A Memory Stirs
Back on 03 September 2010, a lieutenant promotional list was out. On it were a number of "merit" promotions - the so-called "best and brightest" that were just too damn dumb to actually, you know, score high enough to get promoted. The names were as follows (along with their sponsors):
- 606 Cesario, Robert C. by Cmdr Eddie Johnson
610 Duffin, Kevin B. by Cmdr Patricia Walsh
111 Hamilton, Raymond J. by Cmdr Robert Roman
189 Ramirez, Jose G. by Cmdr Genessa Lewis
193 Sanchez, James R. by Cmdr Joseph Gorman
189 Sanchez, Noel by Cmdr James O’Grady
196 Valadez, Francis A. by ADS Steven Georgas
193 Waller, Fred L. by Cmdr Walter Green
153 Watson, Larry W. by Cmdr James Roussell
On 13 January 2014, we revisited those names and discovered that fully 7 of the 9 had been bumped up yet again, to Captain or Commander, with one being pulled out of Captain class to be made Commander. At that point, the other 21 poor saps, the ones who actually scored high enough to get promoted, not a single one had been promoted beyond the rank of lieutenant.
Now, with the pending return of Hamilton (following a five year Leave of Absence) the potential for a clean sweep arises once again, as 8 of the 9 have already been promoted at least once, some twice, one maybe three times. We are told that one recently passed away, which is regrettable, but that hasn't stopped his classmates from rocketing to the upper echelons of the command structure. By the way, 2 of the 21 other lieutenants made exempt rank - a 9% success rate - as opposed to the 88% success rate of the "chosen ones."
Any odds on how soon another gold star is issued to the 9th "merit" pick? If they can make a guy a Commander after being found "not credible" by a United States' Federal Judge, why not a guy off the job for 5 years?

So his leave of abscence is unlimited? I thought there were restrictions on it? We just have to hope the brass remember and he doesn't go any higher. I don't think many liked the Jody Wiess crew
Ray Ray really. Just go away you thief.
You mean to imply that this job is not on the legit? Next I will hear that you need clout to get to a specialized unit.
It must be the liberal democrat influence and the Chicago way. Why look, the dems are getting ready to promote Hillary to president of the U.S. In a just world she would have been sent to prison a half dozen times in the past 25 years. Some would say the modern democrat party is the largest and most successful criminal organization in the world.
All out of units too. These jagoffs have Ben coddled their entire careers. It's no surprise were in the condition we are in.
We work for a corrupt department, SCC. No sign of unstitutionalized racism, but plenty of good ole Chicago cronyism. Justice be damned.
Ray is going right back to SWAT. This is gong to screw Lamb who was going to make Lt and be in charge. Lamb was never going to hit the district just like when Marionvic made it. Ray is the best choice, just ask him. How long is it going to be before AK lips have to be pried off Ray Ray ass?
I really think the young DOJ children are not bright enough to
Figure this out. DOJ here you go the writing on the wall. Don't forget all the criminal
Cheaters on the current Lt's & sgt's test: hint look at the noble organization for clues and their leader Williams.
The problem is that when you owe someone your spot you are easily controlled. Look at the Koschman case. They knew those people owed their spots to someone so they did their best to cover up for Daley in return. That's the reason merit picks are pushed through the ranks. Since people that legitimately get up to Lt on their own don't know anyone shit. So they aren't easily controlled.
Don't get me started.
Pattern and practice, anyone?
So if you actually work hard, study hard, learn as much as you can, score high enough to get promoted, you have a very slim chance of getting promoted past lieutenant. The leadership of this departmet is a joke.Absolutely pathetic.
Valadez deserves it. True gentlemen, great boss!
As one who tested all the way to Lt. and never had the steam (or 'sharp elbows,' for the Feds reading this) to get a push up, I find it extremely funny that all those 'clouted' people who lapped me, have been run off by the McDonald house cleaning. I view the ones that remain as; those who were promoted to gold stars, but never to be trusted with state secrets, because they're too stupid. In other words, mediocracy prevails!
Hamilton + clout = aldercreature burke and JR
very sad situation...........
the city is a cesspool of shit. every city dept is the same way.
we are all truly led by idiots
Ray Hamilton single handedly wrote the carbine program too. Give him the credit he so deserves.
I don't understand why you are complaining. It's obvious how this works. The Department recognizes who is exceptional and promotes them ahead of others. Why is this a problem? This is what occurs in private enterprise. Some people are just naturally better than others at the same task. They get promoted. I'm sure that the people you mentioned are doing an exceptional job.
Fuck You,,,,,Duffin is the best commander i ever worked for. He knows his stuff and treats his people well
How many on this list made merit sgt too?
One must be in the friends, family and fiance club to get promoted then handed an exempt rank.
So you work for a police department that is controlled by the 5th floor of City Hall, tne absolute most corrupt place in the City for generations. Everyone in that building as a smell on them. Your superintendent is hand picked by the occupant of the 5th floor and you wonder why you have merit promotions of unqualified people into leadership? You are in the same boat we are as citizens. Because of corruption in the dominant party, we get the least qualified and most corrupt criminals into our leadership. Anyone see the cycle? The fourth poster above gets it. Good luck to you cops, good luck to us and may god bless all of us.
oh poor Roussell.... made so many merit, now no one is coming to his help. he walks around like a sad sack without Gary.
The system is too corrupt for the Feds to figure it out.
Valadez deserves it. True gentlemen, great boss!
9/26/2016 02:37:00 AM
Nice enough guy and okay to work for but I don't know about him being A GREAT BOSS. That's questionable.
It's not difficult to figure out why our department is such a mess and an embarrassment, this is what happens when you put the wrong people in the right spots.
Kevin Duffin is not dumb so do your homework. One of the best bosses
Your unions agreed to 30% merit selections. Deal with it. Are there some jerkoffs who make merit? Sure. There are some good ones though too. Kevin Duffin is a solid boss and I bet you'll have a hard time finding anyone who would say otherwise. By the way, there are plenty of rank order selections that are worthless bosses too.

So those who earned it don't deserve it and none are "great" either
ahhh Georgas. Deputy Chief of himself. they telling you to leave Stevie.
That is why the department is totally dysfunctional. Once the start of " merit"- the pols have total control.
nicely done
Watch out for Cpt DH he has had court issues too but his star keeps rising. Old Derek Jeters bastard step brother is heavy as shit
Just to highlight a point that I'm sure your savvy readers didn't miss....every one of those "Qualified 9" you highlighted in the OP was meritoriously promoted by...you guessed it....A MERITORIOUS HACK! Oh...wait....not EVERY one....one of the 9 CHEATED his way to promotion.
I have seen people come back from leaves of absence to make merit promotions, nothing new here. And, their sponsor for the merit never had the pleasure of supervising their merit selection. It is all a game and everyone knows it

I see this type of comment frequently. Yes, maybe this merit promotee is a agreat person and competent. But, I say, so what? It is not fair and should not be done. Every selection process should be open and fair and the fact that a competent person makes it in a rigged system is beside the point.
someone deserves to get multiple bites of the merit apple because he's a true gentleman????? keep drinking the kool aid
Why are all of the merit pics from the back of the list? Aren't there any truly smart guys merit quality? What? Are you saying that you need to be dumb and heavy to be merit. Dam democrates!
While it is no longer shocking it certainly is still sickening.
>>The problem is that when you owe someone your spot you are easily controlled.
Sounds right to me, and the same thing goes on with companies on a national level. Money goes to the non viable companies (currently "green") and the company guys know they owe everything to the political system.
Hey 02:37:00, I'm sure Valadez is a nice guy but deserve it NO, I don think so, the people that scored on the top of the list deserved it. That's the fair way whether you like or not. The WHOLE command structure is made up of meritorious hacks and it shows in our leadership. You cannot dispute that. Watching some, no MOST of the bosses speak on T.V. is a national embarrassment to this Dept. When you have bosses who can't even speak a coherent sentence in the Kings English then we have lost.
Cheat and Repeat. Cheat and Repeat. Cheat and Repeat. Cheat and Repeat.
any of their sponsors merit promoted ?
Merit people follow orders from city hall .
I am no fan of merit at all. I have yet to see in my over twenty years a true merit pick. Merit aka affirmative action in my brown eyes AND skin, is no doubt here to stay. That being the case, NO officer should be allowed more than ONE merit promotion in their career. Sadly I will never see that happen in my now waning career. My hope is that the new younger officers push for this as it will be their only true chance for advancement.
Thanks,
Fading Star
"Valadez deserves it. True gentlemen, great boss!" Stop it already, he may be a nice guy but that's it. He never ran a district, he was RARELY THERE! Just ask his last Captain, who does run the district, and is a bit of an A&%! He's lost where he's at now because he doesn't know anything, hahahaha!!
Look in 025, TM made merit Lt last class. He was put on days and then made the Tac Lt within 2 periods. Heard he's Rham s guy. Then, our former Sgt RR made merit and was immediately made Tac Lt. Look for them and many other double merit people to make exempt soon.
Truly the Chicago way. The exempts are all politically corrupt and incompetent. They were never the police because they didn't come on the job to be the police. They just want their gold braid pension. Not a leader in the whole group. What else is new?
What is new is that the exempts now a days don't know enough to keep competent people around that know what they are doing. They actually think their rank makes them smart and knowledgeable all of a sudden. Truly clueless exempts nowadays! To stupid to realize how stupid they are. The Chicago way is not working for the tax payers of Chicago. A police department that can't fight the criminal element is not a police department. It's an extension of the Mayors political agenda.
Pandering for democratic votes is his agenda at any cost and the cost is high. Over 3000 shot. 500 plus murders. More murders then LA And New York combined! Gun violence out of control? More like gang violence out of control.
Thugs and gangs roaming around the city and burbs unimpeded. Out of control thugs and gang violence are quality of life issues that are not being addressed. Why is that? I say the clueless pandering ballerina and clueless incompetent exempts who cannot find their own ass with two hands are the problem. How do you fix that?
Did any of them pass out at CompStat?
The DOJ won't do anything about it either. This further proves how poorly run the CPD is and has been run. There shouldn't be any merit picks allowed IMO. If you're not the best qualified then you're not being promoted. Unfortunately because the CPD is run through the corrupt mayor's office then they're always going to want the "yes" men/women, the affirmative action/EEO folks and any other loyal incompetent undeserving individuals. They're all just pawns of rahmie the commie.
Hate the game not the players. The FOP and PBPA gave the city the "merit" system, it didn't exist before 1997. Now everyone is bitching about it. Worry about shit that matters. Like your ducking health care or pension.
This jobs a Loser. If your young enough GTFO. You couldnt believe all the assholes and zipper heads Ive seen protected and promoted by clout over the decades.
Valdez may be a good boss but he and the driver deserve to be stripped like everyone else for shooting into a car. I know plenty of nice guys
God help whatever Unit gets Ray.
When was the last time he actually worked in a Patrol unit?
And, when speaking of rising thru the ranks quickly I mention good ole Luberman.
He is the prime example of this bs system of promotions.
I don't think there has been Merit Sponsor that wasn't a Merit Promotee themselves . And then there's the Merit Sponsors of Days Gone By that are allowed to use a Recent Merit Sponsor to gift an old request.
Gold Stars and Silver Bars are given out like Halloween candy, IF you ring the right bell at the right house.
A real Morale booster and the primary reason for CPD failures for the past 25 years.
The list is loaded with clueless idiots that were bumped up for and by political influence, Not police work.
All they had to do was agree with some other Merit Promotee Sponsor and appear to have some sense of stability, personality, community concern and a friend of moderate community influence. Or not.
Who are they fooling: The public and your Pension.
The CPD is a failure if you use crime as a measure of success and the same should apply to Merit Promotions. Then there's the weak ineffectual Mayor who is the ultimate Government Sponsored Merit Promoter.
Stay Fetal, let the Merit Eggheads work out the problems in the community on paper and with charts and graphs.
Off topic and sorry maybe wrong thread I should be posting on but wanted to say thank you. Thanks, to however did the picture mural decidcated to officers killed in the line of duty. The mural is off the 90-94. God bless you guys for always backing up the police no matter what the circumstances surrounding us is. Thank you, JR.

No offense but I knew this as a PPO over 30 years ago. If you think the game is rigged now you should have been around then. At least now they try to cover it up a bit. I'd love to know how many of the whiners actually got to Sgt or LT with zero help.No special invite only study groups where answers are spoon fed you, no merit, no clout paving the way. I've seen clouted baby's crying because someone with more clout got what they wanted at least a thousand times. You are correct, a joke, pathetic.
So all I have to do is work with Finnigan, be found not credible in federal court and chase everything wearing a skirt and they will make me a commander?
I use to think that after you make it to LT on your own you have 0 chance of moving hire unless you know/blow someone. Now I know it's a 12% chance.

Dallas police in crisis as chief and dozens of officers suddenly retire early so they can get their pensions before the fund runs out
* Trustees for the city's police pension fund made disastrous investments
* Investments in high risk property developments had to be written down
* It is feared the pension fund could run out of cash within the next 15 years
* Veteran officers are retiring to pull their cash out of the dwindling pension
* Five of the city's officers were killed by a sniper during a rally in July

You forgot to mention how Trump, as future president, is gonna clean all this up and make sure only really, really great cops get promoted. The best. I mean really smart, top cops who can end this crime spree tomorrow if he just supports them as president. How come you forgot to mention that? Oh well, only a few more months until this all get fixed, so sit tight.
Now go catch a bad guy.
Is it possible that the ones who were promoted beyond LT. that weren't merit had a sponsor behind the scenes prior to the exam? Someone who would have provided insight on the exam. I'm not saying that anyone had an unfair advantage, but the thought did cross my mind. I'm sure I wasn't the only one to think that previous tests weren't compromised.
Meet your new boss, same as your old boss
I love trips down memory lane.... White picket fences, A-bomb shelters, everyone voted for Ike and Vice President Nixon. A time when the bad guys where the Soviet Union---- what the fuck has the world come to
The merit Lt. on 3rd watch in 005, RK, SPARed a sergeant for " complaining" and when the LT didn't like the reaction of the sergeant he then got an insubordination beef on him. This same LT is splitting up partners and messing with their start times too. When will the powers realized these incompetent mutts are behind the majority of the bad decisions made on this job and the reason this job will never be legitimate.
How about the May 09 class
Blisset Commander
Pena Deputy Chief
Velez Deputy Chief
Moore Capt
Marianavich Capt
Only merit that fell
through the cracks was Lieabas
and he is a Captain in waiting.
Fred Waller not a bad guy. Neither is Valadez.
"Valdez deserves it." Okay, and who are you? let me guess one of Valadez buddies? How about lets make it fair and say the ones who deserve it, are the ones who actually put in the fucking time to study their asses off and score high enough to be promoted on their own.
A US Federal Judge found Phil Cline& Mike Cronin not credible, didn't hurt them any.
I made sgt with Cesario. He was merit back in 1998. He made merit Lt. And his rank on the LT.'s list was 639. But hey he's got the clout. Remember it's "Earned, not given"...../
"Valadez deserves it. True gentlemen, great boss!"
Is that you, Valadez?
The only exam that used to be sort of legit was the Dick's test. That was because they needed some guys who could actually do the work, to carry the clouted ones.
Besides, it was not civil service, and you could be dumped back to patrol with a phone call. Every couple years they would dump 10% or so just to motivate the guys who actually did the work. CPD has always been a family business.
On the subject of the recent Lie-tenants exam.
One of the recently promoted LT's(RM-008) from that list, was bragging about how he was certain that he will be bumped up to Captain before 2017. Nothing like walking around the station telling everyone who will listen to your nonsense that you will be a captain very soon as you are the best LT ever to be on CPD.
Don't be so sure your retired clout (DP) will get you that spot.
Maybe you should learn to keep your mouth shut and start using Breath mints.

Valadez is such a gentleman, he's gentlemen!
I worked for Duffin in A/C for an incredibly short amount of time but around the time he made commander I made sergent.
That promotion was difficult for my family and he help my family out. He was a knowledgeable boss and even took the time to help when I no longer worked for him. I could only wish for more upstanding bosses like him.
This is another lesson on HOW NOT TO RUN A POLICE DEPARTMENT.
Class dismissed.
You all failed.
NOBODY DESERVES IT! Get it through your heads. There should be absolutely zero merit. Daley political BS that has ruined the department.
The only exempt that I know who actually passed the lieutenant exam is Roberto Nieves the commander of 024. Since being promoted to commander several of the clout babies have been bumped up to higher rank while he remains a commander. Name another example if you know of one.

Drive by yesterday, it's Wintrust Bank.
C'mon guys, they're just poor trst takers, little dick daley said so back when merit began.
Can anyone imagine how efficient the CPD would be if the mayors office actually kept their hands off the department and let the superintendent run it like he saw fit? This, of course, assumes that the superintendent got to that position based on his outstanding police and management skills. I know it'll never happen but it doesn't hurt to dream.
As long as my money is there when I retire then who gives a damn. All I do is answer the dumb ass calls anyway!

While that is somewhat true I remember taking a Dick's test in the late 80's.
Back then since I was Caucasian I was automatically 7-8 points lower than the "minorities" as soon as we picked up the pencil.Talk about demoralizing.
Two things. There are some merit who are decent in their jobs, but the point of this post is (I think) that if you are not part of the club, you are not likely going to get a promotion or spot regardless of competence and ability. Clout beats ability all the time. Always has. Nothing new here.

The powers to be are getting ready to ask for merit packages for Lt. and Sgt. The newly promoted bosses will now promote their people. Nothing will change around here, that is why the Department is going to hell. Good luck to these new officer's on the job.

Most don't hate the merit process or the reason behind it. It's the "merit" abuse and continual abuse after it. Look at BC, merit Det, Sgt, Lt. After that all promotions are given out from the top, with those who were merit hacks, getting to promote more merit hacks.
BC's juice was daddy-in-law. Ask his underlings how they think about him.
The only promotional test that is legit is the Fto exam. The test no one with more than 5 years on wants to take...
As judge Prentiss Marshall said " I don't care if they arm wrestle for the spot" So much for exams
LiL hiram was Miedzanowskis partner in gangs north, and once Phil got in he went up. Also he was Dept Supt of investigative services during Koshman. Didn't hurt him at all.Hope there's enough room on the head stone for all the positions ego man. Another 5-5 loser.
I challenge anyone to find a good word to say abt the dbag captain DH in 025...the poster boy for merit... You were the joke of the golf outing

The bottom 10% busted was a regular up through the 70's. It all stopped when the FOP came in and demanded " just cause" for any demotions. Their angle was, and it was a good one, if Area 4 wanted to bust someone from the rank the city had to prove that that detective was worse then anyone in the other areas who are not being busted. The city had to prove this by a standard across all units and they knew they could not. Then, as now, if you had clout nothing touched you. I know people who could not find Mickey Mouse in Disney Land and had the best assignment.

Bea plateaued as a Sgt. She got further over her skis every rank above Sgt. that she went.

Aunt Bea was a merit lieutenant who went from the academy to head CTA security. She failed at it and came back to make commander. Hispanic clout at its finest.

Its all legit folks.....
To the post " I've seen clout babies crying "
LMAO it's true I remember former XO MR from 019 as a patrolman slamming lockers in the basement of the station all because he wasn't being promoted fast enough to suit his liking. Now there's a real jagbag. How many bites of the apple for this clouted Son of Erin?
One of the recently promoted LT's(RM-008) from that list, was bragging about how he was certain that he will be bumped up to Captain before 2017. Nothing like walking around the station telling everyone who will listen to your nonsense that you will be a captain very soon as you are the best LT ever to be on CPD.
Got no issue with him. Helped many a copper that stepped on his dick.

The powers to be are getting ready to ask for merit packages for Lt. and Sgt. The newly promoted bosses will now promote their people. Nothing will change around here, that is why the Department is going to hell. Good luck to these new officer's on the job.
9/26/2016 06:47:00 PM
You are 100% correct. The new bosses will promote their people, the eternally clouted and connected will get their second, third and in some cases, fourth generation relatives/people promoted, and the list will also be full of hacks of all races in order to have the politically correct amount of minorites/females/lbgt's represented. You have to wonder if there is such a place in this country where things are actually done legitimately and on the up-and-up. I bet unicorns live there too.
We will never be a real Police Department. Chicago will never be a professional Department until it hires and promotes Officers based on skill; not who is your drinking buddy, race, sex, or 5th floor input. We have serious problems in this City and we need serious people to solve them. Professional people who can do the job that needs to be done, not people who have an agenda for themselves.
The merit process works in the instances of those individuals who may be great test-takers, but have never been the police or barely have any street experience, but yet are sitting pretty at HQ or some other cushy positions, and have the time to study. You can't possibly tell me that these individuals are more qualified to get promoted based on a test, versus those that actually work hard on the street and know their stuff and have street experience. Because at the end of the day I rather follow the one that knows their stuff and has been there. So yes, the merit process is far from a perfect system, and perhaps should be a combination of both, testing and street experience.
Who is Aunt Bea😸😸
I don't necessarily agree or like the current merit selection procedure but please don't fool yourselves into believing that those who score in the top are great bosses. I'd challenge anyone to find me 10 bosses out of the top 100 off of the list that turned out to be good bosses. More then likely they didn't even do police work they just are good test takers.
No test can test the most important attribute that a good boss must have. I don't care if they are off the test or merit. I don't care if they are geniuses who can score well on tests or have that street smarts that some great cops have for sniffing out drugs, guns or built in BS detectors.
A great boss must have the ability to MOTIVATE his troops and use his troops to the best of their abilities. NUFF SAID !

Well that shows that just because you score well on the test it still doesn't make you a good boss. He is so full of himself and does not care about anyone other then himself. A real POS.
All you guys beefin about the way the Command Staff get's made, merit promotions etc., realize this. That's the way it's done pretty much everywhere else. For instance. In most Sheriffs Departments, they give a test and publish the results of that test.. When it's time to start making promotions they promote the guy that scored first immediately. Everyone else is promoted at the whim of the Sheriff off the list in no particular order. The only guy they MUST promote first is the guy that scored the highest. Same thing with the Command Staff. Who get's promoted is decided by the Sheriff. So all of you that say bring in the FBI or do this or that, get ready for a HUGE let down. Ain't nobody gonna do or say anything about any of this. It's the norm everywhere else.

Kevin Duffin made Sgt. on his own and earned the "Boss" accolade while in 009 supervising and protecting police officers. As a Sgt., Kevin Duffin basically ran Area One Violent Crimes after Lt. Farrell was promoted. That included all police-involved shootings. I don't know what his score was but I know for a fact that there is not a rule, procedure, law, S.O., or G.O., that he does not know and can not implement on the run. After he came back as a Lt. and the Area and District break up occurred, he ran the entire Area when Lt. Wojic fell ill.
Frank Valadez is the most decorated Hispanic officer on the department if not the most decorated sworn officer, period. He was robbed at gunpoint while putting his baby boy in his car seat and was shot in the back. He returned fire killing his assailant, got in his car, and apprehended the other suspect.
While in SOS he spotted a man with a gun on the street, gave chase down the block, up three flights of stairs, through the broken door the offender just booted, through the apartment to the kitchen where the offender was waiting. That offender was shot dead.
While as a Sgt., and along with his team, he located, chased, and eventually stopped a vehicle driven by a double homicide offender. The offender engaged Valadez and some of his team in a gunbattle and lost.
I completely agree with the comments that it is not fair to all those hundreds of potential, detectives, sergeants, and lieutenants who lost a spot to the merit system. I also agree that all of our current issues with the department are politically driven along with inept merit upper management.
After having outsiders that did not know the city or this department as Superintendent, and after witnessing the current supervision I would gladly have Kevin Duffin or Frank Valadez as Superintendent.
Detective Tim Nolan (Ret.)
Stop making excuses for why you took the merit promotion. "Do you really want good test takers to be your supervisor?" Well if the alternative is some connected guy that never hit a beat car, never worked 8 hours and never had to answer a CR then yes. At least the good test takers know how a report should be written to cover your ass. And good test takers know procedure so if something happens to your prisoner everything is documented correctly. And when the shit hits the fan they aren't scratch there head wondering what do we do now. And good test takers might be fair and follow the general orders and senority instead of taking care of the clouted people all the time.
So you merit hacks that are legends in your own mind can keep going to the tavern and telling those same old stories that make you feel good about yourselves. When really you stole the promotion over someone who worked the beat car never got a spot or take home car, was denied time off on a regular basis and oh yeah did real police work after you went home early. Enjoy your blood money after all you earned it right?

really? in this day and age you don't need a boss to understand the academic side? Really? I understand the whole 'smart guy who doesn't do shit' thing and I'm with you. But at a minimum you need a boss with a brain. Things are different now, this isn't the '80's

9/26/2016 02:45:00 PM
While that is somewhat true I remember taking a Dick's test in the late 80's.
Back then since I was Caucasian I was automatically 7-8 points lower than the "minorities" as soon as we picked up the pencil.Talk about demoralizing.

Yes the case was Majeske v. City of Chicago (2000).
• Chicago can promote police officers to the position of detective, using race as a factor. The court held that persuasive statistical data and anecdotal evidence adequately established past discrimination by defendant, and remedying such discrimination was a compelling governmental interest that justified defendant's affirmative action plan.
• 1989 Det. Test
o 3392 took written, of which the city wanted 650 to take oral. Of the 650, there were not enough minorities, argued the city. Therefore the “races” were separated (white, black, Hispanic) and the top 17% of each race were selected to take oral. Cutoff scores then became: white (82), Hispanic (79), and black (73). 619 ended up taking oral.
Please get your facts correct, Hiram Grau was never Joe Miedganowski's partber. They worked up north in Gang Crimes with me. Hiram is a stand up guy and so what if somebody gets promoted via merit, as long as they are for the troops. Many merit hacks have no knowledge of the job.
I don't necessarily agree or like the current merit selection procedure but please don't fool yourselves into believing that those who score in the top are great bosses. at least it's honest
How many of us are good guys , gentlemen , hard workers that show up on time , never use medical and still wearing blue shirts because yes we were passed over on Sgt. List by merit political hacks that are now captains or commanders .
Yep , he might be a good guy , so am I .

I'm certain the golf club has more personality than that captain and I can think of nice things to say about a golf club.
1900 - Is that a trick question? Because good and honest test takers dont become bosses on this job. Its ok, say it to yourself every night so you can sleep after you stole someones promotion.
Boggs got Nagode in the super secret study group. That is how he made Lieutenant. No street experience at all.

Not quite.........Cesario was married to Prieto's daughter. That's how he go the first merit bump. They divorced later and he got merit promoted twice since with the previous connections, so I guess that makes him an ex-son-in-law.

Is he the same Lt telling the school cars in 008 to violate the state law and arrest kids in school who had 10 grams or less of marijuana??
Didn't someone on that list take his vest off and shoot it and claimed to have been shot????
O/T Hey 903am If you worked there you might have been sleeping you tour. Hiram was Joes partner for a year when the bosses split Joe and John up for to many beefs. When Joe and John got back together Hiram teamed with O'Quinn and they both followed them around. Again it didn't seem to hurt him. He connected with Phat Phil and all of a sudden he was the golden boy. Then he discovered the hispanic police associations and sucked on them for awhile.Shaky as the day is long. You probably were one of his yes men.Have a nice day.
I made Lt in 2008, I was in the first class off the list and was ranked in the top 10 on the list. I retired in 2016 after being a Lt for 8 years. I do not get a 6 figure pension, I do not have another clout job that was waiting for me, but I don't have to watch every ignorant merit hack that was in my class get another exempt promotion. I don't have to make some ignorant fool look good any more so they get bumped up, and I don't live in chighetto or Crook County anymore. I think I am a pretty lucky guy. God bless you all, and Good Luck! P.S. I am a Republican!

And that was after he humped a beat car in Englewood for a dozen years! You can bitch all you want about how he made Lt., but he was one of the best street cops I ever saw.
-Former (now retired) Englewood Ranger
Kevin Duffin is not only one hell of a boss, but he is by far the smartest man in the command structure that this department has. He was a great Sgt & LT in the detective division & showed that he could lead the men & women in 020 before coming back to the D,and make Area North somewhat legit again. He should have gotten the nod as Chief, as he is gone to for counsel by Johnson when cooler & smarter heads need to shed light on how the department should react to recent events that hold this department in poor light. I for one am not alone in saying that I would follow Duff into the bowels of hell & come out unscathed!
I worked for Duffin in A/C for an incredibly short amount of time but around the time he made commander I made sergent.
----------------------------------------------------------
You can't even spell the rank you hold, yikes!
What's with all the idiot's trying to tell the rest of us how great Valadez is? The point of the post was clouted people to stupid to pass a test.
There has always been a problem with Chicago, it is politics, and corruption period, this job promotes people who are just outright unqualified and just get promoted because of Daddy, or uncle ,etc. Many unqualified folks get pushed hr hru the academy v and are total em b arrassement when they hit the street. Good cops careers are wasted by v rhis system of corruption

Duffin, like Walsh, Andrews, Dunn, and many more have their position in the Department soley to take that phone call in the middle of the night and jump up to do a politicians bidding. Think Koschmann. Now go drive your golf cart into a pond.

Nice hyperbole without any facts or substance to what was written. I did not notice an Irish slant to my comments but feel free to fill the blog with empty rhetoric.
