt is ridiculous, and most likely just an excuse because you want to be more comfortable. I'm not saying anyone should be fired for not wearing a seatbelt, but I have no problem with them being disciplined, including suspension. It's just a careless decision with no realistic justification. Wear the fucking seatbelt.

Tell us how you're different and everything would be fine for you if you got into a shooting. You're a ranger after all. You're the elite, the untouchable, the real police.

For my protection, I wear my personally owned concealed carry body cam that non-stop loop records date/time stamped video and audio. No lights or audio to indicate that it's recording. Haptic feedback lets me know it's recording and when I choose to Write Protect "important" record files for fast easy retrieval then retention on my personal PC. No one can tell when I wear it. A single Hot Swap battery is good for ten hours. Video record quality is better than the latest major police body-cam product offerings. My electronic engineer buddy put it together for me.

Your footage is yours, leaving you the option to edit it as you see fit. Where's the oversight to ensure you didn't just record the parts that make you look good? Every recording you make is illegal. You have to tell people when you're recording audio and video. It can be accomplished , I forgot to add in the CPS Teachers Union , they are stronger than our Union .

I'm not a cop, but I'd love to know why the FOP doesn't come out against body cams.

They are electromechanical devices that are designed to fail, and when they do the cop gets blamed. How is that fair to the cop?

They only show ONE angle at ONE point in time that may or may not tell the whole story along with the context of it. How is that fair to the cop? By way of example - the jagoff walking down a street in AZ shooting a rifle randomly - a cop was following him and telling him repeatedly to drop the weapon... That was one angle of video.

The other angle was from another cop in another car who used that car to run over the criminal and smash him into a wall to stop the criminal's destructive rampage. Without the first angle of video, it'd look like the cop "just ran over that poor man!" and you'd have riots...

Because both angles came out, no riots because the criminal was an obvious jagoff threat to the area that he needed to be stopped FAST and this was the best way to do it. Kudos to the cops.

But how many times do you end up that lucky with the video? Stir in any of the other problems that can come up:

* Faulty memory card

* Faulty battery

* Lens blurred due to meteorological conditions

* Corrupted data file due to something happening while uploading it

* Lost data file due to a server problem

* Bad backups of the data

* How much of this data has to be kept? What's that cost? Along with all the equipment and maintenance costs for the whole system. Big money, not much value from my perspective.

That money could be better utilized to help fill the whole that are your unfunded pensions.

... just a taxpayer.

It's a good idea to have a seatbelt on if your in a full frame vehicle.it will not crush non full frame vehicles will crush and take most of the impact and most likely you will be ok without a seat belt. The best thing is just make it a habit to wear it.just remember any full frame vehicle truck police sub or heavy duty vehicle the belt must be on.hope this helps someone who didn't know this

They are electromechanical devices that are designed to fail, and when they do the cop gets blamed. How is that fair to the cop?

They only show ONE angle at ONE point in time that may or may not tell the whole story along with the context of it. How is that fair to the cop? By way of example - the jagoff walking down a street in AZ shooting a rifle randomly - a cop was following him and telling him repeatedly to drop the weapon... That was one angle of video.

The other angle was from another cop in another car who used that car to run over the criminal and smash him into a wall to stop the criminal's destructive rampage. Without the first angle of video, it'd look like the cop "just ran over that poor man!" and you'd have riots...

Because both angles came out, no riots because the criminal was an obvious jagoff threat to the area that he needed to be stopped FAST and this was the best way to do it. Kudos to the cops.

But how many times do you end up that lucky with the video? Stir in any of the other problems that can come up:

* Faulty memory card
* Faulty battery
* Lens blurred due to meteorological conditions
* Corrupted data file due to something happening while uploading it
* Lost data file due to a server problem
* Bad backups of the data
* How much of this data has to be kept? What's that cost? Along with all the equipment and maintenance costs for the whole system. Big money, not much value from my perspective.

That money could be better utilized to help fill the whole that are your unfunded pensions.

And a dumb-assed one at that. But you get an A+ for dredging up moronic excuses to continue fighting against what will ultimately be an unwinnable battle. And not because you can provide any legitimate reason to NOT use cameras. (Mayonnaise on the lens doesn't count, sorry.) It would be different if the camera had to be toted around on a cart and needed two hands. But no. People like you oppose them only because it represents change, and you HATE change. You'd rather keep forking out taxpayer money to settle frivolous lawsuits. Keep your head in the sand and ignore reality for as long as possible. Freakin' wizard.

Do you still use a black and white film camera too?

You caught it, too. Heard one line once off news radio, then never again, a claim that "he was wandering around with that stolen .380 on his ankle because he 'worked security at a mall.'" What, maybe unarmed ten years ago, looking in bags and bothering people for three weeks until he got fired for something? Those shirts are floating around all over.

C'mon. How many nuts have you seen sitting on the curb with a 40 oz., or messing with someone's car, wearing a ripped T-shirt and a "SECURITY" ball hat on sideways? They like that word.

Oh. This invisible "book?" She was putting it out that he was a "pastor," too, and the book was a "Koran."

I thought that would make him an "imam."

Just the usual crack-brained all-over-the-map crazy talk and crazy behavior on all sides.

...and thousands turn out night after night to "protest" all this. Just an excuse to grab something, wreck something, hit someone. Even to shoot someone in the head right there in the middle of all the "Don't Shoot Hands up," just to get a freak on.

This whole thing is like that.

Actually my head isn't in the sand. Reality is that the frivolous lawsuits ought not to have been entertained in the first place - they should have been recognized as such by the Judges and summarily dismissed. We don't negotiate with terrorists because it just emboldens them, so why would we want to pay off some criminal's family because the criminal committed a criminal act?

The proper response to a criminal or its family complaining about something that happened while the criminal was committing a crime is:

"Criminal activity comes with certain risks, including, but not limited to, arrest, prosecution, incarceration, injury, maiming, or even death. If any of this bothers you, your loved ones, or your heirs: DON'T ENGAGE IN CRIMINAL ACTIVITY."

These 'cameras' have nothing to do with 'change' and everything to do with painting cops as bad guys with a broad brush. Are some bad? Sure, but deal with them, we don't need to blow millions of dollars each year on cameras that are designed to throw them under the bus, and drive even more criminal activity.

We've seen it happening already: ISR's, Receipts for stops and encounters, "camera" angles, "hands up don't shoot" (even when it was a lie), and on and on and on. So the cops sit back because they're not stupid and the criminals run rampant.

You want real change? Fine. Stop coddling generations from cradle-to-grave. Make receiving public assistance an embarrassment again so people don't want to be on it, and want to get off it as quickly as possible. Right now we've got food stamps (oh, sorry, I meant SNAP!), low-income residential heating assistance, clothes, cell phones, internet, transportation, medical, school, preferential job applicants, gimme points on tests and more - all designed to bring people up. Laudable to be certain, but it hasn't worked for the most part and we can witness this by looking at all the shootings, and other criminal nonsense that happens EVERY. SINGLE. DAY. in the City.

Putting cameras on cops isn't going to do anything to stop that. You have to instill FAMILY VALUES in the urban fun loving yufs, and to do that you need to have TWO PARENT families. Not one parent knocking up the one that squeezes them out, then ditches her for something else, leaving one to sorta kinda raise the kid with the assistance of the gangs...

But sure, cast a spell Warlock - see if spending millions on cameras will change the mindset of those fun loving people... I doubt it.
