Remember - A Car Isn't Deadly Force
- A Chicago police officer was run down by the driver of a stolen SUV.
It happened just before midnight at Odgen and Trumbull. The officer was approaching the vehicle on foot when the driver hit the gas and knocked him down.
- A Chicago police officer was injured after being struck by a car speeding away from an attempted traffic stop Tuesday evening, police said.
Officers attempted to perform a traffic stop in the 100 block of East 75th Street in the city's Park Manor neighborhood about 5:02 p.m., police said. The vehicle officers were pulling over struck an officer as it fled the area, police said, and a person is in custody.
- A person was shot by Chicago Police after an officer was pinned by a vehicle Wednesday morning in the Austin neighborhood on the West Side.
The incident happened at 11:15 a.m. in the 1600 block of North Leclaire Avenue.
The damage to the pinned Officer's leg is said to be "severe." And then the Sun Times quotes Special "Asshole" Ed and his new "Non-Use of Force" policy that may have just cost this officer his leg and his job:
- If was not known if, aside from the stolen vehicle, if the suspect was armed, Nagode said.
Last week, as the Chicago Police Department announced a new use-of-force policy to focus of de-escalation and the sanctity of life, Supt. Eddie Johnson touched on the possibility of an officer being injured by a vehicle.
“If a vehicle is coming at an officer and that’s the only threat of force, the officer can get out of the way of it,” Johnson said.
Really Asshole? And what if he can't get out from between two cars? A car used as a ram kind of lacks the finesse of a knife or gun attack - the car moves violently after impact and the operator, concentrating solely on escape, isn't exactly following the Rules of the Road.
Four coppers injured over three days by criminals who know EXACTLY what officers can and cannot do, and they know we cannot chase and they know we cannot shoot without suffering the danger of losing our jobs. There isn't a downside for the criminal at any level. You've conceded the battlefield. Well done.

Maybe these bosses should first try to get out of the way of a vehicle that is less than 21 feet away when the driver floors the gas pedal and drives towards them. Let's see the jagoffs jump out of the way. Each and every boss at 35th and each and every commander, captain and lieutenant has to go through this training to show us all how it is done. Of course if they don't make, they can always hit the medical for IOD during a training exercise.

What's most sad about this whole thing is, using common sense, the "reasonable man" thing, a car is a deadly weapon. As a CCW civilian, if someone is chasing me down with a car, my only assumption can be that they are trying to kill me, and it's my right to use whatever force necessary to stop the threat. Why does this not apply to cops? It only makes sense. Of course, not everything makes sense these days, that's why the stupid non-use of force or whatever thing is the rule of the hour.
Guaranteed, if this ever comes to a jury, a car is deadly force. That will be recognized. Shouldn't have to come to that though. Some stupid white shirts should have figured this out and aborted it early. Once again, thank you CPD management for doing not a damn thing to make us safer, civilians and officers alike.

A terrorist who has just beheaded a victim with a knife on Michigan Avenue who drops the knife and flees from an officer can not be shot to stop his flight-even if it is known that the terrorist intends to behead more victims at the next available opportunity. Because that's not "immediate."
A man walks up and shoots a police officer in the leg. He then drops the gun and walks away. The officer may not shoot the man as he no longer poses a threat.
A terrorist who escapes from the Metropolitan Detention Center whose plan is to detonate a nuclear device tomorrow can drive directly past a foot patrol officer without fear of the officer shooting him. Because there is no "immediate" threat.
A terrorist who has kidnapped the mayor and placed him in his trunk can safely drive away without anyone trying to shoot him, because the mayor is not in danger of "immediate" bodily harm.
An otherwise unarmed terrorist who has just murdered dozens of people on a Michigan Avenue sidewalk by driving over them in a truck can get out of the truck and flee on foot without worry of anyone shooting him. The threat is over.
A SWAT sniper may not shoot a terrorist holding hostages unless the terrorist is going to immediately kill or maim his victims. So if the only effective shot a sniper has is when the terrorist moves into a room away from his hostages, or if the terrorist has stated his intention to kill all hostages in 10 minutes, our sniper can not shoot the terrorist.
The list goes on and on...

Again, we are given policies to follow from those who've been hidden the vast majority of their careers and have spent but a heartbeat in patrol!
Why is anybody doing anything? Do you not see that the Department and city does not care about you? After you get hurt the Department will throw you under the bus. Plus you will have to deal with the shit medical care that the city may or may not provide. They will send you to some quack doctors and you will have to fight with the Department and the city to get any kind of decent care and to get your medical bills paid. After doing your job and getting hurt you may live crippled and in pain the rest of your life for people and a Department that does not give two hoots for you while the bosses and politicians go on to live the high life.
So a vehicle was not a weapon in the U.K., France, and Sweden by our definition. I'm sure that will comfort the victim of those attacks knowing that. It is a "recommended" weapon for terrorist today. And let's not forget the incident in New York with the mental.
Let's see a Training Video on Dodging a Speeding Vehicle aimed at the officer. Show how you are just supposed to use Precision Timing to coordinate the exact moment to jump out of the way of thousands of pounds of metal and steel. And as an inspiration, make sure the Actors, are fat ass exempts. I want to see a replay in slow motion as well. Maybe we can see "ignition" of a grease fire when their thighs rub together. Or better yet, maybe we can see Staples hair spikes bending in the speed of her motion. And make sure the Exempt are wearing complete equipment as do patrol officers: vest, gun belt, taser, radio, camera, etc. This would really be something to see in slow motion. And take note this "Idea" is not original, since NYPD adopted it years ago, but remember, New York does not have streets as wide as Chicago, and vehicles are less available there.Cops actually have many walking beats in NVPD. How can anyone at 35th sleep at night, knowing that they are pushing a policy that removes discretion from officers on the scene, for a policy that unnecessarily places them in danger of death or career ending, life enduring injury? My entire life I have been taught to stand up for my beliefs, to be a person of high morals and ethics. That's why I feel obligated to lend support to the thesis that Special Ed should be forced to wear a scarlet “W” for “Wants to make empty promises”. Don't let yourself be persuaded by mischievous devotees of conspiracy theories who secretly want to provide support to backwards banana republics and their costive dictators. I, for one, want to see all of us working together to transcend traditional thinking. Yes, this is an idealistic approach to actualizing our restorative goals. If I had to choose the most insolent specimen from Special's welter of doctrinaire gabble, it would have to be Special's claim that the future of the entire world rests in his hands.

Any sober person would realize that he who passively accepts evil is as much involved in it as he who helps to perpetrate it. Of course, people like Special who do in fact perpetrate evil impose ideology, control thought, and punish virtually any behavior he disapproves of. Charges from the 010th district were denied and worse yet, passengers were released without charging after complainant couldn't be located and the driver was given an ibond. True story. Look it up.

We as the police can sit back and t as lk about how we are not going to do anything but just answer the radios jobs, but when that in progress job comes out most cops will react, the dog asses that just wear the badge will still lay back like they have done over the years. But most react and respond, it is just human nature, and you get pumped up when there is a chase and don't think about getting hurt, so you will never not see coppers involved in car chases or foot chases. In the 70's I was the victim of a vehicular homicide attempt, with an estimated speed at least 50 to 60 mph. By the grace of the almighty survived but as the years progressed have an ever increasing list of medical conditions.
For Special Ed - You CAN NOT get/jump out of the way.
Departments haven't changed much in this regards - mine did everything to keep from having to assist with later in life medical bills.

This a Vehicle is not a weapon line is complete bullshit. I just remembered something that occurred a few years ago when my mother-in-law still lived in 'beautiful' Brighton Park.
It happened a few doors down on the corner od 44th St & Christiana Ave. Her next door neighbor, a Mexican 'immigrant', was driving home with her kids in the car after school. Somehow she lost control (maybe scolding the kids in the backseat & not looking) when turning left onto Christiana and smacked right into the rear end of a parked car on the right side of 44th Street. Unfortunately a woman was getting groceries out of her trunk when the car struck -- the woman was ALMOST CUT IN HALF!
My wife was at her mom's that day and they both heard the woman scream. My wife went out to look what happened but couldn't see the accident as it was just East of that corner. When my wife got home and told me about this she said it was the worst, scariest, blood-curdling scream she ever heard, and later that afternoon found out that the woman died at the scene.
So anyone who says a car is not a lethal weapon is full of shit.
ps: police investigating the accident determined that the driver (my MIL's next door neighbor) was also speeding when she lost control of her car.

I have talked to them personally and they really do believe that if a situation goes south and the end result is muddy then the city will stick by them. No officers! The city will screw you. Mr. Brown,in response to your column today in the Chicago Sun Times, apparently you live in a socialist dream home in uptown and enjoy it. Good for you. Don't however try to make other people feel bad for not wanting what you want.
As for not living with animals as your column suggests, I believe your newspaper reported years ago on a mandatory living skills programs for Section 8 residents approved for the then new low rises near the united center. Living skills like "take your garbage out and keep it in the can in a bag" "don't play your radio at 3am, even though you don't work many of your neighbors do etc." If that is not animal training I don't know what is.
Imagine if you will a man and wife, married with two kids that live on the northwest side. Their household income is just about 100,000. They want to do better for their children so they know the local grammar school is out of the question because the school itself is in disrepair from zero capital improvements much less routine maintenance and the full time janitors have long since been privatized so the school is dirty and stays dirty. The classroom has 35 kids, fifteen of whom require special attention from the teacher because they have I.E.P.'s for their behavior or intellectual problems and some of the kids got in the school from crummy neighborhoods by calling themselves homeless so the boundaries don't apply to them and of course there are also some kids bussed in from the west side.
There is a very low prospect of a normal white kid from a middle class family prospering let only thriving in this environment. Also, because they are white, good luck getting into one of the handful of decent high schools so the family has to pony up for Catholic grammar and high school. Everything they buy in their neighborhood is taxed to the hilt and going up higher. The soda tax is designed to fight obesity, not increase taxes, but all the fat people on link cards will be exempt from this tax as their transactions are tax free! Moreover, our formerly quiet neighborhoods are being invaded by marauders, usually minorities, intent on committing crime because they know what little police we have left in Chicago are being deployed to their neighborhoods that hate the cops so it is time to move where the police are not to pillage. Also, the criminal underclass already knows they can run in their cars and the cops won't chase them and now they can even try to run the cops over and they won't shoot. Also, tiny dancer (Mayor Emmanuel) is PROUD to use their tax dollars to fight for illegal aliens that also disproportionately live twenty people to a single family home, burden emergency rooms and drive down the value of labor!
In essence, this couple is paying the lion's share for wards that contribute nothing except violence and social disorder but consume everything "free to them". Our archetypal couple described above are not hipsters with no kids that can live in trendy areas until their late thirties then move to the suburbs nor are the super rich that can live on lake shore drive and these are minor annoyances that can be worked around.
This husband and wife feel like strangers in their city. They are angry and put upon. They are moving backwards socially and economically to support dead weight and now Alderman Arena wants to accelerate their demise!
When you say you want low income housing in their area, that is the straw the hopefully will break the camel's back. If poor people want to live in nice neighborhoods, work and save to do it. Austin used to be beautiful. Now it is hell. The Island neighborhood used to be nice, now it has been renamed "Austin" or perhaps hell south. Galewood and Mont Clare used to be nice. Now as logan square gentrifies west, the riff raff moves west and these formerly nice neighborhoods are getting run down so people move farther north and west.

Any Officer struck by a vehicle do to the police departments new order involving a vehicle, should go to a good attorney and sue. Sue for mental tress, injuries and anything else a good attorney is able to put into a legal form. This order is telling you not to protect yourself from someone who is attempting or committing a violent act that can cause great bodily harm or death with the use of a vehicle, to you or another. I'm not the police, but have family members in law enforcement both state and federal. I agree with an above quote, if I'm on a jury and this is the reason you got fired or are being charged or sued, you my friend are going to walk. The Board asked Dean what the value was on the vehicle and Dean stated $9,000.00. The Board decided to fix the vehicle and voted on giving Dean the vehicle to keep. What does Dean do you ask? This fuckin scam artist trades the car in for a Mercedes Benz CL 250. The funny thing is that he lied to the Board of Directors on the value of the vehicle. Even though I've done nothing wrong, the City settled for a small amount of money just to make the case go away. Did the lawsuit discouraged me from working? Of course!! But then, I just can't sit on my behind, drive for 8.5 hours in circle, and not do anything. I'm not a "hard charger". But, it feels good when you helped someone.

Channel 7 Eyewitness News just showed the first day of the COPA supervisor's training class being held at Chicago State University. It seems quite poetic for them to be holding the training classes at a repeatedly failed educational institution. And, it is apparently a racist institution because when the Governor of Illinois appointed an educated and experienced white man to lend his expertise to save the institution, the CSU community proclaimed they did not want a white man, Paul Vallas, hired to save the institution from an impending financial disaster and possible demise. They demanded the savior be black, a savior yet to be found.
As far as COPA, no cops or ex-cops were allowed to apply and apparently no white males were allowed to apply because there was only a couple of white faces, all women, in the group gathering shown on the news and there were very few Hispanics/Latinos/Spaniards of either gender shown.

There are plenty of Engineering practitioners, professors and students who would be more than happy to generate charts of force delivered by small, medium and large caliber rifles and compare them to forces at various speeds developed by humans on motorcycles, compact & full size cars and SUV's. TL;DR Any vehicle traveling over granny walking speed has a much greater chance of hitting you than a 9mm projectile fired by a non-trained shooter. That vehicle will impart more force to anything it impacts. Pedestrians struck by vehicles are docomented evidence of damage. They obviously didn't "hop out of the way"

Well, the officer got hit and pinned by the car. He didn't die, only a broken leg.... only downplaying it by saying "only", but he didn't die. I know it could have been worse but it wasn't, it was a broken leg. If a broken leg is the extent of the injuries is it "deadly force"? If the offender hit the officer, pinned him and then there was no further action i.e. the car stopped moving then were the officers right in shooting? Did the offender reverse the car to attempt a second ram? If not then these will be the questions. Do you want to know how I know??? Because in 2002 I was in a shooting with this very scenario. It looked like it was the perfect shooting, and it was. Only to be thrown into a grinder by a civil lawyer who actually ripped us apart. my partner had a broken leg and broken knee cap on the other leg and we shot the guy three times. The civil lawyer turned the entire case upside down and got a jury to believe his garbage. two week jury trial and 830K later, no punitive but it still sucks. Car ramming cases and use of force are not as easy as you think. This one will not be as easy as you think it will be. He will be found guilty in criminal court as did our guy, but the civil part will not be as easy as you think. Only playing devils advocate here, but after going through the same exact scenario its going to be hard to defend, especially since the department adjusted the general orders on shooting at a vehicle.

I know that if you're a worker it is extremely difficult to figbt the feeling but we must realize that every policy and change is done to minimize liability not officer safety. They want a laissez faire (hands off)department. Give it to them and keep your job. Towards that endeavor I'm coining my new job title of an MRT (Mobile Report Taker)That's what they want. I'm surprised I haven't been dumped yet. Only writing anovs (and drive off if it seems dodgy), arrests on signed complaints, and that's about it. ISR's if they are needed, but not as a number generator. Haven't needed a stop receipt, except maybe once. The powers that be like blue cards, but that came to an end with the body cameras, as did most activity. If it isn't a slam dunk, then no thanks. I'll take 2nd or 3rd watch whenever you find some other sucker to do more than me. Btw, I'm not proud writing all of this because I once loved this job. It is what it is at this point.

Well, the officer got hit and pinned by the car. He didn't die, only a broken leg.... only downplaying it by saying "only", but he didn't die. I know it could have been worse but it wasn't, it was a broken leg. If a broken leg is the extent of the injuries is it "deadly force"? If the offender hit the officer, pinned him and then there was no further action i.e. the car stopped moving then were the officers right in shooting? Did the offender reverse the car to attempt a second ram? If not then these will be the questions. Do you want to know how I know??? Because in 2002 I was in a shooting with this very scenario. It looked like it was the perfect shooting, and it was. Only to be thrown into a grinder by a civil lawyer who actually ripped us apart. my partner had a broken leg and broken knee cap on the other leg and we shot the guy three times. The civil lawyer turned the entire case upside down and got a jury to believe his garbage. two week jury trial and 830K later, no punitive but it still sucks. Car ramming cases and use of force are not as easy as you think. This one will not be as easy as you think it will be. He will be found guilty in criminal court as did our guy, but the civil part will not be as easy as you think. Only playing devils advocate here, but after going through the same exact scenario its going to be hard to defend, especially since the department adjusted the general orders on shooting at a vehicle.

Sorry for what you went through, but General Orders are not state law and that's what governs the 'right or wrong' of shooting this attempt-murderer.
Retired Florida officer 30 years. In an active reserve position now. Our use of force policy is defense of self or another. I am glad I never had to work in Chicago. You guys have it rough.

I don't t know if you can call that "risk" when Tact Team are out there working. I've been sued before working a beat car responding to an in-progress call. Even though I've done nothing wrong, the City settled for a small amount of money just to make the case go away. Did the lawsuit discouraged me from working? Of course!! But then, I just can't sit on my behind, drive for 8.5 hours in circle, and not do anything. I'm not a "hard charger". But, it feels good when you helped someone.

Yes you definitely call it risk. You can still work on a beat car if you want without the nonsense of a quota that tac imposes (albeit not officially wink wink).
I don't know why anyone is doing anything anymore. I can't believe how often I roll a stop sign after my tour at 12 am and I'm surprised how often I get stopped. I just SMH and show my star and I'm free but amazed i was even stopped.

Why don't you try stopping at the stop signs, you entitled piece of shit? Gotta save that 2 seconds on your commute?
Been in business for 30 years. Insurance company rep advised that if I changed a SOP from industry standards I wouldn't be covered and would be liable for any injuries. Seems that a directive of no defense from a vehicle attack would fall under that, call Loevy & Loevy.........
He should test his theory and see if he can move away from a moving vehicle 😡
