Not Up to Strength

  • More than 100 new detectives will hit Chicago's streets this spring and fill all of the department's vacant positions, officials said Monday.

    The 131 new detectives — who began their training Monday after being lauded by Mayor Rahm Emanuel and Police Supt. Eddie Johnson — will be charged will solving the more than 100 murders already recorded in Chicago in 2017.

    Johnson called the fact that the department only solves less than 30 percent of murders terrible, and said it was one of the reasons he asked Emanuel to hire more detectives and fill positions that had been vacant for months.
All 130 aren't going to be tasked with anything close to that - you don't graduate Detective school and go right out to solve homicides. You might be assigned to a group of detectives that are already working on the homicides, but don't worry - there will be plenty more this year...probably another 50 or 60 by the time they graduate.
  • After completing the eight-week training, the officers will join the 135 detectives promoted last month, officials said.

    Emanuel has promised to add 970 positions to the Police Department over the next two years: 516 police officers, 200 detectives, 112 sergeants, 50 lieutenants and 92 field training officers. The department also will fill 500 vacant positions.
And again, 200 Detectives, 112 Sergeants, and 92 FTO's come from the ranks of patrol (mostly), so that'll be 300 more vacancies. That's not even including the 10 ET's or 12 Traffic Specialists or any other small classes the Department makes in a given year. Then there's the few hundred retirements coming up before May. Those 500 "vacant spots" are barely going to keep up with attrition and promotions.

That isn't to say it should happen - the D-Unit has been neglected for most of the past decade, along with a lot of specialized spots (forensics, ET, Traffic, etc) and the DOJ says we're under-supervised, so these things are going to happen. Congrats to the deserving. But the media (no doubt at Rahm's insistence) is downplaying the fact that these things don't happen in a vacuum - one spot here doesn't mean everything is all filled up to strength. That spot being filled came from somewhere else, and now has to be filled.

But Rahm is facing a tough re-election year, so you know he's calling every newsroom to push his numbers.

The big mouth know it all det who spoke to the new detectives the day they got their stars can handle it all. He's Got it all under control out in 011 it sounds like. That guy was an absolute embarrassment to himself. He is exactly what is wrong with this department and should re-evaluate how cool he thinks he is. He actually tells everyone beforehand how cool he is and how funny he is going to be. I couldn't stand him in 011 every time he got a job we were involved both. He's bitter, lazy and a big mouth. He needs to get slapped one of these days. To the guys in 011 in the current class you know exactly who I'm talking about. Just retire you schmuck.

seems DEAn is up to his election antics again!
It seem the all member who have graduated from the academy and are sworn have been told by DEAN that they can't vote in FOP election.

So anyone who is working and paying dues who has not received a ballot should call 1st thing to the FOP hall and ask why they don't count.

Funny thing is DEAn was GUN HOE about retirees who had not paid a nickel in dues and thought he should reach out before the election and waive back dues.

SO retirees matter more than the young officer who work in shit district???

A FORMAL complaint was submitted to the election committee DEAN has hand picked.
Or you guys can enjoy not getting duty availability for a few more years!

Well the rumor is they are going to promote more LTs and SGTs by summer time, question is how many and by when. By then maybe some of these recruits will be on the street. Would about the big guy, is he going to promote his woman to Captain.

The new detectives won't be assigned homicide, but they mostly likely handle other assignments that has kept the seasoned detectives from working on the homicides that they are assigned. The new detectives are going out on homicide scenes and conducting canvases and searching for bodies. They have do their cycles and learn like everyone else. Some of them are working HGS will mostly join a homicide team before the summer really hits. The new detectives are young and fresh. With all of the shootings in Chicago they'll learn fast. It's not like we have one shooting everyone century. The D-Unit appreciates the help.

Yes they can if they signed their card and the dues deduction has hit their paycheck at least one pay period prior to the ballots being sent to the printer. There is a jerk at the academy telling recruits not to join FOP till they leave the academy. You should join ASAP. Just going to and from the building in the uniform puts you at risk!

Less than 50 retirees took advantage of this. Half joined after the ballots went to the printers. The motion has been around since the middle of Donahue’s nine year’s. Everyone who has ever answered a call counts. The kid who has been on the street three months counts the same to FOP nationally as the guy who answered call for 35 years!

The three member election committee are not Dean’s guys. They are three guys who had the meetings to run for office but decided not to. They have been appointed to the election committee before and have been appointed in prior years by both Shields and Donahue!

Emanuel has been an across the board failure as mayor. He cannot shill for the administration in Washington any longer and expected to be bailed out for bad mouthing Chik-Fil-A. If he runs for a third term, which seems likely because he has nowhere else to go, he will have to raise huge sums of money to spend like mad on his campaign.

Sgts are now at 1053. The current 142 brings it to 1195. Sgts are budgeted for 1219 according to last sgts newsletter. They will be 24 short already.

I recently retired from a "D" unit, and can say were down almost 50 percent from even 10 years ago. Remember when the youth division was folded into the "D" unit? That began the retirement wave. Then they closed two areas and claimed they were up to strength still. Truth is, they were only treading water. Take into account the "flood" of retirements over the last years and the city's refusal to keep pace. They are wayyyyy below manpower needs. Add in all the clouted details, and special needs Detectives with S-S DOG's, and you begin to get the picture. When we did have roll calls they were pretty small.

BTW...a detectives class of 131 is a drop in the bucket. My "D" class was similar in size, however there were about 15 Cook County sheriff's Police making detective there. I wouldn't put it past the city to "count" those numbers. Our new ranks didn't have a large impact on the manpower in the Area that I landed in. Split 20-30 detectives over three watches, and put them in overlapping DOG's. You get the picture.

It's all Smoke and Mirrors people...When I see the city hiring the way they did during the early 90's, I will believe they care about crime. Not until. Be SAFE!

Your suspect, you see, is a gang member, and his associates let it be known in the neighborhood that anyone who testifies against the man will be made to regret it. This message is transmitted through intimidating visits, vandalism, even physical assaults. The intimidation campaign is so effective that none of your witnesses can be counted on to provide the testimony required to hold your suspect to account for the murder. After consultation with the prosecutor assigned to your case, you reach the inescapable conclusion: the charges must be dismissed for lack of evidence. Your suspect goes free, perhaps to kill again.

This is not a farfetched scenario. Every detective has known the experience of seeing someone on the street he is certain has committed a crime but who escaped punishment because witnesses were dissuaded from testifying. There are few things more galling to a cop, but this is the way the world often works.

But in some cases there is a consolation prize, a chance to remove the suspected criminal from the society of his law-abiding neighbors.

In our hypothetical scenario, our suspect is an illegal alien, one who even has been previously deported only to slither back into our midst. With this information in mind, you contact an agent from the Department of Homeland Security, who confirms that the man is indeed eligible for deportation to his home country. The federal agents collect the man and bundle him off. Not the outcome we would have preferred, perhaps, but better to see the man expelled from the country than remain among us as a human ticking bomb. Good riddance, we say.

But not if we are working in Connecticut, where on Wednesday Gov. Daniel Malloy issued what he called “Guidance to Law Enforcement and School Districts Regarding Immigration Matters.”

It’s interesting to note that Gov. Malloy grouped police officers and school districts into the same directive, as though the issues concerning both are somehow similar. This strikes me as a tactical decision intended to insulate the directive against criticism. “But, Dunphy,” the open-borders types will say, “do you want ICE agents rampaging through the schools?”

I understand there is a very low clearance rate for homocides in Chicago, most of which appear to happen in just a few areas. Is this really because there aren't enough detectives investigating, or is it more because people know who did the crime but they won't assist the police in getting the scumbags off the street?

Rahm stated he will add 1,000 officers to the street. Two detective classes with 260 officers, a sgt class with 130 officers, ET and traffic specialists. Patrol is losing around 450 street officers, not counting retirements. By June that could add up to 1,000 officers lost from patrol. The most academy can train is 100 new PPO's per month. So, for all of 2017, the department might keep up with losses from patrol, not a gain of officers as Rahm claimed! Despite what the mayor said, we need officers to respond to calls for service. I can only imagine how short the districts are and the number of down beat cars.

Fake News statement drawn up and provided by Rahm Emanuels massive public relations office.
Jugghead cant even lie correctly on Rahm's behalf. A measly10% murder clearance is an overstatement.
It's also a stretch that he ever personally asked for more Detectives or other promotions, he's not allowed to open his pie hole about manpower, he's lucky to get his friends and family handpicked for their positions.

Some new Dets, maybe 20 will eagerly fit right in with some of the seasoned Homocide guys if that's what they're used to doing in a fast district, 610 is the spot to learn the paper aspect. Last of the 1985-92 Dets are at/coming of age and time. The 200+ New Det obligation has been honored this year, I don't know if the 112 Sgt obligation has been met, but it sure looks like it's close.
So it's just a Rahm Stunt to backfill, give the low info public some cotton candy, they'll fall for that "970" number thinking it's all district patrol officers. Nobody questions the RahmFraud or his StupidIntended.
It's just Rahm's version of the obama "shovel-ready jobs" that will not come. Just old jobs replaced.
Stupid people, a non-questioning phony Media and a Superintendent that's about as dense as a waterlogged river pylon.

Forensics is a joke. Commander could care less about the ET's getting burned out on the street that constantly deal with the blood shed - homicides, suicides, death investigation, CSA's, child and animal abuse cases, etc. If you don't think it takes a toll you're sadly mistaken! He only takes care of those with no time on the job and new to the unit. Tired of the favoritism!

It is actually both. Not enough detectives to do the investigations, but the people in these neighborhoods are hipocrites. They refuse to help the police to stop this problem. I can not tell you how many homocide scenes I have been on and began asking the people standing around if they know who the shooter was or if they seen anything and the good neighbors start yelling I dont' talk to the police or my favorite is when they say I aint helping you it your job to find out who did it. The best part is the phoney politicians that cater to these asshats just for the votes.

Speaking of manpower shortages in the patrol units. 012 District was merged with 013 district approx 4 years ago. The all mighty and powerful Rahm said that by merging these districts the manpower to these districts will stay above 500 officers. The all mighty and powerful Rahn lied again and no one is asking him questions or holding his feet to the fire. The man power in the 012 district is 284 officers. Rahm is a liar.

DEAN does not appoint the election committee? what is their pay for the hard work they do ? I never noticed a posting on any FOP literature about being on the election committee.(little short on any people of color or females)

Kathy McCall is black and female and has been on multiple committees but alas she decided to run this year. To be on the committee you have to had been at five meetings in the last year. Almost everyone with five meetings is running.

Yes that will help somewhat but with a potential loss of over 500 police officers by June of this year this will not even help Stem the loss of street coppers. Years ago districts were staffed properly three wagons up every watch technical teams fully staffed the cars fully staffed extra cars we had rapid rapid cars 806 cars sometimes three traffic cars outside units are plenty geewonder what happened. You add this to the way police officers are being treated been bastardized and constantly hounded by the 24 seven dishonest media this just adds to the problem. Thank Almighty God that President Trump took over the presidency of the United States of America after listening to his fantastic speech last night The way that man respects and honors law-enforcement and also the military it's very refreshing to finally have somebody that is going to have the backs of the thin blue line in the military after eight years of being criticized and being say said that the police acted stupidly. Now we are coping with a consent to Cree that even the D a great attorney general Jeff sessions is not sure that will be implemented or if rahm implements it it will be torn up God willing God bless the police everywhere throughout this country and especially in the city of Chicago.

It is actually both. Not enough detectives to do the investigations, but the people in these neighborhoods are hipocrites. They refuse to help the police to stop this problem. I can not tell you how many homocide scenes I have been on and began asking the people standing around if they know who the shooter was or if they seen anything and the good neighbors start yelling I dont' talk to the police or my favorite is when they say I aint helping you it your job to find out who did it. The best part is the phoney politicians that cater to these asshats just for the votes.

dead guy must have been shot 20 times lying in the street .. probably HUNDREDS of witnesses ... NONE came forward - during the canvass the all looked down from the 2nd floor windows as we rang to get in - do one buzzed us in - I think I heard some disparaging remarks about my ancestry too
