Runoff

So there's a runoff for president. Again. No unanimous ticket won all the spots, so the race for president is now the direction the FOP is going to go. What we mean by that is that the president is under no obligation to to have the elected Vice Presidents, Recording Secretary, Financial Secretary or Treasurer fill the inside spots. He can pick anybody to be inside, leaving the elected representatives who aren't to his liking as nothing more than fancy titles pushing a beat car.

Has there ever been an effort to pass an amendment to the By-Laws that states "the elected representatives" will be the ones actually in the office? That's why we elected them - not so the president could flout the will of the membership and put in his cronies.

Who has the list of Trustees who won?

An attempt has been made on a couple of occasions for a by-law that would address this situation and those proposals were either struck down by the by-law committee or lost when voted on at the general meeting.

What is also interesting is once again you have a board that is made up of a majority of retired members.

There were a handful of good PO's on the ballot who would have made good trusstees but were drowned out again by the retiree clout.

But again you would actually have to waste 2 1/2 hours a month at a meeting!

Anytime this comes up or anything about retiree votes the current PREZ buses in old timers with a free lunch who clutter up meeting crying about how they built the FOP.

By the way that minority votes was so low it was laughable.
No office holder of any other color?

and trustee is not an office they are a spot who the prez decides if you matter.

Time for some revamps of the bylaws shield,Cruz,merk,mcdonagh,bartlett,ferenzi,kilmer,whicher,francis and the other losers time to man up! Either fix it or go back to working the buses at special employment!

AND the pizza sucked too DEAN!!! college goof your son did not even show up!

Good question - where's the list of winning trustees? Checked the FOP website and nothing on the trustees. Typical Deano - even on Election Day. Another reason Deano provides you to vote his goofy, cheating, lying ass out of FOP

I would like to say thanks to everyone who voted for me AND those who didn't vote for me, but still took the time to vote. This was the first time I ran and it was a great experience. To the people I had an opportunity to address at roll calls thank you for taking the time to listen and for the questions you asked. I wish there was more time to see and speak to more of you before the election took place. For those of you who didn't vote this time, please reconsider and vote in the upcoming Presidential run-off. In the upcoming contract negotiations the City is going to be trying hard to change our discipline. Raises, insurance, retro-pay, -none of that will matter if you or I don't have a job because we are fired. The City is going to be pressing hard to change our discipline as is evident from the new C.R.matrix. Please -take the time to find out what these candidates stand for and what have they done. Who will stand up for us? This is OUR "union". We need to get this vote right because our futures depend on it.

Actually Dean in the last election said that he was going to bring in the winners. Guess what Dean lied. He brought in three people that lost. He brought in Tom McDoungh, Marlon Harvey and Keith Carter. A by-law change was submitted and Dean told everyone to vote against it. Dean has lied from day one in office. Dean is done and needs to be sent away!

I commented on the previous FOP Runoff thread at the end.

Reading all the complaints about the FOP for the last several years, the membership better wake up and go out and vote.

From the outside, the FOP looks like a bunch of incompetents at best and sellouts at worst.

My rule of thumb is - when in doubt, vote the incumbent out.

I may not agree with everything Graham stands for but if Kevin doesn't do for us then we can kick his butt out next election. You may not have thought your vote was important before but a Dean Angelo victory in this runoff will guarantee there are no dissenting voices left at the FOP and police officers in this city will continue to get bulldozed over.

one of the biggest problems with the FOP. Elected representatives should hold there office.
Someone, needs to change the amendments or constitution so the elected officials serve in the
office they were elected for. Otherwise it's just patronage, as usual. Retiree's should not be allowed
in a general election either. They should have retiree representatives that they are entitled to vote for.
Too long have FOP elections been decided by retiree's. I'm close to retirement myself, bu it is about
the working copper on the street.

I am looking at the picture of the Blue Voice ticket and tryin to figure out who Graham brings upstairs? Does Bill Dougherty get 2nd VP, Rich Aguilar get 1st VP? Many guys that were elected by the membership will not see the light of day upstairs. Pat Murray won his spot and deserves to be up stairs where he was elected. Here is a crazy thought...Kevin Graham brings up Mike Shields to try and get some of his 1700 votes. Sounds like a bad re-run with all the same people fighting to get upstairs. Mark, Billy, Mike Shields, Rich and Sid will all be up there in some capacity. So how was this election about change? Atleast with Dean I know what I am getting. I'm done in 3 years and hope whoever wins that the 55-65 healthcare is in this next contract. This is goi g to be a tough choice, but my gut says Dean for this contract and term. Let's all remember that our last contract was negotiated by some of the Blue Voice team and when Dean was elected most of the contract was already negotiated.

Yes, a copper who regularly signs his name here did submit a By-Law proposal establishing what positions will be "inside". Well, coppers (active and retired) in attendance of the meeting in Sept 2014 voted it down. They actually verbally berated the submitted.

Our lodge has all elected officers running the show. It worked well until the elected President and Vice-President, from two opposite sides of the coin (president standing for member's goals, VP favored by the administration), were put into office. There was more turmoil with the command staff flexing their muscles, more back-stabbing and back-room deals than ever before. The two elected "leaders" became more interested in discrediting the other, all at our expense. Support for grunts like us flew out the window that lousy term!

It didn't take long to realize the grass is never greener elsewhere.

This is just one of the reasons why we all need to vote Kevin Graham. We DO NOT want Angelo negotiating our contract! The thought of this is scary. He has remained silent more than ever and hasn't protected our pension like he should have. He had his chance. We need a new crew. SCC...We know you feel the same way. Your vote for president comes down to an active officer versus a retired officer. Dean will be mandatorily retired in 2 months and he must recuse himself from contract negotiations because as a retiree he can not negotiate a contract for the active members.

Dean Angelo stole the last runoff election by promising Tom McDounough a field rep spot in exchange for throwing his support and all those who voted for him behind Dean in exchange for a field rep spot. McDounagh threw his support behind Dean and that support put him over in the runoff election and McDonough was awarded a field rep spot even though he was not elected. If you are tired of back room deals do not vote this scab back into office. This election boils down to Dean (Hillary) versus Kevin (Trump).

Going through the FOP election list there are at least 13 retirees elected to represent active officers out of a possible 27 elected positions. Dean angelo will be 63 in a couple of months and if we elect him in the runoff election it will be the first time in the history of the FOP there will be a majority of retirees representing active officers, with a president and 13 retirees who cannot represent active officers in contract negotiations. Time to complete the swamp draining at FOP and vote for the active candidate Kevin Graham.

Obviously a majority of FOP members think Dean's done more than a decent job, since he obtained the HIGHEST percentage vote in the election. The membership has spoken, wake up and smell the coffee. Don't be manipulated by KWG who decides to get elected by talking another three or four goofs into running for president just to force a runoff with Angelo. Underhanded and dirty and the puppet of Rich Aguilar and Bill Dougherty, who you KNOW will be running the 3rd floor if Graham wins. Dean's got contract negotiating experience and done a hell of a lot more for the membership than any of these "contenders". End the apathy, VOTE FOR DEAN.

Dean has experience in lying to us. He said he was going to bring in the officers who won their positions. He did not do that. He brought in Keith Carter, Tom McDonough and Marlin Harvey. He refused to bring in elected officers Dan Gorman and Frank DiMaria.

Dean killed us with his "experience" in the last contract. The insurance alone is a disaster with the Two Tier system and the co-pays we never had before. Dean gave away furlough by unit, got nothing for it. Dean gave away duty availability for officers until they reach 42 months. Dean opened up the tuition reimbursement and lowered it to 75%. IF THIS IS EXPERIENCE WE DON'T NEED IT!

I am a retired member. I started in the sixties and retired six years ago. Back when I started there were no job rights for anything. If you arrested the "wrong" politically connected person, or the boss didn't like you you could find yourself driving great distances and working the shift they knew you didn't like.

A midnight foot post patrolling the south Chicago lakefront, sitting on a corner taking down license plates of all red sedans for months on end, to name a few. Hopefully, after a period of time the brick was lifted and you could redeem yourself. You had no rights to anything. When you came off furlough, the books were wiped clean, you had no comp time, which at that time was straight time. This was the reality that everyone lived with. There was little voice of dissent. A big percentage of the guys and bosses were WWII vets. You do your best and take it on the chin. You don't talk back.

There was a now deceased Capt.George Gannon who by his own admission made rank from his old clout Alderman Weber, longtime passed on. Gannon always joked that his clout was rolling over in his grave because Gannon was a brigand. Capt. Gannon was a singular voice who was anti-establishment, and pushed it to the limit. He was a very well studied person, and in all respects a true friend of the blue shirts, who he would counsel and defend continuously. He ran afoul of HQ's so many times, he was repeatedly transferred finding himself transfer orders, sometimes monthly. He was a northwest sider. At one time he was transferred to the 4th District. He bought a travel trailer and took up residence in it parked next to the district station. Newspapers at the time carried the story. He wouldn't give up.

Finally after Jane Byrne (our last true friend) was elected, the brick was lifted and he chose his spot, the 25th District where he spent the remainder of his career.

The criticism of the elected retirees is somewhat hollow, and barely anyone is left that remembers "the good old days" when the police had NO rights. Days off were changed monthly for some if the bosses didn't like you, as well a shifts and assignments. Time due wiped off the books after furloughs, no suspension options, no redress of grievances. Certain targeted individuals were fired for cohabiting and not married. Conduct unbecoming, etc. Yes it's true. A Youth Officer was suspected of being "gay" and coerced to resign from the job on the spot.

The retirees experienced, albeit slowly, the continued development of improved benefits in all respects. All the while the administration putting roadblocks in the way, coming up with new restrictions and guidelines, etc. At first the bosses were anti-union, but they caught on that one of them could just as well be a target. Hence they now have their own organizations representing them. FOP president Nolan convinced the FOP board that it was a bad idea to have the supervisors in the same building or a chapter of the FOP. Because of this the bosses could not join. He was a rat who reported via channels back to Daley and this was a move by Richard Daley to keep the different bargaining units apart. Daley's attempt at preventing a concerted voice. So unlike most other Departments the supervisors are separate.

Historically there were many FOP representatives who spoke with a forked tongue, and were in reality working for the other side. It took years for the membership to catch on, some of them are still in the dark. Names need not be mentioned, you who have been around for years know who they are.

"Those who can't learn from history are doomed to repeat it." The retirees have that knowledge that only comes with time. So in my opinion they represent value to the organization.

I’ll tell you why no one should consider voting for Dean Angelo Sr. I am the unit rep for the SWAT team. In 2014 after Angelo failed to negotiate anything for our team in the contract I spoke with a labor attorney. He found FLSA Laws the city was violating. We went forward with filling the law suit and is currently in litigation. I wanted to let our board of directors know what I was doing, expect support. I called into the office to let them know I would be at the next board meeting and would like to speak. I was asked to Dean. In that conversation, Dean asked me NOT to file my law suit. Telling me that it was the last thing off the table and would be the first thing on the table in the next contract. Obvious line of BS. If the fact that our union president doesn’t back his members in a law suit isn’t a good enough reason, then what he attempted to do at the board meeting should seal his fate. At the board meeting after presenting my law suit and explaining it to the board Dean asked if there was anything they could do for us (the swat team) now. His son Dean Angelo jr. spoke and said how about we file some grievances for them. Dean then asked me to speak with the union’s attorney. If I would have filed a grievance my laws suit would have been dead. Now either the two Angelo’s knew that and were trying to sabotage my law suit or they are incompetent. You decide. Either way Dean Angelo sr. needs to be voted out of this union just like his son was. He doesn’t have the memberships best interest at heart. Kevin Graham is far and away the best person for this job!

Please don't think that the Retirees do not have the best interest of the Active members. That is not true. We are ALL Police Officers fighting for better working conditions. Retirees have a bit more time to devote to active issues than you may believe, without distractions of raging merit supervisors.
However, an Elected Candiate should be placed in the office and conduct the business they were elected/trusted to do.
But that doesn't always pan out. (People blindly voted for an unknown self proclaimed hotshot MS 6 yrs ago over a seasoned and vetted, now retired GB. Wow, things went sour fast.)
Although we didn't get the best Contract in the last negotiation, an inexperience gaggle of newcomers to union business is too risky. It's Chicago and if we don't settle with Rotten Rahm, it's his Arbiters that will do it. The City is not going to cave in to our demands, not since Jane Byrne. Our voice is our vote participation.

More importantly and overlooked:
Rahm is laughing right now with such a dismal vote turnout. That empowers him. He now feels you and your family are not going to matter in his re-election bid.
Send in the Ballot no matter who you chose - Just Vote.
Don't like the Candidates...then send in a blank or vote for both. Rahm's bean counting PR staff is watching these returns.

Lodge 7 needs to be run by district guys. The detectives have failed the membership. You young guys need to get off your asses. Get involved. Try to make a difference. Hey Friend it goes like this...

FOP gives it's wish list.
The city gives it's wish list.

The two sides negotiate.

1. There is a contract that FOP members agree to.
2. There is a contract that FOP members don't agree to.
3. No contract is presented to the membership due to disagreement.

If Dean is involved he will tell us to agree to the city contract because it's the best he can do. (As far as track record goes....he did it last time.)

If Kevin is involved he will tell us to seek arbitration if warranted.

Go with Kevin and by default and thus(potential arbitration)for hundreds of reasons, the least of which is that prior negotiated issues will probably not be touched (like due process for PO's).

I have 14 years on the job and have spoke with several people with 6 years and less in different dists. and was told they never received there ballot to vote.I told them to call the hall to get there ballot sent out again. All called the hall and received the same response "sorry if you want to vote you will have to come down to the hall and do it."Funny would like to see how bad Dean would have lost by if all ballots were mailed out!!These young kids have lost alot under dean just like the retires.They realize this and are very angry maybe dean realized this and that is why the ballots were not sent to them?

I would like to thank all active and retired Police Officers who supported my candidacy in running for Lodge 7 Third Vice President.

I would further like to thank both Jay Ryan and Bob Bartlett for running honest and dignified campaigns. Bob and Jay are both good men and great Police Officers.

The reason this statement doesn't not hold up is because any active officer will at some point be retired. Any active elected official will always be looking out for the active and retirees cause down the line they will be there too. A retiree on the board while looking out for the benefits of the retirees does not have a card in the game for the actives. Now I do understand that they might have knowledge and "should" have the interests of the active at heart, at the end of the day when it comes down to it they will always put retirees first.

Add the simple fact that elected retirees can not vote on any matters regarding the contract. Can't vote on grievances.

If you go on the simple statement that they have knowledge part, well just like a FTO or veteran while working you pass that on to others to carry the torch when you are gone.

The sad truth is that most, not all, but most retirees on the board are there to pad their pension another $7,200 a year from the stipend. A simple fact to prove this is that for 3 years you never see them at any roll calls in the district. Come election time they magically appear. Prove me wrong and list the District and roll call along wth the names of Board members who have shown up.

Soon the Supreme Court of Illinois will dismiss the Underwood case and the City will win their fight to eliminate retiree health care. Do I want that, no, but it will happen. After that what card will a elected retiree have to continue the push to control the make up of the FOP board? Pension? Once again that is an issue that all actives have a serious claim to because they will be there at some point too.

Ask another question. What other FOP Lodge has the current board make up like Lodge 7 in which retirees can have this much control?
The answer is NONE. Call the State Lodge and ask. Hell, call the fucking national and ask.

Weren't these the guys behind the illegal removal of our then president Mike Shields ? You bet your ass it was illegal, that is why a settlement was reached to avoid a costly court battle that would have sided with Mike Shields being awarded a substantial compensation. PLEASE Kevin will have NO new initiatives unless Mark Donahue gives them to him. Geppetto -Mark Donahue- has been pulling Pinocchio's -Kevin Graham - strings since Kevin became involved with the FOP.

My guess Kevin will not agree to a debate that a neutral part moderates. How about the Chaplin or John Kass? I'll donate 100 to the Chaplin's unit if there is a debate. While I'm not an Angelo fan because of my knowledge of Graham I'm afraid of where Graham will take the union. I really wish there were better candidates but we're stuck with these two. As a former forest preserve policeman told me if Kevin's lips are moving he's lying.

Ask yourself why the state lodge, the state police lodge, the state labor council, and the cook county sheriff's police all back Dean. The answer is they know Kevin from first hand information and Kevin can not be trusted.

I asked Lappe about Dean and he researched his file. Angelo was hurt while working in the Gangs Unit. At the time Lappe did not know Dean and was cautious. After re injuring his knee several times he became limited duty. I know the stories that he hurt it at softball but then the coppers working with him, his supervisors, civilian witnesses, and the paramedics all had to lie together. Remember Lappe was shot in the neck and gives no one a pass on limited duty.

He was working at the academy in a limited duty status. His city supplied knee brace wore out and when he requested a replacement. Some one in the city's finance department added up all his days off over the years. He had over 365 for one body part and the city put him on disability. Jump forward to last year. The city changed it's standards to get people back to work in call back to put full duty back on the street. That's how his status changed.

DO NOT believe an anonymous poster like me on the blog. If this is important to you call Lappe and verify it. I don't need to put Mike on the spot but he's the only one you should believe. That all being said Dean's not Donald Trump but Graham a typical lying democrat.

I have 14 years on the job and have spoke with several people with 6 years and less in different dists. and was told they never received there ballot to vote.I told them to call the hall to get there ballot sent out again. All called the hall and received the same response "sorry if you want to vote you will have to come down to the hall and do it."Funny would like to see how bad Dean would have lost by if all ballots were mailed out!!These young kids have lost alot under dean just like the retires.They realize this and are very angry maybe dean realized this and that is why the ballots were not sent to them?

Dean injured his knee playing softball. After a couple more games he kept injuring it and was told to quit playing ball which he never did. He also was involved with martial arts as were his sons causing more damage to the knee. Find out who the witnesses were on all his injuries bet they were the same guy.Disability Dean didn't get that name from doing police work. Constant complainer in gangs.

I'm a PBPA member. I'll tell you this about Dean. There was a pension coalition with all the police unions and CFD. During that time Dean and the CFD union went behind the PBPA backs to make a city deal on the pensions, getting Rahm the ramp up to meet the pension contribution funding as well as his casino legislation that still is nowhere. He can't be trusted, because if he made this back room deal I'm sure that he has made or will make others.

These endorsements are meaningless except these people have personal knowledge of both Dean Angelo and Kevin Graham for at least three years.

Ask yourself why no one who has dealt with both persons is endorsing Graham. They all say Graham is not trustworthy. That's the choices we have to choose from. If you want to call these groups they will tell you why they endorse Dean.

If you wanted some who will get on the news every night you should have voted for Shields. But Graham/Donahue/Dougherty are all in the democrats pocket.

Mike Lappe on the pension board used to tell everyone it was a softball injury. But that was before Dean-o got elected Prez. Then Lappe kissed his ass. It's the lieutenant on the Pension Board that we have to thank for getting Dean off disability. He's the one that pushed for a review. Once the review was scheduled, Dean had a miracle recovery. What a fucking joke!

I never received my ballot, called the FOP and the call taker said I had to come vote in person. Had an emergency Friday and couldn't get there within the 3 hour window. Here's why the State Lodge endorsed Dean. Chris Southwood got elected as our state president thanks to Dean. Chris is worried that if Dean is out he may be out too. The amount of delegates that Chicago can send to the state conference is enough to elect whoever Lodge 7 wants. That is the plain and simple fact.

The Labor Council and CCSP should mind their own business. They have nothing to do with our union. Their endorsements really don't mean a thing.

Hey guys and girls use your heads when you vote in the runoff. Rember each one of the presidential candidates were essentially running against Dean Angelo. They weren't running against the other presidential candidates.

Don't let a losing candidate's endorsement sway you away from the candidate of your choice. Last time around Tom McDonagh lost and endorsed Dean because Dean bought his endorsement with your union dues. Dean appointed him as a Field Rep to the tune of about $400k after Dean won.

You're all smart enough to know who to vote for based on past performance or lack of it.

Yes the Constitution , Bylaw amendment was introduced 2 years ago and Dean rejected it. It would have taken the power away from the president as to who filled the field rep spots and they would have been field reps by virtue of the office they were elected to i.e. 1st, 2nd and 3rd Vice Presidents, recording and financial secretary and treasurer. Dean used this to his advantage last election bringing 3 people who actually lost the election upstairs as field reps ignoring the will of the membership. He was also able to cement the presidential runoff by promising McDonough (presidential candidate with 3rd highest votes) a field rep spot in exchange for his support in the runoff. I wonder what Shields will be asking for and what Dean will be giving away in this runoff election? My guess is Mary Preib is toast if Dean wins and will be reduced to nothing but a trustee with a fancy title. Please tell Dean that our election is not for sale and our field rep spots are not for sale. He did it in the last election and will do it again unless we stop him. Vote Kevin Graham to restore integrity and a service oriented FOP that works for the members and not those who have bought and sold field rep spots.
