Acting Up FTO?
So a directive came out from the First Deputy's Office at the end of last week. The title is "Acting Up Field Training Officer - Out of Grade Opportunity." IT seems the Department has suddenly realized that there is a hiring push on and there aren't nearly enough FTO's available to actually....you know....train the people being hired.
The last time this happened, the Department stuffed the kids on vans with one or no FTO's, or put them on foot in the ghetto with next-to-no direction or supervision and expecting them top come in with legal, lawful and proper numbers. The DOJ just about laughed out loud at this.
So now, if you passed the most recent Sergeant exam, no matter where you ranked, you have the opportunity to teach a fresh-faced Probationary Police Officer. It doesn't matter if you scored in the top 100, or top 1,000 or even the top 3,000 with no phone call and zero chance at a promotion. You may have scored approximately 42% on the Sergeant Exam (which was passing), but the Department says you are qualified to teach a PPO the job.
Of course, you can opt out if you want to - there's a form you have to fill out. And many will. But if you don't opt out, you may come to work one day and find a surprise.

That's exactly what people on the way to a promotion need. Partner up with a know everything millennial who will undoubtedly do something stupid to which you will be held accountable for. Fuck that.
the problem is that many of the FTOs that just came out have less than 5 or 6 years on. Heck, many of them only have 3 years on. 10 years minimum to be an fto. no question. It is one of the most important jobs on this department. I know that guys with 5,6 and 7 years on think they know everything about everything but your just starting to get comfortable with stuff at 6 years. you are finally getting use to court testimony, writing good paper on arrests being able to determine what questions you are gonna get cross examined on while you are writing your case and anticipating how to write given what will be asked in court but at 6 years a lot of those guys still don't have the gift of being able to BS and talk to people on the street yet. you don't even start getting your whiskers on this job till 9 or 10 years on. nobody should be an FTO with 10 years on.
By the way the original order termination was 10th or 11th. Of this year the new revision of the order was changed till March 2018 and the maximum cycles you can train people is only three per year

In may I start a school to transition for a masters degree in the medical field before my gi bill expires and I am too old to leave this job. Guys all I can say is good luck

I love this fuckin place. The fire department pays extra when a guy goes through the trouble to develop new skills even if he doesn't use them on a regular basis. The police department saddles them with more work for the same pay. You too can hump a rifle around or increase your call volume by being cit trained or admitting to being fluent in another language.

The shame of all of this is another promotional examination with such a low pass rate ( 42%) which then makes you qualified to make a merit promotion without even taking the rest of the test. It is laughable at best. Then when you think that most of the leaders of CPD were merit promoted with bare knowledge of department policies. I would like the city to give a graduating recruit class the sergeant examination and see how many get at least 42%. Probably most of them.

Sad thing is, there are a lot of officers who would like to teach the new guys, buy the city has fucked with the program so much, no one trusts them.
Off topic- As we all know FOP elections are coming up, which means a lot of talk of how one is better than the other or so and so is not qualified, anyway I see all the flyers and it's good to have choices, can't complain if you don't vote, but I just want to let Shields, McGuire, Angelo, Cruz, and Graham know some districts have 1700 roll call with 15-20 cops in it, you guys go to early roll calls and leave flyers for 1700 po's, how about making the time and let us hear what you have to say. This is probably the most important election in years, 9.5 wants to gut this contract, the members who vote need to get this right, especially now, so find the time.
It clearly says you can opt out or if you don't do anything you will automatically be opted out.

Object to the 7 story low income housing building / CHA to be built on Northwest Hwy. We have seen what housing projects do to a community and with the police manpower shortage and this area being one of the few nice places in the city we can afford and send our kids to good schools, we can't let the neighborhood go down.

Well, now that they hired an ass load of newbies, common sense would think that a new fleet of cars would be in order to supply the stacked schedule. But nope, we are either waiting for 2hrs for a car if you aren't the radio room favorite, or riding 4 deep most nites because of the car shortage. Most cars are down n broken and pieces of shit with broken cameras, 150k miles, dirty and no pdts. Fto's getting priority for cars, ha, suuure. That'll be the day.
At least the cheaters won't be training future POs. They will be to busy F..ing up the CPD and cashing pension checks.

This has to be one of the dumbest ideas to come out of HQ, and that really is saying something. Seems like they're scrambling down at HQ, buckle up, something tells me as the numbers continue to drop and the crime continues to rise we're going to see a lot of swell ideas just like this one.

Members who wish to do this will need to attend a 2 week training session.
Just remember, this is voluntary, and you will receive special training. Once you do that, the department can do what they want with you, as manpower needs dictate.
I actually believe this was a good idea, sorry to disagree. Also, if you don't fill out the form it's considered a declination according to the order, no surprise recruit.
So 42% is a passing score for the Sgts. test? That means that you have Merit Sgts. scoring at that level. No wonder why this department is in the sad shape that it is. This also means that a lot of your bosses who were always promoted by Merit also scored at this level and are now in charge at the highest levels of the department. This is plain sick, crazy and downright dangerous.
I came on in 1987,recently retired had an FTO seasoned in englewood (RIP Kenny Thelen), vietnam vet special forces, this guy really knew the streets, the people, the thugs, the gangs, and most of all really knew how to teach! We made all types of arrests you learned quickly and most of all he taught me how to be safe and protect my partner and other officers he always said "Blue is all we have!" Which was true then is today and no matter what a goofy boss says will always be!

For the past few weeks all I have read or heard about this Department is taken right out of the DOJ report.
Transparency and Accountability are the catch words.
So even before the report was released CPD started using these words on every occasion.
Just look before the DOJ report release date and you will find these words.
This is when they pushed for new officers and then the training of FTO and Detectives.
Then they push new lieutenants and Sgts.
And now they do the math and find the shortage FTOs Wow just plain Wow.
WHO IN THE DEPARTMENT IS RESPONSIBLE?
How can any city agency hire or train any employees if they do not know How many are needed to fill vacancies?
You can tell this is a rush to fill spots due to retirements and promotions but
this Department has never trained or supported this and now shows

After retirement last year I feel sorry for my Department. This job was good to me fed my family put myself and my children through college. But this new Department is showing its true colors. They are not blue. They are going to eat the new young charges and cut them loose at the first signs of adversity.

If you don't know how to do the job, opt out. Please, do us all the favor. You know yourself and what your not capable of.....
I signed up for it and should be in the next sgt's class. I honestly haven't picked up a G.O. since that exam so this will be a nice refresher.

Dept cannot make you work a PPO, NO form to opt out. Let dept try to put PPO with someone who is not FTO or volunteered to do the program, I see a huge lawsuit and I'll be the first in line to do it. If you want good qualified FTO'S it has value and the value is more than what the current ones are getting paid. why do you think people don't jump at the chance to do it, you have to give up too much for little benefit. Years ago and I'm talking more than 30 they a had "Temp Sgt" program where some of those who tested high but without "juice" were made "temps" to support the undersized rank at a time when hiring was on a big upswing, early '70's.
Funny thing was there was no merit and some guys as heavy a Cadillac were only "temps" but were made FTO's after the stint just to keep the phones quiet on why "my so and so" can't keep the chevrons.
58% was a passing grade. Not 42%.
I only hope they get big numbers on the acting up FTO's. My reason is simple, let someone else guide these new police because I'm not the one to tell them to be fetal. It will take 5-10yrs. before policing makes a come back. By that time I'm retired and only made it because of the fetal position. Here's hoping we make the 900 number this year.

Merit Sgts should be temp FTO's....they may learn a thing or two, trade stories of never being on the street and how to adapt having to work Sat/Sun and holidays.
The CPD Sgt is an overrated position especially the former warrior hard chargers with walnut sized brains.
Maybe it's about time they allow the Sgts to train PPO's, write their own tickets, ISR's, do arrests and have the Box2 PPO go to court.
If they're anything special like know-it-alls that they say they are, then let them take a shot and model the new recruit.

Speaking of the idiot/ignorant 2500. He comes up on zone 9, says he is with a citizen who may have had his car stolen, can u send a car over for the report. Dispatcher says according to the new policy of no offenders in the area he has to call 311. Anyone that knows 2500 knew this wasn't going to end well. He replies well maybe there are offenders in the area and besides I told you to send one so just do it!
This could have been handled a bunch of different ways, the dispatcher was completely professional and 2500 was completely a dick.
Can't imagine how he treats people in 25, has to suck working for quadruple merit Tony.

am unclear as to why shortage of FTOS is being addressed by paying people who do not want to be FTOS (as evidenced by their not taking the test) to be FTOS.

If anything, the new fto should be teaching that, and how to operate in the new world of body cams (the otherwise rectangular shaped ass dildo designed to keep discipline from falling anywhere else but the street level), keeping your personal life quiet, and making sure that before you do anything on this job, take a deep breath, calm down, and think first act second. And teach that just because you're the police, you've never been closer to a jail cell in your life.

This is far from a "cool guy'" twist. This has to do with an illiterate house mouse at the helm. Have you read the emails from the Superintendent?
There was an email that was so badly written that it is an embarrassment. Word-check should have caught some of the mistakes. The subsequent email was incredibly well written. They found someone who can write. The horrific email was probably brought to someone's attention.

am unclear as to why shortage of FTOS is being addressed by paying people who do not want to be FTOS (as evidenced by their not taking the test) to be FTOS.

The reason is because:
City has an agreement in regards to filling spots (in any city position) it is referred to as Acting Up (sounds stupid but that is what it is).
If city is unable to fill position then the city has to open it up to qualified members. agreement states persons who are eligible for promotion to similar or higher position are considered eligible to "Act Up" and fill the position temporarily.
It is temporary so that city doesn't use it to fill position indefinitely.
Anyone who passes part 1 of sgt promotional test is considered eligible/qualified to be a sgt. part 2 is only to put eligible members in a rank order. So basically if you pass part 1 (passing score was about 58% on last test) you have displayed the necessary job knowledge/proficiency to be a sgt.
That is why merit is justified, the merit promoted member has proven that they have displayed the required job knowledge/profiency to be a sgt. Also this helps the city avoid lawsuits regarding test being not representative of any particular gender/race.
What numbers? Half the crime on he west side comes from somewhere else and your officers seem determined to blame it on innocent residents of the west side.
Why would the department want "acting up" FTO's? You'd think they'd want well behaved ones.
Chuckling as I recall my PPO days in 011...circa early 90's.
It was not uncommon for 2 PPO's to man a car back then. NO FTO! Especially on 3rd watch.
Somehow, we knew to open our dam mouths and ask Sarge or the vets, when we cam across something we'd not previously encountered. Sure, they'd give us a lil shit. But ultimately, they were glad to help us. And quick with a "Good job kid!" when we did well.
I wouldn't trade the time I came on, or when we were told "Figure it out PPO", for anything in the world.
