- Issued five days before Cook County Chief Judge Timothy Evans unveiled his plan, hatched in 2016, to get nonviolent people out of jail, Holder also argued the state’s pretrial detention system is unconstitutional because it largely jails people based on their inability to post bond.
On July 17, Evans ordered his bond court judges to steer away from a cash-for-bond system — which can violate the rights of the poor — and to release all defendants who pose no criminal danger to the public.
Cash is used to secure appearances in court - if the defendant doesn't have a reason to appear (and money is a great motivator), study after study shows that they don't bother showing up. And if they get re-arrested on a "bond violation," well, that's just another "non violent" charge....and they're released again, with no motivation to show up again.
But here's Holder, looking for some sort of payoff, handout, settlement because the system is "unfair" to the poor. It isn't - and if it's "unfair" to the criminal, well boo-fucking-hoo, cry us a river.

Years ago I - bonds where only to be given out in exceptional cases. But over time it became the norm. Some W/Cs never wanted the responsibility of having any prisoner in their lockup. You could have fought with an arrestee to take them into custody but the W/C would have the arrestee sailing out the door with an I bond while you were still doing the paper. We had one watch that kept no one. So lets say you arrested someone and they were charged with a misd. or MCC and they pop with warrants .This is when it took a day for their prints to clear. You call the CWU to have the warrant sent out. This particular W/C would send the warrant back to the CWU and tell them it was issued in error and then bond the arrestee on an I bond just because he didn't want prisoners in his lockup. They also would send the warrant back if the prisoner was in a hospital so they would not have to put a guard on them. Also if the arrestee or someone came into the station with with bond money they would not issue a D bond, they would give them an I bond. Frustrating to say the least. So the moral of the story is that even the police are working against the police.
Maybe a signiture bond, like on the traffic violations....????? Yeah right!! That works great...

I do not know of many people who can come up with 5000 just because. Get pissed all you want, cops got a fucked up job, but I personally saw my brother get arrested for selling loose squares, additional charge of resisting thrown on him. Bond was 50,000. Took us few weeks to come up with that, even though I had a house at the time, could not do that. Had to get a paid lawyer, another 5,000. Charges dropped magically. But we were out the lawyer fees and had to wait for the bond money to come back. In the meantime, he lost his job, and due to just the arrest, had to pay to get the charges remove. So yes, this is a big deal.

Over ten years ago, we sat with a Covington & Burling partner for a pitch to do some straightforward commercial work - help with financing documents, operating agreements, property leases, etc.
Rates for a reasonably heavy associate to do the work: over $1,000 per hour. I can't imagine what the rate is now.
Those flights to Gitmo aren't cheap. Got to pay for it somehow.

Someone should ask the Cook County Sheriff how many warrants are outstanding in the County. Dart announced with fanfare only a few years ago that all outstanding warrants would be posted on the County website. He even indicated that over 43,000 warrants are waiting for arrests. Look today and you will see the website is down. Call the sheriffs warrant section and they will tell you nothing. Why is that? How many of these warrants are for property crimes and how many for violent crimes? The sheriff will not tell you. I think this entire matter of Preckwinkle and Dart going for I bonds on property crimes and saying jail or cash bonds are not required just might be a lie.

Resisting charges don't just get "thrown on" and that bond is for a felony. Something you're not telling us? Or was it felony resisting which means somebody had to get really hurt, detectives had to investigate, and an ASA had to approve the charges.
