- According to Chicago Police Department statistics obtained by Sneed, there were only 168 Chicago traffic citations for the improper use of mobile devices in 2016 — compared with 45,672 two years earlier in 2014! So what gives?
“It seems hard to believe, but when we received these shocking statistics we were stunned,” said Ald. Edward Burke (14th), who said Chicago traffic citations and violations in 2015 had already started dropping dramatically to 26,092!
“But the dramatic dip not only went down to 168 in 2016 — but as of April 2017, only 74 have been issued!
“Something happened,” Burke said.

I used to write AVOV's all the time for this until they said no no this has to be a IVC and go to traffic court. Yeah right I'm not going to traffic court. Thus ending that activity. That's probably the numbers they're looking at. Everybody is doing the same.

Now since the decline in moving violations some genius decided to move it to traffic court. No one likes going to traffic court as it is because of the location. In traffic court the judges dismiss the ticket but still fine the so called mandatory court cost which pays the their salaries. So what the city was bringing in for fines on the cell phone tickets is no more. Judges in traffic court always drop the initial city violation but sure in the hell make sure county gets paid with the hefty court costs. Regardless, why in the hell would we want to generate revenue when all anybody wants at city hall is shit on the police.
OT, also in 003: How about the commander denying hearing requests for those who were on the radar for indebtedness to the city? The fact is they paid it. They paid it prior to the spar coming down. Yet the commander of 003 refuses to be fair and professional. So now officers must give up their CU time or have a day of no pay. You mentioned a double merit Tact LT who the young tact officers admire and suck off? How about this commander who is a triple merit and intentionally screws over coppers? It has been verified that he is the only commander in the entire city who is doing this injustice with giving out soars to those who paid it off before the spar was even created.

2. His daughter calls in a fake assault because she was tardy to school and refused entry... Bosses and detectives and many officers on scene. Truth comes out little too late. The next day he yells at the 2nd watch roll call not to bother putting in for merit anything...
3. Calls officers into the station over the air during a traffic stop and tells them the driver was his wife...
4. His niece has been in HQ. When did she come off of status? What does she do there?

Simple, went from writing it on ANOV to a traffic ticket. Traffic ticket means inconvenient traffic court downtown ,or deviation for not going, so a lot of people are giving a verbal warning instead..

Maybe cops took a hint, finally, and stopped writing people nonsense tickets over nonsense issues that are just politicians pet projects anyway - AND the people are thankful to the cops for finally waking up to the fact that THEY are taking the BRUNT of the people being PISSED OFF at the nonsense nature of the nonsense laws politicians keep passing while THOUSANDS OF SHOOTINGS AND HUNDREDS OF MURDERS go on, along with seemingly endless property crimes, theft mainly, happens and the cops are NOT ALLOWED to actually CATCH those who are guilty of these REAL CRIMES......and for the lucky few that are caught, those same corrupt politicians jsut make sure they are slapped on the wrist and released anyway.

I wrote the ANOV for this pretty regularly. I went on furlough and when I came back I heard that we can only write it on a mover. That's something I'm not willing to do. Bring back the discretion to write the ANOV and I'll write them again. Case closed.

cell phone used to be an ANOV, so the guys who only wrote them for VRI numbers stopped writing them.
Cell phones are now movers, the traffic court was already a pain in the ass to go to, with no parking, and now a roll call room in another building, yea fuck that. The only movers being written these days are mail-in's, or suspendeds, where no trip to the Daly center is required (and no ISR from anything else that pops up, but lets not get into ISRs...that wouldn't be fair).
Not to shine too bright a light on it, but maybe they will also notice the drop in Youth arrests and curfews on the west side. Will they realize this was predictable after removing all the youth dicks from areas 4 and 5, or just assume parents are doing a better job? (har har har).
Starting June 1, prisoners are only going to be allowed to have 1 layer of clothing going into lock-up. I'm going to out on a limb and guess that those "quality of life" arrests are going to plummet once the weather gets cold. How long until the Ivory tower figures out why?

AGREED! you get a ticket anywhere outside cook county and you will PAY! but here, you get 1st time courtesy or SOL. It's a joke! Go to wisconsin and do 10 mph over and see what happens!

Stopped writing tickets, judges are pathetic. Just look at judge Karkula, wife of other judge karkula. She makes a brick look intelligent. Her goal is to dismiss as many cases as possible. After you see the commander and deputy chief for a "bullshit hearing" you are done and have no more recourse.
At least with the C.R. process you can have an arbitrator review it.
