Use of Force - Take Two!

Evidently, they didn't get the answers Rahm wanted, so Special Ed is trying again:
  • Dear Members,

    As you know, late last year we put forth a draft Use of Force policy for review by both CPD members as well as the public. We received hundreds of comments and reviewed them all to write a thoughtful policy that aims to keep our streets safe, protect every Chicagoan, and most of all, ensure that you can do your jobs effectively and safely.

    Today, I am announcing that we are holding a ten day comment period for a second review of the revisions that we made based off of the feedback we received last year. The comment period will close on Thursday, March 16th.

The comments can be left at the regular site - you know where to find it. It seems they've taken out the portion that our readers pointed out REQUIRED you to shoot your partner if you made the determination that their Use of Force was in violation of policy, and afterward, would require you to be charged with murder when it was determined your deceased partner acted within the policy and the law.

I have never seen things so disorderly. Responded to street fight with numerous parties still onscene and still in each other's faces dissing etc. A bunch of coppers there with no one cuffed and no control. Old days all would be cuffed, on hood, pat down, name run and the scene controlled. This is unsafe and a joke...This old way of policing worked and needs to return fast. Period.

The fools complaining want desperately to plant that split second

In their eyes, there haven't been enough dead and injured Policemen
to settle the SJW/Grievance Industry score.

They need a distraction from all the attention being paid
to the usuals performing the traditional ritual sacrifices
on each other on the streets of the west and south sides of this city.

I just can not stand this guy. Had trump not won believe me, the old one would've went through and prob even stricter rules added on. I've had enough. He can say whatever he wants, but he lost the whole department when he just began stripping everyone for everytthing. He's the guy that says "I've got your back," but he really means only if everything comes out smelling like roses. We all know policing doesn't work like that and we've seen he doesn't stick up for us, instead he strips us "for our own good" and gives out his cell number to police hating activists. Just wish he would go already. Give us a real leader that cares about us and sticks up for us. That's all we want.

Some "use of force" on 21 y/o Kamari Belmont; crew in white SUV waiting for him when released from custody on murder charge after prosecutors did not comply with "speedy trial." Got six blocks and then got blown away. SUV crashes, occupants scatter on foot.

Lawyer says he was in communication with grandma, he's been around the fambly for 20 years.

Somehow we doubt that it was for real estate closings or probate matters. One cannot but speculate how many accelerated, one-after-another generations of violent crime that association represents.

Here comes the gofundme for the Bentley-shaped casket with the flashing turn signals, the RIP T-shirts, the "repast," etc.

Now the city realizes that DOJ is not going to come here with new AG Sessions in charge.

Has Special Ed lost his mind? Given the evidence, it would seem so. At the very least, Special has lost his ability to conduct an intellectual argument. It is first necessary, however, to make clear which facts are not in dispute. There is little dispute that Special's most recent nostrums are irreverent, in bad taste, and inappropriate. There is also hardly any dispute that Special's ghastly attempt to construct a creative response to my previous post was absolutely pitiful. Really, Special, stringing together a bunch of solecistic insults and seemingly random babble is hardly effective. It simply proves beyond a shadow of a doubt that his intent is to prevent us from asking questions. Special doesn't want the details checked. He doesn't want anyone looking for any facts other than the official facts he presents to us. I wonder if this is because most of his “facts” are false.

Special loves generating drama and conflict. That's why he repeatedly insists that destroying our culture, our institutions, and our way of life is essential for the safety and welfare of the public. It's also why he believes in perpetuating misguided and questionable notions of other warped paper-pushers' intentions. He recently went through a neocolonialism phase in which he tried repeatedly to play fast and loose with the truth. In fact, I'm not convinced that this phase of his has entirely passed. My evidence is that Special counts drossy antiheroism enthusiasts as his friends. Unfortunately for him, these are hired friends, false friends, friends incapable of realizing for a moment that Special intends to put his unimaginative posse in charge of advocating fatalistic acceptance of an invidious new world order. We should not stand for that, with that, or by that. Rather, we should make it clear that if I may be so bold, it's Special's belief that my letters demonstrate a desire to shame my name. I can't understand how anyone could go from anything I ever wrote to such a barbaric idea. In fact, my letters generally make the diametrically opposite claim, that I commend to your earnest and philosophical consideration Special's plan to divert our attention from serious issues. I don't think anyone questions that. But did you know that there's a lot of support from the worst classes of uncongenial dirtbags I've ever seen and his companions (mostly synonymous) for denying citizens the privilege of peaceful assembly and protest? Go back to the use of force scale prior to 2008. Let the public, citizens, taxpayers know you threaten the police you will get hurt, or dead.
This kinder, gentler police department, especially towards minorities, has empowered these same people to scoff at all American laws and do whatever the hell they want to.

Part of the respect a Policeman gets from the public is fear. Yeah, good or bad, people would listen because the Policeman was an authority figure and if you tried to fuck with him, he would kick your ass!
Now assholes burn the Policemans cars and curse and dare him to do anything right in his face with their bad breath. If this is progress, it makes me sick!
I'd like to see the cop screw his gun barrel into the assholes ear. Or use a baton to knock a few asshole teeth out on to the street.
The Police need to be respected and there needs to be that little fear factor. Go back to the time assholes feared getting their asses kicked.
And get a chief that knows how to lead and backup his Officers!

I recently retired observed a traffic stop 4 dudes in the car copper approaches driver, other copper gets out of passenger side of explorer talking on cell phone drinking a large drink not even paying attention wtf is going on lately? being fetal is OK but jeopardizing your partners and your safety is not!

Who cares ?... Take it easy there fella... Learn to to just sit back and watch the show. Keep eyes on your fellow blue and that's it. Until someone calms down enough to ask for police service you can't really discren what's going on can you office. You think Rhamulous gives a shit? He's too busy laughing at cutting retiree health care benifits. If you want to be a pro active cowboy and "take control" by cuffing folks, you have all the freedom to do it. Just make sure though you articulate very well on that ISR why you cuffed dude and searched him. God forbid you violate someone's civil rights by not explaining your actions thoroughly word for word in your pursuit to 'control' the situation.

I think I'll not step into that until I am convinced that this dept at a minimum, will at least protect me legally and cover my ass for me doing my job. And right now I feel we're very far from expecting that to happen.

Sounds shitty and it is shitty. But the ACLU has been foisted upon us And coppers have been getting stripped for doing their job.

^Agree, also how about we hire qualified applicants based on skills, rather than by the color of skin and what CPS school you attend... You can't expect to raise training standards when at the same time you lower hiring standards.... Not to say I believe this will ever happen because its unrealistic in this city..

The proper use of force model ought to be really simple:

1) If a cop tells you to drop the weapon - do it or get shot.

2) If you struggle with a cop who's trying to effect an arrest, you'll get a wood shampoo to begin with, and if you try to go for the cop's gun or punch the cop - you'll get shot.

3) If you get shot, the cop will call for an ambulance - AFTER securing the scene. Cops will not render medical aid to suspects.

4) If you shove a cop, try to punch a cop, scream in the face of a cop, etc. you'll get a wood shampoo. If you escalate the situation, you'll get shot.

5) If you don't obey the lawful orders of the cop (e.g.: to get the fuck out of the roadway), you'll be arrested. See #2.

6) If you're not involved in the situation, and the cop tells you to get back - do so. No bullshit, just get back. Watch from afar, the cop is dealing with a situation that doesn't involve you. Video if you want - whatever - just do it from afar so the cop doesn't have to worry about you trying to attack, or distract, or the arestee trying something because you're in the area. If you don't get back, expect to get arrested. If you struggle too, see #2.

7) If you shoot at a cop, you're getting shot.

8) If you pull a gun or other weapon on a cop, you're getting shot.

9) If you pull your shirt up and show a gun or other weapon to a cop, you're getting shot.

10) If you try to run over a cop with a vehicle, you're getting shot.


There ya go - 10 easy peasy things to remember which all boil down to:

Don't Be An Asshole and The Cop Won't Treat You Like One.


No lawyers to review, no public comment periods needed, hell - you can put this on ONE piece of paper and post it around the 'Community' so shit heads know precisely what's expected in order to not get shot.

I have never seen things so disorderly. Responded to street fight with numerous parties still onscene and still in each other's faces dissing etc. A bunch of coppers there with no one cuffed and no control. Old days all would be cuffed, on hood, pat down, name run and the scene controlled. This is unsafe and a joke...This old way of policing worked and needs to return fast. Period.
