- Lakeview East, Chicago, January 25, 2017: The Lakeview East Chamber of Commerce, Sole Service Provider for Special Service Area #17 (SSA #17), has awarded HLSA Security, a certified City of Chicago Women Owned Business Enterprise (WBE), a six-figure security contract funded by SSA #17 to patrol the Lakeview East/SSA #17 area which general boundaries include: Clark Street (Fletcher to Byron), Sheffield (Diversey to Irving Park Rd.), Belmont (Halsted west to Racine) and Diversey (916-1012W).
HLSA is owned and operated by Janice Dillon, a retired Chicago Police captain with over 28 years of services which included assignments to the 19th District as the watch commander and 23rd District as a sergeant. Her past assignments to 19th and 23rd districts and her experience in Community Policing will be a key component to service Lakeview East/Special Service Area #17 with the proper security and expertise.
And with all the "merit" relatives she's getting made, she's calling in favors even today.

So some tax payer money is paying for private police service on top of your taxes already paying for police service. Definitely a way to pay a cheaper price for police protection while taking care of the connected. Any copper, and there will be cops, that does this is an idiot. Merit sergeant dillon-dejesus will get 019 2nd watch, or some other north side district. The 019 district commander didn't even bother to interview any of the soon to be sergeants because the fix is in for the clouted. Some chumps still sent their resumè anyway. After a few months mommy will make a phone call for her and she'll end up in a nice cushy spot. Dillon-dejesus played the interview game to try and play it off but she KNOWS which district and watch she's going to. This isn't the end of promotion thefts by the dillons, dumb as rocks husband dejesus was put in for a merit spot last round.
It takes a special kinda stupid to pay for the same service twice.

So in this new taxing district (basically 019) the predators have been pillaging & multiplying, and the police have been removed and sent to the south and/or west side districts. Now the citizens are paying even more taxes levied through the Lakeview East Chamber special service area # 17 to hire a connected retired police captain, HLSA Security ,who will provide them with a $ 125,00.00 contract for security for the missing police. Shouldn't they have kept the police in 019 and sent HLSA security to the south and west sides instead. What's wrong with the tax payers in Lakeview don't they see what's going on here. Why would you want to pay even more money for protection after the City took your original protection away. She and the husband have to be pulling down over $ 200,000.00 a year in pension. This story is truly shameful and disturbing.
Don't forget, Barbie used to work in 017 also. What a useless split tail that one was. She went out of her way to try and get 2 sgts. fired when she was in 017. It's so nice to see rats prosper.

And now a connected alderman influenced steered contract for a department big wig. If only the process and the behind the scenes contract negotiations were recorded on body cameras. Thanks SSC, this is news you cannot find in a local paper or news broadcast. Reaffirms my distrust in this department, aldermen, all those behind the scenes city agencies with their high paid commissioners sitting on regulatory boards and those who have access to those in power to grant those revenue enhancing contracts.

Hmm Professional security officers they are hiring off duty coppers, the problem will be when the coppers take any action who covers them if they are injured? is that iod? The Inspector General should review past ethics statements of former Captain Janice Dillon. Has she made any campaign contributions to alderman sticky buns suggesting a conflict of interest? Have other security contract bids been unfairly passed over by those who don't have access to an influential ward organization? And what about Janice as the specially appointed proctor and administrator of a promotional exam? Questions need answers for the who and what were behind these special examination arrangements. Fellow law enforcement professionals are curious how special accommodations were created for and by the privileged.
It is the seriousness of the charges and nature of these allegations which beg for further investigation. Taxpayers and the business community need to know if improprieties such as contract steering and bid rigging have been uncovered. Leave no stone unturned. Inspector general, go to work! Convene that blue ribbon panel and compile that comprehensive report connecting the dots.

John Kenny was the district commander at the time. After interviewing everyone, he somehow finessed Deloughery going to 017, in exchange for Robards-Dillon leaving 017 and taking Deloughery's place in 019 and the issue was dropped.
