Is Crime Down?

  • At least 33 people were wounded, 6 fatally, within 13 hours from Saturday to Sunday across the city in separate shootings, which includes an attack in the West Pullman neighborhood that left one man dead and wounded six other people.

In the West Pullman neighborhood on the city's Far South Side, a man was killed and six other people were wounded in a single attack about 2:30 a.m. Sunday in the parking lot of a banquet hall used as a nightclub, police said.
But, as we've pointed out, it was going to be near-impossible to match 2016's torrid 98 homicides. Expect Special Ed to be on the news shows for a few days straight, touting the "drop" in August this year over last year and start with the "crime is down" story line again.

But is crime actually trending downward? That answer would be "No."

"But how do you know SCC? Surely you don't doubt the brilliant minds that run this Department and city?!?!?!?"

Well, let's try a little experiment.
  • pretend 2016 didn't exist
Special Ed and the Department brass and the politicians are about to start with the "crime is down compared to last year" bullshit. So let's just pretend that last year didn't exist. In so many ways, it was a complete aberration. We've said so a dozen times. Take car jackings - 2015 versus 2017:
Only one District has seen a reduction in car jackings and another has exactly the same number. That means twenty Districts have seen an uptick.

"Oh SCC, that's only car jackings. Who cares about car jackings? It's just a property crime"

Okay - explain this then:

Look at the top section - there isn't a single category where crime has gone down, 2015 versus 2017. 2016 might have been an out-of-control dumpster fire where homicides were concerned, but crime was trending upwards across the board and there's the proof.

Look at the second section - a bunch of reductions there, right? Look where the biggest reductions are. We'd call those "police initiated contacts." Narcotics arrests are down nearly 60% alone. Prostitution down another 40%.

The totals are a big indicator - violent crime up 14%. To drive the "total crime" down to a more palatable 0.6%, the bean-counters had to add in all those other categories. But look at the arrest totals:
  • 2015 - 44,300 arrests
  • 2017 - 30,881 arrests
A 30% decrease. That's "fetal-ity" kicking into full gear. And all of the indicators are that crime is on an upswing while what we used to call "policing" is on a downward slope.

But what do we know? We're just cops with a few decades of experience....writing an "insignificant" blog.

A carjacking is a crime against the person. Just like a robbery or a home invasion. Otherwise they'd be an auto theft, a theft and a burglary...those are property crimes. Don't let the department's, more specifically, Phat Phil's restructuring of the detective division fool you.

Also, how big of a political bombshell is this really going to be for rahm, if there is no serious opposition? Right now there is nobody. The end of the month my wife (retired from 25 years in records at a suburban PD) have to come into the glorious Kingdom of Rahm, only because we have to see our doctors. I'm retired and have to see my cardiologist too. Normally I would carry my 10mm Glock, or ParaOrdinance 45 Warthog. Will still carry the 10mm, but will be bringing my S&W 500 50 caliber revolver(that makes a 44 magnum 4 inch look like a tiny 38 snub) with me, just in case I get stuck at a red light too long. Only other time I carry it is when I'm hiking and might encounter an angry grizzly (not smaller black bear)bear. Momma's, Aunties',store front Reverunds, BLM, and other community activists will be shedding tears if I have to use it. So will I, ammo for it costs $3+ a round!

The decrease is because of reduction of cops who are capable of being cops, let's face it throw 1000 pops out there, they don't know what to do... so you won't get any poleecing and no arrests. Then again I don't care about arrests if it don't lead to a conviction. So you better have guys and gals are capable Foxx. Arrest arrest arrest, dismiss dismiss dismiss. Keep on hiring Rham, you can hire your way to a Poleec department, you can dismiss cases to your living in a shit hole tho, keep creating taxes to Prickwinkle

Homicides are for the most part, ghetto bidness, and thus really don't reflect what's going on in the city as a whole. You could have 900+ murders and they really wouldn't affect the functioning of the city as long as they were geographically isolated. Chicago experienced that for years and was a better place to live and conduct commerce.

Jackings are now happening in normal and affluent areas because Dude has zero fear of the repercussions of being caught. Add that to the strong arms, burglaries, and thefts that are now daily events in 016,017,018,019,020.

A certain wing of the democrat party wants these areas to experience crime as payback for racial grievances against innocent people, and Rahm and his stoogealdermen have to take it so as not to be attacked as racists.

In 016, the forced degradation of the neighborhood by leftist corruptocrat John Arena, is dependent on city financing for the housing project to be built on Northwest Highway.

Emanuel can block this financing with one call. Let him know he is accountable and bowing to Arena is a bridge to far.

SCC, the one question I have and I hope you can answer is in regards to the arrest totals. Let me ask this. Does the data account for offenders who were arrested and released without charging or if they were arrested for felonies and our wonderful States Attorneys Office rejected the charges knocking it down to a misdemeanor? If they do not account for that then our numbers are even lower, therefore the public is being lied to once again.

This topic indicates why it is extremely important to pass national concealed carry. As an Indiana resident who works in the Loop, I have both Indiana and Utah permits. There are so many shitheads downtown, I carry in violation of Illinois law because I get off work sometimes after 7:00 PM and then have to go to my car in the elevated parking garage at Lake and Wacker and there are always shitheads walking around inside or in the stairwells. I never use the elevator. I don't want trouble, but I also don't want to be a victim, because no one is there to help you in the critical first few minutes. Security camera's are worthless.

Two things I never leave home without: My Glock 9mm and my scapular medal bracelet. Hopefully both will protect me. Two more years, and I retire to northern Arizona. SCC, thank you for your work on this blog.

Total reported INCIDENTS of prostitution and narcotics are down. Will check back on arrests for both of those. Most certainly arrests in those two categories are down too.

Fewer arrests in these will make some people happy especially the lower number of narcotic arrests. However, the devil, as always, is in the details. We all know that a lower number of reported incidents and a lower number of arrests, does not mean drug abuse in Chicago has suddenly declined.

Not to mention, think of the crime(s) that occur with any activity associated with the drug trade (e.g. robbery) and crime will continue to climb as it is doing. Drugs are and will continue to drive all other sorts of crime.

Blame political climate change and restless community is just warming up for the Lack of Labor Day Weekend crunch.

Contributing to 007 drop in car jacking is due to empty gas tanks and lack of vehicles - either aren't any cars remaining or they're all out driving in 001.

Crime professor Sherman Klump will say whatever Rahm tells him to say.
There will be no podium event unless Rahm says so and the Media will not be asking about violent crime.
They will seek comments on when the city will be removing all statuary that the community finds unsatisfactory and not representative.

Formers Phil and GMac are scratching their noggins on this one.
Big thanks to the house mice for the compiled statistics, job well done to crunch those alternative numbers.

Think of how much money could be saved if all the exempts turned in their cars! We could have a short bus, driven by special Ed, of course, pick them up at home and deliver them safely back at the end of their tedious day, safe and sound. Then actually working police could park at HQ for "real" police business. Come to think of it if all the Exempts would just stay home the entire CPD would run like a fine watch.

Politicians created the perfect storm. They drastically cut hiring nearly 12 years ago, putting manpower at a very dangerous level. Then they appeased activists by handcuffing the police just so they could get a few extra votes, all under a false narrative. Then they put in all kinds of rules and restrictions for the police while creating a very hostile IPRA and police board. Then they crush the pension fund and sky rocket the cost of living with all kinds of massive taxes. A continued forced residency policy is keeping qualified applicants that live outside Chicago from applying and instead going elsewhere. Forced residency is also forcing police officers to retire earlier and find other work outside Chicago too. It's a massive mess across the board. The only thing the city can do to increase the applicant pool and to get better applicants, is lift residency or at the very least lift it after 5 or 10 years of service. No one wants to move here anymore. In the past maybe, but doing this job today isn't worth moving your family here. Thanks politicians! Hope you get the votes you're looking for.

Slightly O/T But Relevant:

Of Being Greedy."

Remember when Shortshanks got greedy and cut The Police
out of the court revenue stream in the mid 90's?

Remember when going to court was your side job?

"Batting For The Cycle"
meant hitting all the rooms on your
Court Key?

Male/Female Misdemeanor.
Male/Female Felony.
Traffic Court Major.
Traffic Court Minor.
Vehicle Impounds.
Narcotics Court.
Night Narcotics Court.
Whore Court.
Gun Court.
Municipal Ordinance Court.
Grand Jury & Criminal Trial Rooms.

All that yummy delicious court and the
best part was that you had enough control
to manage your work flow and make it work
best for you.

Chicago Policemen made a shit-ton of money
for the city and didn't do too badly themselves.

But Daley Inc. was stealing hand over fist and
thought it was sound management to curtail
money making opportunities for Policemen.

"We don't wanna let you guys have any money
but keep making money for US."

And when The Police put their revenue generators
in their pockets, Crime King Shorty had the nerve
to get pissed and started his push to privatize.

Know the past to see the future...

These democrats have never seized to amaze me with their b.s.

Eddie blames the IDOC for letting them get out early, but never about putting the rats in IDOC.

The governor has the power to make Foxx a d n a, and make the attorney generals office to prosecute all cases in Crock county

My 3 year old domestic trained alley Rat, has more ethics then Eddie, Rahm, Tony put together. Tommy Dart is just a walking mope who is make the manufacture of the monitoring on the mutts leg richer then shit. The mutts just cut em off and toss them. No one looks for the mutt and the street coppers cannot and are not allowed to interact with wanted mutts. Cost to replace those shit monitors got to be a $1,000 a pop or more, Does anyone know ?

Slightly OT: I heard on the news today that an off-duty Chicago Fire Department lieutenant did his part to battle Chicago's crime problem. Apparently some aspiring scholar tried to steal the car belonging to the lieutenant and was fatally shot after trying to run over the CFD officer. Nothing like stamping out a brush fire to prevent a future forest fire. SAVE THE TREES.

as a former homicide/violent crimes detective I always thought that a truer indicator of crime is how many robberies, batteries, and stolen autos that were reported. Homicides I my opinion is not a true indicator of volume of crimes especially with todays medical treatment.

8/21/2017 02:40:00 PM

Not to mention the systematic killing, er, reclassifying of homicide's to just about anything less by the Irish mafia at #630. Hey Duffin was the muffin worth it? Nothing like a another merit goof to replace a morally bankrupt violent crime lieutenant.

The Slime Times is reporting a 24% reduction in pinches in 2016 http://chicago.suntimes.com/news/chicago-police-arrests-drop-24-percent-in-one-year/

And get a load of this guy. Funny how in one year "Police are harrassing people due to their color" can be turned into """Ald. Anthony Beale (9th), former longtime chairman of the City Council’s Police Committee, accused Chicago Police officers of abandoning pro-active policing.

“I can ride around and show you things police tolerate in our community that they don’t tolerate in other communities. They just drive right past. Quality of life issues are not being enforced in communities of color,” Beale said.

“Guys hanging out on the corner shooting crap. A group of guys on the corner drinking. People having parties that get out of hand,” he said. “A lot of your drive-by shootings are people hanging out on corners. That’s an opportunity. If we police quality of life issues, we take away the opportunity.” """"

"Abandoned" Yeah we fucking "abandoned". Its called getting off a sinking ship before getting fired or killed. When you pull over a bunch of hoodlums in da 'hood and all of a sudden "da 'hood" has you surrounded with their Obama cam's video taping you to protect the hoodlums its pretty fair to say the 'hood don't want to pulling over hoodlums.

This city has lost its minds. Maybe the DOJ can find justice for them.

--------------

RETIRED Officers should check out the following if you carry a weapon.

The PBPA is really pushing this insurance for retired officers as well as active.
However active are covered by your union as long as the shooting is deemed 'taking law enforcement action'.

Have to agree with the original poster. I carry sometimes and sometimes I don't depending on the situation. I would feel safe at Wrigley Field and the Chicago Air Show, but am armed anytime I'm downtown after dark on public transportation, the west side or situation I feel a need to be armed.
Just don't happen to agree with the idiot on a previous post that said the Middle East is safer than Chicago. Been to both and and that a ridiculous statement. Wonder if he is armed when he cuts the grass, waters the lawn, goes to church or washes the car. I wouldn't want to live like that and if anyone believes that stuff, they should leave Chicago before their luck runs out
Also it's not a good message to convey to your kids. Let them be kids instead of worrying about being shot or a victim of crime

A Chase termination when a police car is shot at, hit or not, is so over the top ridiculous that A) it should be NATIONAL NEWS on its own or B) all Chicago Police UNIONS of all kinds should be calling for openly and then actually executing a formal STRIKE as a PUBLIC grievance that FORCES it into the NATIONAL NEWS spectrum.

What do you guys pay union dues for if not the ability to stand up to THAT!

Yeah, or maybe cops could face up to the reality that the whole "arresting people because they shot at fleeing criminals because that is a crime (somehow or something)" is just being applied to YOU just like you apply it to the rest of us. SUCKS when you are disallowed even the most obvious of self defense actions, huh? Ready to see it and admit it yet? Ready to stop arresting people for the same things you cry about how WRONG they are yet? Hey, yer right, it is pure nonsense to stop a chase of a criminal who shot at ya...we have been trying to tell YOU "folks" that for DECADES. Maybe now you will LISTEN, you know, now that it is being applied to you too (now that you are no longer exempt).

Sometimes truth hurts.
This is one of those times.

See, that is why your UNIONS are paralyzed even with something this OBVIOUS!
When cops STRIKE over this issue right here, there is no way to avoid SELF DEFENSE and pursuit of those committing crimes and then fleeing being the focal point of the conversation - and the Unions are too beholden to , wait for it here it comes - DEMOCRATS to dare say a word about it.

They take your money, you get shafted in wages, you get shafted in pensions, you get shafted in healthcare, you get shafted in Garrity rules, you get shafted in promotions/testing and now yer even shafted in being disallowed the ability to chase those who SHOOT AT YOU......but you keep right on paying those dues, huh?

Who is the real mafia in ChiTown again?

I grew up at 52nd and Luna, 3 weeks ago a friend I grew up with (we are 40y/o) was in town and she wanted to check up on her childhood home. She lived at 47th a couple blocks east of Cicero. The tears were real. I guess having never left the city I sort of don't get the full impact of "the change." When she said my dad worked so hard on that house, I almost lost it too and I've worked ghetto longer than I'd like to admit. Just when you thought you'd heard and seen it all......Stay safe

Yeah, we who stayed "behind the lines" when "the change" happened are kind of like the frog who stayed in the kettle as the water kept getting warmer ... nice and comfy, getting sleepy, then: WTF THEY ALL WANT ME DEAD!

The Our Lady of The Angels School Fire website http://www.olafire.com/home.asp has acres of posts from the fire survivors and other former neighborhood residents telling these stories of lost homes and the block by block fight for their little patch of the city. I still live (always have) walking distance (though I wouldn't walk it now) from there.

Crime is crime when you are a victim in Chicago. The downplaying of anything less serious than murder in Chicago, is just another sign of the dysfunctional, incompetent leadership of the CPD and their Puppetmasters at City Hall. Break into Rahm's house or carjack his tricycle, and watch how fast the minor crime for everyone else becomes the major crime of the month. Typical of the 2-Tier Communist System of Government in Chicago. The Elite Rules, the rest just Fools. Welcome to Moscow by the Lake.
