Redeployment Study

  • Police Supt. Eddie Johnson vowed Thursday to develop a “fair, transparent and objective methodology” for determining where to assign both veteran police officers and the 970 reinforcements Mayor Rahm Emanuel has promised to hire over the next two years.

    A study that could lead to the police reallocation South and West Side aldermen have been demanding for years will be conducted by Alexander Weiss, a staffing expert, and Paul Evans, a former superintendent for the Boston Police Department.

    Weiss has conducted 30 similar studies for cities such as Albuquerque, New Mexico, Louisville, Kentucky, and New Orleans. He conducted a more cursory study for the Chicago Police Department in 2010.

    This time, the Chicago study will be far more extensive and include far more variables than calls for service. A draft report is expected in about four months.
You almost never see a police car in some of the "copland" neighborhoods.

Once this study is done, you can probably eliminate that "almost" from the previous sentence. You will pay taxes for everyone else's police protection.

read it again..."Did a similar study in 2010." Meaning the department and city did not agree with the methodology, so they shit-canned it...But why not pay him triple what it costs and see if you get a better result...awesome.....

The only answer to them stripping police from areas of the city which hitherto has enjoyed low crime for a variety of reasons is for people to get their CCW and arm themselves. Waiting for police to come from a basically non-existent force from the affected districts is folly and endangers those believing police will respond in less than 5 min. And that is just calling from the residence. Wait till evil visits good people as they shop, visit friends, etc. If the police are not there to patrol and give the semblance of protection, then how will they be able to prevent crime from occurring? They won't be able to.

Downtown has already figured out how many cops are minimally needed to staff a district where crime is basically non-existent. That's why taking time off is so hard. Or there are only "X" cars working. We see it now.

Interesting. This guy Weiss has conducted studies for all of the named PDS in this thread that have been or are currently under federal consent decrees.

Will the department try to redeploy officers from their bid districts come the middle of July? We will be without a contract at that time. Why is a adjustment week needed then? Will they subtract the lowest senior officers from each district for redeployment? Will we then rebid for watches come the end of June for that mid July adjustment week? Or are permanent 10 or 12 hour days on the horizon?

So we are wasting money on a survey that will tell us what we already know. Hmmm, what do you think they will use this information for? I assume it will be used to justify any future contract violations they deem necessary.

With all of the street robberies downtown, videos of the offenders, eyewitnesses and the fact that they are operating in a group of 6-10 offenders, all black, why can't the current police force seem to catch the offenders? Does 001 have a tact team? When the clouted ones are assigned to 001 right out of the academy are they told they do not have to make any arrests downtown. Do they know how? What happened to detective mission teams.

Spent most of my career in 011. If you deploy/reallocate any more coppers to that area, we will be tripping over each other. It's ok by me, but you could have a car on every corner, and very little would change.

Probably not a popular opinion, and its not particularly relevant but its the first time I've seen Paul Evens' name mentioned here. That Paul Evans is (to me) one of only two big-city police bosses the past 50 or so years who I think were the real deal. The other was Bratton.

Evans was the guy in charge of Boston when they had no youth murders for a few years running in the 1990s. Hasn't been done in any other large city before or since. When he left Boston in 2003 he went to become director of Police Standards for Britain's Home Office, and did that for a few years.

Anyway, just thought its worth mentioning because his name never comes up. Him and Bratton are the only two guys who have produced truly notable results in big U.S. cities in the past few decades.

Gee we have to pay what a city of 2 million can't find in its own population, people to determine Police staffing based on demographics, calls for service, crime stats etc.
Not based on aldercreature power to request Police on their main drag so it looks like we have enough to cover the calls or protect their pals.
What will RAhM do if this guru says You Are Severely Undermanned ?

Something needs to be done. Got home from work the other morning at 0300, saw a M/1 on the street in the neighborhood (016) looking very sketchy. Watched him for a moment to see if he was a burglar. I was almost relieved when I saw him do a hand off to a group of M/2's in car, after which all parties cleared. How screwed up is it that I am happy it was just a drug deal vs. a burglar at large.

The other messed up thing is that I was only prepared to be a good witness. A few years back I would have been all up in their Kool-Aid. Today I have a mourning band on my Star symbolizing the death of this Job. Can't wait to pull the pin. Last Kid graduates from college in May.

Figure out the methodology being used to determine staffing.

Number of police calls? Fine! Get your friends and neighbors to deluge 911 with calls. Suspicious persons, missing property, vandalism, whatever. All truthful calls, but calls you wouldn't normally bother with. Be as "productive and fruitful" calling as the folks in the South and West Sides.

Report the petty claims, like missing yard stuff, bikes, toys, broken windows, etc. Give them data to chew on. If the Babymama calls about BS get more police for Austin and Englewood, why can't petty calls from real live taxpayers count?

Start bombarding the Alderthief with demands for more police. Let him know HIS CAREER depends on the results of the study. Put the letter on a FB page and tell everyone to do the same. Let them know you expect more police. Pick a number or percentage, like 20%. No 20%, we get a new alderthief. If possible, find an ambitious citizen, or even an ambitious weasel to challenge him/her/it.

I am sure that if this study favors the thinking of city hall, it will be used in the upcoming contract talks. City hall wants the end of seniority in bidding and assignments and wants more senior officers in faster districts.
