It's probably that the serial rapist in Wrigleyville has made national news. The Democrats in Wrigleyville-Boystown-Lakeview are finally getting pissed. This one man crime-wave should have it's own thread on here as the local media puts out only minimal politically-correct filtered info on the offender and how many crimes he's suspected to have committed. What about it 19th District? Anymore info? Rumor has it he's also been in the Gold Coast and River North following females and sneaking into apartment buildings for over 2 months now.
Who remembers all the openings 019 had the last year and a half. It seemed like every month they had 8-10 openings for like a year straight!
Well now that they have the manpower they are pulling 15-20 guys from midnights and have them on a 1906/ tact team. between all 5 tact teams they have like 70 guys in the back and many of them have 1.5 - 2 years on the job.
They are on the 1st watch sheets so on paper it looks like first watch is full but half of them are gone by 2am.

Here's the issue, the IG has made their recommendation, now the investigation is back with the Department. The Superintendent now has to instruct the Chief of the Bureau of Internal Affairs to assign the case to someone from IAD to investigate it based on the IG's recommendations. The problem with that is out of the 40 plus sergeants in IAD, only a select handful can handle such a sensitive case. You have to look for someone that doesn't have a personal interest in the outcome of the investigation (sergeant who didn't take the test) and who is not associated with the accused members. I say an IAD Lieutenant should handle the case.
That is the holdup.

Why can't the IG handle the case? It takes them nearly a year to come to that conclusion? Wtf? How can the IAD investigate the case when it fucked it up in the first place? What a circus.

Same thing in 010, gutted the third watch to massively expand the 06 team and a make believe tac team. All with less then 3 years on. Seems they rather have "numbers" then actually man the cars on the watch, so they pick the most green officers who can't wait to show the bosses what they got. Feel sorry for these guys and girls, with just a few years on, more then half of that on probation or on foot patrol, they are going out there and being "aggressive." They will be shocked when they step on their dicks and the bosses shrug their shoulders like "sorry kid."
This is a big tank of BS on both parts. The exempts and the cheaters both should feel the pinch because they were wrong for their action.
This is going to be a long drawn out process so fuck all and I have no respect for those involved.

I've noticed a common theme regarding the 3rd Watch in 025. Commanders have changed, Lieutenants have changed, Sergeants have changed, but the same handful of officers who complain about everything on the blog remain. If you're looking for the problem in the district, just look in the mirror
How come detectives only get 10 days to handle a homicide, robbery, burglary, major theft when there is no named offender?
Albert Einstein is broadly credited with exclaiming “The definition of insanity is doing the same thing over and over again, but expecting different results”.
It's definitely time to shuffle the deck of leadership in this Department. The city can not afford to keep the current leadership structure in place. Mayor Daley would have cleaned house months ago.

The hold up is there are no Lieutenants in IAD who are qualified to do the investigation. This is going nowhere, there are too many NOBLE members (Welch, Skahill, Carter, the Sup) in control who will see to it that nothing happens. And the rumor persists that Ladner will be back in HR to finish off what is left of this pathetic Department.
There is so much backstabbing, infighting, and us against them going on, this should be interesting.

I am still having a hard time believing that the promotion test cheating investigation will be taken seriously by the city. No one in the city administration should handle this. Outside council only. Too much rides on this. this could be the one chance for real reform in the promotion system of the CPD.

10 guys on 3 tact teams 30 + 1 sgt (31)
10 guys on a burglary team + 1 sgt (11)
10 guys on a robbery team +1 sgt (11)
20 guys on a 06 cars + 1 sgt (21)
73 total people in the tactical office
zero covert missions, zero search warrants, minimal arrests, lots of parkers and a.n.o.v's out of 73 people there has to be a team that comes in after midnight and stays through 6am when all the robberies are happening. The bad guys know once 3 am hits its open market.

I think most officers just want the right thing to be done. Yes there are bad cops and some even commit crimes. If so, deal with them properly and swiftly so that it doesn't screw over the names of offocers attached to the paper regarding that incident. But the corruption and the cover up within CPD is baaaaaaaaaaad. But then again no one stands up or speaks out. Around and around we go.
You don't need an IAD investigation if the member is arrested and charged by an outside entity. The IG should present their case for indictments. Once the members are indicted they can be striped, and since it will also include official misconduct they can be put in no-pay status. Once they plead guilty in order to receive a reduced sentence, likely felony probation, they can be fired. No IAD necessary, Well, in a perfect world anyway.
Ahhh...So this is why the guy from Invisible Institute is suing over a FOIA denial by CPD, for the IG's report on LM shoot. So who's his spy? Seems like he has the inside on the inside.
Heard about the rumor that Fenner sent out a text blast to her Lieutenant's test mates and classmates touting the fact they only have one more year until they can be promoted to Captain. Sounds like a unrepentant wench doesn't she?

The same ones that talk all sorts of crap about the police and the same ones that you'll often find at these illegal protests, blocking traffic, damaging property, spitting at and throwing crap at the police, fighting the police, holding the American Flag upside down just to name a few. So why are they allowed in the police station? While I was there, one of them grabbed some paperwork at the desk and started reading it. Another one was hanging out standing next to the property and evidence bag heat sealer. The desk crew did absolutely nothing about it. Then I do some asking around later and I find out from someone that works in the 2nd district that the desk crew lets these people come past the swinging door too, you know by the police processing room areas. Right where arrestees are and where evidence is. Get this, one night they let Lamon Reccord behind the desk, that's right -behind- the desk to pass out donuts to the police. The more I asked around, the more I found out which compelled me to write this post. For over a month, they have been doing this and get this, they are video taping and taking photos of all the police coming in and out of the station. Wonder if it's for that website that helps people identify police officers and then gives them a link to file bogus complaints against the police. Who's the commander in the 2nd district these days? Please, by all means stop in the 2nd district one night, I'm sure you'll run into Glo Boy Lo Lo, Big Johnny, Jedidiah, Baylen and Aleta Clark, just to name a few. Lamon sure is putting it on deep prepping himself and his campaign for his run for 7th Ward Alderman in 2019. How man pictures of them smoking weed, drinking Remy, flashing gang signs and talking anti police crap does one need before they wake up about these people. For those in denial or just simply not in the know, go to a protest and see what they do, how they act, what they say and see how much hatred they have for the police. Watch your backs officers.

I've got a better idea. Let the FBI investigate this. Not CPD. I have zero confidence in this incompetent police department. CPD is one step up from Digby's security officers. Maybe equal to them.

The former U.S Attorneys used to say, first one to sing like a canary gets a deal. You 189 people who were never the police and the floors shake with the 500 hiding there for 15 years plus. This happens cause units are ran by supervisors that have zero sense of experience and that an early cut for doing a 1/10 of a gram buy on the west side is over.

Yeah and no. The original rabble rousers from 3rd watch are mostly gone. Sgt. Pancakes is without a doubt, one of the worst supervisors in the history of that district. Clueless, shakey , and very much out of his element. He got his job back after he accidently cooked a homeless guy to death in the back of the squadroll in 014 as a patrolmen. He and his partner thought it would be a good idea to stop for pancakes at the Golden Nugget while they were transporting a pissbum. Hence the nickname.

The 002nd district is horrible and sucks to work in if you are white. Double standards aplenty if you spend enough time there. The F/1 moms that work inside, are allowed to bring there kids to the station for the tour instead of getting babysitters. Apparently so. They have so much time on their hands in 025 that the district has more gossip and drama than all the other north and west side districts combined. There's not enough time in the day for me to catch up with close friends and family let alone to whine and complain all day long about which Sgt is screwing us over the most. Do your damn jobs and go home. Sgt pancakes??? What are we, 7? Leave the guy alone and go mess with the people who really screw you over not someone who will never go out of their way to hurt you.
If youre not happy in 025 because the early ducks just arent good enough, go to a busier district and do some work for a change. I have a feeling the drama and gossip would subside significantly.

Maybe they see the older POs doing nothing, like yourself, and realize there's nothing to respect about that. Maybe they don't respect you because you don't know the difference between to/too and there/their. You can't stay on your beat handling jobs if you're in on an arrest, regardless of the quality of that arrest, or the status of the arrestee. Stopping gangbangers isn't as easy as it used to be back when you were making your illegal stops and illegal searches where everything in dude's pockets ended up on the hood of your car. It's a new era, grandpa. You shouldn't be stopping anyone unless you're damn sure they're involved in some kind of illegal activity. Stopping gangbangers isn't worth getting sued, fired, indicted, etc. just to get a bag of weed or some rocks off the street. Even if you get a gun, you're lucky to even get a misdemeanor to stick in our courts. The scales are tipped in the favor of the bad guys, and the smart officers are doing less in response. Back each other up, be polite and professional to everyone you meet, drive safely, do whatever paper needs to be done, arrest on signed complaints or when you know you absolutely have the right guy, and go home safe at the end of the day. All that extra supercop shit doesn't mean a damn thing to anyone with half a brain. You locked up 4 gangbangers yesterday? Oh wow! Nice work! Great, a 025th district company man. I don't get ducks and I don't ask for them. Tell your life partner not to go over the air and ask an officer for his 'ETA,' on an arrest like he is a tough guy. I am from another era, but cheating on promotions examinations is nothing new to the city. I recall the 1987 Lieutenant's exam. The Better Government Assn and channel 5 ( NBC) did an expose of that rotten exam and documented the alleged cheating and the statistical impossibility of the results. They even had an informant who claimed he bribed an alderman ( Beavers). Nothing ever came of it. The city then vowed to improve examinations. They did but they did not like the results and they instituted " merit" selection. What is old is new again. The city and the political class will never give up their right to promote the clouted. Never.

Criminal justice degrees are for people who want to be the police and figured they should graduate from college first. Whether we want to admit it or not probationary status is an apprenticeship.I came on as a rookie and kept my mouth shut and respected senior guys and kindly picked their brain and wasnt too cocky to ask for help.These new age clowns walk around chest puffed up with molle underwear and know everything so i just ignore them and ask to work with somebody with 10+ years that seems to be the last age of common sense humble coppers.

You don't need an IAD investigation if the member is arrested and charged by an outside entity. The IG should present their case for indictments. Once the members are indicted they can be striped, and since it will also include official misconduct they can be put in no-pay status. Once they plead guilty in order to receive a reduced sentence, likely felony probation, they can be fired. No IAD necessary, Well, in a perfect world anyway.

Whats wrong with a Degree in Criminal Justice? Most Associates and Bachelors Degrees for Law Enforcement are in the Criminal Justice field of study. And there is nothing wrong with learning the Theory behind LE/CJ. So long as you keep an open mind once you hit the Streets with your FTO and learn what they are able to teach you (god willing you have a quality FTO that is.)
I've seen the bitching here...about 18 month wonders, 2 year wonders, 5 year wonders that "Know Everything" because they did the Academy and have a Degree.
In this case....a directed application of Theory to met out discipline to the Hacks that Cheated and then recommend Criminal Charges against the Hacks that supplied the answers by someone OUTSIDE of the HQ/5th Floor "I owe my job to X" is what is needed.
Thus, the reason I volunteered.
And I admit to having my tongue firmly planted against my cheek because I know it will never happen because Like SCC....I'm anti-corruption.

I've been reading SCC for years...and in the amount of time that the Bike dude has been getting comments posted here....I have yet to see him compare what he does to what a Blue shirt does.
And I've met him. yes....he has an unnerving ability to pop up when you really don't want a PEA on your Six. But polite discourse goes a long way with him.
