SCC is busy, maybe we're out of town, and we're going to take the night off.

I got a confession to make. Last week I ran into this weird cop at traffic court. When he saw me looking at my F.O.P. runoff ballot, he offered me a grape flavored cigar if he could have it. I ended up taking the deal. Not sure whom he wanted to vote twice for, and I didn't ask. I know what I did was wrong and I deeply regret doing it.

First order of business for our new FOP contract should be to get rid of the clause that states that the alderthieves are required to ratify or agree with our contract. This was put in years ago. Take that out of our contract and replace it with "arbitration" if an agreement cannot be made with the City.

They were wearing helmets and carrying spears....I think they were Kings, the one crucified was wearing a crown and they called him Heyzues..

Let's talk about residency, look at the burbs first. Most have a certain number of miles you can live from the station, some 10 some 15 some I've heard as far as 50. Others have geographical boundaries such as must stay in these two counties etc. This is in case of emergency and coppers need to be called in off duty. So say the law changes and residency is lifted, you have have to be high off your ass to think the city will let people leave the county. If they even let you go more than 10 miles from the city border they ain't going to let you live in Indiana. And sure there are a few nice places you can live within 10 miles from the city limits. But how many houses are for sale? All of a sudden 5000 coppers are trying to move to Palos or Park Ridge? The city will claim the need to call upon us at the last minute for some disaster as a need to keep us close. Sure I would love to move to will or Dupage county it ain't happening. I'm just a realist and I hope this aspect of distance requirements becomes part of the conversation going forward.

I saw that some sanctuary cities are going to sue the federal government for withholding federal funds. (These federal funds are working U.S. taxpayer dollars.) Anyhow, if I recall right, and please correct me if I am wrong, wouldn't these cities have to have the permission of the U.S. government to proceed with their lawsuit against the federal government? Same as a citizen trying to sue their state government.

Buddy, you hit the nail on the head. Has been going on for about 6 months now. Place has gone to shit. PO's and Sgt's are bidding out every list that comes out. Commander is trying to hold people back from leaving saying officer safety.

Yep, this handjob preys on the naive and weak. He promises to take care of you if you go out there and get the numbers he wants. Supposedly gave the rah rah speech about being the real police to the po's involved in the paul oneal shooting prior to the actual shooting and look at how that turned out. Now he non chalantly says "yea, they'll be fired". Be careful with this guy, he desperately wants to get a gold star on the backs of naive po's. Commander NS needs to launch this guy or have him supervise the radio room only where he won't get himself or others in trouble.

I agree. I would rather pay 15-18k in taxes than 10k for 1 child private tuition in addition to city taxes. I would also rather pay 400k for a larger home than 400k for an outdated ranch home in the edison park.

For whatever reasons (undoubtedly the threat of being held in contempt of court ranks high), the great run of lawyers are intimidated by judges and continue to be outwardly respectful even when publicly humiliated by them. Commonly heard at any watering hole for the courthouse crowd is one lawyer crying to another over his first drink of the evening. “The judge is killing me in court.” The judge’s obligation in a jury trial is to be totally impartial, the decision on guilt being the exclusive province of the jury. For instance, federal judges take a swearing-in oath to “impartially discharge and perform their duties.” But time and time again a judge makes it very clear to the jury which side he prefers. This is a corruption and bastardization of our system of justice by the very people whom the law entrusts with the responsibility of insuring that it works properly and equitably. Unfortunately, jurors usually assume that whatever the judge says or does in court is correct and justified."

For those wanting residency to be at the forefront of negotiations. First settle medical, then pension. Then look at discipline, salary and working conditions. Residency should be near the bottom. Where you live doesn't mean crap if you're impoverished by an illness or lose your job.

All this residency stuff, I would bet that less than 10% of the coppers would leave Chicago. Coppers are lazy and this would involve getting ready for work earlier and leaving the house on time to make roll call. Unless of course, your idea of moving "out" of ChiRaq is Norridge or Harwood Heights. Hell, all the guys I know that retired still live in the city!!!

Best thing I have read coming from (assuming) a fellow copper. Residency should be fought for and we should be able to live wherever the fuck we want. We should also stick together and show the city if we stick together how miserable we can make things for them but remember, when the city goes to hang us it'll be a copper to sell them the rope.

I'm not sure about all districts, but it seems there is a redundant number of missions, zones, special attentions, emails, to-froms and event numbers. All of this to display end of tour activity that amounts to a few parkers, a tss card and some foot patrol. This is nothing more than an incompetent method of extreme micromanaging with little or no results except for holding cars down on nonsense as the crime rate soars and shitting on what's left of morale than flushing it.

It's not about only property value. Its about the D machine and control. You and I both knew when we signed up residency was a requirement. So boo hoo, we took the government job from a corrupt D controlled socialist run city. Yes it sucks, deal with it. You can't get 2 coppers to agree on where to eat and you think you can get all on board to fight the city BS. The powers that be are all political. The most important thing for them is to keep the city in the D column. Until the city changes from D to R your fucked by the puppet masters that run precincts, wards, and churches (because its all about the membership total and the propaganda spread to the unquestioning by the followers). So support make believe church leaders, not critical thinkers and maybe you'll get promoted well above your ability, to a NOBLE title. If you could leave the city you might increase the opposition parties odds of winning and making suburbia more powerful.

I'm confused about what the real job title is re the Avation Police. Their job title is Avuation Security Officer. The Aviation Commissioner refers to them as Security Officers. How can the city get them into a state sanctioned Police Academy. Pwr state law, only sworn officers of Law Enforcement Agencies are admitted. I do recall that in order to get reimbursed by the FAA for providing security they had to hire officers that were certified. Again, are the Aviation Secilurity Officers sworn members of an officially recognized law enforcement agency?

Let's talk residency here folks/peoples.

I understand the importance of being a resident as well as the rest of us. The city knows this as well. Case law has proven that we could win if we are willing to be in the long haul to fight it in court. This would be detrimental for the city if we were to be successful (naturally Fire and other employees would follow). This could be a huge bargaining chip at the table. If the FOP uses this we might be able to get our pension funded, rights protected and maybe a bone thrown for a raise.

Thoughts? Counter arguments?

Huge profit? No, I don't think so. If residency were lifted property values on the South side would drop a bit, but not all that much and homes in the burbs are substantially higher with higher taxes and fees. You would have to move out of state to do better. I am retired and moved out one year after. Best move I ever made. I think the residency requirement should either be lifted through bar ginning or through court action. Your kids deserve better. Schools in many suburbs are pretty good.

Read an article about a CPS top aide to Claypool working at CPS since 2009 was found to have been living in Evergreen Park, so they gave him 3 months to resign. CPS won't immediately fire him and is giving home another 3 months of employment thru June 30, with pay at $140k a year.
They already have his replacement on the job and working for $30k more ($170k)...and he wasn't the first to be found violating CPS residency rules either, another guy resigned after being caught used a NW side apartment address while the wife lived in burbs.
Hmmmmm - that sounds familiar.


I recall Claypool being a "reform" candidate (like Rahm) for many city/county offices he held.
Let's see how many pensions funds he stands to drain;
besides the City of Chicago, there's CPS, CTA, Park District & Cook Co.

Let's talk about residency, look at the burbs first. Most have a certain number of miles you can live from the station, some 10 some 15 some I've heard as far as 50. Others have geographical boundaries such as must stay in these two counties etc. This is in case of emergency and coppers need to be called in off duty. So say the law changes and residency is lifted, you have have to be high off your ass to think the city will let people leave the county. If they even let you go more than 10 miles from the city border they ain't going to let you live in Indiana. And sure there are a few nice places you can live within 10 miles from the city limits. But how many houses are for sale? All of a sudden 5000 coppers are trying to move to Palos or Park Ridge? The city will claim the need to call upon us at the last minute for some disaster as a need to keep us close. Sure I would love to move to will or Dupage county it ain't happening. I'm just a realist and I hope this aspect of distance requirements becomes part of the conversation going forward.

Interesting take. Since the city bumps up to Indiana I wonder if they could stop us from moving there because its another state? Also you are correct, how many people want to drive 30 plus miles one way to work. Heck, most of us want to stay on our side of the city due to traffic. People who think the suburbs are utopia compared to Edison Park or Mt Greenwood have a rude awakening. Higher property taxes, pimpy local ordinances and local politics that are very petty. At least in Chicago you are one of a huge number and can get lost in the shuffle. And if you think the suburban schools are great well I I got news for you. check them out. A school is only good as the teachers and parents who work together. Lots of drugs in the Burbs. There are good schools in CPS, you just have to be proactive. Finally do you think the suburbs around Chicago want us to lose residency? We are the one of the economic engine for places like Niles, Park Ridge, Oak Lawn and Merrionette Park among others. We spend a lot of money in these places. They don't want to lose the revenue.

If you want to leave the city I'm OK with that. It will cost you a lot more than you think. I just think we should look at the big picture first. Health care for active and retirees and our pension.

I celebrated April 15th by spending the day shooting, spending VRI money away from cook county. Nice people and cheap gas too. It's ironic that I get paid to sit in a box in order to try to keep some Chicagoans from killing each other and then I spend that money on guns and ammo. That makes me so happy.

Out here is sunny Arizona, been retired 10 years and took a pass on the Supplementals offered through the FOP. I am saving 110 monthly for each of us, wife and I over what was offered. About 2600 annually and I went with BCBS of Az. My wife had cancer so my main concern was not having a network. Our primary wanted a certain oncologist and was concerned about us being in a network. No network worked out much better. I lost the tax deduction but probably came out a little better financially overall. Once you are on Medicare, you should really shop around for the supplemental. Also, in- network is fine unless something very serious happens ( like cancer) and maybe a different specialist would be a better alternative.

Best thing I have read coming from (assuming) a fellow copper. Residency should be fought for and we should be able to live wherever the fuck we want. We should also stick together and show the city if we stick together how miserable we can make things for them but remember, when the city goes to hang us it'll be a copper to sell them the rope.

You are wrong about this imaginary state law that only sworn law-enforcement can get into a state sanctioned academy. You can put yourself through SWIC at your own expense, wear a shirt and tie every day, and take the state certification test. You then have a time limit to find employment with an agency. The state recognizes this academy.

By that token, all of these aviation security can also go through an academy and take a state test. None of that means they have statutory powers of arrest (they do not). It's merely a class and an exam. Just like all their talk about qualifying with firearms. So what? Retired LEO carrying via LEOSA have to qualify annually as well. And they are no longer the police and have no arrest powers. The aviation security seems to think that if they do some of the same things as police officers, they are police. They are not.

11:36 am- I don't get it either-all these retired coppers remaining in the City after they retire. Life outside the City is so much better and so much cheaper if you move out of state as I did. I now own a home twice the size of my home in Chicago on an acre of land just over the border. The property tax is the same even though I live in one of the higher taxed counties in the state. Gas is usually 20-25 cents cheaper. There is no tax on food. My average utility bill for both gas and electric is anywhere from 145 to 160 dollars and the season doesn't change that. Traffic to go almost anywhere is light. It used to take me anywhere from an hour to an hour and a half to go the 11 miles to get to work. Now I traverse those 11 miles in 15-20 minutes. But best of all there are no shitheads in my area. And that includes all races because a shithead as we all know can be any color. There are the good old boys with the jacked up pick up truck and the American and Confederate flags attached to the bed playing country western songs out here but they don't bother any one. If I decide today is target practice day, I step outside into my yard, set up my targets and start shooting.

Well, all you retirees still living in Chicago enjoy the day. I think I'm gonna take the boat out today. Or maybe I'll sit in the backyard and watch the deer or turkey wander through the yard. I dunno. But what I won't be doing is sitting in my backyard 15 feet away from ny neighbor. Or driving to the store on congested city streets. Or just existing with one eye open attuned to whatever I'm doing and the other watching out for dude.

No, not according to the FAA. The CPD are the recognized LEOs at O'Hare and Midway. The FAA also allows (requires) security guards at checkpoints. That's what the ASOs are supposed to be.

Once I hit Medicare I did not take the city's insurance and got my own supplemental insurance and saved money. My dentist told me that the city pays very little and I should not waste my money and for my eye I go to Americas best and save money. I have blue cross for my supplemental with no deductible and I save over $150 a month and better coverage. I have had cancer for 3 years and I have never paid a bill and trust me I have been in and out of the hospital and seem numerous doctor, don't just settle for the city's look into it

However, considering he's a LT (or above) I say they are more than likely juiced in, they are setting us up for disaster and can really give two shits about officer well-being. As to residency, if coppers and firemen don't have to live here, who do you think will pay $400K for anything in this city? No one. Plus, good luck selling when 5000 other homes are for sale at same time. Think about the big picture before we shots ourselves in the foot.

We're probably talking about 3500 homes and condos. They would not all hit the market in the same year, much less on the same day, thanks to school district requirements, family obligations, sentimental attachments, travel requirements, etc., so stop thinking ending residency would tank the market.

Yes, it is, for now. But the democrats really want a constitutional amendment put to the voters to change our state tax system to a sliding rate and tax pensions. It could be on the ballot the next gubernatorial election, along with an amendment to alter pensions. They are not to be trusted. Instead of reform they just want more money

What does it cost to educate illegals in Chicago? What is the cost of illegals to the city county and state in incarceration, prosecutions ,food stamps,housing, medical ,free phones, internet and utilities ? How many stolen identities are being used to collect ssi and disability payments? Does anyone report these numbers ? I remember hearing about a time when this department didn't have the FOP and had a terrible schedule that required you to rotate every 30 days or so.

Someone should clue this person in about what occurred before FOP. Cancellibg your weekends off, takibg all your comp tume hours away, changibg your day off group when your weekends came up. No overtime pay for court or workibg the polls. The list goes on. And the 28 day schedule had been around for years before the FOP. They are the ones who created the straight watches and eliminated the comraderie of the watch.

As far as a federal lawsuit, good luck with that. Milwaukee won their residency suit in the WISCONSIN Supreme Court like all the other states.
It's not a federal issue, if it were after one city won it, it would set precedent

I have had cancer for 3 years and I have never paid a bill and trust me I have been in and out of the hospital and seem numerous doctor, don't just settle for the city's look into it

Sounds like you did a good job with you insurance. Now if you took either of the city retirement plans BC/BS advantage or Aetna advantage, you may have a harder time getting a supplemental. You can always go from a supplemental plan to and advantage plan, but it is harder to go from an advantage plan to a supplemental plan. Supplemental goes theu underwriting and they don't have to accept you and can charge more if you have existing medical conditions

Sure ... file the lawsuit. It couldn't hurt. Then Google "municipal employee residency" & you'll find how uneven and diverse the rulings are. Wisconsin's Supreme Court threw out the City of Milwaukee's residency rule in 2016, while in Oregon, their high court upheld the a city's right to have their cops & firefighters live in the city. The poster child for residency was always Detroit, MI where in 1971, coppers sued and the courts upheld Detroit's right to make their cops live in Detroit. While that changed some years later, it is still very hit or miss. Even if we did file, most of us would be retired by the time the case goes through appeal and ultimately to the State's high court. The courts appear to be swinging to our side on the residency issue but it's a long, slow process.

I got this idea after watching that HBO documentary GOING CLEAR about how thousands of members of scientology sued the IRS to get tax exemption status for that church or whatever it is. They flooded the court system with so many lawsuits that the IRS caved and settled with them giving them their tax exempt status. There are probably thousands of sworn CPD members who would rather live outside the city limits if they could. Would it be so hard to do something similar here to get the residency rule lifted? Just a thought.

If you have a supplemental plan with no deductible how can you save over $150.00 a month and better coverage? My current understanding is that the no deductible insurance costs more to pay less deductions.
I have been fighting cancer for over twenty years and have been in remission, (no recurrence of cancer), for four years. The insurance industry used to say you are cancer free after five years of remission. The new Trumpcare opponents want anyone that has/had cancer to be put in a special risk pool, to pay higher premiums, so the healthy people won't pay higher prices. That puts us back into tiered insurance policies. Everyone is equal, just some are more equal than others. ;)

What you say makes sense. Residency cases that won have done so in the state court. They have that jurisdiction. No residency case has won at the Supreme Court of the US or precident would have been set
Milwaukee case was set by the WISCONSIN Supreme Court who's make up is 5 republicans and 2 democrats and surprisingly the ruling was 5 to 2
Now look up the make up of the Illinois Supreme Court and see what you think our chances are

11:36 am- I don't get it either-all these retired coppers remaining in the City after they retire. Life outside the City is so much better and so much cheaper if you move out of state as I did. I now own a home twice the size of my home in Chicago on an acre of land just over the border. The property tax is the same even though I live in one of the higher taxed counties in the state. Gas is usually 20-25 cents cheaper. There is no tax on food. My average utility bill for both gas and electric is anywhere from 145 to 160 dollars and the season doesn't change that. Traffic to go almost anywhere is light. It used to take me anywhere from an hour to an hour and a half to go the 11 miles to get to work. Now I traverse those 11 miles in 15-20 minutes. But best of all there are no shitheads in my area. And that includes all races because a shithead as we all know can be any color. There are the good old boys with the jacked up pick up truck and the American and Confederate flags attached to the bed playing country western songs out here but they don't bother any one. If I decide today is target practice day, I step outside into my yard, set up my targets and start shooting.

Well, all you retirees still living in Chicago enjoy the day. I think I'm gonna take the boat out today. Or maybe I'll sit in the backyard and watch the deer or turkey wander through the yard. I dunno. But what I won't be doing is sitting in my backyard 15 feet away from ny neighbor. Or driving to the store on congested city streets. Or just existing with one eye open attuned to whatever I'm doing and the other watching out for dude.

I on the other hand enjoy chicago
I keep my boat in montrose harbor and enjoy the lakefront. When down there I enjoy the finer things that chicago has to offer like fine dining,theater, street festivals. No blue plate special at the diner or annual state fair that are the yearly highlight in cheesland
As far as traffic in Chicago I am retired so I can go when I want when traffic is down
Been there and done that with the big house, am ready to sell and move downtown or near north in a condo with no upkeep, no snow shoveling, etc and instead of sitting in my backyard I'll sit on the rooftop by the pool
As far as saving on utilities and gas you have a good point, but my savings on not having my retirement income taxed by the state more than makes up for that
Currently live in a great neighborhood in 016, forget to lock the doors half the time. Chicago still has a lot to offer enjoy the Cubs, Bears,Bulls and Blackhawks
All I'm saying is you have your idea of retirement I have mine. I see the deer all the time as I live across the street from a golf course

You are an adrenalin junkie or are a victim of the Stockholm Syndrome or are just plain whack or a combination of all three.

I have lived in the country, the edge of the city as you live and quite near the very center of the city. Both areas of the city pale in comparison to the peacefulness of living in a rural environment.

While I continue to enjoy my piece of heaven with its resident wildlife, clean air, no HOA and low, low real estate taxes, you will get to enjoy paying $1.5K a month for your condominium's HOA and paying $1.5K for the condo real estate taxes and battling the lovely cockroaches emanating from your neighbor's residence. It sounds like a piece of hell to me.

Btw, Wheezeee and the lietenants went to a conference in Detroit with GW and his squeeze court Sgt. I heard Wheezeee snuck out of the conference to shop and was sticking "real close" to another lt.

Residency? Rahm will be happy to let you leave as soon as he can find a way to tax you for leaving. And most of the officers crying about it won't leave, the only ones that will leave are the ones who already have left and won't have to play the residency game any more. We won't lose 10% to residency.

AND keep in mind that all supervisors aren't merit. A lot worked hard and studied. Don't be pissed because you didnt and it ain't their job to kiss your ass; It's their job to keep you from doing stupid shit and getting yourself and the city sued because you think you know what being the police is, most POs don't.
