I get staying fetal but how does the consent decree supersede Terry V Ohio? I tell my guys to act in accordance with case law and whatever they are comfortable with in proactive policing. Being fetal is accepted and being the police is as well, they just have to understand the potential ramifications if things go South when doing their jobs unfortunately. Regardless I will have their backs for doing their jobs and I'll deal with the ramifications when they come. No one gets thrown under the bus by me and I could only hope your supervisors feel the same.

This is something that our mayor is going to be enforcing pandering to the criminal element this will exponentially increase the carnage in this bloodbath of a city that was once great called chicago. Our employer the people that sign our paychecks are telling us keep your hands off people you will still get paid twice a month listen to what we say do not do anything proactive otherwise you will find yourself at the very minimum fired from your job and at the maximum looking at prison incarceration. The criminal element is totally out of control they know now they will not go to jail they can hurt the police and anyway they want and nothing will happen to them while the police will be displayed on the News constantly 24 hours a day seven days a week by our own totally corrupt City Hall controlled dishonest media. When you look at for example the United airlines fiasco those police officers are in a world that none of us want to be a part of the lawyers the airline ginger Evans The mayor have all the police officers to the car we have no one but ourselves and that is only the blue shirts the white shirts the exempt rank structure is a pathetic mess they cannot even direct traffic anywhere even in the small parking lot!

Not to knit pick but those do not look like fully fleshed out bullet points. How could you be forced to not detain people in high crime areas or in the proximity of a crime? That completely flies in the face of long established supreme court case law that allows law enforcement to do just those things when considering the totality of the circumstances. If their point is that you can't detain a person solely based on those factors alone that is nothing new. So no harm no foul. The need for supervisor approval for certain arrests is tantamount to ending that charge in that municipality because most coppers will just say fuck it and most supervisors will avoid its use because they understand that their approval means they are now in the trick bag. The search stuff is an aclu special, I am sure they would love for that to be nation wide right now. But none of this appears to be fully fleshed out. Its like someone reading cliffnotes and trying to give a speech on the cliffnotes. Doesn't quite mesh

Years ago you were forced to let the City take out of our checks money's and someone found out your a portion of those donations were going to the ACLU. We protested about it, and some of us refused and canceled any donations from our checks. We were punished, transferred, day-offs were changed, and just fucked with at this stance. My point is expose the ACLU on where the money trail coming from and maybe they can be knocked down a notch or two.

How about subscription base policing?

Model it after virus software programs for computers. Many companies offer free virus protection at the basic level. If you want more security, such as web security or file backup, you pay a set fee. The more protection you get, the more you pay.

The same can work for policing. You would have your basic level which could consist of daily patrols in your neighborhood. You call 911 and when the operator types your name and address into her computer it will tell her as to what level of service the caller qualifies for.

If the caller asks for a service that they haven't subscribed to, the operator would inform them that they are currently ineligible for that service and would be given a chance to up their subscription for immediate coverage.

This system would put any standing consent decree violations onto the citizen and not the officers involved.

I'm reading through the consent decree itself now and, as I suspected, the above bullet points are a gross oversimplification.

Basically, the "new" rules for stops and searches are no different from existing law. For example:

-You don't need consent to frisk for weapons if you have reasonable suspicion, supported by specific articulable facts, that the subject is armed and dangerous.

-You can't stop someone based on their proximity to a crime scene alone, or their reaction to the presence of police alone, but either (or both) can contribute towards reasonable suspicion.

It looks like the big PITA is the level of documentation and extra training they're going to require, plus millions of dollars for DOJ monitors.

People say that because it's true. Rahm, Obama, Preckwinkle, etc. didn't seize power in a bloody coup, they were elected and in most cases they said exactly what they were going to do during the campaign. Furthermore, any precinct that votes incumbent is at least tacitly approving of the status quo and most Illinois pols have been in office for years if not decades and keep getting re-elected.

Contrast the recent US presidential election, where the people are obviously not happy with the status quo and expressed that sentiment by choosing a guy who does whatever he damn well pleases at that particular point in time (and changes his mind six times before the end of the interview).
