Airport Revamp?

These rumors are getting awfully specific:
  • The first step in Garry taking over security at both airports just occurred with the switching of the current private security contractor(Universal) to all Gray Uniforms. Paragon Security uniforms will be designed to resemble C.P.D. Supvs with White Shirts, Dk Blue pants.

    A new super bid is in offing for both O'Hare and Midway in the 4th period with the Aviation Dept being disbanded or absorbed by Universal before summer busy season. The uniform contractor is J[and]G for all parties involved. Garry actually believes in giving priority to those trained with the M-4 for heightened times. The Aviation Union is in bed with Garry's partner (Simon) with an expanded cleaning contract and will only pay lip service to the current Aviation contract.

    The next step by Paragon and United Services will be control of the new casino cleaning and security contracts. Garry attributes this whole golden opportunity to the CNN expose and the embarrassment to the city and the Mayor and express his gratitude to the whistleblowers highlighting a $10 million dollar contract.
There was supposed movement on the casino bill last week or just before. Who's getting their beak wet there?

What if you have enough time to retire from Dept. of Aviation Police do you lose your city pension when/if they get disbanded?

How are they gonna open bids to the airport when we don't have enough P.O.'s out on the streets...

They should give priority to vets with recent combat experience. They have practice and training guarding stuff, and they are highly familiar with the M4 and M4A1. They even qualified with it.

The concept of a city-controlled casino to help pay for our pensions is actually a great idea, except that it is TWENTY-FIVE YEARS TOO LATE. In the 1990s, the City could have raked in millions of dollars to support our pensions.

Wall Street ("The Stock Market") is on the verge of a historic crash, as bad as 2008, and possibly WORSE than 1929. When the "Dow" and the economy crashes, how many people will be spending oodles of money at a City-run casino? NOT MANY!

Do not be fooled by the stupid casino idea. It was actually a good idea, but now too late to implement in the current (bad) economy.

The BEST idea to shore up our pension plan is to simply STOP spending TIF Funds on campaign donors to Rahm Emanuel, and START spending all of the TIF money on the City Employee Pension Programs!

Rick Simmon step father was Phil Goodman. Goodman was a Outfit associate who ran gambling, loan sharking in the Rush Street Area. Goodman was a friend of Ben Stein the "King of the Janitors". When Goodman went to Las Vegas to be the Outfit's guy at the Stardust Hotel he asked Stein to look out for Simmon. Stein took him in and eventually Simmon took over United Maintenance. Stein considered Simon his son, so much so he passed over his own daughter to learn and run the business. After Stein died, Simon bought out the daughter and took complete control of United Maintenance Stein who owned the Acorn on Rush would wine and dine politicians such as George Dunn etc. and Outfit members. Here is where Simon leaned the ticks of the trade. (legal and illegal) What many people don't know Simmon lived directly across from Mayor Daley on 15th Street. One could latterly walk out Simmons door, walk approximately 100 feet to Daley Townhome. When Jim O'Grady became Sherriff of Cook County he became one of his Deputies Sherriff. After James Dvorak got out of prison Simmon gave him a job at United Maintenance. Foot note: Goodman was killed and stuffed in the trunk of a car when the Outfit believed that he was FBI's Agent William Roamer's informant. Simmon was allegedly the last person who was with Karen Kopal at the Rush Street bar Flapjaws (Ben Steins girl friend who at the time was blackmailing him) who disappeared. Rumor has it that Simmon was told to hire Garry. This serves several purposes. Garry is paid off to shut up and Simmon gets to expand his business. Simmon owns a very large yacht, (berth at Burnham Harbor) which has been the scene of many parties and a place where PEOPLE can go a fuck and not be seen,

Don't ever stop spending money and trying to straighten out the shitty finances. Just keep digging a deeper hole. Wasn't rahmbo talking about planting new tree's, I hope they are the money variety that these politicians in this state think they already possess. When Deano loses - Rahmulus will tell him that it's too hot to give him his coveted job at City wide colleges but his expertise could be utilized at O'Hare's baggage claim area. Due to his Lillipution Security role at 26th & California, he is eminently qualified to match receipts to luggage. He can then use his clout to get Jr. assigned to the Lost Luggage Detail. When the airlines have flight delays, Deano will be able to seamlessly lie to passengers like he lied to us.

So many doa copper affected, guess since they don't contribute to rahm and the rest via the old scam "campaign contributions" he wants them gone, nothing more than the "Chicago way" the payoff in through the back door! Don't think the next to be gone is the small amount of CPD at the airports (Clout inc.), but the city has been putting many in both airports via "merit scholarships" and not had a bid dean is looking into this now! The lieutenants spot has been open almost a year showing how that spot is definitely a line item scratch, it was reserved for wheezie eds squeezie but it looks like she may going to the jailzie, after the chargzie!

It is a shame many DOA coppers are veterans of the military and refusing to arm them is criminal but then again when you have leaders like rahm and the rest that violate federal immigration laws and they are not arrested all bets are off, as we are set to lose 1.5 Billion in federal aid very soon due to ignorance of the elected here!

OT: Yeah we've got some real merit winners in Exempt spots. How about quadruple merit promotee Commander E. of the 025th district? Looks like the only thing he learned to do well from his other merit role models is how to cheat on his wife with some broad who works for him. The job makes all these grand statements about ethics, yet this clown is sleeping with a subordinate, everyone knows it and no one above him does anything about it. Way to set an example.

Somebody negotiated a low bid contract and it had to be someone not connected with Gmac. The unarmed security outfit that was/is there could be easily be replaced or sent to the new parking lots/garages since they allowed some breaches and are not quite sharp enough to detect criminal activity from a sitting position.
Plus the fact Rahm hates Gmac's attitude and won't give him anything without a concession or coverup.

Let's NOT forget TSA and FAA have the say to firearms on Federal Airport property, granting DHS Agencies; FBI, SS, ICE, CBP and CPD permission by agreements to security.
Airports are to some degree a Federal jurisdiction, laws pertaining to State and City are CPD when the FED doesn't prosecute.
Any ARMED security would probably be a Federal Contractor. Is that what Paragon secured?

Did some quick 2017 City Budget (2017 Annual Appropriations) searches:
• O'Hare Terminals will be expanding and removal/relocating the CPD building there (budget $3-5 mil relocation)
• The Total Airports Police Personnel budget takes a $1mil cut for 2017 - who gets that money?
• No increase in budgeted manpower (TOTAL: O'Hare / Midway personnel, incl. Comm,Lt,Sgts,Canine,Expl.Techs,POs is 233)
• Total UNARMED Security budget decreases $40 mil to $20 mil.
• Universal Security Inc Ohare/Midway budget $8 mil. - unk where rest of $12 mil w/+10 Security Vendors on 2015 List.
• No Listing for a Paragon could be found.
• Contrary to some beliefs, Ohare & Midway CPD personnel are funded by the Airport Funds.

- The 2017 Aviation PD was already budgeted and is increasing manpower this year. They aren't going to be disbanded.
It's more likely 050 & 051 will be, but not in 2017 perhaps 2018. He can boast increases in City manpower and tap the Airport $67 mil budget at the same time.
Rahm can and would use those 230 body numbers to boost his short hiring plan by at least 200 (Saved $8 million: You're Welcome™).
• Remember..only 250 POLICE OFFICERS "ASSIGNED TO STREETS" and 100 Dets, 37 Sgts. for 2017, 250 for 2018, per mayors Budget Recommendation. Sneaky stuff without hiring...close out the CPD at the airports.

The mysterious and arcane City Budget hides a lot and this bit took some time to sort.
GMac is connected to the DHS if his enterprise goes through.

The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services...
– None of which currently list Chicago Airports.
(Note:Paragon Systems is not the GMac Company)
The Vendors need Top Secret Clearance.
Gmac & Company has the Credentials and probably has the investor financing required to operate such a enterprise. The thing is he could be just Sub-Contracted thru Paragon, who holds a DHS -FAA Contract for Armed Personnel.

But anyway ...so what.
Midway-Ohare detail was once every coppers dream job,
and it's time to realize Rahm is about to wake you up and out.

People are forgetting that DOA Cops are UNION employees covered by a CBA.

At the very least....to shutter DOA PD....the current employees would have to be offered a Transfer to a Similar Job Title.

As proof of that...when the Meter Lease was done...the Department of Revenue Meter Mechanics were offered lateral transfers into jobs that were similar to what they were currently doing. A good number of them landed at the Water Department or Streets and San.

So.....

How many Police Departments are run by the City of Chicago?

Water Department PD (if I remember right they have one?)

Because despite being SEIU...

Coppers are not leaving the airports not cpd, they just brought in many on the "be quiet" scholarship plan! expect a huge bid soon the commander that took over for both airports is clueless but he will be schooled soon, guess city hall is not to happy with the antics and jealousy he has! I question your facts about repaying the city for academy training? Numerous PO's and even recruits have quit and were hired by other agencies without any form of repayment? Other agencies require recruits to sign a specific contract mandating repayment of the training costs, which averages around $2300.00. CPD does not have that provision. DOA is a clout agency hiring clouted people. They did try to professionalize the agency a few years ago but that was stopped by politicians. They had a fire department deputy chief in charge who wanted to hire retired firefighters. He is gone and the current chief is another political hack. If Mccarthy takes over, nothing will change. Clout rules.

Sorry, but like u said the Ohare cpd are paid by the airlines. U take them out and put them back in the districts they go back on the city payroll. How is that a savings? And almost all will retire before going back to the district since most have the time to retire. I m sure the city some how has been stealing from the airport police budget like they have been stealing from MASS TRANSIt budget.

–#1... Don't trust RahmEmanuel to honor any Agreement.
Just wondering, shutter the Aviation PD and give them CPD (250 for 2018) spots after an Academy Re-Tread program?
Interesting thought, but DOA-PD is SEIU represented like some of the other security outfits Rahm shitcanned. SEIU is a valuable donor to Rahms various campaign funders thru obscure PAC's. Then there's the DOA Supervisors.
I can't recall how/why the CHA Police disbanded but did any of these former CHA-PD re-tread or go thru the entire 25 week Academy to get on CPD?

When I sat through the preliminary intro before I took the written test, the DOA Director specifically stated you had to do 2 years or the DOA would bill you for the cost of the Academy if you lateraled out before the 24 months was done.

Since I wasn't able to video inside of a City Facility, you're just going to have to trust me on this one.

I may screw people over with tickets on a shift to shift basis, but I will not knowingly Lie to you people here on this blog.

SCC - On the money as always. How Simon, a old mobbed up guy can get a contract with his staff having access to all parts of the airport is chilling. The airport is a place were anything can happen, and security can be compromised. Smuggling and transporting everything from nuts to bolts.

Now it looks like an old outfit guy, and the slick former supt and his lackey from NYPD got all the keys to the airport. Hopefully the bureau guys are waiting and watching these guys. Many people got their hands in the cookie jar with this crew getting this contract.

The good people at the United States Attorney Generals office and FBI will not sit idle with these crooks and their wheeling and dealing. They might be a little slow, but heads will roll sooner then later.

The good and decent former supt, Jody Weis, got to be shaking his head with this.

I agree that the city is going to look to screw over anyone they can. But as a point, and not trying to poke a sore spot, SEIU always remembers to send their letter in every time it is time to negotiate a new contract.

My union contract still has language for jobs that don't currently exist at Street Operations. And its because the Negotiations Team fought to keep the positions there "just in case' the city decided they wanted to promote or hire to fill them in some future time.

As for the CHA PD...I seem to recall that they were Screwed royally in 1999...but I can't find any information to where the 274 fired CHAPD employees ended up.

I do seem to recall that the Park District PD members were absorbed into the CPD back in 1958 or so.
