Use of Force Feedback
This was the last weekend to provide the Department with feedback on how bad their new Use of Force order sucks. But as less than 100 comments were submitted, the Department has extended the deadline to 05 December.
Dean Angelo mentioned the upcoming deadline in the latest newsletter. A lot of the criticism is that the new policy treats cops as not knowing their job, talking down to them as it were, and providing a whole bunch more mental hurdles to jump over for a situation that typically unfolds in under three seconds. The "reasonable officer" standard is being replaced by mob rule and what some untrained mope, like Pfather Pfleger, thinks is reasonable....based entirely upon racial animus.

Provide a bit of thoughtful input - it might make someone think. Not Rahm or Special Ed of course, but maybe someone with an actual functional brain at some point.

"About 6:45 p.m., the boy was inside his home in the 5600 block of South Princeton when a group of males forced their way inside, according to Chicago Police. During an argument that followed, one of the males brought out a gun and began shooting."
First, Sorry for your loss to the Davis family.
It is a shame that the violence in this city is so out of hand that this story might not have made the news if it were not the fact that the victim was related to a congressman.
Some years ago, on the 4th of July I was the 1st Watch Commander (screw that DSS shit) in the 10th District. I am getting ready for late roll call when I get this phone from this outraged citizen who said he was some kind of political aide. He said he called the police several times and he never saw them coming to his disturbance with men on the street in front of his home. I punched it up on the computer and there was only one call about fireworks. I told him this was the 4th of July and there were hundreds of such call and to be patient. He became more enraged and tried to get the alderman on the line but only got his answering machine.
Now it is almost midnight and he makes this a three-way call with Congressman Danny Davis. There was no mistaking that voice, he was a gentleman and said little but this constituent did not get the not get what he thought he would. I told Mr. Davis that this man made one call about fireworks on the 4th of July and he would have to be patient. I then said that since you also are also my congressman, that I was in the KMA Club, on midnights on the Westside so I could tell him the truth about what was going on. I told him how Richie Daley had shorted the CPD and there were not the police to send. I told him how we were short of cars and equipment. I then said, I have a Roll Call to attend to get police officers on the street to handle call. Good Night Gentlemen. I never heard anything back about that.
As I said, Sorry for your loss.

This order is not based on the DOJ, but on the city lawyers trying to avoid litigation and on the expertise of consultants who were never the police.
I read this "order", and I am seriously of the belief that several of the new provisions ate so ludacris that they can only have been included so that they can be removed, so the Superintendent can claim he "compromised with us".
For Christ's sake, one new proposal is necessarily stating that all officers on scene, in a use of force situation, have to agree on the force option being used. Use of force by committee?
They are mandating that we second guess ourselves, and each other. It's insanity.

Dean Angelo was a guest on Wttw along with Lori Lightfoot . When asked numerous questions by the moderator it became apparent very quickly that Dr. Dean was unprepared having not read the material provided . As a result he truly looked unprofessional and admitted at the last Union meeting that the Department of Justice used Lightfoots report as a guideline . This is shocking ! Mr. Davis focused more on a political statement instead of outlining the constant violence as it is, no mention of broken families was mentioned and lack of accountability for ones own actions. Sorry but this sounded like someone else wrote the statement or pulled the strings...

I've tried to read it. It reads like stereo instructions. You can summarize it in one sentence.... Do not do any proactive police work. What a shame.
All CPD needs to read this order. It doesn't completely pass the smell test. Best advice? Don't be unnecessarily proactive. Don't put yourself in jeopardy. More bodies are gonna fall. Write the paper, do bare minimum. You don't think they're gonna need a test case officer to set an example for this order? Think again.

This is the city pulling the same crap that Congress pulled with ObamaCare: Intentionally writing it such a complicated and convoluted way that no one, especially SCOTUS, would read the whole thing. Ever.
That is why when the case went to SCOTUS, they basically passed on it. Did you really think that those 9 judges, some borderline senile, were going to sit there and read over 4,000 pages? Include existing laws cross-referenced and the total is close to 10,000 pages.
So who is going to sit and sift thru 41 pages? The average millenial does not have the basic legal awareness or the attention span to handle it. 15 seconds sound bites and Twitter tweets are their limit.
People seem to forget Davis stood by BLM and against stop and frisk. I'm in no way appreciative of his familiy suffering. Yet he won't get my sympathy either because he has none for the hard working good families in this city whom he abandoned for his own political gain.
I may feel a little sorrow for him if he promises to paint over the two story tall mural of chairman fred that adorns his Madison street office.

They only thing I see is pandering and flat out lying to the public. They don't know what the old Use of Force policy is so when you show them the new Use of Force policy they think it's the greatest since sliced bread. So John Q. Public, we will adhere to the new Use of Force model as we have in the past because nothing has changed. Now ask Attorney General holder why he flooded Mexico with 50,000 guns when Mexico's major complaint is that all the guns come from the U.S.
What newsletter? I haven't seen one in months
Nor have I. If/when I do get one, the dates of things in the articles have already passed too. They should seriously save the money on postage and printing and just post it online.

My question on the use of force order is what happened to the part that says you won;t unreasonably endanger yourself to comply with this order, like the present one has??
But, seeing that the politicians will ram whatever they want down our throat, i'm staying fetal with my comments. Cant get shit fixed or supplies in a district, what makes anyone think the powers that be give a shit about what we have to say about something that affects us citywide?
