Opening Closed Investigations?

So we got an e-mail recently that had some info on a GoFundMe page for two guys who were stripped and placed in a no-pay status.

What was startling about the entire incident is that they were stripped for an alleged Rule violation - over 13 years ago. The date of incident is 2003 and supposedly, one or both officers signed off on and served suspension time.

So who is opening 13 year old beefs and why?

Here's another one. A detective on disability got divorced over ten years ago and never notified the city of the divorce. The city has been paying the spouse's insurance which is regularly used. Do we really have this many idiots on the job. City to send out marriage declarations to all active members. This should be interesting.

Designated department personnel along with civilian oversight are currently reviewing accusations from years ago and heads will be chopped. Thought nothing of it, until putting the 2and2 together... Why would the city all of the sudden administer 2 tests back to back, nothing is a coincidence in this department.

Clue: Few might be fixing to be fired.

You have to have a legitimate reason to reopen a beef. IPRA does not do things legitimately. IPRA also does not suffer any consequences when they screw you over.

You can sign off on suspension time and the Supt can increase it. Once you serve the time it should be over, but we know what happened to Cozzi.

Five years is supposed to be the limit in an investigation according to the Chicago police board unless the reset button has been hit.

These officers have to prove that hitting the reset button was not legal, that there was no new information.

This is happening more often then one thinks. I hear stories like this in every District. This is a tragic witch hunt with coppers families taking the punch. This has to change and only one canidate I know will stand up for coppers and go to the media and file lawsuits can against the city. Mike Shields has balls!

No, they never took time or finished the investigation. There was a lawsuit for the incident and most of the investigation didn't take place until that finished. The investigation literally went on for that long. They got caught lying for a pursuit and they got caught bad. If it's a chase just say it's a chase especially if normal people get hurt. They tried covering their tracks.

The reality is if your unfortunate to be cleared next thing you know your in federal court sworn in as the defendant with the "United States vs you" and opening question statement is "state your assets and liabilities" that is reality! If you think all the bullshit pieces of paper and "awards" mean anything your delusional. They mean absolutely nothing, you hang them on your wall, or throw them in a drawer.

It is an extremely sad state of affairs what is being done to the once proud CPD, from dishonest media, to the city freely throwing police officers under the bus and freely scooping out hundreds of millions in taxpayers money for lawsuits without fighting all of them!

This wasn't a witch hunt. These guys tried to play a game with a pursuit and concoct a story that didn't give and ended up biting them in the behind. They didn't re opens the case. The case has been pending since it happened 13 years ago. It got held up by a civil lawsuit and a long civil trial that finally ended in 2015. After the civil trial they wrapped up the investigation and they recommended firing. Eddie Johnson didn't agree and asked for a long suspension. The police board disagreed and said they should be fired. Trust me, there is much more to this story than meets the eye. The story these coppers came up was rediculous. Go onto the website for the police board and read all about the case and how they got caught up, you won't be as sympathetic with what happened. Some guys just can't help themselves. If the would have told the truth they would have ended up taking maybe a day.. at most 3 and it would have been all over with.

Rahm wants to be able to say during his next campaign for mayor that he cleaned house at CPD after the Laquan McDonald shooting. He doesn't care if the beefs are brand new or 20 years old. He is looking for heads. In addition, Foxx will also be looking at old incidents to see if she can find some POs to prosecute. She has to crucify some coppers in order to satisfy her base including the revruns. Be smart. Do not give Rahm and Foxx the opportunity to put you in a trick bag. Seems to be a trend in village, city, and county government. Check around and you will see officers, "voluntarily?" leaving the job all over illandannoy. Whole Fire Departments have been closed and personnel put out of work. At the same time services are being privatized and again employee's out of work. We can't afford to take care of the "FAITHFUL LOYAL SUPPORTIVE" workers. The powers that be can't steal if they have to pay all these pensions and benefits. There is a special place in "HELL" for all these politicians! Besides I have yet to go to a wake where the casket had drawers on it.

Yes, The original case is old. The Sgt was recently involved in a deposition in relation to a lawsuit from the original pursuit that he took time for. Something was not kosher with his depo. resulting in the current punishment and is not directly related to the original investigation. Know your facts before you start spouting off about things. Don't become like how the leftist media acts and don't become part of the problem, become part of the answer.

Children need clothes and books and food and a roof over their heads. Spouses who weren't party to the incident still need a home and electricity. Obviously, Father Brandt is a compassionate person. That's something to aspire to, not to disparage.

Sounds like these folks are about to catch a case for mail fraud. Those medical bills go thru the US Mail. A fed case and a loss of the pension. How stupid can people be??

Sad actually. When I came otj the vast majority of the guys on the watch were viet nam vets who had a stripe on their sleeve. The real Police. God help anyone now to act the same. At least the corners were clear, kids could go to school w/o "safe passage" workers, the working folks could get to and from public transit w/o any problems. Reap what you sow libtards. These were black and white Coppers, in predominately minority neighborhoods, doing what needed to be done to keep some semblance of order, to keep the good folks safe, and lock up the trash.

Not true. Each CBA has language that restricts any complaint over five years from being investigated unless the superintendent authorizes the investigation. The problem is there is no criteria for when the superintendent can do that. He can do whatever he wants. Language aside, in practice there really is no restriction.

You will be suspended with out pay, You will write an attorney a check for $05-10 thousand to start. You will have it go on for years when you thought months. The above attorney deposit will be gone in a blink and they will bill you $1500-2000 every time you turn around. You will go into foreclosure and your credit will be ruined. The people who called and texted when it started will all fade away with the exception of one or two if you're lucky.If you do wind up winning you will get your job back and back pay minus about 45% for taxes (due to the large amount of the check) and payment to the pension board for the time you were off.When you add the amount you paid your attorney,you will have maybe 20% of the gross amount. The Attorney will explain to you that you have been made Whole in the eyes of the court and it is time to take your foreclosed,200 credit score ass back to work because there is no Millions of $$, civil rights federal case or naming city hall in your honor. Remember guys, the ballots are DUE AT THE P.O. BOX by Mar 9th. You can also vote in person at the FOP on Mar 10th or drop your ballot at the FOP on Mar 10th. I believe voting only goes until noon. Also, and most important, if you were dilusional or had a TBI and accidentally voted for DEAN you can go on the 10th are recast your ballottine.

Do you know how many new-issue medical cards you would have had to change out over the past 10 years? The divorced former-wife was able to use the medical insurance only because her EX gave her access to the new-issue cards over the past 10 years, meaning he was in on the scam himself. Maybe both of them should be jailed by BS/BC of Illinois.

Here is the problem with many cases. There is a incident between the police and a citizen. The citizen files a complaint with IPRA. IPRA begins the investigation. The citizen obtains a lawyer. The lawyer tells the citizen if IPRA calls you for a statement tell them that on advice of consul, at this time, I can not give you a statement but I will give you a statement at a later date. The lawyer files a law suite claiming his clients rights were violated. HERE LIES THE ISSUE: Any statement regarding the incident are discoverable in court including any statements the complainant and/or witnesses give to IPRA. The complainant and witness tell IPRA or IAD because of a pending law suite I have been advised that any statement I give can and will be used in the up coming law suite. The complainant and witnesses tell IPRA and IAD after the law suite is settled they will be available for statements. According to directives from the Cooperation Council IPRA and the IAD can not pressure the complainant or witnesses to give statements prior to the settlement of the law suite. After the law suite gets settled the CC is supposedly to notify IPRA and the IAD of the outcome. This might take years. It depends on if the notifications are sent to the units. Depending on the outcome many complaints do not want to bother because they received monies from the city. If this is the case then the case is closed. If the complainant/witnesses are willing to give statements than the case is reopened and investigated. One of the things the present IPRA administrator has done is she went back and looked into any cases that were not fully investigated due to a law suite. There are literally hundreds of case that are being examined at the present time. This is why this is occurring. There is going to be more such cases in the future. I hate to say it but YOU GOT WHAT YOU ASKED FOR. For years and years all everyone has said on this blog that IPRA was fucked up and that they were out to get the police. IPRA is going and so is the 6/7% of cases they sustained. The present chief administrator has told the investigators she wants cases sustained. Her orders are "get them on something, anything". There is going to be an increase of sustained cases due to this directive. This get them at any cost also affects shooting cases. In previous administrations, IPRA found only 4 shooting out of almost 450 as not justified! Again, the present administrator goes over shooting cases with a fine tooth comb. In previous administrations boarder line shootings were given the benefit of the doubt, not now. If the case is boarder line than the attitude is sustain the case and let the accused Officers prove otherwise. There is several issues in play here: It is going to get worse. With the consent degree Rahm is going to push thru the recommendations of the justice department with or without Sessions. Rahm wants to get his "NUMBERS UP ON POLICE PUNISHMENT" Rahm also wants to break the union by forcing bankrupting them. Flood the union with so many cases that the membership is either going to baulk at higher union dues or force the union to pick and choose case it defends. There is another issue here: the movement that complainant do not have to sign affidavits. Rahm's thinking is flood IPRA with soo many cases that the union will be forced to raise dues because of all the legal representation or pick and choose. In other words BREAK THE UNION. Let me say this, in previous IPRA Administrations there were cases that were sustained that SHOULD NOT HAVE BEEN. There were several cases that were sustained that was a miscarriage of justice. However taking everything into consideration the previous administrations were nothing compared to the present administration. Again, you got what you asked for now the department members are paying the price. If anyone doubts me just look at the previous years numbers????? A retired IPRA Investigator

I really thought someone ment 2013, NOT 2003 when I first heard this story. I Have been on the job since 2004, unbelievable that they are getting fired now, for something that happened before i was hired

Is if their case was mediated in 2006, how can they fire them in 2017? 11 years after mediation, and 13 years after the incident. You could probably fire 79 percent of the department if we are playing by these rules.

Here's another one. A detective on disability got divorced over ten years ago and never notified the city of the divorce. The city has been paying the spouse's insurance which is regularly used. Do we really have this many idiots on the job. City to send out marriage declarations to all active members. This should be interesting.

Do you know how many new-issue medical cards you would have had to change out over the past 10 years? The divorced former-wife was able to use the medical insurance only because her EX gave her access to the new-issue cards over the past 10 years, meaning he was in on the scam himself. Maybe both of them should be jailed by BS/BC of Illinois.

1 of the many that screw it up for the rest of us,and the coppers that think they are slick living outside the city while maintain an apartment here but are not here when they are working so many will be discharged you get no more "time to move back" your immediately terminated no recourse! So much low hanging fruit don't be stupid and if your insane enough to think residency will be gone you really need physiological help it will not ever happen "forgetaboutit"

Is if their case was mediated in 2006, how can they fire them in 2017? 11 years after mediation, and 13 years after the incident. You could probably fire 79 percent of the department if we are playing by these rules.

I think what they are looking at is their testimony and deposition in the civil trial on the case. That has just occurred in the last year or so

My insurance card stayed the same for almost 10 years, never saw and expiration date on any card and was never told by the drs office or hospital that my card was out of date
Also maybe you should be aware that the city is self insured and BC/BS only administers the plan.
