Academy Plans Move Forward

  • The $95 million public safety training campus ​in West Garfield Park ​that will replace Chicago’s police and fire training academies will be bankrolled in part by proceeds from the sale of a valuable fleet facility site near the Chicago River on the North Side, city officials say.

    Mayor Rahm Emanuel is fleshing out financing for the long-awaited ​West Side project after entering into ​a letter of intent to buy the 30.4-acre site at 4301 W. Chicago Ave.

    Developer Sterling Bay agreed earlier this year to pay the city $104.7 million — $133.53 per square foot — for the lucrative site near the Chicago River, where city vehicles now are maintained. The deal also requires Sterling Bay to build a new city maintenance facility in Englewood.

    Now, city officials say the mayor is planning to use “at least $20 million” from the North Side sale to buy land for the new public safety training campus and “get work started.”

    The remaining $75 million to build it is to come from “the sale of other surplus property,” officials say — including the antiquated police and fire academies the new campus will replace.
Knowing the crooked land deals of years past, it'd be interesting to see whom scratching whose back with all this property changing hands.

Nothing like leaving a bunch of unattended vehicles that belong to police scattered about the west side for the animals to break in to. Kiss lunches goodbye. Recruits will literally be on an island. , Those extra college courses at night ? Nothing like walking to your vehicle at 2am solo on west side.

Now let's talk actual physical location. We will all be screwed to holy hell. There's no way to get to that location that won't take you an hr. In most cases during daylight hours 2hrs if you're lucky. What a healthy FU in disguise to the general public.

landscaping, ect. Of course, City officials always
have a place in their hearts for the small, independent

At this time, the city is still accepting contracts for the installation of faulty plumbing, uneven funhouse like poured floors, leaky roofs, shifting visually separating cinder block walls and parking lots with soon to be sinking manhole covers with a daily defensive driving training on site.

This is another "transparent" effort to develop Chicago's impoverished areas, that were Not Impoverished areas until they "Changed", (Changed is a Code word for an area that turns minority.) Building the Whole Foods in Englewood was part of this effort. So we go back to the Liberal concept of throwing more money into an area and hoping that the money grows more money and jobs, which will then revitalize the area. All of which ignores the real issues of an absence of integrity, morality and ethics, work ethics or other "Values" beyond money. Minimum wage jobs are not going to improve these areas, when everyone knows if you sling dope, you will make more money and not have to pay taxes on it! Does some White Social Justice Warrior, really believe that if a minority person evolves to say an executive position at Whole Foods, he/she will stay in Englewood after achieving success? Those few minorities who become successful, get the hell out of Da Hood as quickly as possible. Note the number of "Revends" who don't even live in the "Shitty" because the schools suck, unless you can afford the Lab School like Obama and Rahm. Meanwhile the Shitty talks Economic Development, while on the other hand teaching Ghetto Kids to be Angry and Hostile towards society, by teaching hatred of the police and White People. Classes emphasizing Jon Burge create attitudes of hostility and anger that cannot be balanced by tossing "Them" a few crumbs. Failing to teach Conflict Resolution, and how to Respect each other is costing lives. Instead the Shitty will impose Left Wing Neurotic White Values and Guilt. And the millions of taxpayer dollars to fund this new construction will be another lost opportunity, unless it includes Apprenticeship programs for residents of the areas to be developed. And I don't mean that bullshit where Rainbow Push comes in and shakes down the contractors and for a "donation" finds Black folks to work the lowest jobs on the site. No, the "Shitty" should DEMAND that these investments create more than a physical structure; let these tens of millions of dollars provide jobs with Real Opportunity. Instead of giving people a fish for dinner; teach people how to fish. But is Rahm strong enough to tell the Unions and contractors like Walsh what to do? Antiquated Police and Fire Academeys? More like the land where they currently sit is too valuable and some developer/politician wants the land and
is going to make a huge amount of coin when they sell that land. Will this be like the old CTA barn deal on Clark St. that was sold to a Daley friend for 1/100000 of what it was worth? I think so.

To the general tax paying public- The Police and Fire Deparments are not the only ones about to get screwed. You are also going to take a beating. Watch this closely because I guarantee you will see some shennanigans involving this deal. I can't speak for the Fire Academy but the Police Training Center is just fine and was remodeled recently. And ask yourself this question. Why replace a building that really isn't used that much especially when it is in good shape.

HAte to be a wet blanket but the crime has happened already! That amount for land is the values used in ENGLEWOOD! The current rate for land in North Down Town is between 2000 $ and 5000 $ a sq foot. Add the fact that it is a large tract of land by the river?

NOBODY ever buy from somebody and then has them do the construction some where else. The reason being the new building will have mysterious overuns to recoup cost. Its is idiotic in prctice and should have went out to bid!

CHA South information.

When working CHA South in Altgerd, be very cautions what you say when the security guards show up at you call. Several of them are wearing body cameras, and one of them will be writing down all of our info. When you are at a job with several cars, one of should write down all of their names and numbers as well and include it in any reports you make. If they are on scene, put them on paper.

Also, it appears that this "connected" security company has the 005 district commanders cell number. They are "trick Bags" who do not like the police. Be very very careful anywhere they show up.

this area fucks the white candidates and here is why: There is no easy way for the residents of the far southwest and northwest sides to travel there. This area makes it impossible to take public transportation. This is a classic example of selling your soul for re-election. A centrally located area would be conclusive for optimal use, both for training and staging in case of a emergency. Rahm again is showing his utter incompetency. A central location could be accessible for public transportation, for in-service training, and for staging if needed in a emergency. But who says competency is required to be the mayor of this city.

Screwed to holy hell? Two hrs to get there? take Pulaski straight down. A few years when I came on and lived on the north side I was assigned to the old 011 at Pulaski and ROOSEVELT man I must have been screwed to holy hell and back. Three hrs drive

In 5 years the New academy building will begin deteriorating. The walls will crack, and the foundation will settle. In 10 years the roof will leak, and there will be garbage cans in the hallway to catch the rain water. A mold problem will linger and never be resolved. Bathroom stalls will have crime scene tape across then designating them unusable. Sinks will run on and not be able to shut off. The shower room will have some type of third world fungus growing there. The gym equipment will break and not be maintained post warranty. Chairs will break and never be replaced. Desk drawers will fall apart and there will be a pile of scrap pieces in some unused room.

BE careful when working CHA South in Altgeld gardens.
The Politically connected security firm that has a contract there, wants to expand the number of their security officers working there. This will be achieved by eliminating the CHA south cars on 3rd and 1st watch. These security guards were told to call their boss anytime more than 2 CPD cars are near each other. Their boss in turn calls 500, who then calls his Lt and Sgt to yell and scream at the officers for bullshit.

document any encounters with the Lie-Tenant or Sergeants while you are at CHA south. Also, make sure to document the names and star numbers of all the security guards that show up at your job. If you make out any type of report, put them on paper also.

The Security guards are not your friends in Altgeld!

They're building homes and apartments in record numbers, no factories or manufacturing for jobs.

Whether we get a new academy or not it doesn't really matter. We hire almost anybody thanks to having no standards, we pass them through the academy at almost a 100% rate thanks to our amazing instructors (sarcasm) and meritoriously promote connected idiots who further destroy the department with every decision. If these things do not change, a shiny new academy will do nothing except add more smoke and some pretty new mirrors to distract the public. Improving the CPD is the last possible reason for a new academy.

The department will NEVER improve unless the mayor wants real improvement. Rahm obviously wants the CPD to continue to be nothing more than a political tool for himself just as it was for his predicessor so he'll continue to promote bosses that will further his agenda at the expense of public and officer safety. It's as if bosses are being chosen to intentionally destroy the department. The only thing that really matters in this city is that the connected get rich at the expense of everyone else. After all, it's the Chicago way.

No I'm not a dog ass but when I had to listen to the war stories I would check the name in box 1 on arrest reports and their unit history and it always tells a different story. Isn't that the case with the 3 new let's that no are raising hell in the districts. They came from inside headquarter jobs but suddenly know police work

75 million dollars? Why not just take a couple of bucks and fix up either Harper, Robeson, or Englewood High Schools. Pick any one. They have gyms, locker rooms, swimming pools and cafeterias. Each was built to accomadate over 1000 students. Harper could survive a nuclear bomb as it was built in the 40's. Want the west side? How bout Collins H S. it's in a park near Roosevelt, Ogden and close to X-ways. Save some money Rham. Give some contracts to the 'hood'.

A new academy is part of the police reform act the politians are banking off of. They hate us, but what better way to screw us by building a new academy on worthless land. They save money, they make money, they appear pro-police, to the anti-police they can say this is part of the police reform, all the while they sit back on their money stacks and say screw you. They are trying to distract from the pensions issues.

So, if she comes to 012 or any other dist you will gain an extremely knowledgeable Capt who will have the backs of those that simply just do their jobs.

Of course, this makes no common sense. Transportation routes in and out of the location suck. And why purchase land when the City already is the real estate owner in Cook County by far. The existing CPD Training facility serves us well (and presumably the same for CFD). And IF it was determined we REALLY need new training facilities, teaming up with other nearby cities to set up a common training grounds makes ALL THE SENSE in the world. Also the $95M will grow and greatly exceed the budget. If someone offered $95M to be shared between CPD and CFD, absolutely 'Building new joint training facility in Garfield Park' would not make the top 10 list, and probably not the top 100 list.... But this is Chicago and all big decisions are fueled by political reasons and not reality.
