This is Certainly True

Remember when the Department installed GPS in the cars? They told everyone over and over that it was an "officer safety" issue and it would never EVER be used for disciplinary purposes. We predicted this was a lie more ways than we could count. In the past week, we've received e-mails telling us how:
  • GPS printouts of a pursuit were used to "prove" a squad car was going far faster than the officers put down on paper, and the officers are facing discipline;
  • GPS was used to track all the cars near a different pursuit, and everyone who didn't upload a functional camera is looking at taking suspension time;
  • Command staff and inspectors have had their GPS disabled because some enterprising officers were checking on their status from the desks - the way the Command staff and Inspectors were checking on everyone else;
In other words, GPS was used in an adversarial manner far more often than anyone in charge admitted to.

Now someone commented the following:
  • My favorite lie related to the cameras is:" The cameras will be good for da coppers!"

    Really?

    So let me get this straight: If some local Democrat attacks you, in a fit of Righteous Rage, because "Da Man bin keeping me down", and the camera records the attack: Ms. Foxx is going Prosecute?

    NO WAY!

    However, if a cop strikes one blow more than what the armchair quarterbacks thinks is excessive; you can be sure that there will be a prosecution of that Officer. And the Mayor himself will hold a news conference, apologize and promise punishment for that officer. Nobody should believe for a second, that these cameras are for any other purpose than to nail officers. The Camera is an extension of the Democrat Party Agenda, that Rahm wants to ride to a Third Term; and that is that THE COPS ARE THE PROBLEM.
In this day and age right now, an Officer is assumed to be guilty. If you have an in-car camera or a body camera, you may luck out. But if it doesn't show 100% clear and convincing evidence of following procedure TO THE LETTER, you will be subject to a media witch hunt, assorted activist protests, a rectal exam courtesy of the States Attorney and a lawsuit to go along with your Department suspension.

Don't bet against it.

This is so true.

I have seen the use of GPS and Cell phone tracking used by IAD and IPRA.
Worked in IAD and recently they served officers with orders to provide cell phone numbers which can be used for triangulation of location from towers

They will use cameras in the same aggressive manner.

This is for punishment not the truth.

It is why I retired. We are going after working cops.
But bad cops remain. Protected..

Look at history Abbate Poulos and Callahan also the two idiots that drove drunk girl home to get lucky.....all were searched for cell phone history and tracking.

Strap that camera on and spin the wheel of fate.

Since you know everything is going to be used against you, just feed them what they expect.

No pursuits.

Stop at all red lights, and stop signs.

No rapid responses to anything - if it's a medical issue, that's what ambulances are for. They don't need escorts - they have their own sirens and lights right?

Show up to calls, nice and calm - take the report. Wish everyone a nice day, and leave - slow...

Pretty soon one of the White Shirts or Politicians will get F'd by this, and that bullshit will go away...

A few years ago, while working in the 010th District (two nights in a row), the GPS system in my CPD marked vehicle showed that I was on the border between the 009th and 010th Districts, 1/8th mile west of Western Ave., for my entire tour.

I asked the Zone 10 dispatcher to tell me where her GPS program had my location. There was a pause, and then an audible chuckle over the zone by the dispatcher. According to the CPD GPS, I and my department vehicle spent two days in the middle of the Chicago Sanitary and Ship Canal.

Other times, it has shown units over 1/2 mile away from their actual location (I know, because I personally was pulled over speaking with the officers of those units, at their real locations).

The fact is, the GPS system and records we use don't come remotely close to being useful to prove a criminal standard of "beyond a reasonable doubt", and also don't meet the civil standard of "a preponderance of the evidence". It is not, "more probably true than not" that you are where it says you are.

If you, as a Chicago Police Officer, are dumb enough to rely on your cars GPS to get help to you when you need it (the reason they told us they were intending it for), then you are a fool who is going to get themselves killed.

The reliability of our CPD GPS on locating the officer in an emergency is somewhere between that of a hunch and that of a divining rod.

GPS and Body Cam's are a one way street. We are never proactive and inventory images of the bad guys actions/driving during an arrest to be shown in court proceedings. These are only saved/viewed when there is a complaint against the police. That is a MAJOR problem!! Every officer should demand (written into a report) that those images will clearly show and prove what the offender did and should be part of every arrest packet and shown in court

So I'm guessing there is a Rule 14 violation lurking in the weeds when GPS and cameras prove contrary to what a cop puts down on paper. Can the fog of high level street interaction be used to explain contradictory statements and GPS/camera evidence?

Anyone know the +/- of GPS mph? Is the GPS software that is used by the City accurate/have clichés? Knowing the City's propensity for not paying top dollar for equipment/service one cannot help but think that the GPS may be faulty.

Cameras are a trap. You could do a million good things on that camera but if you make one mistake or something that the powers that be , the public and the media perceive and allege is a mistake you will be hammered for that so called mistake. And the politicians can then say 'it's working." They can say that what they did is paying off when all they're doing is making themselves look like do gooders in the eyes of the police hating public when the only thing they're doing is hanging out cops to dry.

Sadly most everything you say about this is true SCC.
The day of Big Brother just keeps ramping up and the scrutiny is mostly only used against the grunts and almost always for our detriment and not our aid.
On our zone I've heard the dispatchers routinely referring to GPS even when there's no officer safety issue going on.

They've also got an ever expanding platoon of in car and body cam techs working with virtually unlimited overtime to keep every camera rolling for every second possible. Again this is definitely not for the officers benefit.

Never trust a thing they say. Remember when they said the TSSS Card(silly blue card) study would end in 2007? Just like redlight and speed cameras are for "safety " not revenue, but then you find them on streets with only a cemetery on it. Anything they tell you is for their own personal gain. Sadly we have already seen cases where procedure was followed, use of force regulations obeyed and the copper gets screwed because "da community" disagrees with the rules.

For 2017 fetal is WAY to proactive.

When they first started installing the GPS units in cars they had some Hillbilly outfit from Kansas that was installing them and bease they were non union the garages would not let them inside so these units were installed bad. Cars were left with dead batteries, etc. The system was so flawed that they showed cars in Lake Michigan and I was in a specialized unit and one night my Lt. Called me and asked what my cars were doing in another area of the city when I was having a meeting with them all in a district. They do record speed and are now pretty accurate.

As an old retired guy, 70 years old, I read with amazement on what has become of my police department. I had some limited success in my day and was what you would call a " hard charger", got a few promotions and loved the job. I can honestly say that if I was still working, I would be doing minimal, at least until things shake out with Fox and Johnson. The political progressive class has put up so many roadblocks for the police, I really can't see how you can get anything done, that is, without risking your livelihood . I certainly would like to see Supt. Johnson and some of these merit " leaders" do what they are demanding you to do. I did not know that tact officers will be wearing body cameras. If that is true, it is the end of effective tact teams. Everybody who knows nothing about being the police is jumping in with their ideas on how to be the police. Sad, very sad and it will take a generation to turn this around, if ever.

I had an experience like 01:02:00 had. Some years ago I was at the desk playing with the GPS on the computer, checking out where cars were and low and behold one car was a couple of miles out in Lake Michigan! Does anyone know if the Marine unit boats have GPS on them?

Just remember when they began to Red Line people for not answering their radios that was sold as Officer safety, also. Look how that turned out.

Even if the Department doesn't use GPS against you working coppers, you can bet the rent that some bottom feeding lawyers will.

Like say... oh.. Lovie & Lovie, who'll use it in some bullshit lawsuit to help win The Ghetto Lottery for some client whose Honor Student relative ran a stolen car into a brick wall at 60mph and died as a result of the Laws of Physics.

Even if the Department fights the release of the data, some Judge somewhere will rule that it should be 'public'. Just like when the I-Pass first came out, that data was supposed to be private too. Ha! It didn't take long for a Divorce Attorney to sue when he was denied access to it so he could use the data against a cheating husband. Once that that wall was breached the Dam Broke and I-Pass Records can be used against you like fingerprints. [Now, intelligent cheating husbands carry a lot of Toll Money. (rotfl)]

The fact of the matter is that any and ALL technology will eventually be used in a court, for or against you. And for Coppers, in the Police Departments you work for too.

Why are coppers still pursuing?? My entire career has been about being trained "not to pursue" Don't give these "bastards" any reason to "jackpot" you.

As the crime stats rise, you can see the evidence of officers becoming fetal. How is it that some officers are still getting themselves in to trouble? Do they not get it?

I would love to do "real police work" again. However, now is not the time...if you haven't got this into your thick skull, then you never will.

This departments Legal Affairs Unit and IAD isn't very bright. And FYI GPS data is available to anyone who wants it, thanks to the Freedom of information act.

The days of the good working cop are gone in Chicago. I would advise every decent law abiding citizen to get a state FOID card. Attend a Conceal/Carry class and buy yourself a weapon of your choice. 2nd Amenment rights are now safe with President Trump. Be prepared to protect yourself and your family. Retired now, but years ago did wedding photography on the side to supplement the department check. Old time photographers trick was to take a clear filter and smear a very light coating of vasoline on it. Put the filter on the camera and took a few closeups of the bride. Real nice warm FUZZY effect. Forgot one time and left the filter on and photographed a large group. so fuzzy you couldn't even figure out who was who.
Now if some similar substance say from your lunch or dinner "accidentally" got on the lens of your camera imagine what the footage would look like.

Phone companys wont turn over phone records, including locations services without a court order. Someone at IPRA and IAD will have to be writting up court orders. Personally I think they are too stupid to know how to write up an order a judge would be willing to sign off on. Administrating proceedings are not probable cause that a crime was committed.

Had an inspector in my district over the summer who was going to write up an officer, claiming the location she went down on a personal was more than 2 miles away from where gps showed her.
Thankfully the officer had a time & date stamped receipt of items she purchased, showing she was in fact at the location she gave.

You are absolutely correct. If we screw up we get hammered. But look at this another way. If a doctor performs a "million" good surgeries but screws up one and you happen to be that one, how would you feel? Just axin?

That's funny. Mine showed that I never went over 0mph one night. I know I had it up over 60 at least once that night. When working properly, the GPS cam be pretty accurate. When it's not working properly, which is very often, it can't tell you shit. Cars get "frozen" at various locations while they're actually driving somewhere else, nowhere near their supposed location. It's not reliable or accurate enough to prove anything about the location or speed of a car.

This is one of the few times I will make fun of someone with less than 2 years on the job. "We" don't all have cameras but the ones with brains aren't stepping on our own dicks. . I would love to stack my work achievements and arrests against yours and swap frivolous and completely false lawsuit stories with you. You're either a rookie or someone pretending to be the police. Remember (memberberries) when we had to swipe in/out at the stations? The swipe machines didn't even last a week. Now we have GPS on our cars, radios and cameras (some believe in our new stars too). If GPS and cameras are going to be used as a tool against officers then shouldn't these things be part of the bargaining rights with FOP? Also, consider the days, if you were to be so lucky, of leaving early and not having a slip dropped completely dead. The cameras time stamp everything and every officer will have their own camera assigned to them. This also allows major abuse of power if someone wants to track an officer. Be fetal? How about be smart my friends.

One of the reasons I left the Buildings Department was because of the use of GPS. I didn't want time off from some puke in HR because I was traveling too fast through some of Chicago's finer neighborhoods.

The assholes in charge have used GPS to many City workers detriment. The clouted, as usual, get a pass. If you ever stood up to these misfits, they'll be combing through your records relentlessly, looking to jam you up.

they sell GPS jammers on E Bay for like $30 - technically they are illegal under federal law


we tested it one day when we had access to GPS for the cars

first of all you have to put it right next to the GPS thing in the trunk, #2 it still shows you at a location, but it's way on the other side of the city
