Great Idea You Idiot

  • An influential alderman is demanding that Mayor Rahm Emanuel relax police hiring standards before the April 1 and 2 police exam to attract more minorities at a time of high crime and deep distrust.

    Earlier this week, Emanuel acknowledged that he would have to work “double hard” to convince minorities to apply and “show the Police Department is a different police department” than the one the U.S. Justice Department has condemned as biased.

    Now, Ald. Anthony Beale (9th) is pronouncing the unprecedented minority outreach campaign as doomed to failure without immediate changes to the hiring process itself.
Just when the DOJ (and Rahm supposedly) want a smarter, more legally oriented, by-the-book police force, this moron wants standards lowered. Makes perfect sense.

If the standards are any lower then stop testing recruits in the academy. We are lucky they have a 10th grade reading level. They are currently accepting known gang members. maybe stop background checks and the polygraph? How low is it necessary to find minority applicants?

Also it will drive the good applicants away and good cops off the job and to other departments. As far as hiring so called "minorities," who are they? I don't think blacks are the minority anymore. In fact, I believe there are more non-white police officers on the job now than white. This beal guy sounds awefully dumb.

Kevin Graham has always been a pawn of Mark Donahue and Billy Dougherty. Because both Mark and Billy are retired they put Kevin Graham up as president. Well Kevin doesn’t like being a puppet any longer. Apparently he has told his masters that he is on the top of the ticket and they’ll do what he wants. Kevin has zero chance of winning. Donahue and Dougherty are just using the others on their ticket to help pay for their mailer.

How ironic that both Donahue and Dougherty who were always anti-retiree and now retired and have to carry a large portion of the retiree vote to have a chance.

You hear in old police stories of how the beat cop would clear the corner. No contact cards and ISRs required just a stern hello and good bye. I won't mention what type of shampoo was offered or given in samples.

New police stories need smarter cops. Garbage in and we will have Garbage coming out. Give better training to the existing officers and select the best and brightest as PPOs.

I don't know, so I'll ask. Do Police Officers in Illinois have to meet a minimum standard set by the state? Don't know how its done there, but in some states Police Officers, (Sheriffs, Deputy Sheriffs, State Police, Highway Police, etc.) have to be certified by the state. Local authorities cannot "lower" standards even if they wanted to.

Any decent lawyer, even OUR public defenders, find out about the officers back ground, and it's game over, case dismissed. remove college requirement for merit promotion. Require 10 years in grade. Not these 2 yr wonders. How many old timers on this job would make excellent Sgt's? How many of us would follow a real Sgt promoted to Lt that has 10 or 15 yrs of experience but no college. There are quite a few of em on patrol, and they sure as heck know more about the streets and forgotten more than these College educated newbies that only care about their own skins and upward mobility. Get some real Bosses, not cheaters, or clout babies. Bosses who know how to get the job done, cause they have been doing it. Not these sorry excuses we currently have.

Oh God, what now? I prove I'm racist every day by letting the community deal with their own problems. I'm so sick of the blatant and acceptable racism and then false cries of racism. Pussy cry babies can handle themselves like they told me hundreds of times. That type of racism is perfectly acceptable though. 29 shot in a toasty January weekend and I give zero fucks. SCC should post the most serious recruit criminal backgrounds. That would be interesting to see who has delivery charges and even weapons charges. Obama argued that delivery of controlled substance while armed with a gun were over-sentencing and NOT VIOLENT in nature because the gun wasn't used, just happened to be carried. Many sentences commuted and that was last summer. Will the same standards apply for our recruits?

Speaking of CPS, and factored into the Dept, the entrance exams are as unchallenging as any test given by CPS.
The Dept. is not looking for neurosurgeons, (example: Special Ed) but the ethical background aspect quite important.
Knothead Special Ed has made many bad decisions, ethical and operational and he is responsible for the division and moral of the Dept., as is PrickWrinkle and 99% of elected Democrats.

Lowering standards doesn't attract minorities.
If that's permitted, PrickWrinkle and dilDart can begin to recruit from the CC Jail population.

The standards were "relaxed" when they rigged the game with "well qualified", "qualified" and "not qualified" lists, not too many years ago. That was the beginning of being able to put so many of this race, this sex, etc. into place. That was the beginning of lowering the standards instead of pulling applicants based purely on test scores. Federal consent decrees were a part of it, but it was a unique opportunity to cherry pick the connected.

Add the so called "merit" process to it and now the politician power brokers loaded the ranks with people who could never compete in a real world scenario. The result is what we have now. A generation of mediocre bosses, some outright stupid.

Young people whether educated or not, relatives of City employees or not, do not apply to enter a suicide mission on the Chicago Police Department.

Dumbing down the standards further we will have more stupid AND outright criminals. Could be that any alderman pressing for reducing the standards has another agenda, like padding the force with certain gang affiliated individuals or relatives, who just happen to be criminals.

There is a reason why Dean Angelo and his entire slate of incumbents were voted out of office in 2002, the first time in the history of the FOP that an entire slate of incumbents were swept from office, they lied to the members claiming they did not sign an agreement with the city to change our flat rate health insurance contribution to a contribution based on a percentage of our pay. After we voted down the contract Dean Angelo and Bill Nolans crew negotiated because it changed our flat rate contribution to a percentage based contribution creating a windfall for the city and ultimately costing us more money it went to arbitration. The arbitrator ruled that he could not rule on the percentage being attached to our pay check because the FOP (Dean Angelo and crew) signed a memo of understanding or temporary agreement during contract negotiations and the percentage would now be our new contribution for health care. That is Dean Angelos way of doing business, us police officers don't know what is best for us but he does. It amazed me that the FOP not only put this liar back in office but elected him president. I think you need to look at some of the reasons why candidates have been rejected in the past. I would not be for letting people convicted of certain crimes come on the job, but people have been rejected for having some dings on their credit reports or for the psychological evaluation. The psych needs to be redone as they have been rejecting veterans and family members of cops. There might be something to what Beal is saying. I am not defending him, but I say take a closer look at how the screening is done.

Pandering to the lowest common denominator has never been a good idea. We ought to tell the applicants:

* THIS is the bar you have to get over to apply. It involves the following:

- A certain level of education

- A background free and clear of certain crimes (if you were 18 and got arrested in college for a loud music complaint - that's not a problem. Being a juvy or over 18 and robbing a liquor store - yeah, that's a problem).

- No illegal drug use or addictions to "legal" drugs.

- No addictions to alcohol.

- No credit issues.

- No tax or fine issues.

- Valid driver's license

- No mental health issues.

- No vision, hearing, or other disabilities.

- No gang affiliations, or tattoos.

- No religious restrictions that prohibit you from doing the job when required 24x7x365.25 or wearing the uniform.

- Be an honest and ethical person - pass the psych tests.

If you don't meet the requirements - go away. Don't apply until you remedy the issues. If you have a criminal background that excludes you, don't apply - we're not hiring you. Don't ask. Don't whine. Don't stamp your feet and play the race card. We don't care. We have standards you can't meet - so look in the mirror and blame yourself.

And of all the things the State mandates School Districts to teach - they ought to include:

This is the natural outcome that happens when politicians dumb down a population in order to control them. It is great for a time, because the dumb are easily led like sheep to slaughter. But eventually it always happens, that population becomes too dumbed down to function themselves. They become so wildly ignorant of the basics that they become totally useless for anything besides a vote or a body as part of a rent a mob.

I want to not care about skin color when I need cops service. I want them to be able to READ and SPEAK and understand basic common sense. I want cops to know their role in society, to know their job requirements, know that defending our rights is their number one job. Of course, this means they have to know what rights are, and which ones we have alongside what authorities the policing power wields. I want them to know the limits of both. And on top of it all, I want cops to know the code, what of it is right and proper and what of it is bovine excrement.

If anything, I want the requirements to be HIGHER and made MORE burdensome. I want one cop to know that the cop next to him KNOWS the same things they themselves do because theri lives are on the line day in and day out. The LAST thing I want is one idiot cop getting a good cop KILLED because they had their test requirements lowered for them to be able to get in, ya know, because their skin is brown. Good God man, please stop this insanity!

In a massive, detailed 2000 study of the effect of court-ordered affirmative action plans on police departments, economist John Lott found that the more minorities on a police force, the higher the rates of murder, manslaughter, violent crime, robbery and aggravated assault will be. Violent crime increased by a minimum of 3.3 percent every year after affirmative action policies went into effect -- and the spike in crime was highest in black neighborhoods.


The problem was not with black cops, Lott's study showed, but rather with the lowering of standards across the board, resulting in less-qualified officers of every race. To get more of MSNBC's "voices of oppression" on police forces, requirements are reduced for all recruits. (Just as quality declined at MSNBC when "voices of oppression" had to be added to their lineup.)


We end up with cops who are criminals, the Rampart scandal of the 1990s and great movies like "Training Day."


About a decade into a federal consent decree requiring the Los Angeles Police Department to hire more minority officers, the LAPD'S Rampart division was employing gang members in uniforms.


Training officer Jim Peasha told investigative reporter Jan Golab that he left his unit because of the preposterous recruits being sent to him as a result of affirmative action. "I had some fantastic minority recruits," Peasha said. "One black kid was the best I ever had." But he also had "one guy who I knew was on drugs and I couldn't get him out. He wound up getting caught working as a guard at a rock (cocaine) house. An off-duty cop!"



It was almost as if the LAPD was turning into the public school system.


By the time of the Rampart scandal, two dozen black police officers in Los Angeles were suspected of gang activity. Most were forced out. Four officers were proved to have been engaging in criminal acts -- including a bank robbery and an attempted murder. All were black and Hispanic. (Let's call them "officers of oppression.")


As a top official with the LAPD told Golab, "This is not an LAPD problem; this is a black problem."


It was so obvious that affirmative action had led to the Rampart scandal that a "Blue Ribbon" commission specifically denied it. Twice. Using the exact same words. It was the equivalent of calling a press conference to announce that you're not gay.


This is the irrelevancy printed twice in the commission's report:


"Personnel Department experts found no instance where a candidate failed to meet the LAPD's background or psychological standards. Moreover, the experts found no meaningful difference in the application of background and psychological standards to candidates of varying race or ethnicity."


Wait -- no applicants failed? That's precisely the point! Everyone gets an "A," every applicant becomes a police officer.


And no one imagined that only the minority officers would be less qualified. As Lott's study showed, once standards are lowered to ensure "diversity," standards are lowered for all recruits, resulting in a rainbow coalition of incompetence.


This is exactly how Democrats wrecked the economy with the subprime mortgage crisis. Then-Secretary of Housing and Urban Development, Andrew Cuomo, Sen. Chris Dodd and Rep. Barney Frank bragged about how they were helping minorities get mortgages by forcing banks to adopt ridiculously low lending standards.


But once traditional measures of credit-worthiness were jettisoned, they were jettisoned for everyone. You will notice that the housing market crash was concentrated not in black neighborhoods, but in house-flipping hot spots.

Don't know how its done there, but in some states Police Officers, (Sheriffs, Deputy Sheriffs, State Police, Highway Police, etc.) have to be certified by the state. Hey SCC the Department started a recruitment program for the new test. They decided to reach out to the registered organizations. But instead of reaching out to all the organizations they only reached out to very few. Like NOBLE and LAPA. So instead of asking the few dozen registered organizations to help they only ask 3 or 4. So fat Eddies we're all in this together is a bunch of BS.

Instead of 40 being the maximum age limit make it 43. You'll get more maturity in the the ranks. New copper can still contribute 20 years to the pension. Under no circumstances eliminate the college,physical fitness,residency or moral/background requirements. A city policed by a bunch of Carpet Baggers who high tail it out of the city once their shift is done, coming to the city to play police, there are enough, Dogs, "Stay Fetal" cowards as it is. Effective policing in this city requires that you have some skin in the game. When you consider that under the current ASA a person who had committed grand theft would be eligible to be a PPO.(9 charges of 1000 dollar worth of theft would only get you a misdemeanor charge and the tenth a felony under her "discretion "of course.)

Yes, I called every one that has made "Stay "Fetal" their Mantra a coward. There was a time that you all swore an oath to serve and protect and when you took a knee because 4/5 (the tutu) pissed on your parade you became a coward and your word is worth shit. Please save the "but everyone is getting stripped body camera song and dance". No one has been stripped coming out of a church pew. Lying, cheating, stealing, and questionable acts of violence have always been against department rules. I assume he was pointing to "BFD"

As a former police officer, now retired, and now an investigator who frequently gets involved in criminal cases, I can attest to my observations only. I have read CPD reports and heard many officers testify in court. Most are pretty good, but there are a few that not only embarrass themselves, they embarrass the department and jeopardize the case. Very poorly written reports and lousy testimony. Some of this should be the subject of a training video.

I taught at the community college level and at the university level for 10 years. I have seen many students who came from Chicago Public Schools. Most were totally unprepared for college and lacked even the basics in spelling, writing and composition. Their understanding of history, civics and geography was at the 3rd grade level What standards are you going to lower?
