A Memory Stirs

Back on 03 September 2010, a lieutenant promotional list was out. On it were a number of "merit" promotions - the so-called "best and brightest" that were just too damn dumb to actually, you know, score high enough to get promoted. The names were as follows (along with their sponsors):
  • 606 Cesario, Robert C. by Cmdr Eddie Johnson
    610 Duffin, Kevin B. by Cmdr Patricia Walsh
    111 Hamilton, Raymond J. by Cmdr Robert Roman
    189 Ramirez, Jose G. by Cmdr Genessa Lewis
    193 Sanchez, James R. by Cmdr Joseph Gorman
    189 Sanchez, Noel by Cmdr James O’Grady
    196 Valadez, Francis A. by ADS Steven Georgas
    193 Waller, Fred L. by Cmdr Walter Green
    153 Watson, Larry W. by Cmdr James Roussell
On 13 January 2014, we revisited those names and discovered that fully 7 of the 9 had been bumped up yet again, to Captain or Commander, with one being pulled out of Captain class to be made Commander. At that point, the other 21 poor saps, the ones who actually scored high enough to get promoted, not a single one had been promoted beyond the rank of lieutenant.

Now, with the pending return of Hamilton (following a five year Leave of Absence) the potential for a clean sweep arises once again, as 8 of the 9 have already been promoted at least once, some twice, one maybe three times. We are told that one recently passed away, which is regrettable, but that hasn't stopped his classmates from rocketing to the upper echelons of the command structure. By the way, 2 of the 21 other lieutenants made exempt rank - a 9% success rate - as opposed to the 88% success rate of the "chosen ones."

Any odds on how soon another gold star is issued to the 9th "merit" pick? If they can make a guy a Commander after being found "not credible" by a United States' Federal Judge, why not a guy off the job for 5 years?

The problem is that when you owe someone your spot you are easily controlled. Look at the Koschman case. They knew those people owed their spots to someone so they did their best to cover up for Daley in return. That's the reason merit picks are pushed through the ranks. Since people that legitimately get up to Lt on their own don't know anyone shit. So they aren't easily controlled.

As one who tested all the way to Lt. and never had the steam (or 'sharp elbows,' for the Feds reading this) to get a push up, I find it extremely funny that all those 'clouted' people who lapped me, have been run off by the McDonald house cleaning. I view the ones that remain as; those who were promoted to gold stars, but never to be trusted with state secrets, because they're too stupid. In other words, mediocracy prevails!

I don't understand why you are complaining. It's obvious how this works. The Department recognizes who is exceptional and promotes them ahead of others. Why is this a problem? This is what occurs in private enterprise. Some people are just naturally better than others at the same task. They get promoted. I'm sure that the people you mentioned are doing an exceptional job.

So you work for a police department that is controlled by the 5th floor of City Hall, tne absolute most corrupt place in the City for generations. Everyone in that building as a smell on them. Your superintendent is hand picked by the occupant of the 5th floor and you wonder why you have merit promotions of unqualified people into leadership? You are in the same boat we are as citizens. Because of corruption in the dominant party, we get the least qualified and most corrupt criminals into our leadership. Anyone see the cycle? The fourth poster above gets it. Your unions agreed to 30% merit selections. Deal with it. Are there some jerkoffs who make merit? Sure. There are some good ones though too. Kevin Duffin is a solid boss and I bet you'll have a hard time finding anyone who would say otherwise. By the way, there are plenty of rank order selections that are worthless bosses too.

Sounds right to me, and the same thing goes on with companies on a national level. Money goes to the non viable companies (currently "green") and the company guys know they owe everything to the political system.

The WHOLE command structure is made up of meritorious hacks and it shows in our leadership. You cannot dispute that. Watching some, no MOST of the bosses speak on T.V. is a national embarrassment to this Dept. When you have bosses who can't even speak a coherent sentence in the Kings English then we have lost.

I am no fan of merit at all. I have yet to see in my over twenty years a true merit pick. Merit aka affirmative action in my brown eyes AND skin, is no doubt here to stay. That being the case, NO officer should be allowed more than ONE merit promotion in their career. Sadly I will never see that happen in my now waning career. My hope is that the new younger officers push for this as it will be their only true chance for advancement.

Look in 025, TM made merit Lt last class. He was put on days and then made the Tac Lt within 2 periods. Heard he's Rham s guy. Then, our former Sgt RR made merit and was immediately made Tac Lt. Look for them and many other double merit people to make exempt soon.

Truly the Chicago way. The exempts are all politically corrupt and incompetent. They were never the police because they didn't come on the job to be the police. They just want their gold braid pension. Not a leader in the whole group. What else is new?

What is new is that the exempts now a days don't know enough to keep competent people around that know what they are doing. They actually think their rank makes them smart and knowledgeable all of a sudden. Truly clueless exempts nowadays! To stupid to realize how stupid they are. The Chicago way is not working for the tax payers of Chicago. A police department that can't fight the criminal element is not a police department. It's an extension of the Mayors political agenda.

Pandering for democratic votes is his agenda at any cost and the cost is high. Over 3000 shot. 500 plus murders. More murders then LA And New York combined! Gun violence out of control? More like gang violence out of control.

Thugs and gangs roaming around the city and burbs unimpeded. Out of control thugs and gang violence are quality of life issues that are not being addressed. Why is that? If you're not the best qualified then you're not being promoted. I don't think there has been Merit Sponsor that wasn't a Merit Promotee themselves . And then there's the Merit Sponsors of Days Gone By that are allowed to use a Recent Merit Sponsor to gift an old request.
Gold Stars and Silver Bars are given out like Halloween candy, IF you ring the right bell at the right house.
A real Morale booster and the primary reason for CPD failures for the past 25 years.
The list is loaded with clueless idiots that were bumped up for and by political influence, Not police work.
All they had to do was agree with some other Merit Promotee Sponsor and appear to have some sense of stability, personality, community concern and a friend of moderate community influence. Or not.
Who are they fooling: The public and your Pension.
The CPD is a failure if you use crime as a measure of success and the same should apply to Merit Promotions. Then there's the weak ineffectual Mayor who is the ultimate Government Sponsored Merit Promoter.

Stay Fetal, let the Merit Eggheads work out the problems in the community on paper and with charts and graphs.

No offense but I knew this as a PPO over 30 years ago. If you think the game is rigged now you should have been around then. At least now they try to cover it up a bit. I'd love to know how many of the whiners actually got to Sgt or LT with zero help.No special invite only study groups where answers are spoon fed you, no merit, no clout paving the way. I've seen clouted baby's crying because someone with more clout got what they wanted at least a thousand times. You are correct, a joke, pathetic.

Is it possible that the ones who were promoted beyond LT. that weren't merit had a sponsor behind the scenes prior to the exam? Someone who would have provided insight on the exam. I'm not saying that anyone had an unfair advantage, but the thought did cross my mind. I'm sure I wasn't the only one to think that previous tests weren't compromised.

The merit Lt. on 3rd watch in 005, RK, SPARed a sergeant for " complaining" and when the LT didn't like the reaction of the sergeant he then got an insubordination beef on him. This same LT is splitting up partners and messing with their start times too. When will the powers realized these incompetent mutts are behind the majority of the bad decisions made on this job and the reason this job will never be legitimate.

The only exam that used to be sort of legit was the Dick's test. That was because they needed some guys who could actually do the work, to carry the clouted ones.
Besides, it was not civil service, and you could be dumped back to patrol with a phone call. Every couple years they would dump 10% or so just to motivate the guys who actually did the work. CPD has always been a family business.

On the subject of the recent Lie-tenants exam.

One of the recently promoted LT's(RM-008) from that list, was bragging about how he was certain that he will be bumped up to Captain before 2017. Nothing like walking around the station telling everyone who will listen to your nonsense that you will be a captain very soon as you are the best LT ever to be on CPD.

Don't be so sure your retired clout (DP) will get you that spot.

Maybe you should learn to keep your mouth shut and start using Breath mints.

I worked for Duffin in A/C for an incredibly short amount of time but around the time he made commander I made sergent.
That promotion was difficult for my family and he help my family out. He was a knowledgeable boss and even took the time to help when I no longer worked for him. I could only wish for more upstanding bosses like him.

The bottom 10% busted was a regular up through the 70's. It all stopped when the FOP came in and demanded " just cause" for any demotions. Their angle was, and it was a good one, if Area 4 wanted to bust someone from the rank the city had to prove that that detective was worse then anyone in the other areas who are not being busted. The city had to prove this by a standard across all units and they knew they could not. Then, as now, if you had clout nothing touched you. I know people who could not find Mickey Mouse in Disney Land and had the best assignment.

Look in 025, TM made merit Lt last class. He was put on days and then made the Tac Lt within 2 periods. Heard he's Rham s guy. Then, our former Sgt RR made merit and was immediately made Tac Lt. Look for them and many other double merit people to make exempt soon.

The merit process works in the instances of those individuals who may be great test-takers, but have never been the police or barely have any street experience, but yet are sitting pretty at HQ or some other cushy positions, and have the time to study. You can't possibly tell me that these individuals are more qualified to get promoted based on a test, versus those that actually work hard on the street and know their stuff and have street experience. Because at the end of the day I rather follow the one that knows their stuff and has been there. So yes, the merit process is far from a perfect system, and perhaps should be a combination of both, testing and street experience.

All you guys beefin about the way the Command Staff get's made, merit promotions etc., realize this. That's the way it's done pretty much everywhere else. For instance. In most Sheriffs Departments, they give a test and publish the results of that test.. When it's time to start making promotions they promote the guy that scored first immediately. Everyone else is promoted at the whim of the Sheriff off the list in no particular order.The only guy they MUST promote first is the guy that scored the highest. Same thing with the Command Staff. Who get's promoted is decided by the Sheriff. So all of you that say bring in the FBI or do this or that, get ready for a HUGE let down. Ain't nobody gonna do or say anything about any of this. It's the norm everywhere else.

Kevin Duffin made Sgt. on his own and earned the "Boss" accolade while in 009 supervising and protecting police officers. As a Sgt., Kevin Duffin basically ran Area One Violent Crimes after Lt. Farrell was promoted. That included all police-involved shootings. I don't know what his score was but I know for a fact that there is not a rule, procedure, law, S.O., or G.O., that he does not know and can not implement on the run. After he came back as a Lt. and the Area and District break up occurred, he ran the entire Area when Lt. Wojic fell ill.

Frank Valadez is the most decorated Hispanic officer on the department if not the most decorated sworn officer, period. He was robbed at gunpoint while putting his baby boy in his car seat and was shot in the back. He returned fire killing his assailant, got in his car, and apprehended the other suspect.
While in SOS he spotted a man with a gun on the street, gave chase down the block, up three flights of stairs, through the broken door the offender just booted, through the apartment to the kitchen where the offender was waiting. That offender was shot dead.
While as a Sgt., and along with his team, he located, chased, and eventually stopped a vehicle driven by a double homicide offender. The offender engaged Valadez and some of his team in a gunbattle and lost.

I completely agree with the comments that it is not fair to all those hundreds of potential, detectives, sergeants, and lieutenants who lost a spot to the merit system. I also agree that all of our current issues with the department are politically driven along with inept merit upper management.

After having outsiders that did not know the city or this department as Superintendent, and after witnessing the current supervision I would gladly have Kevin Duffin or Frank Valadez as Superintendent.

Stop making excuses for why you took the merit promotion. "Do you really want good test takers to be your supervisor?" Well if the alternative is some connected guy that never hit a beat car, never worked 8 hours and never had to answer a CR then yes. At least the good test takers know how a report should be written to cover your ass. And good test takers know procedure so if something happens to your prisoner everything is documented correctly. And when the shit hits the fan they aren't scratch there head wondering what do we do now. And good test takers might be fair and follow the general orders and senority instead of taking care of the clouted people all the time.

So you merit hacks that are legends in your own mind can keep going to the tavern and telling those same old stories that make you feel good about yourselves. When really you stole the promotion over someone who worked the beat car never got a spot or take home car, was denied time off on a regular basis and oh yeah did real police work after you went home early. Enjoy your blood money after all you earned it right?

Yes the case was Majeske v. City of Chicago (2000).

• Chicago can promote police officers to the position of detective, using race as a factor. The court held that persuasive statistical data and anecdotal evidence adequately established past discrimination by defendant, and remedying such discrimination was a compelling governmental interest that justified defendant's affirmative action plan.
• 1989 Det. Test
o 3392 took written, of which the city wanted 650 to take oral. Of the 650, there were not enough minorities, argued the city. Therefore the “races” were separated (white, black, Hispanic) and the top 17% of each race were selected to take oral. Cutoff scores then became: white (82), Hispanic (79), and black (73). 619 ended up taking oral.

One of the recently promoted LT's(RM-008) from that list, was bragging about how he was certain that he will be bumped up to Captain before 2017. Nothing like walking around the station telling everyone who will listen to your nonsense that you will be a captain very soon as you are the best LT ever to be on CPD.

Is he the same Lt telling the school cars in 008 to violate the state law and arrest kids in school who had 10 grams or less of marijuana??

O/T Hey 903am If you worked there you might have been sleeping you tour. Hiram was Joes partner for a year when the bosses split Joe and John up for to many beefs. When Joe and John got back together Hiram teamed with O'Quinn and they both followed them around. Again it didn't seem to hurt him. He connected with Phat Phil and all of a sudden he was the golden boy.Then he discovered the hispanic police associations and sucked on them for awhile.Shaky as the day is long. I made Lt in 2008, I was in the first class off the list and was ranked in the top 10 on the list. I retired in 2016 after being a Lt for 8 years. I do not get a 6 figure pension, I do not have another clout job that was waiting for me, but I don't have to watch every ignorant merit hack that was in my class get another exempt promotion. I don't have to make some ignorant fool look good any more so they get bumped up, and I don't live in chighetto or Crook County anymore. I think I am a pretty lucky guy. Kevin Duffin made Sgt. on his own and earned the "Boss" accolade while in 009 supervising and protecting police officers. As a Sgt., Kevin Duffin basically ran Area One Violent Crimes after Lt. Farrell was promoted. That included all police-involved shootings. I don't know what his score was but I know for a fact that there is not a rule, procedure, law, S.O., or G.O., that he does not know and can not implement on the run. After he came back as a Lt. and the Area and District break up occurred, he ran the entire Area when Lt. Wojic fell ill.


And that was after he humped a beat car in Englewood for a dozen years! You can bitch all you want about how he made Lt., but he was one of the best street cops I ever saw.

Kevin Duffin is not only one hell of a boss, but he is by far the smartest man in the command structure that this department has. He was a great Sgt & LT in the detective division & showed that he could lead the men & women in 020 before coming back to the D,and make Area North somewhat legit again. He should have gotten the nod as Chief, as he is gone to for counsel by Johnson when cooler & smarter heads need to shed light on how the department should react to recent events that hold this department in poor light. I for one am not alone in saying that I would follow Duff into the bowels of hell & come out unscathed!

I worked for Duffin in A/C for an incredibly short amount of time but around the time he made commander I made sergent.

There has always been a problem with Chicago, it is politics,and corruption period,this job promotes people who are just outright unqualified and just get promoted because of Daddy, or uncle ,etc. Many unqualified folks get pushed hr hru the academy v and are total em b arrassement when they hit the street. Good cops careers are wasted by v rhis system of corruption

While in SOS he spotted a man with a gun on the street, gave chase down the block, up three flights of stairs, through the broken door the offender just booted, through the apartment to the kitchen where the offender was waiting. That offender was shot dead.
While as a Sgt., and along with his team, he located, chased, and eventually stopped a vehicle driven by a double homicide offender. The offender engaged Valadez and some of his team in a gunbattle and lost.

I completely agree with the comments that it is not fair to all those hundreds of potential, detectives, sergeants, and lieutenants who lost a spot to the merit system. I also agree that all of our current issues with the department are politically driven along with inept merit upper management.

After having outsiders that did not know the city or this department as Superintendent, and after witnessing the current supervision I would gladly have Kevin Duffin or Frank Valadez as Superintendent.

Hey, are there any good guys who made Lt on their own who deserve to go to the Det Div after 6 months after a promotion? While Duffin is a great guy he hasn't arrested a bad guy since at least 91. I was in 007 and in 009 and he was all about himself.

Duffin, like Walsh, Andrews, Dunn, and many more have their position in the Department soley to take that phone call in the middle of the night and jump up to do a politicians bidding. Nice hyperbole without any facts or substance to what was written. I did not notice an Irish slant to my comments but feel free to fill the blog with empty rhetoric. Quite sure Duffin knows how to spell solely and would not use an indefinite article with a plural pronoun. See what I did there? I do not golf. You are living proof that some great test takers make terrible leaders.

only the clouted receive merit promotions
most supervisors protect their officers and get nothing
special ed is the only superintendent not to receive merit promotions
